Commons ChamberMy right hon. Friend will understand that the basic payment scheme did not motivate food production at all, as it was not linked to it. As we move to the new regime, we are promoting better productivity through grants for better equipment. We are investing in new technology. Alongside that, we are pushing to improve gene editing and gene technology, to try to make agriculture more sustainable and more productive at the same time. As we go through this transition, we are certainly keen to increase the productivity of our agricultural sector.
I thank the Minister as always for his positivity about the farming sector. The farmers’ union has asked me a specific, technical question that I would like to have on record. Does the Minister agree that since the transfer window for delinked payments closed on 10 May, clarity is needed that that will not apply to cases of inheritance, with the ability to transfer ownership not affecting payments that can be made when a business is passed on through a death in a family? Should that not be reiterated to those who may believe that they would lose necessary payments? The Minister may not be able to answer that right away, but could he let me know?
The hon. Member will be familiar with how matters of inheritance tax are for the Treasury rather than this Department, but we want to see that fair transition between generations so that family farms can be passed from one generation to the other to continue to maintain our landscapes and produce top-quality food, as we have for a long time. I will ensure that he gets the right answer to his question as soon as possible.
Our new schemes are investing in the foundations of food security and profitable farm businesses, from healthy soils to clean water. This year, we have increased payment rates for our environmental land management schemes by an average of 10%. Some payment rates went up by significantly more: species-rich grassland rose from £182 to £646 per hectare.
I should be clear and gently push back when my hon. Friend mentions reductions. The budget for the basic payment regime was £2.4 billion, and £2.4 billion is still the budget. So the size of the cake is completely the same, but the way in which the cake is being cut is different. Those are the changes we are making. The way in which we are dividing that cake is different, which is causing some challenge to some farmers.
My hon. Friend mentioned farmer confidence and the fact that some farmers are saying that productivity rates will be lower this year than they have been in the past. I think there is some truth in that: many farmers—I again draw attention to my entry in the register—have experienced unprecedented weather events and have been unable to plant crops, so they will see lower productivity this season. We are very much aware of that, and we continue to talk to farming representatives about how we can help to mitigate some of the impact later this year.
The Minister is gracious in giving way, which I appreciate very much. If farmers cannot plant their crops, they cannot produce the food, as he knows. If they cannot produce the food, prices increase. The Government are committed to reducing inflation, as they should be, and we welcome the fact that it is coming down. However, if we do not help the farmers with food production, inflation has the potential to rise. What can the Government do to alleviate those problems?
The hon. Gentleman highlights a long-term challenge that we face: if we are going to be impacted by climate change and increasingly difficult weather patterns in future, we need to ensure that farmers have the resilience needed to manage those. That means investing in gene technology to make sure that we have varieties that can deal with different swings in climate, new machinery, new technology and new farm equipment. We were able to take money from the basic payment scheme and invest it in grant schemes, in order to help farmers invest in the new machinery and technology to mitigate some of those impacts. There is a lot that we can and are doing to help them along on that journey.

Commons ChamberI pay tribute to my hon. Friend for his work in this area. DEFRA supports community action to tackle loneliness in rural areas via our ongoing funding of Action with Communities in Rural England, and initiatives that address the mental health impacts of social isolation. We have worked with the Yellow Wellies charity to provide advice and information to delivery partners on how to identify potential mental health issues, and tools for addressing them. We also regularly bring together rural community organisations to look into issues around transport connectivity and community in a rural context.
Mental illness among farmers is greatly increasing across the whole United Kingdom. Rural Support has revealed that hundreds of farmers in Northern Ireland are suffering from mental health issues. What discussions has the Minister had with the Department of Agriculture, Environment and Rural Affairs back home in relation to additional support for our farmers? We could deal with issue this better together across the whole United Kingdom of Great Britain and Northern Ireland.
The hon. Gentleman will be aware that we always have conversations with our colleagues across devolved Administrations. As he identifies, this is a very important issue. Together, we can encourage conversations and support through various charities. Of course, the Government will play their part in those conversations and in supporting of those charities.
I know the Government and the Minister, in particular, take a deep interest in fisheries issues, specifically about spurdog fishing; I asked the Minister a question about that some time ago. Will the Minister confirm that the total allowable catch for spurdog will be announced? That will create a significant boost for all local fisheries, especially those in Northern Ireland.
The hon. Gentleman demonstrates again how informed he is on this matter. From Saturday, it will be possible to catch spurdog. The statutory instrument has now been laid. That species is now open to fishermen across devolved Administrations and the whole of the United Kingdom to go and catch from Saturday. We will be allocating quota in the very near future.

I am still a young person at heart. I thank the Minister very much for his responses. He understands the issues well. He and the Government are doing their best. I hail from a constituency that grows the best potatoes: Comber potatoes. Everyone knows that they are the best in the UK, and indeed the world. My constituency ships ready-to-eat mash and other veg throughout the United Kingdom. The potential is there for us to be self-sustaining. Will the Minister outline how he intends to support the farming industry, so that it can make more British produce to sell in the internal market, which will lower the price of staple foods? That, in turn, will lower inflation for all.
I thank the hon. Gentleman for his question, and for his interest in this area. I hope he recognises that we are self-sufficient in lamb; we are very close to being self-sufficient in beef; and we are more than 100% self-sufficient in liquid milk. The UK has a very good supply chain and top-quality producers. The good news, which I hope he will join me in celebrating, is that the Windsor framework now allows Northern Irish farmers to plant Scottish seed potatoes without interference. That is good news for the United Kingdom, for Scottish seed producers, and for Northern Ireland’s potato growers.

Commons ChamberI thank my right hon. Friend for his intervention. It was my intention to slowly glide the Bill through its process, but we seem to have stepped into a bit of a hot potato. The Bill is a fantastic opportunity for scientists around the UK, particularly in England, to embrace this new technology.
Other Members have spoken about Scotland and Wales. I know that the Minister has a very close working relationship with the Minister responsible for farming in the Northern Ireland Assembly, Edwin Poots. Has this Minister had any opportunity to discuss these matters with him, so that we in Northern Ireland can take advantage of what will happen here?
Of course, our door is always open for those conversations with the devolved Administrations. I look forward to speaking to Minister Poots at the earliest convenience, so that Northern Ireland can embrace this technology, as soon as we get Stormont up and running, of course. I know that the hon. Gentleman is as keen as I am to see that. With that, I commend the Bill to the House.

Northern Ireland fishermen have received only £14 million of the additional quota of £20 million that they were due to receive. In addition, the Northern Ireland protocol poses a potentially catastrophic threat to the fishing industry. What discussions have Ministers had with the Northern Ireland Assembly and the producer organisations about the future of fish stocks in and around Northern Ireland and the Irish sea?
Of course, we have regular meetings with the devolved Administrations. We also meet the Centre for Environment, Fisheries and Aquaculture Science regularly to discuss the level of fish stocks in the sea. We want to give out those quotas in a fair and equitable way that supports the whole of the United Kingdom and all four Administrations, and we will continue to have those conversations and discussions.

Commons ChamberI welcome the Minister’s statement, and I think that all of us in the farming sector can take some encouragement from it. I should also declare an interest, as a farmer and a member of the Ulster Farmers’ Union.
The farming industry plays a key role throughout the United Kingdom of Great Britain and Northern Ireland, notably in my constituency, where, as a landowner and a farmer, I understand the importance of retention. In England farmers will receive sustainable farming resources to maintain incentives for a production agriculture sector, but in Northern Ireland, through the Department of Agriculture, Environment and Rural Affairs, agriculture is devolved, at a time when there is no working Assembly. Can the Minister assure us that the devolved nations will not be left behind when it comes to farming incentives, given that their contribution in Northern Ireland is every bit as important as the contribution in the rest of the United Kingdom?
As the hon. Gentleman identifies, these are devolved matters. I am sorry that the scheme does not apply to his constituents, but we have a lot of engagement with the devolved Administrations, some of which are going in a slightly different direction. In those conversations we all recognise that we have to go in a direction that improves our biodiversity and environment. We will continue that dialogue to help support our friends and colleagues in the devolved Administrations and their constituents.

I thank the Minister for his answers to the questions. He understands the issues for fisheries and, in particular, for fisheries in my constituency of Strangford and also in Portavogie. I spoke to the Anglo North Irish Fish Producers Organisation this morning. Will the Minister provide an assurance that the necessary parliamentary time will be provided to ensure the urgent passage of the statutory instrument to remove spurdog from the list of prohibited species? That will allow British fishermen to take advantage of the fact that there could be a fishery for this species in 2023, which is good news. My understanding is that the EU could fish for spurdog right now, but it has deferred the decision for two months. Time is therefore urgent. I know that the Minister will not want the British fishing sector to be disadvantaged in any way, so the two months must be used for the necessary SI to be introduced in this House.
As ever, the hon. Gentleman is very well-informed. There is a requirement for a statutory instrument to allow the spurdog quota to be accessed. This is a new quota. He is right in saying that we will have to process that SI as rapidly as possible. However, I cannot stand at the Dispatch Box and make commitments on behalf of the Leader of the House or business managers, but he can rest assured that the Department is working very hard to make sure that that SI is in a place to be deployed, and we will be pressing business managers to get it through the House as rapidly as possible.

DEFRA’s avian influenza disease control measures aim to minimise the economic burden of the current outbreaks. We are working closely with industry to address the impact on the sector and protect public health and the wider economy. We recognise that the poultry industry is under serious pressure, and we also recognise the impact of avian influenza on wild bird populations. Outbreaks of avian flu in both the kept and wild bird populations are at an unprecedented scale: for the first time, significantly, new cases have been confirmed for the second year of the outbreak.
October saw a massive escalation in the number of cases confirmed. Although the number of confirmed cases in poultry and captive birds is slowly reducing, which is good news, there were 124 cases in England, nine in Scotland, three in Wales and one in Northern Ireland as of last night. That compares to a total of 158 cases between October 2021 and September 2022, and 26 cases in winter 2020-21.
In responding to avian flu in kept birds, our priority has always been to get as quickly as possible to the farm where the disease is suspected, and to get on with the issue of compensation. Despite the unprecedented scale of the challenge, the APHA is staying on top of it. I thank the people working at the APHA and DEFRA; they are working day and night to deal with the pandemic, in very difficult circumstances. I know that they will continue to respond effectively as long as the outbreak continues. They are taking steps to improve the operational and policy response, even as it is under way, to support our vital food sector.
We produce approximately 11 million turkeys in the UK every year, so the numbers of them affected are relatively small. We believe that the outbreak will not affect the overall supply of Christmas turkeys, which is a huge credit to the industry. Its response has been robust, and it is keeping us well fed and supplied at Christmas.
Wild birds have also been hard hit over the summer for the first time, and breeding sea birds have been particularly badly affected. DEFRA and the Welsh Government have joined forces to produce a mitigation strategy that provides practical guidance for land managers, the public and those involved in environmental organisations, so that they can work alongside the Government to monitor the disease. Together with the Scottish and Welsh Governments, DEFRA is working closely with the APHA, Natural England, NatureScot, the Joint Nature Conservation Committee and other non-governmental organisations, such as the Royal Society for the Protection of Birds and the British Trust for Ornithology, to monitor and respond to the effect of avian flu on wild birds.
I turn specifically to compensation. We recognise the significant financial pressure and emotional impact that the outbreak can have on producers. Current rules are designed to encourage good biosecurity standards, which means being careful about every single movement on and off farm and into poultry sheds. I cannot underestimate the importance of good biosecurity. The hon. Member for Leeds North West (Alex Sobel) mentioned my comments about housing orders; my direct answer is that they help. It is not a silver bullet, but housing poultry helps. As I indicated during that statement, it has a twofold impact, but biosecurity can have a 44-fold impact. We must not underestimate the importance of biosecurity.
I took the liberty of passing to the Minister’s PPS the BEIS request forms on compensation and vaccination. There is an argument that the compensation system, as it is now, does not respond to the help needed. Has the Minister had a chance to look at that, and is he able to reply?
Let me try to address that directly now. What we cannot do as a Government, which is much more challenging, is to underwrite the whole poultry production system; UK taxpayers would find that too much of a challenge. Of course, we want to try to support the industry and ensure that it is there for the future. That is why we changed the rules, so that we start the conversation process from the second that the APHA vets recognise there is an outbreak of avian influenza. We have become much better and quicker at getting those APHA vets on to site—within 24 hours, in most cases—to identify the disease and start the conversation process from that moment.
My right hon. Friend the Member for Maldon made reference to four-legged animals—that is almost identical to the compensation scheme for foot and mouth disease, for example, whereby the Government pay compensation for animals that are not diseased that are being culled to stop the spread of the infection. We are working day and night to ensure that this system works. We have improved. People in the industry recognise that that is a better place than we were in at the beginning of this terrible disease, but it still brings huge financial and emotional challenges to the people working in the sector.
We have also moved to assist with defrosted products. They will be properly labelled and accompanied by in-store signage, along with the online information for customers, and this option will give producers certainty over business planning. There have been a number of calls, including from my right hon. Friend the Member for Maldon, to extend that scheme to next season, and to give producers the confidence to step back into the marketplace. The Department is genuinely open to a conversation about whether to roll that forward to next year. We do not want to allow competition from overseas to undercut our sector. We are genuinely open to a conversation on what producers see as the best route forward, as we want to support them into next season and next Christmas. Our work with the sector has shown that, in the past, there has been too much uncertainty about the compensation schemes, and we are keen to engage and work with it moving forward.
I return to biosecurity, which is an essential defence against avian influenza, and, when done extremely well, can reduce the risk of infection by 44-fold. Despite a legal requirement for an avian influenza prevention zone as a baseline for the industry, veterinary investigations at infected premises continue to reveal unacceptable lapses in biosecurity in some cases. The industry must play its part in helping to prevent further outbreaks. That means maintaining buildings properly, ensuring biosecurity is done as robustly as health and safety with senior leadership in companies, and effective training for all staff. One small lapse can have a devastating effect, allowing this terrible disease to enter into a poultry house.
The measures legally require birdkeepers to keep their birds indoors and to follow stringent biosecurity measures to help protect their flocks from the disease, regardless of type or size. I urge all birdkeepers, from those who keep large commercial flocks to those who have one or two birds in their back garden, to adopt the best practice biosecurity advice measures that are required in law.
Any future decisions on disease control measures, including the use of vaccination, will continue to be based on the latest scientific and veterinary advice. A lot of work is going on in the background internationally to develop that vaccine and make sure it works. As many Members have identified, the covid pandemic has given us much more professionalism and put much more of a system in place to develop those vaccines, and we will call on that expertise to try to find a vaccine that is effective, in order to prevent this disease internationally. That will also require a lot of co-operation in terms of trade, making sure that the markets we export to are willing to receive vaccinated meat products and eggs in future. That has to be an international agreement, because we do not want to damage our ability to export products.
We have seen a tightening in the egg sector, as some Members have referenced. The UK supply chain is resilient: there are currently 38 million laying hens across the country. Avian flu is not having an impact on the overall supply, with only 2% of the national flock having died or been culled due to avian flu. The disruption to the supply of eggs we have seen recently is mainly due to the commercial decisions that businesses are taking as a result of the rising costs of feed and energy over the past year, mostly caused by Putin’s illegal invasion of Ukraine.
We welcome the announcements made by some retailers that they will provide additional financial support to the egg sector in recognition of the challenges that the sector faces, and we encourage those retailers to continue to support the egg industry. We are working closely with devolved Administrations to keep the egg market under close review, and will continue to do so. We have also been keen to work closely with the egg industry; we have done so in recent weeks, and I will chair a roundtable on 6 December with representatives from across the UK egg supply chain to discuss the challenges that the sector is facing and determine how we can assist.
This has been a very positive debate. Lots of Members have identified the way out of this challenge in the long term, which of course will be vaccination. I sincerely hope that our scientists can find a solution that will solve our challenges. I express my extreme sympathy with those people who have been caught up with this terrible disease, and we will continue to work closely with the sector to make sure we have a thriving poultry industry moving forward.

Commons ChamberMy hon. Friend’s experience during the covid pandemic is extensive and valuable to us. My advice to members of the public is not to interfere with those dead birds, not to pick them up and not to move them, but to report them to their local authority if they see them dying on the roadside.
I thank the Minister for his response. In my constituency of Strangford, in Northern Ireland, I am aware of two confirmed outbreaks of avian flu, one in Ballywalter, 4 miles from where we live, and one in Kircubbin, 3 miles south of where we live. I am also aware of an avian influenza outbreak in Castle Espie, which is a wildlife refuge only 4 or 5 miles across Strangford Lough from where we are. A lot of migrating wild fowl—brent geese, wigeon, teal and mallard—are coming in, so clearly the possibility of an avian influenza outbreak not only in my area but across all of Northern Ireland is real. What can be done from a United Kingdom of Great Britain and Northern Ireland perspective, and also with the Republic of Ireland? This thing is so big that we can only deal with it together. Perhaps the initiative to make that happen across the whole of the United Kingdom of Great Britain and Northern Ireland and the Republic is one that you might want to push, Minister.
The hon. Gentleman is right to identify that this is not an England-only problem; it is an international challenge and we need to co-operate and work with our international colleagues. Later this week, I will be going to the OECD, where I will be meeting international farming Ministers to discuss this and many other challenges that we face. He is right to identify the need for international co-operation required to solve this terrible challenge.

Before I sit down, I will of course take an intervention from the hon. Gentleman.
I thank the Minister for giving me the chance to intervene. I am very conscious that because of the status of the Northern Ireland Protocol Bill, Northern Ireland is currently under EU rules in this area. That means that the Genetic Technology (Precision Breeding) Bill, which my party and many farmers across Northern Ireland would like to see in place, will not apply to Northern Ireland. Will the Minister assure me that it is the intention of the Government to ensure that every part of this great United Kingdom of Great Britain and Northern Ireland has the same opportunities? We want those opportunities in Northern Ireland as well.
The last thing I want is to see farmers in Northern Ireland disadvantaged. There will be a huge advantage to English farmers over other parts of the United Kingdom, so we want to share this technology. There are parts of the United Kingdom, outside of England, particularly with James Hutton in Scotland and the Roslin Institute at Edinburgh University, where we are world leading in this technology. We have some of the best scientists in the world who genuinely lead this field and we want to share that technology across the United Kingdom and to see it embraced and celebrated.

It is clearly a skilled job. The number that is needed to sustain the crews of the boats for the whole of the United Kingdom is not more than 600 or 650 people, so it is a small number, but it would be key to enabling the fishing sector to move forward in a positive way. It is always good to understand what the numbers are.
That is very helpful. The hon. Gentleman also mentioned fuel prices and I recognise that challenge. The pressure on fishermen to go further adds to the cost of fuel, but I hope he recognises that there is support from the Treasury in reducing those fuel costs. They get tax rebates for the fuel that they are allowed to use and I hope that helps to reduce some of the costs. I think there is 100% relief on fuel duty. There is also wider investment to help make vessels more efficient and research into how they can be more efficient in respect of the size of their propellors and the types of engines they use.
Lots of challenges have been identified, not least when the hon. Member for Perth and North Perthshire (Pete Wishart) made reference to Brexit, which is actually the topic of today’s debate. It struck me as a little ironic that we have heard lots about the challenges. The one solution we heard today was around gill netting. Now that we have left the European Union, it is within our gift to ban the use of gill netting if we choose to.
I think there was an indication that the Scottish Government are considering doing that in Scottish waters, as we speak. The ironic thing is that, if we followed the hon. Gentleman’s advice and plunged Scottish fishermen back into the EU, we would pass the power to ban gill nets back to Brussels; it could then reintroduce gill nets if the Scottish Government decided to ban them. We would hand all of that control back to the European Union to send its fleets of Spanish trawlers back into Scottish waters to use gill nets. The one thing Brexit has given us is the ability to control that ourselves.
It is a huge challenge, but at least it is our challenge to control and we have the ability to influence it. We have the ability to manage the spatial challenges and decide what goes where and how to support our fisherman. The £100 million of funding that the Government have offered is an example of our investment in those fisheries and those futures to make sure that we have a thriving sector moving forward. The first round of bidding is taking place at the moment and we will hear soon who has been successful.
Lots of challenges are on the way, but we have a Government who are up for the fight. We have a fishing industry that wants to engage with us. During my first month in the role, I visited Fraserburgh and Peterhead and heard at first hand how those in the Scottish fishing industry feel. I look forward to meeting more of the industry as I continue in this role. Of course, if I get the opportunity to visit Northern Ireland, nothing would give me more pleasure than getting over there to meet our Ulstermen as well.
As has been noted in the debate, there are significant challenges. Between Government regulators, scientists and the industry, we must continue to meet those challenges, but we must not talk our fishing industry down. We have come through the covid pandemic. We have new trading conditions and together we can find a way through this. Sometimes we can talk ourselves down and make ourselves feel negative; let us talk ourselves up a bit and be optimistic about the future. Let us co-operate across the parties and across the nations with all sectors and with those in the fishing industry.
I do not want to jinx us. That is the last thing I want to do going into these negotiations. I do not want to identify our red lines or what we want to achieve, because that makes our negotiating position weaker. We enter these negotiations in good faith. We recognise the fleet that the hon. Member mentioned as well as our inshore fleet. We want to do the best we can. Not only do we want to secure a sustainable quota, but we want to secure our access to the market so we can actually sell the fish we catch. That is a delicate balance, but we are very much up for the negotiation and the fight. We will be in there punching very hard for our industry.
The Minister is being incredibly generous in giving way, and his responses are very knowledgeable. In my contribution, I made the comment that the Northern Ireland fishing sector had not in reality received its full quota or the advantages of the quota. Probably from a different perspective, to be fair, but the hon. Member for Perth and North Perthshire (Pete Wishart) made a point about how the quotas are distributed. Northern Ireland’s fisheries sector has felt the girth—not the girth, I mean the dearth—of the advantage that we thought and hoped we should have got through the Brexit agreement. I am happy for the Minister to come back to me on this if he is not able to answer today, but could he address that issue as well?
I am more than happy to come back to the hon. Gentleman with more detail on that. Let us not kid ourselves here. We could have all the quota if we wanted. We could have all the quota tomorrow, but we have to make sure we get the balance right between what we can catch in our own waters, working with our international colleagues in a sustainable way, and ensuring that we protect access to the markets to sell that fish. Reaching a balance with the market share has always been the challenge, right back to the ’70s. Colleagues will be aware that lots of the fish we catch we tend to sell, not eat, and lots of the fish we eat we tend to import. That is just because of the species we find within our own waters and the historical routes to market. We are trying to balance all those things at the same time. That is a huge, huge challenge. We are up for the fight, and we are going to deliver for the industry.

I understand the reasons for the postponement of tonight’s business, but my constituents tell me that they consider the Data Protection and Digital Information Bill to be a welcome development, given the current conflicting theories about how the existing terms should be interpreted and the associated difficulties. They are worried about that. May I ask the Leader of the House when we will have the Bill before us?
I know how important this issue is to the hon. Gentleman and his constituents. I am sure that there will be ample opportunity, at some point in the future, to debate the Bill. Business will be announced, in the usual way, on Thursday morning.

Commons ChamberI am indebted to you, Madam Deputy Speaker. Thank you so much. You are most kind. The Leader of the House has had his request answered, as indeed have I. Flabbergasted as I am, I have a question.
Yesterday marked the 23rd anniversary of the persecution of Falun Gong practitioners by the Chinese Communist party. Over the last 23 years, this group has been subject to arbitrary arrest, torture and organ harvesting on a commercial scale. In this time, we have also seen China’s systematic persecution of Uyghur Muslims and increased pressure on Christians and other minorities.
The Leader of the House is always receptive, which I appreciate. Will he join me in making a statement of solidarity with China’s persecuted religious or belief minorities? Does he agree that the new Prime Minister, whoever it might be, should keep freedom of religion or belief as a key foreign policy priority?
The hon. Gentleman has arrived so early that we may need an incubator. Foreign Office questions are on 6 September, and I know he will be in his place. He is a true champion for human rights around the world. He is right to draw the House’s attention to the appalling record of the Chinese Government. I know my colleagues in the Foreign Office will do all they can to press the Chinese Government to improve their human rights. The hon. Gentleman plays a huge part in the campaign to put pressure on that Government.

Commons ChamberI strongly suspect that the hon. Gentleman and his colleagues will continue to press for such debates. I am of the view that there are huge challenges facing people across the United Kingdom, including in Scotland with the cost of living challenge, with children in Scotland being let down by the SNP Government and their education system and with the SNP Government not getting on with delivering ferries. I understand why they want to try to distract from some of the shortcomings of their Government, but there are bigger things to concentrate on at this moment in time.
After the United Kingdom of Great Britain and Northern Ireland donated £1.5 million to Kenya’s drought areas, I was glad to see that the first shipments of that high-density food arrived on Tuesday 12 July. There is no better day to deliver aid. The aid will help support 31,000 severely malnourished children. Sadly, too often, religious minority communities are deprived of such aid, as distribution points tend to be situated far away from such communities. Will the Leader of the House, in solidarity with me and all the communities affected, arrange for a statement on Kenya’s drought and the need to ensure that aid is distributed fairly, equally and without discrimination?
First, I congratulate the hon. Gentleman on not being called last in business questions. With such progress, in the next 30 years he might get called first. I draw his attention to the Backbench Business debate next Thursday on sanctions for human rights abuses and corruption, where he may be able to raise the matters. That will be a great opportunity for him, but if not, there is the opportunity in the Sir David Amess Summer Adjournment Debate for him to raise any such matters.

Commons ChamberI gently say to the hon. Lady that we await the Prime Minister’s statement this afternoon and I do not want to pre-empt what he may or may not say. Most people in the country will recognise that he has been the leading voice in the world in taking the fight back to Putin and supporting Ukraine. He has shown great global leadership on the matter and if it were not for him and his efforts, Russia would now be in Kyiv and, probably, across the whole of Ukraine.
Yesterday, the Yazidi Justice Committee published its report, “State Responsibility and the Genocide of the Yazidis”, on the murder and mutilation of women and families, and lives that have been destroyed forever. It is undoubtedly difficult reading. It highlights the duty of Governments to prevent genocide occurring when a high risk has been identified. Given the situation in Afghanistan and the current threats to the Hazaras, it is time to debate how the United Kingdom can help to prevent future genocides. As I do every week, because these are important issues to raise in the House, I ask whether the Leader of the House will make time for a debate on that important matter.
I have not had the opportunity to read the report, which sounds harrowing. The hon. Gentleman is a true champion of religious freedom around the world, which the Government take seriously. I will pass on his comments to the Foreign Secretary, who shares his concern about the terrible actions that some states commit around the world.

Commons ChamberI thank the hon. Lady for her question, and this is of course something the Government take very seriously. We are a very generous nation when it comes to asylum seekers. We want to make sure that we continue to be a generous nation and support those who come here via legitimate routes, but we also want to break the model of those who exploit the very vulnerable people crossing the channel. I am sure we will continue that support and continue to be a very generous nation in the world.
Next week, the United Kingdom of Great Britain and Northern Ireland hosts the 2022 freedom of religion or belief international ministerial conference. We all welcome that, and I am very pleased that the Government have taken that step. This is the largest UK Government-hosted event this year, and it will bring together Government officials, Ministers, faith and belief leaders and civil society organisations from over 60 countries to promote respect between different religious and non-religious communities around the world. During the conference, there will be more than 35 side events happening in Parliament. As the chair of the all-party parliamentary group on international freedom of religion or belief, can I please use this opportunity to invite the Leader of the House and all present today to as many of those events as they are able to attend?
I was concerned for a moment that the hon. Gentleman was not bobbing, because his question reminds me of that moment when I rummage around in the Quality Street tin and find the last little green triangle at the bottom. If he could pass on the details of those events, I will do my best to attend and support him in the way he supports religious groups all around the world on a regular basis.

Commons ChamberOf course, there are challenges given the global fight against inflation that we are engaged in, which is why the Chancellor of the Exchequer reduced fuel duty—a huge tax cut—with £5 billion of tax reductions. I am sure the Chancellor of the Exchequer will be at the Dispatch Box once again very soon, when the hon. Gentleman will have an opportunity to challenge him directly.
Just yesterday, representatives of the United Nations High Commissioner for Refugees and of the all-party parliamentary groups on refugees and on international freedom of religion or belief held an event marking the very grim milestone of 100 million people across the world who have been forced to flee conflict due to persecution. The meeting also highlighted the number of judges—and we met one of them yesterday—and vulnerable minority groups who are still stuck in Afghanistan, despite the UK’s Afghan citizens resettlement scheme. Would the Leader of the House make time for a debate on how we can best protect vulnerable groups in Afghanistan, which is very much in our minds today because of the earthquake?
The hon. Gentleman will be aware that we have just had an urgent question on Afghanistan. I know he was present for it, and was once again saved up right till the end. I do not know why we save the hon. Gentleman till the end. He is like the No. 24 on the Advent calendar—the little treat at the end. I pay tribute to him for all the work that he does on religious persecution, and I know that he knows that there are many options available to him to continue to raise the profile of the causes he holds so dear.

Commons ChamberMy hon. Friend makes an interesting observation. Once in a generation is certainly not five years; I think it would be nearer to 25 years before it should be considered again.
I thank the Leader of the House for bringing forward the change of business and saying that there will be a motion on rail strikes. Literally hundreds of thousands of people will be affected by the strikes right across the whole United Kingdom, and it is important that we have a solution, so I ask the Leader of the House: will the thrust of the motion that comes before the House tomorrow be to find a solution, or to confront the unions? I would prefer a solution, as would others. May I have an assurance that that will be what the Government are trying to achieve?
I thank the hon. Gentleman for his question. The only solution is to get around the negotiating table, call off the strikes and have conversations rather than industrial action.

This week, the Emir of Qatar visited the UK. The United Nations special rapporteur, Ahmed Shaheed, recently reported on discrimination facing Bahaʼis in Qatar, including forced deportations, arbitrary arrests, and blacklisting from the labour market. In the run-up to the World cup, will the Leader of the House join me, and others, in urging the Emir to investigate those reports and guarantee Bahaʼis the rights to which they are entitled under the Qatari constitution?
May I thank you, Madam Deputy Speaker, for saving the hon. Gentleman up until the end, so that he has an audience worthy of his question? He is a great campaigner on religious rights across the world. I think that the Qatar World cup will provide an opportunity for the world to look at Qatar and all that it does, and I hope we will take that opportunity to improve human rights and religious freedom there.

Commons ChamberThank you, Mr Speaker. It is always a pleasure to ask any question of the Leader of the House. Last Thursday, in this House at this time, we debated the arrest of Cardinal Zen and the other trustees of the 612 Humanitarian Relief Fund in Hong Kong. A Nigerian student, Deborah Samuel, was murdered after being accused falsely of blasphemy in Nigeria. Deborah’s life was cruelly taken away far too early. My thoughts and prayers, and those of many in this House, are with Deborah Samuel’s family. Will the Leader of the House make time for a debate on the use of blasphemy laws in Commonwealth countries and their impact on religious minorities, freedom of speech and the rule of law?
I thank the hon. Gentleman for his question. If I can assist him in any way in continuing to raise the profile of religious persecution around the world, I will of course do that. Certainly, freedom of speech is something the Government take very seriously. I know that he is a huge campaigner for that as well and that he will continue to hold the Foreign Office to account in trying to achieve the things that he wants to achieve around the world. We will continue to spread the UK Government’s freedom of speech narrative wherever we can.

Lady in that celebration; I was not aware of the Livingstone museum but it sounds interesting and I am sure tourists up and down the country will be making their way to her constituency to enjoy the exhibition. I join her, too, in celebrating all tourist attractions and museums; that is worthy of a debate and I am sure that if she were to apply for a Westminster Hall debate, many colleagues would want to participate.
I thank the Leader of the House for all the time he gives to answering all our difficult question; they are sometimes more difficult than others, but I hope he will agree with mine. In Ethiopia recent violent clashes between Muslims and Orthodox Christians have left at least 30 people dead and more than 100 injured. Will he join me in condemning the attacks and ask the relevant Foreign, Commonwealth and Development Office Minister to make a statement calling on the local authorities in Ethiopia to carry out timely, independent and transparent investigations into the attacks?
I thank the hon. Gentleman, whom Mr Speaker always saves till last. I do not know why he does that—it feels a little bit like the good news story at the end of the ITN news. I saw that he was present for the urgent question to the Foreign Office Minister, when he also asked about religious oppression around the world. He is an assiduous campaigner on this topic and, at the end of his career—I think that is a long way away—we will all be able to reflect on the positive impact that he has had around the world on religious freedom. I know that he will continue to pursue those aims.

Commons ChamberI wish everyone who is participating in the Putney boat race this weekend well. I encourage the hon. Lady to continue to highlight the challenges of Hammersmith bridge and put pressure both on Hammersmith’s council and the Mayor of London to try to help resolve these challenges, and to make sure that the situation her constituents find themselves in is resolved as soon as possible.
In Algeria, 16 churches have been forced to shut down and a further eight have had legal proceedings started against them in efforts to have them closed. The Leader of the House always responds, but will he arrange for a statement on what assessment Her Majesty’s Government have made of this trend? Will he make representations to counterparts through the office of the Foreign, Commonwealth and Development Office in Algeria about protecting the freedom of religion or belief of minority groups in that country, where the situation is very worrying?
I am sorry to hear about the situation in Algeria and that those from minority religions there are feeling oppressed and disenfranchised. I will make sure that the Foreign Office is aware of the matters the hon. Gentleman has raised today. He continues to be an advocate for religious freedom around the world on a weekly basis.

Last month church leaders in Sudan were detained and their church building closed and locked by Islamic extremists. Will the Leader of the House provide a statement of solidarity with Christian churches in Sudan and oppose the land grabs and arbitrary arrests enacted against the Christian community? I believe that they need help, and this House can do that.
I am more than happy to pledge from this Dispatch Box my solidarity with those people who are fighting the closure of their churches. The hon. Gentleman is a huge champion in this House of religious freedom around the world, and I know that he will continue to be. He should be commended for the work he does not only in this place but around the world on the promotion of religious freedom.

There are many very active groups in my own constituency that contribute a great deal not only to the place in which they live, but to the community with which they engage. May I wish you, Mr Speaker, and everyone in the House—right hon. and hon. Members—a very happy St Patrick’s Day? It is said that if, on St Patrick’s Day, St Patrick turns the stone over, it means that the sun will shine for 30 days. I am sure that we are all looking forward to 30 days of good weather—certainly, that is my hope.
Just this morning, ISIS-DRC claimed the killing of more than 50 Christians in a raid on villages in Ituri province, in the north-east of Democratic Republic of Congo. This is just the latest in an increase in attacks by ISIS affiliates on religious minorities. The Leader of the House is always very responsive, so will he ensure that there is a statement from the relevant Minister of Her Majesty’s Government on the re-emergence of ISIS and the potential threat to religious minority communities in DRC?
I thank the hon. Gentleman for his question. He always brings a little sunshine into this Chamber whenever he contributes. That is why Mr Speaker saves him up to the end to bring that enthusiasm. Commons ChamberThe Government recognise the importance of a reliable post service to local communities across the UK. Ofcom, as the independent regulator responsible for the delivery of the universal postal service, monitors Royal Mail’s performance and has powers to investigate and take enforcement action if Royal Mail fails to achieve its service delivery targets. I know that Royal Mail pays close attention to Members’ questions in this Chamber, and I encourage it to take inspiration from my hon. Friend’s short time in this House and keep delivering for the people of Southend.
As everyone knows, this week we had International Women’s Day. In my work as chair of the all-party group for international freedom of religion or belief, I repeatedly hear of the double trauma that women and girls face if their religious or belief group suffers persecution—it is rampant across the world. In response to a recent article by Open Doors printed in Christian Today, I wonder whether the Leader of the House will provide time for a statement on what more could be done to better address the needs of vulnerable Christian women left behind in Syria, who could not flee the war and continue to live without full realisation of their human dignity.
The hon. Gentleman is right to highlight this issue, and I pay tribute to his work; he is a long-standing campaigner on these issues of religious freedom and those who are persecuted around the world. I would give him advice on how to be heard in this Chamber, but he is the master of getting across his message in this Chamber, and I wish him well in continuing to deliver.

I was encouraged that this week the Islamabad High Court judge Justice Babar Sattar issued a verdict barring girls under the age of 18 from getting married, even of their own free will, and prohibiting parents from marrying off girls who are under 18. It is welcome news and a giant step in the right direction. It is a crucial step forward in ending forced conversion and forced marriage in Pakistan. Will the Leader of the House provide time for a debate or statement on that important topic, and on what more must be done to ensure that no girls anywhere in the world, and especially in Pakistan, face the fear of forced marriage?
The hon. Member is right to draw attention to what I would call the crime—I think in effect it is a crime—of forcing girls into marriage. My hon. Friend the Member for Mid Derbyshire (Mrs Latham) has a private Member’s Bill on this matter. I am sure that he will be able to link up with her to work together to end that barbaric practice across the world.

Commons ChamberThe hon. Gentleman will have to wait for the Bill. This is a further step on the way to sanctioning Russia. This is part of a suite of measures which are being brought forward. We did a substantial amount last week. We are doing more tomorrow. I am sure if he is here on Thursday for the business statement, there will be more in the statement on Thursday.
I very much welcome the commitment from the Leader of the House to the sanctions Bill tomorrow. It is very important that we have the correct amount of time set aside to make our contributions on that as well as on the two SIs, which are equally important. Will extra time be set aside for the sanctions Bill and the SIs, so that we can all debate these things fully and comprehensively?
Just to be clear, the SIs are being debated tomorrow. They will be allowed three hours, subject to the business motion being supported by the House, and there will then be a further update on the timetabling for any future legislation in the usual way on Thursday.

Commons ChamberThe hon. Member is right to highlight that. We often do not understand or appreciate the impact of loneliness until we meet or know someone suffering from a lack of contact with others. The work that she and other Members across the House are doing to build that resilience in our communities is worthy of praise. I congratulate her on her work.
There have been many debates and statements on the genocide against Rohingya and other minority groups, but that has not stopped the Myanmar military from carrying out atrocities. Will the Leader of the House encourage a Minister or Secretary of State to make a statement about the International Court of Justice case assessing whether Myanmar’s military carried out genocide against Rohingya and other minority groups?
The hon. Member will have the opportunity at Foreign, Commonwealth and Development Office questions on 8 March to put that to the Foreign Secretary. I know that he is a long-time campaigner on the rights of many suppressed communities across the world as well as an experienced parliamentarian, so he will know of many other routes by which he can raise the matter, and I suspect that he will do so.

Commons ChamberThe hon. Member is right to highlight that issue. It is important to get young girls into science, technology, maths and engineering topics. The Government have made great progress in that direction, and the Secretary of State for Education and his Department would celebrate and love the opportunity to set out their record. If the hon. Member were to apply for an Adjournment debate, she would give the Secretary of State the opportunity to tell her about the great work that the Government are doing.
On behalf of myself and my party, I welcome the Leader of the House to his new job, fresh from his job as Chief Whip. I also wish the former Leader of the House, the right hon. Member for North East Somerset (Mr Rees-Mogg), well in his new role.
Two weeks ago, the House of Lords highlighted that the NHS sourced materials made by the forced labour of Christians, Tibetans, Uyghurs and Falun Gong practitioners in Xinjiang, China. Will the Leader of the House provide a statement on the steps that Her Majesty’s Government are taking to ensure that goods procured for the NHS are free from the forced labour of prisoners of conscience in that region?
Foreign, Commonwealth and Development Office questions are on 8 March. I know that the hon. Gentleman is a long-term campaigner for the rights of the oppressed in foreign countries and the rights of Christians around the world. It is important that he highlights those challenges. The matter is worthy of debate, and I encourage him to apply for an Adjournment debate so that all the issues can be thrashed out.

I thank my hon. Friend for that intervention. He is correct, in that we need to harness new technologies if we are to solve the problem. I will talk about that a little more later.
We have clearly been effective since the second world war in harnessing such technologies and in scientific advancement. The common agricultural policy, which came out of the post-war period, is often ridiculed as an enormous monster of a policy, but it was probably the most single most effective policy ever devised by politicians. It was designed to feed Europe and was enormously successful—so successful that by the 1980s, we had grain mountains and milk lakes. We all remember those stories in the media.
We have an enormous and growing world population, and we will have to try to feed all those people. It is important to recognise that the amount of land on the earth is not expanding, and we are using land for other things, not only food production. “They have stopped making land,” as they say.
At the same time, the issue is absolutely linked to the global economy. There have always been hungry people on this earth, but all of a sudden, we have countries with people who are not only hungry, but wealthy. On the other side of the globe, the economies of countries such as India and China are expanding, and diets are becoming western. The impact on the European Union will be enormous. In 1985, the average Chinese consumer ate 20 kg of meat a year, but it is now said that they eat 50 kg a year. Across the globe, economies are expanding—in India, the far east, south America and many African countries. Countries are moving in a similar direction to China, which will have a really large effect on our ability to keep ourselves fed.
The third relevant issue is world energy prices and our ability to ensure that we have enough energy. As economies expand, so, too, does their desire to consume energy—a country’s GDP is almost directly linked to the amount of energy it consumes. How will we produce enough energy and how will we do that sustainably? Sustainability is the key. It is all very well saying that we have enough gas and coal to keep ourselves going, but the impact of that carbon will be quite dramatic.
Obviously, the hon. Gentleman’s discussions with constituents will, like mine, have indicated that there is particular concern about the price of fuel—the fuel prices that the farmer pays to run his tractors in the fields. Those prices have also affected the price of fertiliser, which has risen from £100 to £300 a tonne. Does the hon. Gentleman feel, as many of us do, that concern about food prices will rise and that the days of cheap food are perhaps disappearing? We once sourced cheap food from south America, but demand from China, India and elsewhere may mean that our markets for cheap food will disappear. Does the hon. Gentleman share those concerns?
I thank you for that intervention. Those are exactly the concerns that I am expressing. You sum up very neatly what will happen to global markets. We have been importing from south America, Africa and many other places. When the almighty dollar takes hold, and China tells countries, “Don’t export your meat products to the United Kingdom. Export them to China and we’ll pay you a dollar a kilo more,” producers will naturally say, “Thank you very much, United Kingdom, but we’ll sell to China. We’ll export to you if you pay £1.50 a kilo extra.” That is exactly where the problem materialises.
Energy is very much linked to this issue. As you indicated, the cost of agricultural fertiliser—
The hon. Gentleman is correct that we need to invest. We are actually reducing the amount that we are putting into research and development in the industry. We have not been very good at that. This Government are assisting a little bit, but it is a small step back in the right direction. We have not put enough into research and development. The amount that we spend is dwarfed by the amount being spent by other countries around the globe. We are going to lose our reputation and position at the forefront, the cutting edge of those developments and technologies. This country has always succeeded by leading the way. We were the leaders during the industrial revolution, which gave this small nation a global position, making it the Great Britain that it is.
Globally, farmers have earned an extra €34 billion since the introduction of biotechnologies, 44% of which resulted from yield gains and 56% from the reduction of production costs. I mentioned the benefits of nitrogen-fixing wheat. Improving the root structure of wheat would enable it to be grown in other countries, such as central and northern Africa—places where at the moment it is too dry. The benefits would include not only the ability of this country to feed itself, but the chance for African countries to feed their populations and improve their lifestyle. It could also have massive implications for the environment. The amount of nitrates we use could be dramatically reduced, which would assist in the management and protection of the environment. The amount of pesticides that we use could be reduced. I have never met a farmer who likes using pesticides—they are very expensive. Finding a technology that would enable us to spray fewer pesticides on to crops—which themselves could be more disease-resistant—would benefit farmers and consumers.
In the UK, yields of oilseed rape since 1995 have risen approximately 0.5% year on year. In Canada, they are rising 3% year on year, simply because it is making use of those new technologies. Its farmers' ability to produce more from the same amount will make them more competitive than ours.
It is exciting to see technologies open up. Imagine producing an apple that reduced cholesterol or a tomato that prevented bowel or breast cancer. All of a sudden the media perception of “Frankenstein foods” as something to be feared and avoided would be turned on its head. Consumers would be clamouring to make the most of the new technologies and these “wonder foods” that were cures and were helpful. There is a lot of work to be done and there is a lot of speculation; I acknowledge that, but the technologies are there to be explored and could be of great benefit.
There are clearly concerns. The consumer is concerned about these products. We referred to the fact that people worry about change. We need to recognise that and ensure that we take people along with us in an open debate. It is also worth recognising that technologies used in the past have occasionally broken down. There have been mistakes. Those involved in agricultural industries will remember a wheat variety called “Moulin”, which was marketed, but when it came to the point where it should pollinate it did not work. That was disastrous: farmers had zero yields, having grown the crop for a year. We need to ensure that we do this properly, that the scientific evidence is correct and that we explore the technologies in the right manner. The only way to do that is to do the research and the trials. I ask the Minister to assist in facilitating those trials in the UK, so that we can test the water and try out some of the technologies under controlled circumstances, to see if they have anything to offer to solve the problems that we shall face globally.
The organic sector often expresses concern that there will be cross-contamination—that bees will fly from GM crops to organic crops. In the US there is a thriving organic movement and both systems sit side by side. Consumers have the choice of new technology, traditional or organic food, and it seems to work well.
Who is leading the way? I have mentioned the US and Canada, but China is doubling the amount it is spending on agricultural biotech research and development in the next five years. It is currently spending $400 million on research and development—20% of world investment. The European Union will be left behind if we do not step up to the mark, get stuck in and try to keep pace. Genetic modification technology is currently being used by more than 14 million farmers around the world. That is a landmass equivalent to the whole of France, Germany, the United Kingdom and Ireland. It is no small trial. It is happening on the other side of the globe as we speak. More than 2 trillion meals containing GM ingredients have been consumed over the past 13 years without a single substantiated case of ill health.
Given the fuss that we make about peanuts because every now and again someone has an allergic reaction to them, it seems unbelievable that we are not out there in white suits and little masks tearing up peanut fields because of the impact that peanuts have on people’s diets. However, whenever somebody mentions new technology people with placards want to wreck the trials and research.
I appeal to those who feel the need to wreck those trials not to do so, because we need to find evidence that they work and to establish the technology. If those people are correct in thinking that the technology will not work, we need to do the trials to establish the fact so that the technology can be stopped. My appeal to all involved is to engage in the debate; supermarkets, growers, retailers and producers should come to the table to talk it through, to do the research and development and to settle the argument once and for all. If the technology is available to assist us, we need to enhance it.
What is the implication for UK producers and consumers? Clearly, GM is in production and in circulation. Soya, maize and tomatoes are intrinsic to our diet. I put it to Members that at some point we will all have consumed a GM product without realising it—probably as a soya-based product, perhaps in a pizza or in processed food. The country has a choice. Should we go down the same route as the Austrians and be completely GM-free, not having GM and labelling all our food to ensure that we protect ourselves from the perceived problem; or do we embrace GM and label our food so that people can make a clear choice?
If we go down the GM-free route, our farmers and producers may be able to attract a small premium. However, I believe that commodity prices will continue to rise, and that the global economy and the increase in the global population will have an impact.
Is the hon. Gentleman aware of the work that has been done by universities across the United Kingdom on GM foods, particularly by Queen’s university? They have been in contact with companies and businesses to perfect GM foods and move forward. The advantage that Queen’s university has for those businesses is that everyone gains. Is he aware of that, and if so will he comment on it?
I am aware that a number of universities are participating in research, and I appeal to those institutions to give the universities the support that they require to continue with it. It emphasises the fact that the United Kingdom has the scientific brains to do this. We have the willingness and the intellectual power. What we need now is a fair crack of the whip—a bit of financial support and some understanding among the population of the technology. We need to debate the matter so that people can understand it and embrace it—or, if it is not the correct route, to say that it has been considered but that it is not the direction to go. The only way to achieve that is through good scientific research, and I am grateful that Queen’s university is involved in that great work.
I return to my scenario. We have a choice. We either go down the GM-free route or we embrace the technology. If we choose to go down the non-GM route, however, it will be difficult to ensure that our borders are GM-free. For example, meat products will be important but we will have no means of testing whether those animals have been fed on a diet of genetically modified feed. UK producers will be producing free-range chickens for the supermarkets, but those birds could be sat on the shelf next to Brazilian chickens that had been fed on cheaper GM wheat and were being sold for £2 less. Will the British consumer know why the Brazilian chicken is £2 cheaper, or be aware that the other chicken is more expensive because it is GM-free? It will be almost impossible to police. As commodity prices start to increase, the consumer’s unwillingness to tolerate or accept new technologies that give them good, healthy, quality food at the right price will diminish over time. That is why we need to push forward and ensure that we are competitive.
Enormous global changes are afoot that are out of our control. The United Kingdom has no control over global population. We have no control over world energy prices. We have no control over the climate; we should acknowledge that the human race cannot control what happens to the weather. However, we are in control of our ability to use the available technologies. We should embrace those technologies, consider them, discuss them and ensure that we are at the cutting edge as we move forward. If we are going to be sustainable, and if we are going to keep ourselves fed, we need to use all the tools that are available to us. I believe that we should explore the prospect of biotechnology being one of the tools that we should be using.
