I am sure that this was not an easy decision for the police, but I can understand the distress that it might cause. Even now, I hope that a local solution can be found. The hon. Gentleman raises the question of whether there will be a debate to commemorate St George’s day—let me see what we can do in that regard. Such a debate would give him and others the opportunity to raise issues like this one.

It has been a really big step forward to see the statutory levy on gambling operators up and running since April last year, with the money raised from it ringfenced for much-needed gambling-related harms research, prevention and treatment. However, with only three weeks until the new financial year, I am concerned that funding allocations have not yet been announced, leaving vital organisations such as GamCare, Gordon Moody and many others uncertain of their future. Will the Leader of the House pass on my concerns to the relevant Health Minister and ask that they update the House on this issue as soon as possible?

Alan Campbell Portrait Sir Alan Campbell
- View Speech - Hansard - - - Excerpts

We are committed to strengthening protections for those at risk and to reducing harmful gambling. Levy commissioners are best placed to make decisions on the future of their work. I will ensure that the relevant Minister has heard my hon. Friend’s concerns and that he gets an update, but it will be a Minister from the Department for Culture, Media and Sport, because that is the Department responsible for the implementation and oversight of the gambling levy.

Dartford’s brilliant Wentworth primary school—whose notable former pupils include the wonderful Sir Mick Jagger and Keith Richards, as well as UK gold medal-winning sprinter Adam Gemili—turns 75 next month. Will the Leader of the House join me in wishing the school, the headteacher Mr Pollock and its wonderful staff, governors and pupils a very happy birthday?

Alan Campbell Portrait Sir Alan Campbell
- View Speech - Hansard - - - Excerpts

I will certainly join my hon. Friend in congratulating Wentworth primary school and wishing all the staff and students, both past and present, a happy birthday. As he says, there have been some notable alumni over the last 75 years, and I am sure that will continue in the next 75 years.

The Government are acutely aware of the concerns, particularly at this time of the year, not least around animal welfare. I encourage my hon. Friend to seek either an Adjournment debate or a Backbench Business debate, so that she can raise those concerns and we can ensure that legislation on fireworks is kept up to date.

I warmly welcome the news today from the Office of Rail and Road that competition can start on international rail lines to the continent, and I thank the Government for their strong support for that. Does the Leader of the House agree that it is vital that the new operator, Virgin, commits to restoring rail services to Kent and to trains stopping at Ebbsfleet and Ashford stations? Will he commit to having a debate on this matter?

Alan Campbell Portrait Sir Alan Campbell
- View Speech - Hansard - - - Excerpts

I join my hon. Friend in welcoming this news. It is an important step forward in being able to operate cross-border train services using the channel tunnel. It has unlocked investment in new services and will create hundreds of new jobs. It is a win for passengers, customer choice and economic growth. I invite my hon. Friend to apply either for an Adjournment debate or a Backbench Business debate to highlight the matter.

I am sorry to hear that my hon. Friend’s leisure centre swimming pool has closed. This Government have not only put additional resources into such grassroots sports facilities but given local government one of the biggest settlements it has had in many years. I will ensure that a Minister talks to her about the availability of such funds for her constituents.

The Leader of the House rightly celebrates the one-year anniversary of this Government, with all the great work started on the NHS, transport and new homes. She will be aware that a one-year anniversary is a paper anniversary, and on the subject of paper, would she consider granting a debate in Government time on the amount of paperwork required for residents to exercise the right to manage on new build estates in areas such as Dartford and around the country, so they can properly exercise control over the services provided to them?

Lucy Powell Portrait Lucy Powell
- View Speech - Hansard - - - Excerpts

That was a good little segue there. I know the right to manage is of real concern to constituents, such as my hon. Friend’s, who live in leasehold properties. A few weeks ago, Ministers brought forward measures from the Leasehold and Freehold Reform Act 2024, but there is further to go in implementing the measures in that Act, and we will also bring forward a draft leasehold reform Bill in due course.

Absolutely. I have seen at first hand what a big difference it can make in reducing crime and antisocial behaviour when these powers are used to seize and crush vehicles that are being used for antisocial behaviour in our communities. I thank my hon. Friend for voting for that important Bill last night. We look forward to getting it on the statute book.

As has already been said, this week the Minister for Future of Roads announced an increase in the Dart charge, which is the toll that all road users pay to use the Dartford crossing. Residents in Dartford are extremely disappointed and frustrated by this rise, and I aim to take the matter up with the Minister. Will the Leader of the House find time for a debate on the use of tolls for infrastructure and how we can keep the costs down for users of infrastructure like the Dartford crossing?

Lucy Powell Portrait Lucy Powell
- View Speech - Hansard - - - Excerpts

As I said previously, I am sorry; I know that the small increase we have had to make to the Dart charge is of concern to people. As my hon. Friend will be aware, the last time the charges were increased was 2014, but he is right that the issue of toll bridges, toll tunnels and tolls for infrastructure is of great importance to this House and comes up many times. I am sure that if he were to apply for a debate, he would secure one.

The hon. Member has attended every single business question that I have answered as Leader of the House. I congratulate him on his 70th birthday, which was on Tuesday—I think he deserves a special mention for that. Yet again, I thank him for raising the important matter of freedom of religion and belief for all. I will ensure that the Foreign Office Minister has heard the hon. Member’s call today, and that he gets a response.

I am pleased to say that the excellent Dartford Sharks basketball club will be playing in the Medway league men’s cup final this weekend. However, like sports clubs all across the country, they have been finding it increasingly difficult to access regular facilities in which they can train and play, as schools and colleges are unable to afford to open their doors to hosting external sports clubs. Will the Leader of the House join me in wishing the Sharks luck in the final on Saturday? Will she make time for a debate on how we can increase access to sports facilities in public buildings such as schools?

Lucy Powell Portrait Lucy Powell

I join my hon. Friend in wishing the Dartford Sharks all the very best. I think we have a debate coming up soon on supporting such measures. The Government are committed to grassroots sports facilities like the ones he describes. I hope the Dartford Sharks will be able to make use of them soon.

Last year, Simone White, the daughter of one of my constituents, was travelling with her friend in Laos. Like many young people, they had chosen to go travelling in south-east Asia on what is a very popular tourist route. Tragically, after drinking shots in a Vang Vieng resort, she was taken ill and died of suspected methanol poisoning, becoming the sixth person who is believed to have died in this way at the resort. Unfortunately, young people’s awareness of the risks of methanol poisoning is very low. Will the Leader of the House commit House time for a debate on how we can increase awareness of methanol poisoning and ensure that no more families have to go through the pain that Simone’s family is currently experiencing?

Lucy Powell Portrait Lucy Powell

I think we were all touched by this tragic case last November. Following it, we updated our travel advice, and we continue to press the local authorities for a full investigation so that we can prevent contaminated alcohol from being sold in this way in the future. Since November, the Foreign Office has been communicating the risks of methanol poisoning to people travelling abroad. I am sure the whole House will join me in sending our best wishes to Simone’s family.

I join the hon. Member in congratulating the hon. Member for Cheadle (Mr Morrison) on the birth of his daughter Poppy last week, and I thank her for stepping in to do some cover for him.

I am very familiar with Stepping Hill hospital and can appreciate the state of disrepair it is in and how much it is in need of capital investment. The hon. Member will know that this Government inherited a hospital building and capital investment programme that was, frankly, a work of fiction: it had no money backing it up and deadlines that were never ever going to be delivered. We have now turned it into an actual plan of action for those hospitals, but I will ensure that she gets an update on Stepping Hill hospital and what more can be done.

I thank the Leader of the House for her warm words earlier about the work many of us have done to get the lower Thames crossing greenlit by the Chancellor yesterday—something the Conservatives simply failed to do over 14 years.

I warmly welcome the Government’s commitment in the devolution White Paper to a strong new right to buy and maintain beloved community assets. Stone parish council in my constituency has been attempting to purchase the freehold to the Lads of the Village pub for some time. The pub has been an important part of Stone village since 1793, playing a significant role in community life. Despite offers from the parish council at full asking price, the owner has refused to negotiate or sell. Will the Leader of the House make time for a debate in Government time about how we protect vital community assets like this one?

Lucy Powell Portrait Lucy Powell

I take this opportunity to once again congratulate my hon. Friend on all his campaigning and all the times he has raised with me and other Ministers the lower Thames crossing—I am sure he is pleased with this week’s announcement.

I join my hon. Friend in welcoming some of the measures outlined in our devolution White Paper around community ownership and the right to buy, so that communities like his can take on and restore, or bring back to life, vital community assets like the one he describes. I am sorry to hear that the owner of the pub in his constituency is not engaging in the way they should.

I absolutely will. My hon. Friend has been a dogged campaigner for Doncaster airport, and I am thrilled that he got to see the first flight to that airport in many years. I also congratulate Mayor Ros Jones and 2Excel on all the work that they are doing to ensure that this important airport in my hon. Friend’s constituency goes from strength to strength.

Earlier this year, Swanscombe and Greenhithe town council in my constituency applied in round 4, window 1, of applications to the community ownership fund for money to refurbish Swanscombe pavilion. That pavilion once was, and could again be, a wonderful hub for our community, providing opportunities for people to engage in sports, culture and arts. The council was told that decision making had been put on hold for the general election, and has not yet received a yes or no from the Government. Might the Leader of the House arrange for the relevant Minister to make a statement to the House, giving clarity on whether crucial community projects such as Swanscombe pavilion will receive the funding that they so desperately need?

Lucy Powell Portrait Lucy Powell
- View Speech - Hansard - - - Excerpts

I am sorry to hear that my hon. Friend has not had a response about Swanscombe pavilion in his constituency. The vital role that these hubs—these culture and leisure facilities—play in our local communities cannot be overestimated, and I will ensure that he gets a ministerial response forthwith.

The infant formula crisis is heartbreaking. We do not want to see mums having to shoplift to feed their babies, but all too often that is happening. The CMA recently published a report about price inflation and the lack of competition in this space, and there will be a final report in February. I hear what my hon. Friend says about support in the early years and I will ensure that he gets a reply.

Earlier this month, a BBC investigation uncovered a range of issues with the Dart charge, the toll paid to use the Dartford crossing, consistent with the significant problems I have been raising with National Highways, including accounts falling unexpectedly dormant, fines for cars not using the crossing and cases being referred to enforcement agencies. Will the Leader of the House advise me whether she can find time for a debate in the House on the administration of the Dart charge?

Lucy Powell Portrait Lucy Powell
- View Speech - Hansard - - - Excerpts

My hon. Friend continues to raise issues about the Dartford crossing, and he is making a name for himself in so doing. If he wants to apply for a Backbench Business debate on these matters, I am sure it would get wide support from MPs from that area.
