The covid pandemic, unknown to the world nine months ago, has required businesses, people and the Government to make huge and rapid changes to the way we live our lives with a speed that was unthinkable before coronavirus struck. Nightingale hospitals were constructed within days and quickly made capable of accommodating hundreds of ventilated patients. Supermarkets doubled their capacity for online deliveries.

The Government introduced the coronavirus job retention scheme and, within days, were paying the wages of 4 million employees. Advice was given that those who could should work from home, which gave rise to an instant leap in the take-up of video conferencing through services such as Zoom, and introduced millions of people to the previously unexperienced sensation of being exhausted by staring at a screen all day.

For all the tragedies and privations of the last few months, it has been a time of agility and innovation in the way that we do things. Yet through this period of the most tumultuous change that any of us has experienced during our lifetimes, one thing that has proved impervious to alteration—a monument to inflexibility—is the railway season ticket.

If my constituents in Tunbridge Wells, High Brooms and Paddock Wood take a Southeastern train to work in London, they face the same bill of fare that they have had since the 1950s. They have to buy either a seven-day-a-week season ticket from Southeastern or daily tickets at the highest fare for the journey, with no discount for frequent and regular travellers.

I thank the right hon. Gentleman for bringing forward the debate. I bring to his attention something that has been coming to me. For many students, especially in my constituency and his constituency, but in other constituencies as well, the commute to university is essential. If they are put in lockdown, they lose weeks on their railcard. As airlines have been flexible, so must rail and other transport providers be.

The hon. Gentleman makes a good point that it is not only workers who commute. Many students commute into the capital and, indeed, other cities around the country—and, I dare say, in Northern Ireland—so I am grateful for his point.

To turn to the economics of the situation, a standard class season ticket from Tunbridge Wells costs £4,928 a year, which is a large amount of money. The price of a daily standard peak return ticket is £39.90. That means that someone travelling three days a week to London for 47 weeks of the year must pay £5,626. In other words, it costs over £700 more to travel three days a week than five or even seven days a week. It is a ludicrous anachronism and an outrageous injustice that we have the same fare structure for workers in 2020 as we did in 1950.

There are many reasons why that is no longer tolerable. First, even before covid, the pattern of working life had changed since the 1950s. Many people work fewer than five days a week from a workplace in a city centre. Either they work part time or they do not need to travel every day. How can our railways not have noticed a change that has been happening for decades?

Secondly, people who work part time usually earn less money than people who work full time. To penalise the poorest workers is a regressive policy that adds to poverty and is a barrier to work.

Thirdly, more women than men work, or wish to work, part time. The standard fare policy means that it costs them more to do so. As pay is still not equal, a further obstacle to accessing good jobs and careers is thrown up in front of women by a fare system that can make it too costly to take up opportunities. The same is true, but worse, for disabled people and people as they get older.

Fourthly, the fare structure flies in the face of the advice that the Government are currently giving to curb the spread of covid, which says, “Work from home if you can”. For many people, that means going into the office less, perhaps for important meetings or to train newer and younger colleagues, and working from home more. That pattern is not supported if it is cheaper to travel five days a week than three days.

Fifthly, the fare system hampers our recovery from the economic consequences of covid. Our businesses and their staff need to be flexible and adaptive. Instead, working patterns will be formed not by what is ideal for the business and the worker, but to conform to an antiquated fare system.

It is a great privilege to have been allocated this debate. I am grateful to you, Madam Deputy Speaker, and to the Minister, who has been particularly hard-working today. She has spent many hours at the Dispatch Box, and even after midnight she is continuing to attend to her duties.

The subject that I want to bring to the attention of the House and, in particular, to that of the Minister is simple and straightforward, but it is proving to be a case study of a failure that is causing great anxiety to many of my constituents. That simple and straightforward proposition is: if new development is to take place, it must always be accompanied by the new infrastructure necessary to make the development work. In some respects, that is so obvious that it is impossible to imagine that development could take place without it. It would be unthinkable, for example, to build an estate that did not have access to the electricity network. As many colleagues will know, however, in many cases development adds to the demands placed on existing infrastructure without improving it. Examples of that happen all the time. Demands are placed on general practices, school places and the overall road network, but it is on sewerage and drainage services that I want to concentrate tonight.

Not only is it possible to get away with building new homes without investing in that very necessary infrastructure, but, even more unfairly, the consequences fall not solely or even mostly on the developers or the occupants of new properties, but on the rest of the community. If a GP’s surgery runs out of appointments, the local school is full, the roads are gridlocked, or—as in this case—the sewers are overflowing, existing residents are principally affected.

I want to concentrate on water because it illustrates a wider problem, because it is a pressing local issue for many of my constituents, and because many of us have lost patience with the role of Southern Water, the principal provider in my constituency.

As this is a short debate, I want to use the example of the town of Paddock Wood, but it applies almost identically to other parts of my constituency, with particular concerns in the parishes of Hawkhurst and Capel and the towns of Tunbridge Wells and Southborough and many villages as well.

The capacity of the sewerage and draining network that serves Paddock Wood is inadequate for the current population of a little over 3,250 households.

I did some research on this beforehand, and it is not just about the issue of sewerage and drainage disposal, but about access to safe drinking water, which I understand may be a problem in the right hon. Gentleman’s constituency. Does he agree that it is important that people are able to access safe drinking water? In Northern Ireland, the onus is on Northern Ireland Water to provide a safe and accessible supply that can be accessed at any time.

I am happy to meet anyone who has a contribution to make, both to reducing our emissions and to achieving technological advances. On the nuclear industry, the hon. Gentleman knows that the financing of new nuclear power stations has been done commercially, and we are reviewing the financing model to see whether a different approach might address some of the difficulties that private sector investors have had in financing the scale of investment required for new nuclear. That review will report soon.

On behalf of the Democratic Unionist party, I welcome the Government’s continuing commitment to deal with this vital issue. It is important that the United Kingdom of Great Britain and Northern Ireland does its bit to safeguard the environment for our children and grandchildren. Will the Secretary of State confirm that other countries are also committed and will do all that they can do to address the issue with equal determination?

I am grateful for what the hon. Gentleman said; I know that he has regular discussions with the Minister for Energy and Clean Growth and is a strong advocate. Northern Ireland is one of the parts of the United Kingdom that has benefited strongly from clean energy and its deployment. We will continue that effort and I am grateful for the hon. Gentleman’s support.

This is the point the trade unions have made. The failure of the Labour party even to support the policy described at the Opposition Dispatch Box by the hon. Member for Salford and Eccles (Rebecca Long Bailey) concerns investors in new nuclear. In the past, we have been able to establish a common approach in this area so that investors can take a long-term approach with certainty. It would be helpful if we returned to that.

I thank the Secretary of State for his replies so far. Toshiba’s decision to withdraw from the nuclear plant leaves a clear gap in the energy market. It has been stated today that there will be a 7% deficit in energy provision as a result; how will that deficit be filled and by whom?

My hon. Friend raises an interesting point. That is why the CMA is conducting its investigation, and it has powers to prevent the loss of competition if it is in prospect.

Will the Minister further outline what effect this merger will have on my constituents, who may see higher prices and less competition as a result of further limitation of the already smaller choice of supermarkets than on the mainland? Has the Department fully taken the likes of Northern Ireland and rural areas into consideration?

The hon. Gentleman raises a very important question. The essence of the CMA investigation is to see whether there could be—not just nationally, but in particular places—any diminution of competition. If the CMA thinks that that is in prospect, it has the powers to block the merger or to place conditions on it, such as requiring the sale of businesses to a competitor.

My hon. Friend makes a good point. One of Ofgem’s responsibilities is to stop the erection of barriers to switching. It seems to me, however, that it is not unreasonable for consumers to expect to be able to trust a particular brand—a particular supplier—rather than having to change their arrangements frequently, and to be confident that they will not suffer a huge penalty as a result.

When the energy price cap comes into effect, what safeguards will be introduced to ensure that the big six do not switch customers to a tariff that is, in effect, a standard variable tariff under a different name?

I thank the Secretary of State for his statement and commend my hon. Friend the Member for Belfast East (Gavin Robinson) for his hard work and his endeavours on behalf of the workers. I have a Bombardier factory in my constituency, as well as a number of companies that feed into the supply chain. It is clear not only that those at Bombardier will be affected, but that those in the supply chain will be as well. At the same time, Bombardier’s aerospace business was worth $2.4 billion in the US last year—800 companies and, as the Minister said himself, 23,000 workers. Is it not the case that Boeing needs to be careful about the hand that feeds it?

I appreciate what the hon. Gentleman has to say, and he is right to point out that, as well as the hon. Member for Belfast East (Gavin Robinson), who has worked so indefatigably on this, constituency representatives across Northern Ireland—indeed, across the whole of the United Kingdom—are also affected. I agree with his injunction that we should continue to pursue this to a satisfactory resolution. He has my commitment that we will do that.

Perhaps I can end by reiterating a tribute to the workforce, not just at Bombardier but in the supply chain, who have continued to work completely uninterrupted at the high level and on a calibre of product for which they have an international renown. We want that international renown extended and able to prosper in the future, and I am absolutely determined that we will do that.

The discussions are at an early stage. The leak of the discussions came out only in the middle of last week and I have had a number of meetings since then. I have been clear to the House that the successful operations in this country need to be maintained. The PSA side of the discussions has pointed out quite recently that Vauxhall is not yet its company to make contractual statements about, but the direction in which the discussions are going is clear. I will continue to be vigorous in extracting the best possible agreements about the future of Vauxhall here.

I welcome the Secretary of State’s statement and what he has said so far. It is clear that Vauxhall’s UK plants are run to a high standard, with above-normal efficiency ratings, so will the Secretary of State outline what support he will offer to ensure that the plants are retained—and, indeed, enhanced—and that jobs are secured during any takeover? What influence, including financial assistance, can the Government exert to help?

I am grateful to the hon. Gentleman for what he says. Again, I come back to the fact that Vauxhall’s UK operation is successful. It is efficient and effective, which is the reason, as with other car companies, why investments come to this country. We have had a successful programme of joint working with the automotive sector in areas such as research and development, and in training and upskilling the workforce. That programme continues and is available to any manufacturer that participates in the sector.

I think the hon. Gentleman is being a bit churlish. Part of the Mayor’s campaign was to have 100% retention of business rates. That has been secured, and the mayor was appropriately generous in his praise for the Chancellor for doing so. We are rightly responding to a long-standing campaign to make this devolution work, which is a very important step forward.

The right hon. Gentleman is aware of the feeling of many Members about the Sunday trading liberalisation amendments that could be in the Bill. He will also be aware of the meeting of MPs and constituents over how the obligation to work will affect people’s Sundays. Before any of that happens, we are seeking the opportunity, as others have said, to debate that matter in this House. Will the right hon. Gentleman give an assurance—a cast-iron assurance—that that will happen?

I would say two things to the hon. Gentleman. First, the consultation has not yet been responded to, and the Government will need to take a view on the responses to it. My colleagues and I would be happy to meet the hon. Gentleman and any other Member who wants to influence what happens on this issue. Secondly, if such provisions were to become part of the Bill, it would of course be essential to debate them on the Floor of the House so that the hon. Gentleman and other colleagues have a chance to express their views and influence the debate.

The hon. Gentleman makes an important point that will be considered by the commission, which is looking into the culture. It is important that banks recognise that they exist to serve their customers—that is their purpose and the reason why they operate. My recent experience of speaking to some bank boards leads me to believe that they recognise the commercial imperative for that, but he makes a suggestion that I am sure our colleagues will consider.

I thank the Minister firmly for his statement. In particular, I thank him for the £35 million of fines imposed on the banks that will go directly to the armed forces community; £5 million will go to the Imperial War Museum. Will he confirm the criteria by which charity groups such as the Royal British Legion, the Army Benevolent Fund, SSAFA and Help the Heroes can qualify for financial assistance through the fines on the banks?

As I said in my statement, we will make further announcements on the disbursement of the funds, but they have been earmarked and reserved for the military community.
