There are currently no plans for the Department to open new government offices in Coventry, but we welcome the significant economic growth the city has enjoyed and we welcome the £89.4 million investment that the Warwickshire and Coventry growth deal is delivering for the local economy. We want Coventry—in particular, its private sector—to continue to grow. The contribution of businesses in Coventry is quite incredible. I welcome the hon. Gentleman’s question in focusing attention on the good work that has been done.

I thank the Minister for that answer, but surely he agrees that in having elected mayors for the regions it should follow that the civil servants are dispersed to areas like Coventry? Friargate would be a good site.

That is another comparison to draw. As we know, council tax more or less doubled under the previous Labour Administration. It has reduced in real terms by 9% over the past six years. That reduction has helped many of the people we represent, and many of the people represented by what we are discussing today. I commend Councillor Bob Sleigh not only for his leadership on this issue, but for ensuring that this is a cross-party proposal. The deal has been agreed across the parties and it will deliver real benefits to those communities.

It should be pointed out that Solihull agreed to get involved in the new set-up for the west midlands authority fairly recently; it was opposed initially.

The hon. Gentleman, sharp and observant as always, puts his finger on the key issue: this is something that more and more areas want to be part of. They see what is happening and the benefits, and they want to sign up. It is a bottom-up process. It is not being imposed by the Government; it is a matter of local areas coming together, putting forward proposals and reaching an agreement.

This is a good proposal for the west midlands, which will help to bring together those local authorities that want to drive economic growth and build on what has already been done. I commend it unreservedly to the Committee. I trust that the Committee will support it, and I hope that the support in this place will be cross-party, as it is in those local communities that stand to benefit from what we will hopefully agree to today.

My hon. Friend is absolutely right. That takes us to one of the key points about the Bill: it makes provision for a referendum by the end of 2017. I believe that it is right that we should look to secure that better deal, that we should go to Europe and negotiate a better settlement that is more suited to the British interest. I believe that is possible. There are those who say that it cannot be done, but I believe that in reality the Germans will want to continue selling us cars and the French will want to continue selling us wine, just as much as we will want to continue trading with them. I think that a deal can be achieved and that it could be a great improvement.

I note that the hon. Gentleman did not answer my hon. Friend the Member for Bolsover (Mr Skinner). Why can we not have a referendum next year, and why is the Prime Minister not leading this debate?

As I was explaining, I believe that we need to put a real choice before the British people: either the best possible Europe we can get or coming out, if that is what they choose. I believe that that can be delivered, that we can return powers, renegotiate and get a better deal, but I also think that it would be to cheat the British people to deprive them of the opportunity to benefit from that better deal. This is about serious politics and delivering a real choice, not just playing party political games, as some Members seem keen to do.
