Commons ChamberI rise to speak briefly on this vexed issue because, quite simply, all that has to be said and can be said on the issue has been said. My hon. Friends and I have made our position abundantly clear on many occasions, but I could not let this statutory order pass without expressing my regrets. It is entirely regrettable that the role and responsibility of the Northern Ireland Assembly has been eroded and undermined as it has by the Government, by the DUP and by Sinn Féin.
It is not clear to me whether Sinn Féin and the DUP did not realise the implications of locking into the Welfare Reform and Work Bill in the legislative consent motion, or whether they did not care. That is the situation we are in. It is particularly odd when the DUP actually voted against the Bill in this House, but then signed up to it in the Assembly.
I have listened with some incredulity to what the hon. Gentleman has said. Does he not accept that the Welfare Reform and Work Bill and the agreement for Northern Ireland represent a better deal for Northern Ireland than any other part of the UK has received? Indeed, the Labour party has already indicated its envy of the Northern Ireland deal, so will he not accept the good deal that we have—one that beats anywhere else in the United Kingdom?
The hon. Gentleman makes a very good point. The difficulty about it is that the DUP would have settled for a lot less. DUP Members argued for less time and again. Quite simply, I agree. The SDLP feels that, although the deal has its merits in some places, there are big gaps in it in others. Quite frankly, what we need to ensure is that those gaps are filled.

Commons ChamberThe battle is truly on, and the battle for us, as MPs, is to ensure that the jobs come to Northern Ireland, and that is what we will do. With Northern Ireland enjoying relative peace and a highly educated and motivated workforce, we now have the power to revolutionise its economy.
The hon. Member for Upper Bann (David Simpson) misconstrued my argument. I said that corporation tax was a useful tool but not a silver bullet and that we could not continue to do without the necessary skills, apprenticeships and general training. Major companies, including Almac in his constituency, are having to move abroad. Does the hon. Gentleman accept that, along with corporation tax, we need the necessary third-level education and skills?
For the record, the money to upskill the workforce to do those jobs is provided in the agreement. When it comes to further education or upskilling in companies or factories, the agreement gives us the chance to do something. We have to realise the good things about the agreement. My right hon. Friend the Member for Lagan Valley (Mr Donaldson) talked about people in the House and outside too often talking down Northern Ireland. That talk frustrates and scunners me. We need to consider the positives.
The Northern Ireland economy needs to bring in the quality and world-class jobs that too often our young people seek on other shores. We need to bring them home and give them the chance to do those jobs in Northern Ireland. The agreement does just what it says on the tin: it gives us a fresh start. Let us finish the job and keep Northern Ireland on that motorway to a better future. Moving forward, we do not want Northern Ireland to be a special case under any circumstances. Building the new and leaving behind the old still remains the aim, but it is hard earned, and provisions such as corporation tax and others in the deal will facilitate the transformation of Northern Irish society.
In conclusion, no Northern Ireland Member is enamoured with the proposed welfare reform legislation, which is why we opposed most of it, but we have to be realistic. Social security in Northern Ireland has always operated on the basis of parity with Great Britain. Refusal to enact reforms will come at a cost. Northern Ireland can and will pay a price to protect the most vulnerable, and the “Fresh Start” agreement does just that. It is time for sense to prevail. Northern Ireland will have the most generous welfare system in the whole of the United Kingdom of Great Britain and Northern Ireland. We will also put our public finances back on a sound footing, not least by unlocking a sizeable financial boost from Her Majesty’s Government. Most importantly, however, we will have saved devolution.

Commons ChamberI rise to agree with many of those present and to say that, in my opinion, we are all united in our disbelief and deep sense of grief and revulsion at the tragedy that is unfolding in Syria. All of us in this House know that this conflict has gone on in its current phase for two years and has ripped the heart out of that country and its long-suffering people. However, my colleagues in the Social Democratic and Labour party and I are gravely concerned about any prospect of military action, the bombing—whether it be selective or non-selective—of Syria and the haste with which this course appears to have been embarked on.
Our objections are based primarily on simple, straightforward moral and ethical grounds. Beyond those ethical grounds, however, are the significant practical considerations and consequences. On a practical level, we believe that any military activity will be counter-productive and will not save lives but in fact cost them. As was said earlier, it is no more pleasant for a person to be killed by a cruise missile than by gas—they are still dead. Our objective should be to be humanitarian and protect lives.
Does the hon. Gentleman share my concern, and that of many Members, about the Christian minority of some half a million, who have been displaced, murdered and ethnically cleansed? Any attack upon Syria, whatever it may be, could have repercussions for the Christian minority, who are concerned about what would happen given the example of Iraq, where there were 1.3 million Christians before the war and only 300,000 afterwards.
I share the hon. Gentleman’s concerns, which dovetail with my point that whatever the British Government do, they should ensure that their actions do not make the situation worse or lead directly or indirectly to their excusing or justifying more deaths among those active in the conflict in Syria.
I urge the Prime Minister to pause and resist the temptation to launch a war just because there are pressures coming from some sources or because he feels it is the only option. The opinion poll showing that only 11% of the people feel favourably disposed to the concept has already been referred to, and that means that 89% are hostile to it.
I wish also to pose the question of how the sight of a British and US-led attack is likely to be perceived across the middle east, not just in Syria, especially if it is carried out without credible UN backing or on the basis of uncertain or confused intelligence. That would risk handing the Syrian regime a major propaganda victory at a pivotal point, which its supporters could rally around. The impact on the wider region is even more uncertain and potentially volatile. Even if such action could ever be morally justified, which I and my colleagues do not accept, there surely needs to be a serious prospect of an endgame that has an outcome of success and of benefit in some shape or form.

This Bill should deal with serious difficulties in Northern Ireland and offer more remedies; if it does not, it will be inadequate and less than fit for purpose. I will now discuss some of the details of the Bill—first, the clause that deals with donations and the measures that will impact on the functioning of the Northern Ireland Assembly. I was deeply concerned to hear that there could be restrictions on Irish citizens making donations to political parties in the north. Many of the greatest friends and supporters of the peace process are in the south, and without their support we would not be where we are today. Indeed, those people supported all the parties across the north, not just one or two. I would be deeply concerned about any perceived restrictions on donations from Irish citizens, because something has to be realised in these debates: we are not talking about Surrey, Sussex, Essex or, indeed, Yorkshire. Northern Ireland is different: many of us are Irish and many of us see ourselves as Irish. There is an ambiguity around the settlement that we had, which has created ambiguity. Thank God for that, because it has allowed peace to flourish. We have to build prosperity on that peace.
We want to move towards a more open and accountable system of donations in Northern Ireland, and we are happy to do so when that is possible. However, those who make donations on a certain understanding of anonymity should be protected from retrospective action unless they give authorisation. That authorisation should be specific, rather than assumed. I do not want to take up any more time, but I think I was quoted earlier, and I would endorse that. I have seen a number of people who have been intimidated, and who are frightened and worried. We have to protect them.
The hon. Gentleman said that many people saw themselves as Irish in Northern Ireland. That may be the case, but does he acknowledge that the national opinion poll last year showed that only 21% of nationalists were in favour of a united Ireland? This year, only 19% of Irish nationalists want a united Ireland. Things are changing. Is he part of that change, or is he just one of the old boys who do not want to change at all?
I am not sure what answer I am supposed to give, or what answer is expected. I do not think that any of us pay much attention to opinion polls yet, at the same time, we can quote selectively from them when it suits.
I want to put on the record my deep concern that there are considerations to take into account about placing restrictions on Irish citizens who make donations to Irish political parties in the north. I do not wish to back that proposal, and I do not support that part of the Bill. As for transparency on donations, we want to move towards the open and accountable system to which I have referred.
We are comfortable, even though the Secretary of State has some grudge against the hon. Members for East Londonderry (Mr Campbell) and for East Antrim (Sammy Wilson) and me, with the phasing out of the dual mandate in due course, and we have gone most of the way towards doing so. However, that should allow for some flexibility where appropriate, and clear lines of communication between the House of Commons and the devolved Assembly are essential. The way in which those lines of communication will be maintained should be explained in the Bill. It should be noted that there is no corresponding legislation covering the Welsh Assembly and the Scottish Parliament. I am concerned that a rush to legislate on this could have unknown, and perhaps unwanted and unexpected, consequences.
Furthermore, our party would point out that the provisions do not deal with a dual mandate between the Assembly and the House of Lords. We do not agree that, somehow or other, the House of Lords is different. If there is an exclusion or ruling out of the dual mandate, it should be ruled out for all. If the Secretary of State is determined to ban the practice, why can that not be done for the upper House? Those issues need to be explored further as the Bill proceeds through Parliament.
Briefly, the reduction in the size of the Assembly should be approached with caution. Yes, we agreed to a small reduction in the context of the reduction of the number of Westminster seats—that is on the record at Stormont, where the discussions took place—but the Assembly should be as inclusive as possible, and should involve as many people as possible until a sustainable peace and good politics are well established there. We believe that until that happens there are risks.
The extension of the term of the Assembly is wrong. It is totally inappropriate for any Member given a mandate for four years to have their term extended to five years without clear justification. The election has been postponed so that it can be held at a time of possible tension, wedged between the 100th anniversary, as has been said, of the Easter rising and the 100th anniversary of the battle of the Somme. While hon. Members might not be involved in raising tension—indeed, we will do all that we can to reduce it—the anniversary of the battle of the Somme will increase tensions, as will the Easter rising anniversary, and it is inappropriate to hold an election between those two anniversaries.
Electoral registration in Northern Ireland is defective and while we can dot some of the i’s and cross some of the t’s in the Bill, there are some areas in which 20% to 25% of people—the hon. Member for Vale of Clwyd (Chris Ruane) suggested that it was 30%—are not on the register. There is a duty on someone, somewhere to ensure that that registration gap is covered and repaired.
I do not wish to say the matters in the Bill are not important—they are—but on their own they are not enough to bring progress and achieve better electoral registration. Any honest observer will say that there has been little progress overall in Northern Ireland. I urge the Prime Minister, the Secretary of State and the Government to get a grip on the stagnant situation in Northern Ireland, as we face serious problems.

Months of illegality during the flags protests do not bode well for the marching season, which has started badly, as we have heard. We are now much further away from dealing with flags, marches and illegal bonfires than we were five years ago.
I want to put on the record the fact that profits from illegal fuel laundering in Ireland generally—we can split it north and south; it used to be a northern problem, but it has migrated south, and regrettably it has moved into parts of southern Scotland and northern England—amounting to £60 million to £70 million a year are swelling the coffers of the provo organisation. Much of that has now been set up as a privatised business.

Commons ChamberI am pleased and privileged to rise to support the motion, and I do so in the strongest possible terms. I want to thank the Labour party and the shadow Secretary of State for Northern Ireland, my hon. Friend the Member for Gedling (Vernon Coaker), for bringing the motion to the House and, with it, the opportunity not only for myself, but for others, to make comment.
I am always pleased to note the widespread support across the House for peace, progress and prosperity in Northern Ireland. The 15th anniversary of the Good Friday agreement, or the Belfast agreement—whatever we choose to call it—which we celebrated two weeks ago, is a significant milestone in our steady progress away from conflict. I recently had the opportunity to pay tribute in the House to the work done by previous Governments, both Irish and British, in negotiating and signing the Anglo-Irish agreement in 1985. For me, that agreement laid the foundation for a sea change in relationships between our two countries. It not only began to fundamentally change relationships between Ireland and Britain, but laid the foundations for the peace process and the Good Friday or Belfast agreement that followed in 1998, which in turn raised opportunities for further positive transformation of the intergovernmental relationships to a whole new level. For so many in both countries, nothing gave better expression to the change and transformation in those relationships than the historic visit of Her Majesty Queen Elizabeth II to Ireland two years ago.
We all owe a debt of gratitude to the Prime Ministers of both Ireland and Britain for their commitment to securing peace over the past 30 years, and that gratitude continues to be owed to the current incumbents, Prime Minister David Cameron and Taoiseach Enda Kenny.
As I look around this Chamber, I see many Members on both sides who have made significant contributions to bring about peace in Northern Ireland and the transformation of the relationship with the Irish Republic.
Although many Prime Ministers—from Great Britain and Northern Ireland and the Republic of Ireland—have made a contribution, will the hon. Gentleman also acknowledge the significant contribution made by the United States Government, who have also played a great part?
The hon. Gentleman must have been reading my notes over my shoulder—the rules of the House should be amended to prevent Members from copying others—because my next line is that we should also note that we owe a deep debt of gratitude to the United States and the various Administrations in Washington throughout that period.
Yes, much of the violence has been taken out of the equation in Northern Ireland. Relative peace and increased stability have been welcomed for some years, but we have not yet reached the promised land. Before the current financial crisis there were some green shoots of economic recovery, but they have been difficult to sustain. We have not come so far that we can afford any complacency. It is not just a matter of being eternally vigilant against the residual threat presented by those who are, though small in numbers, still dangerous and still wedded to the ways of violence, terrorism and intimidation.
Although the Good Friday agreement won overwhelming support across the island of Ireland, it was, for many, perhaps, a conditional support that should not be taken lightly or for granted. Although people voted for peace in overwhelming numbers in 1998, they wanted more: they also voted for hope and the right to hope for a much better future. They voted—this is better put in the words of Seamus Heaney—that “hope and history” would “rhyme”. They voted for economic opportunity for their children. They voted for a new dispensation that would tackle the root causes of division and ensure that violence would never again gain a significant foothold in their world or in the politics of Northern Ireland.
However much our people may differ on politics or on our views of the past, present or future, there is a shared conviction in Northern Ireland that our future must be different from what went before, in that it must be much better. They know that, however difficult it may be, that future has to be a shared future.
We have had 15 years of congratulating each other that the killing has stopped, but that is not enough any more. We need to move on and get some sense of greater progress. As long as we fail to tackle the underlying causes of the division in Northern Ireland, people will not feel safe and we will not be safe. We need a credible, practical, workable and productive cohesion-sharing and integration strategy, and we need it now.
The return of devolution was such an important goal that many people got impatient with me and colleagues in the SDLP for sharing our anxieties and our concerns and preaching that anxiety at times over the past few years, but now at last that important truth is beginning to be recognised. We note that in the past few weeks the Secretary of State for Northern Ireland has found it necessary to state publicly in the strongest terms that the support of the UK Government for our Executive is conditional on progress being made in tackling community division. A couple of days before that the Irish Foreign Minister, Eamon Gilmore, said clearly that our First Minister and Deputy First Minister are mandated by the Good Friday agreement, which put them in office in the first place, to work for reconciliation. The time has come for us to produce some meaningful results.
We warmly welcome these new tones, this new realism, because it had been missing from the communications between Governments and from the two Governments for some years. We must recognise that the two Governments are the ultimate guarantors of the Belfast agreement—the Good Friday agreement.
In my mind there is another side to reconciliation, the one that gets too little recognition, and it is this: tackling division is honourable and a good thing in itself, but there is a little more to it. Tackling division is an absolute necessity if we are to have any hope of achieving the prosperity mentioned in the motion. Division carries a direct cost or an absolute cost, but worse still for me, it also carries an opportunity cost. Beyond the challenge of tackling division, there is so much unfinished business in the major challenge of building prosperity. We will have difficulty finding the road to prosperity if we do not first find the road to maturity in dealing with flags and parades and the unhealed wounds and scars of the past.

Commons ChamberI agree with the hon. Gentleman. It is difficult for those of us who come here attempting to encourage devolution and work to create a bridge between the devolved Governments in Scotland, Northern Ireland and Wales and the Government here in this House, because this action in many ways erodes and undermines the devolution that has taken place.
That is compounded by the problems with the Barnett formula and the implications for Barnett formulation. The consequential cuts to university teaching budgets have already been passed on to the Executive, so we are being hit twice in advance of any changes that might be made to student fee arrangements. We need considerable clarity on the new arithmetic that is being used in Barnett formulation if we are to understand the knock-on effects of the proposals.
Why should the Northern Ireland Executive face the penalisation of students through the student funding proposals, while their budget is already being penalised through the Barnett formula? We are forced to tread the nearly impossible path of protecting our students who wish to study at universities in England, while providing the funding that is necessary to sustain the universities in Northern Ireland. All too often, the argument is framed only in terms of the impact of the measures on England, rather than in the context of the devolved nations.
Thanks to Social Democratic and Labour party colleagues who have served in the Northern Ireland Assembly and as Ministers in previous Northern Ireland Executives, there has been since devolution a reduction in the number of people who pay fees. We reduced the amount of money that people had to pay and we were the first to bring back student grants to widen access for those on the margins and those who are impoverished in our society. That shows that progressive elements can be injected into the existing system without having to triple tuition fees or radically alter the system.
The measures proposed by the coalition Government will place enormous pressure on universities in Northern Ireland to raise their fees to match the fees in England.
I understand that the proportion of students from Northern Ireland who go across the water is up to a third. There will be an impact on the Northern Ireland Assembly and on its budget. There will be an impact on moneys that are already set aside, and we have made no allowance for that.
The hon. Gentleman endorses exactly the point that I was making—we will be hit both ways. My party has campaigned ardently to protect the cap on fees for Northern Ireland universities, but we would be naive to ignore these measures. When fees go up in English universities, it will have a knock-on effect and fees will inevitably go up for Queen’s university and the university of Ulster.
As I am sure you will have read between the lines of what I am saying, Mr Speaker, we do not believe that the measures are the right way to go about managing third-level education. We are not persuaded that they will improve access to higher education, particularly for those on the margins. We must oppose the measures, because we do not know what the fallout for Northern Ireland will be. We have set third-level education as a matter of the highest priority. We believe that the high-tech, high value-added economy that we want to see built in Northern Ireland can be delivered only through a high standard of third-level education that is accessible to all. Again, I repeat that it should be accessible, in particular, to bright young people from disadvantaged backgrounds, who struggle already to enter third-level education—these measures will further cut off such people.
The Government will cut spending on higher education and place the burden of payment on future generations of students, who, as they begin their careers, will face mountainous debts that they will spend much of their lives clearing. I was once a medical student, but I cannot imagine any medical student or student of architecture—as the hon. Member for Ipswich (Ben Gummer) suggested—now emerging from university with debts of less than £100,000.
There is also the problem that educational maintenance allowance has been withdrawn. That will massively compound the crisis for many of our poorest potential students, who may forgo the option because the threat of debt is much too high. The proposed increases to student fees run counter to our vision for third-level education and we will therefore oppose the proposals today.

Commons ChamberI wish to make a contribution to the debate. Much was said at the Bloody Sunday inquiry about how British paratroopers fought to control the streets of the “maiden city” of Londonderry. The inquiry lasted 12 years and cost almost £195 million, and I would like to focus on that, as well as on some of those who have not been mentioned in the Chamber today.
People ask whether the inquiry was cost effective, whether it lasted too long, whether its conclusion was honest and whether it delivered all the answers. The question that many people ask me is whether it will be the last of the nationalists’ demands for an inquiry. We suspect not. Was the Bloody Sunday inquiry value for money? Did it help Northern Ireland to move away from the past and to move forward? Should £195 million have been spent to prove what some people feel was turned into a political point?
I want to focus on the money for a moment. Some of those involved in the inquiry have consistently said that they could have earned more elsewhere. Indeed, one of the inquiry’s leading defence barristers said of the criticism made against him that his earning of £4.8 million was unjust, as he could have earned up to three times that amount by doing work elsewhere. Many of us feel that that is untrue; we do not believe it.
Speaking as a Unionist, I am sick, sore and tired of being told that we must forget the past by those who refuse to forget it and of being told that we must move forward. I am all for moving forward—and fully, totally and absolutely support the political process in Northern Ireland. I am 100% behind that; I believe it is the correct way to go. It is good that those who were once involved in activities that are abhorrent to me and the Unionist people I represent have accepted that democracy and a democratic system are the way forward. That is what I want to see. I fully support that.
I want to be able to focus on the economy and jobs and on opportunities for my children, my grandchildren and everyone else’s. The hon. Member for Keighley (Kris Hopkins) is right that we should be focusing and it is good that we are able to. Some people, however, still want to hold on to the past and still want to bring up inquiries, talk about things of the past and spend even more money on stirring up and creating division.
Lord Saville spent some five years writing up his 5,000-word submission and report. At the same time, the information technology for the inquiry cost some £34 million. I would ask whether all these costs were absolutely necessary. Was it necessary for it to go on for such a long period? I understand that Lord Saville spent £175 each night on his hotel. For the record, I point out that the Independent Parliamentary Standards Authority allows us only £135 a night. I make that point as a small comparison, but it is worth making. The rent of the Guildhall in Londonderry was £500,000 a month. Where was all this money going? Was it absolutely necessary? Flights totalled up millions. Some aircraft companies made a small fortune out of people flying to and fro between Northern Ireland and the mainland.
What the inquiry did not do was deliver an apology to the law-abiding people of Northern Ireland, particularly the Unionist people I represent, who daily faced death. It also failed to apologise to those who wore the Royal Ulster Constabulary uniform or the British Army uniform. I want to say clearly, honestly and frankly here today that the British Army needs to know that the politicians will support it wholeheartedly, both in word and deed. I do and I will, and many other Members will do the same.
Some Members have spoken about other incidents in Northern Ireland and it is worth focusing on some of them. Has there been any talk about having an inquiry into those who were burned alive La Mon? They were attending a dinner, but were brutally murdered. Has there been any talk about inquiring into a person—my hon. Friend the Member for East Londonderry (Mr Campbell) referred to him—who has apparently walked away from his past and joined the democratic process? According to the inquiry, this person said he was carrying a machine gun on the day of the incident. One thing I can tell anyone for sure—he certainly was not using it to shoot rabbits. Has there been an inquiry into the Remembrance day atrocity at Enniskillen, which the hon. Member for Keighley mentioned? No, there has not been. Has there been justice for those people? No there has not.
Have we seen justice for the people involved in the Darkley Hall massacre? For those who may not know what took place there, men, women and children were attending a church service. They were worshipping God, yet some were killed and some were injured. Has there been justice for them? I do not believe so. What about the 10 workmen murdered on their way back home after work at Kingsmill near Bessbrook in South Armagh? Can we have justice for them? I think we should. What of the four Ulster Defence Regiment men murdered outside Ballydugan, Downpatrick, three of whom I grew up with and one of whom I knew exceptionally well? Is there justice for them? Is there justice for my cousin, Kenneth Smyth, a former B-special man and UDR sergeant, and his Roman Catholic friend who were murdered by the IRA? I do not see it.
I commend the good work done by the Historical Enquiries Team and I commend how it is trying to help people come to terms with their past. It is good that that is being done.
I hope you will forgive me, Mr Deputy Speaker, if I become agitated and perhaps a wee bit annoyed when I hear republicans ask for an inquiry into what happened at Ballymurphy when £195 million has just been spent on another inquiry. Is it necessary? Will it help us to move forward? Will it create a better future in Northern Ireland? Will it help communities to gel, to work together, and to focus on the things that matter—the things that were mentioned by the hon. Member for Keighley? I do not think that it will. Do we want another inquiry into Ballymurphy?
The families in Ballymurphy have asked for a withdrawal of the slur on their loved ones. By referring to some political activists who are exploiting them, the hon. Gentleman is distorting the facts. The families are just looking for the truth: the simple truth. If there is another way of getting the truth, let us have it.
I am all for getting the truth—I am the first person to put my hand up for that—but I want truth for other people as well. I want truth for the people at Darkley Hall, the people at La Mon, the people who were at Enniskillen on Remembrance Sunday, and the people who were murdered at Ballydugan. I want the truth for all those people. If we are to have truth, we must have it for everyone, not just for selected people. The fact that this process seems to be trying to obtain the truth for selected people is what annoys me.
Let us be honest: that £195 million could have been spent on things that we should all like to see. It could have built schools, hospitals and bypasses. It could have paid for hundreds of operations, and enabled the elderly to be looked after. It could have provided services from which everyone could have benefited. The legacy that we have is a legacy of tears. I cry in my heart, and other Members cry in their hearts, every day. We shall have that legacy with us all our lives: it will never leave us. When it comes to tears, when it comes to hurt, when it comes to pain, we have that as well.
I want to see the people whom I represent being looked after, and receiving an adequate response from the Government. I do not want to see barristers living off the fat of the land and receiving large wages as a result of inquiries. I never want to see another inquiry that drags up the past and, by its very nature, does not help us to move forward. I want to see a future for my children and grandchildren, and I want to see fairness for everyone in Northern Ireland. I want to see that happen for the Unionist people whom I represent, and it is my duty to say that in the Chamber today.
