Commons ChamberI thank the hon. Gentleman for that, and I would agree with that point, because the wages have not matched the rises in food prices.
International research has also found that the more severe a person’s experience of food insecurity, the more likely they are to seek help from healthcare services. Further international studies have shown that going hungry just a handful of times can lead an individual to develop poorer mental and physical health. Both this domestic and international research emphasises that food poverty is a public health issue. I welcome the Scottish Government’s recognition of food poverty being a public health issue. The inclusion of questions on food insecurity in the 2018 Scottish health survey was a positive step. The survey revealed those who are most likely to find themselves living in food poverty across Scotland; 18% of those in deprived areas live in food poverty, which compares with a figure of just 3% in the least deprived areas.
I congratulate the hon. Gentleman on securing this important debate. In my constituency and across Northern Ireland we have some of the highest levels of poverty among children and families. Does he agree that it is essential that we seek to protect the most vulnerable in our society, who are having to choose either to eat or heat? The Government must do more on pension credit. Does he agree that they should put more emphasis on the accessing of pension credit by vulnerable people to enable them to deal with the poverty they clearly have? May I also say that it is nice to see the Under-Secretary of State for Work and Pensions, the hon. Member for Colchester (Will Quince), and that we look forward to a good response from him?
I was actually coming on to that point about heat or eat. It is a very well used phrase, but perhaps it should be used more often. Some 13% of 16 to 44-year-olds live in food poverty compared with just 1% of those over 65. A total of 21% of single parents also live in food poverty—what a shameful situation. The UK is the world’s fifth largest economy, yet the Scottish Health Survey revealed that one in 10 Scots lives in food poverty.
The Independent Food Aid Network had identified 2,000 food banks currently operating in the UK, 212 of which are in Scotland. I pay tribute to the volunteers at all food banks, particularly to those at the Coatbridge community food bank and the Viewpark food bank in my constituency. They work tirelessly to support families who find themselves in food poverty as a result of the austerity policies pursued by this Government. I have previously supported the Coatbridge community food bank to secure an additional warehouse, and I will support those volunteers looking to establish a food bank in Moodiesburn as well.
Yes, I do agree. I also believe that the Scottish Government could act as well. It is time for both the UK and the Scottish Governments to act. The devolution of welfare powers to the Scottish Parliament allows the Scottish Government to make different choices. They could listen to Scottish Labour’s calls to scrap the two-child cap and top-up child benefit by £5 per week. They could choose to not delay the implementation of the income supplement until 2022. Scots living in food poverty now cannot continue to suffer because of the Scottish Government’s inaction.
The UK Government have made a welcome commitment that they will seek to include an official measure of food insecurity in the annual Department for Work and Pensions survey of household incomes and living standards, but I have concerns as to whether the data collected will then be assessed by the Government to help them develop policies to combat food poverty. Data about the level of food bank use in Scotland already exists, thanks to the work of organisations such as the Independent Food Aid Network. I asked the Government whether they used that data to make an assessment of the level of food bank use in Scotland and how to address it, but I was told that the Government had made no such assessment. If the Government will not use the data that is already available, how can we be sure that they will use data collected in the future to help them develop policies to tackle food poverty?
There has been an 18% increase in the use of food banks in my constituency because of delays and reductions in benefit payments, and an increase in debt. Does the hon. Gentleman agree that those who are involved in the food banks are often forgotten in these debates? In my constituency, all the churches come together and make contributions collectively. Is it not time that we recognised the contributions of all the good people who make such efforts?
Yes. I repeat: where would we be without the volunteers and the people who help to support the food banks?

Commons ChamberI commend the hon. Gentleman for bringing this matter to the House for consideration. I fully support the comments he is making. Universal credit is only just happening in my constituency, and vulnerable people who I represent and who speak to me every week about PIP have already contacted me in fear of the changes and charges. Does he agree that communication to vulnerable and ill people is not acceptable and that more needs to be done by the DWP and the Government? Hopefully the Minister can bring back something positive in her response.
Yes, I agree. In doing research yesterday, I found that Disability Rights UK has highlighted DWP research that four out of 10 PIP claimants do not appeal, as it would be too stressful for them. We have unfair assessments that result in people losing money, but they do not appeal because of the stress that would be caused. What a disgrace!

The hon. Gentleman rightly outlines an anomaly that needs to be addressed. Again, I look to the Minister for a response. I would like to see it addressed in legislation, and this debate gives us an opportunity to do just that.
At present, abuse of a position of trust within most sports contexts is not illegal, although there might be circumstances in which the law does apply to sports coaches, for example if they are employed by and operating within a school. The hon. Member for York Outer (Julian Sturdy) touched upon that as well. The NSPCC’s view is that, because of the vulnerability of young people and the particular circumstances of sport, the legislation should be extended to roles and settings within sport. We are deeply indebted to the NSPCC for its briefing. It has outlined a number of things that will be very helpful to the Minister. I ask the Minister: when can this be done? When can the initiatives and helpful suggestions set out in the briefing and offered by hon. Members be taken on board? I know that the Government, the Minister and hon. Members are willing, so to me it is a matter of seeing where we should prioritise moving this. It must be high on the list of priorities and we must look for imminent legislative change.
I am sure that we were all moved by the stories of the Olympic gold medal-winning US gymnasts who eventually spoke out about their coach. I was shocked at how widespread the abuse was. My next thought was, “Could this happen in Northern Ireland, in the United Kingdom, or anywhere we have some representative, control or input? How are we protecting our children who want to excel and who put their trust in coaches and staff, but who are taken advantage of?” In Northern Ireland, people who work with children must have clearance, but that protects children only from known offenders. What legislation is in place to ensure that the first inappropriate touch or talk is reported as a crime, and that steps are taken to convict? We must get to that stage.
There is no protection in sporting circles for 16 and 17-year-olds, who are not protected under normal sexual consent laws. That needs to change. As the hon. Member for Enfield, Southgate said, the loophole must be closed and laws on positions of trust must be extended to the work of all those involved with children. People, including us in this House, are blessed to have an input in how to help a child or a young person to grow in sport, education and life, and as a family member. It is so important to have the right laws in place to ensure that happens in the right way.
The bravery of those who have come out after years of dealing with the secret pain of their abuse must be applauded. No one in this House or further afield could fail to be moved by some of the stories that we have heard publicly—very publicly, usually. Moreover, those people must be the catalyst for desperately needed change. We must look to those people, who have come through so much, and who speak out to make a change and to ensure that no other child goes through what they have gone through, and say that we will stand with them.
I thank my hon. Friend the Member for Enfield, Southgate (Bambos Charalambous) for securing the debate. The hon. Gentleman’s point reminded me of ChildLine, and how important a phone call to ChildLine was. Given the problem that we have, perhaps the Government should look at that again and reintroduce it across the whole of the UK to let children speak. This time, the Government should give ChildLine the money—I think it was running out of money because of its charity status. We need a lifeline for those kids so that they can speak to someone they can trust.
The hon. Gentleman is absolutely right. We are all aware of the good work that ChildLine does and the initiatives that it has set out. We need to give it support and assistance in any way we can. We should ensure that it is more available, and that young people can take advantage of it. What the NSPCC did at the beginning was a great step. Many people in my constituency, across Northern Ireland and across the whole United Kingdom of Great Britain and Northern Ireland took advantage of that opportunity.
We must not only stand with those people, but speak out alongside them and act as they have acted, for the sake of my granddaughters and other children across the country. We always look to the Minister for support and guidance. Today we ask her to take action and to do what she can to protect all our children.
