Through that scheme, we are incredibly lucky to have not only the trips week to week, but the opportunities to go to places such as the Falklands and Norway—there was a trip to Oman last week as well—to see soldiers serving in the garrisons now and to pay tribute to past service. Today, we remembered Ukraine with the minute’s silence and, if Avanti West Coast will allow me, I will be at a vigil in Newcastle-under-Lyme at 6 pm this evening with the people there who have done such good work to welcome Ukrainian refugees into our community. We should always remember the sacrifice of the past and the sacrifice of the present that is going on in Ukraine now.
Briefly, because I know that other hon. Members wish to speak, it would be remiss of me not to mention the Tri Services and Veterans Support Centre in Newcastle-under-Lyme, which does fabulous work in all the areas that hon. Members have spoken about, such as mental health, particularly preventing suicide, and homelessness for people at risk. It is currently engaged in fundraising to buy the building that it occupies. To support that endeavour, I have written to the Minister for Veterans’ Affairs; I have had a response but I would like further engagement with him or the Minister for Defence People, Veterans and Service Families about what more we can do to support it so that it can stay in that building and renovate it.
I join my hon. Friend and constituency neighbour in congratulating the Tri Services and Veterans Support Centre on the fantastic work it does in my constituency and across Stoke-on-Trent. I want to raise another point with him. Ten years ago, I signed the armed forces covenant, and it seemed to me really important that the Armed Forces Act 2021 made local authorities more mindful of the needs of veterans. I think putting this Bill on a statutory footing is important, and I congratulate my hon. Friend the Member for Aberconwy (Robin Millar) on bringing it in, but does my hon. Friend agree that it is equally important to enforce and monitor such statutes?
I completely agree with my hon. Friend and neighbour. The work the Tri Services and Veterans Support Centre does is across Stoke, as I should have said. It also has a retreat in the constituency of my hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis).
My hon. Friend is completely right about the covenant. I think all public sector bodies—councils, schools and everybody else—need to take their responsibilities seriously. Only yesterday, I was speaking to soldiers serving at Pirbright about the difficulties of moving with families with young children and getting them into new schools. That is an example of where the covenant can make a difference, so I thank her for her point.
I will leave it there because I know a lot of people want to speak, but the change my hon. Friend the Member for Aberconwy is making with his Bill will make a real difference to veterans and of course to our serving soldiers when they themselves become veterans in their turn, and I commend him for his work.

Commons ChamberI am grateful for the opportunity to speak in this incredibly important debate. I commend the Minister for Defence People and Veterans, my hon. Friend the Member for Plymouth, Moor View (Johnny Mercer); his commitment to standing up for the rights of veterans has been evident ever since he became a Member of Parliament in 2015. The Bill reflects that commitment, which is shared by me and many parliamentarians from all parties, to better protect those who have served our country and to offer reassurance to those contemplating a career in our armed services that we are on their side.
One of my earliest conversations in Stoke-on-Trent Central during the election campaign was with local veteran Alan, who asked me to ensure that the law was changed to protect veterans from vexatious claims. He said, “Why would anyone sign up to serve their country if they thought that years later they would be hounded and threatened with legal action simply because they obeyed orders in a conflict? It is not right and it needs to stop.” I promised him that I would campaign for and back legislation to put this right. For Alan, and all those like him who want greater protection for our veterans and service personnel, I speak today in support of this much-needed Bill.
The measures in the Bill are a proportionate solution to the existing problem and strike an appropriate balance between victims’ rights and access to justice and fairness for those who have served this country. Time and again, we have seen investigation after investigation into the conduct of service personnel, but they have not led to prosecution. This supposed lawfare benefits the specialist legal firms that cynically profit from the misery caused. It is time that we redressed the balance.
The Bill is not intended to be an obstruction of justice; instead, it will be easier for families of victims to find out what happened to their loved ones. Access to family reports is vital in ensuring that that happens. The triple lock in the Bill, enforcing greater legal protections for armed services personnel and veterans, will provide certainty that the pressures placed on them while deployed will be considered when prosecution decisions about historical offences are made.
I am pleased that long-standing campaigners for veterans have praised the Bill’s objectives and the outcomes it will have. I know that the Minister has worked diligently to ensure that the balance between justice for veterans and for victims will be respected. I will be pleased to vote for the Bill.

Commons ChamberI am grateful to the hon. Gentleman. I am happy to publish, probably in the autumn, a threat assessment—I will probably put it out as a written ministerial statement in the Library—to give him an update. If that is all right, I will do it for Iraq and the region as well, because I think it is in everyone’s interests to get a sense of the threat that our allies, and also our troops, face.
On cyber and recruitment, the hon. Gentleman is absolutely right. This is the age when a terrorist in Syria can reach out to his constituents, radicalise them in their own bedrooms, and target them with everything from glamorous glossies to how to make bombs. We have, unfortunately, seen that unfold on our streets. That is why—this comes from my old days as Security Minister, so it many have changed its name; if so, I shall write to him—we set up RICU, or the research, information and communications unit, in the Home Office. Its job is potentially to spot this type of publication, working alongside the police and the counter-terrorism internet referral unit, and then go directly to the internet service providers and ask them to take down the material. If memory serves me right, it has taken down hundreds of thousands of pieces of material.
Daesh is definitely very, very clever at using that medium. That is why, some two to three years ago, one of the methods of the counter-Daesh military response that we were using in Iraq and Syria was to target the media operations as much as some of the actual fighters, because those media operations are used to radicalise people who have never been to Syria. It is also appalling that Daesh now often targets those who are the most vulnerable in our homes and our societies because they are all it can recruit. We see too many people who are displaying mental health issues as well.
On diplomatic infrastructure, it is no secret that forces linked to Iran are interested in destabilising Iraq and effectively poking the stick as provocation. That is why the Government believe that the best solution is absolutely to de-escalate the situation. We do not work with the Iraqi Government to try to escalate the problem; we work with them to try to bring people to justice. Only recently, the Iraqi Government did indeed follow up work that we had been doing, and the Americans had been doing, on some suspects, and made a considerable number of arrests. It is not straightforward for the Iraqi Government sometimes, but we do not blame them for that—we recognise that this is a difficult area. Certainly, our messaging to the wider regional actors is that destabilisation helps no one. We would definitely condemn any attacks on our diplomatic infrastructure, which is of course the same infrastructure that delivers international and foreign aid.
On the issue of Syria and citizenship, in every case that I ever dealt with in taking away citizenships, I found, first of all, that it is nearly always a last resort. It is done where we cannot find another way of bringing someone to justice, or where they pose such a threat at a certain threshold. Every case is looked at based on a whole combination of factors, including the intelligence case, the threat and so on. In a sense we are agnostic. It would not just be about people posing a threat from Daesh, but people who pose a threat around a range of characters. Sometimes it is possible to keep them out of the country through an immigration bar—by just saying, “You can’t come here.” It is sometimes necessary to strip someone of their citizenship in order to keep us safe. I can give the hon. Gentleman an assurance that when I was in the Home Office, it was, in effect, based purely on the threat that appeared before us, whether or not it was from a regime or from a terrorist organisation. The factors in that were balanced.
I, too, salute the service of Lance Corporal Brodie Gillon. May I also pay tribute to the commitment and professionalism of all our armed forces? Will the Secretary of State confirm that this Government will continue to provide our armed forces with all the support they need, not only when they are overseas but here at home?
I can give my hon. Friend that assurance and that prompts me to answer one of the other questions. The Integrated Review is back up and running. Part of the purpose of that review is to ensure that we have the right ambition funded to the right level with the right equipment. That is the best service that we can offer to our men and women of the armed forces, and that is what we are determined to do through this review.
