Last week—[Interruption.] I do not normally get such a cheer.
Last week, the Government announced that there will be a new national park and a new national forest in England. Do the Scottish Government, or the Minister, have any intention of doing something similar for Scotland?
There are great ambitions for an additional national park in Scotland, and my Scottish Conservative colleagues are pushing very hard for that. If the hon. Gentleman needs more information, he should please write to me. I will respond with the required detail.

Commons ChamberWhat a load of baloney! This Government have an action-packed programme set out in the King’s Speech. We have an ambitious programme for Scotland and all parts of the United Kingdom. We are focused on the issues that matter to the communities we represent, not on endlessly debating another independence referendum.
The UK Government remain as determined, focused and committed as ever to getting on with the job for the people of Scotland. That is best demonstrated by what we are doing on the ground. The UK Government are delivering £2.7 billion of levelling-up investment across all parts of Scotland. As hon. Members on the nationalist Benches know, that investment includes: £1.5 billion for 12 Scottish city and regional growth deals; £160 million for two investment zones in the Glasgow city region and north-east Scotland; £52 million for two freeports, focused at the Inverness and Cromarty Firth and Firth of Forth regions; and £817 million for locally-driven plans and priorities, regenerating town centres, improving vital infrastructure, supporting businesses, and spreading skills and opportunities to communities everywhere.
I thank the Minister for giving way. He mentioned the Unionists on the Conservative Benches. I am a Unionist on the Opposition Benches, as are my party. It is clear that the polls in Scotland are indicating less of an interest in independence than there was. Is that because the realisation of those in Scotland is that they see their future within this great United Kingdom of Great Britain and Northern Ireland—better together? Is it because the financial benefits of Westminster and the Government here to Scotland, and indeed to Wales and Northern Ireland, are so good they would never really want to leave?
The hon. Member makes very valid points, but the key point is that support for independence and another independence referendum in Scotland is falling. The voters in Scotland, certainly in my constituency in the Scottish Borders, are getting wise to the failures of the Scottish SNP Government in Edinburgh, and they recognise the benefits of remaining part of a strong United Kingdom. That is because the UK Government and the Scottish Government are working together on so many areas to make our communities better—driving economic growth, supporting the Scottish economy and delivering for Scotland.
I can give some further examples. We can see it through the Scottish Seafood Industry Action Group, where the UK Government regularly engage with the Scottish Government and the Scottish seafood industry to consider a range of important issues, including access to labour, energy costs and export opportunities. We see it through the fiscal framework review, where the UK and Scottish Governments reached a fair and responsible agreement. Both Governments reached a compromise for the benefit of the Scottish economy, while keeping us on track with our fiscal objectives. And we are investing more than £100 million in Scotland’s innovation economy through the strength in places fund and Glasgow innovation accelerator. Our close collaboration with the Scottish Government in this area was further underlined by the agreement signed between UK Research and Innovation and Scottish Enterprise earlier this month, which aims to streamline innovation support for Scottish businesses.
Levelling up is already making a real difference to all regions of Scotland. It is bringing advanced manufacturing jobs to the Glasgow city region, data driven innovation jobs to south-east Scotland, and life sciences jobs to the highlands and north-east Scotland. It is saving the community on Fair Isle with a new ferry, bringing Clydesdale horses back to Pollok Country Park, and revitalising town and city centres from Greenock to Aberdeen, and Cumbernauld to Elgin. It is helping communities to protect and restore their treasured buildings and facilities, whether it is the last pub in Lochranza on Arran, or a permanent home for St David’s brass band in Gorebridge. [Interruption.] The Members on the nationalist Benches shout those initiatives down. This is funding from the United Kingdom Government going into communities the length and breadth of Scotland—something that they seem to strongly oppose. I am disappointed by that and I know the communities they represent will be disappointed by it too.

Commons ChamberI pay tribute to my hon. Friend for his continued, energetic and relentless campaigning for his constituency and the fishing sector. This Government are committed to working with other Government Departments and the Scottish Government on our shared ambition to protect the marine environment and ensure that the increasing spatial squeeze on our sea is managed effectively. However, we also note the legitimate concerns of the fishing industry and continue to engage with stakeholders, other UK Government Departments and the Scottish Government through the Scottish Seafood Industry Action Group. I understand that the Energy Minister, my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie), is due to meet my hon. Friend shortly.
Fishermen from Portavogie, Ardglass and Kilkeel work hand in hand with fishermen from Scotland, so whatever benefits the Minister can bring to Scottish fishermen will benefit the fishermen and fisherwomen of Northern Ireland. Have any discussions taken place of how Scotland and Northern Ireland can work better together, including here at Westminster?
I am happy to work with all colleagues across the United Kingdom to advance the fishing industry, and I am happy to meet the hon. Member to discuss how we do that together.

Commons ChamberI am grateful to my right hon. Friend for making that point, which neatly leads on to the next part of my speech.
There has been considerable discussion about food standards in relation to international trade and, unfortunately, a high degree of misinformation about what will happen to our food standards. We are told by campaign groups and the Opposition parties that Parliament voted against protecting our food standards and that that opened the door to substandard food supplies flooding on to shop shelves. That is utter nonsense, and I want to use this debate to put the record straight.
I congratulate the hon. Gentleman on his speech. I very much enjoyed the culinary tour of his constituency—I am just about ready for my tea, so he has made me very hungry. I spoke to him earlier, to seek his permission to intervene. Hailing from the constituency of Strangford, with its thriving agrifoods sector, I believe it is imperative that we remember that many of the standards to which we hold ourselves are actually higher than those that the EU has determined to be necessary. We must continue to accept only foods of the highest quality that bear British approval across the whole United Kingdom of Great Britain and Northern Ireland. As I always say, better together.
I am grateful to the hon. Gentleman for making that important point. It is important to record that the UK Government have been very clear that they will never compromise on those food standards.
In Scotland, Food Standards Scotland will continue to ensure that all food imports comply with the UK’s high safety standards. The Government have also made it clear that they will examine options on labelling and better consumer information, including voluntary animal welfare assurance schemes and Government-backed labelling. Our Ministers will also work across the globe to enhance welfare standards through bilateral promotion with trade partners and advocacy of animal welfare and environmental issues in the World Trade Organisation and the World Organisation for Animal Health.

On rural communities, which is where the hon. Gentleman and I are coming from on this, should there not be an absolute commitment from this place, and from the Government, to safeguarding and securing what can be seen as the last bastion of social interaction for elderly and vulnerable people in isolated rural communities? The importance of that cannot be underlined enough.
The hon. Gentleman makes a critical point. For many communities and small towns across Scotland and the entire United Kingdom, the ability to access cash, financial services and benefits is critical. As banks and cash machines close, there are very often no other alternatives. It is critical that we in this place do something to ensure that people in those communities, including the most vulnerable older people, can continue to access such services, and to ensure that we can sustain our high streets, and shops and businesses in these communities, which are dependent on cash. The post office network is an important part of that. People are clearly using postal services differently, and that trend will inevitably continue, which reinforces the need for the UK Government to continue to monitor and review the sustainability of the network.

I beg to move,
That this House has considered devolution of welfare.
It is a pleasure to serve under your chairmanship, Mr Betts. I am grateful to the Backbench Business Committee for allocating this debate and to my colleagues who are here to participate. We are of course meant to be in our constituencies this week, but events have overtaken us, so I am pleased that we are able to use our time in Westminster to discuss an issue that affects many of the people whom we represent. Indeed, the devolution of welfare is set to impact more than 1 million people in Scotland. That is why it is so important that the process is got right.
I want to make it crystal clear that I enthusiastically support the devolution of the welfare powers to the Scottish Parliament. The Scotland Act 2016 fulfilled a promise made by the United Kingdom Government—the so-called vow—that voting to remain part of the United Kingdom, as Scots did so overwhelmingly in 2014, would not mean an end to devolution. The Conservative Government established the cross-party Smith commission to look at what should be devolved. The Conservative Government then passed the 2016 Act, which devolved a significant tranche of welfare powers, and my Scottish Conservative colleagues in Holyrood voted for the Bill that has paved the way for Scottish Ministers to take over the powers.
No one can question this Government’s or the Conservative party’s commitment to this process. Devolution of welfare allows the Scottish Parliament to try different approaches, to learn from and build on experiences in other parts of the United Kingdom and to deliver welfare more locally in a way that is more tailored to Scottish needs. That is a good thing.
The hon. Gentleman refers to how things work in other parts of the United Kingdom. The Northern Ireland Assembly is not functioning at the moment as it should be, but when it was, we had a very good relationship with the Conservative party and Government that enabled us to bring in some changes in relation to the Department for Work and Pensions that helped us in Northern Ireland. That involved taking some money out of our block grant. It meant that we were able to help the more vulnerable people. We have very large numbers of disabled people who are in receipt of benefit, whether it be disability living allowance or personal independence payments, across Northern Ireland. A relationship between the Government—our Government, the Conservative Government—and the devolved Administrations is the way forward, and the way to make things happen.
The hon. Gentleman makes a very important point about the importance of different Governments within the United Kingdom working together. Ultimately, and in this policy area in particular, we are helping some of the most vulnerable people in society, and it is imperative that we get it right. That is why this debate is so important.
I think it a good thing that more control over welfare is coming to Scotland, but it is clearly a challenge, and it is obvious that the Scottish National party Government in Scotland have significantly underestimated the challenge. Under the 2016 Act, 11 DWP benefits are being devolved to Scotland. The power to legislate for that has already been transferred. On 1 April next year, the Scottish Government are due to gain “executive competence”, which is essentially administrative control over the benefits. Those are significant new powers. Launching Social Security Scotland, the First Minister described it as an “historic moment”.
Although some of the benefits to be devolved are less substantial—they are of course hugely important to those who receive them—significant benefits will be taken on by the Scottish Government. They include PIP, carer’s allowance and DLA and, as a package, they account for about £3 billion, or just over 15% of total social security spending in Scotland.
The Department for Work and Pensions has been working with the Scottish Government to allow the change to take place. The Scottish Government have previously promised that they will be fully delivering these benefits by the end of the Scottish Parliament’s current term, which ends in 2021. In fact, the Scottish Government previously indicated that they hoped to complete the process by 2020, so the timetable had already slipped slightly. Given that the Scotland Act was introduced in this place in May 2015, the Scottish Government could have got ahead of the game and begun preparing for this process much earlier than they did.

Commons ChamberI welcome today’s debate because the UK Government’s industrial strategy is hugely significant and could be transformational for all parts of the United Kingdom. It is fair to say that the industrial strategy has been welcomed by a huge variety of organisations, including organisations that are not common bedfellows. The CBI is positive about the strategy and the TUC calls it “an important step forward.”
There is cross-sector acknowledgement that the industrial strategy is a serious piece of work that is genuinely trying to identify and address the challenges that our economy will face in the next few years. It is the role of Government to support and develop industry and to pursue economic growth, and I am broadly in favour of the non-interventionist but highly engaged approach. With this industrial strategy, we have gone right back to basic principles, and the UK Government have identified five foundations that are essential for a successful economy. These five foundations show how in Scotland the industrial strategy will need to be implemented by both the UK and Scottish Governments. Devolved government has control over significant parts of the five foundations, including skills, transport and housing. I am pleased that the UK Government understand that point and have repeatedly acknowledged that it is vital to work with the devolved Administrations to implement the industrial strategy. I hope that the Scottish Government—I note that Scottish National party Members are currently absent from the Chamber—are able to accept this commitment at face value and work constructively with their counterparts here at Westminster.
I would like to focus my remarks on what has been identified as the fifth foundation: places. I think we all accept that, to have a productive economy, we need prosperous communities, but what does that mean in practice for the United Kingdom? The industrial strategy identifies four challenges that need to be addressed to put the UK at the forefront of industries of the future. These are understandably forward-looking, but I do think it omits a current challenge: the dominance of London in the UK’s economic output. I would like to make it clear that the success of our nation’s capital is something of which we should all be proud. London is a truly global city, an economic powerhouse and a cultural masterpiece. Its contribution to the UK goes well beyond the fact that it accounts for 22% of our GDP. We will not drive our economy forward by holding London back, but it remains the case that London dominates our economy in a way that is almost unique.
That matters because it has resulted in an imbalance in our nation’s economy. The domination of London has created a self-perpetuating cycle where new investment flocks to the city because that is where everyone else is. This has created wealth and economic growth, but it has also been centred on the one city.
Northern Ireland has benefited from IT and digital tech industries to such an extent that our region is equal in this to London in the delivery of jobs and opportunities.
The hon. Gentleman makes the point well.
As a Scottish MP, I think London’s domination has to change, not because I think Scots look enviously at London, but because rebalancing our economy and spreading power across all parts of the United Kingdom strengthens our bond in that Union. The Conservative manifesto last year pointed out:
“For our civil service and major cultural bodies to claim to be UK institutions, they need to represent and be present across our whole United Kingdom.”
Let us push ahead with the proposal to use Brexit as a catalyst to create more civil servant jobs outside London. As we are talking about the industrial strategy, why not, for example, base the Industrial Strategy Council outside London? Let us focus on bringing the economy outside London up to speed. The city deals for Scotland, including the proposed Borderlands growth deal in my area, are part of this, but we need to do more. The industrial strategy represents an opportunity to drive forward the economy of the UK as a whole, and I hope that Scotland’s two Governments can work together with this common aim.
