Of course if the scheme is to go forward, it has to be at an affordable price. It is part of the Government’s broader strategy to improve connections between east Lancashire and West Yorkshire, and I commend those Members who have made such a powerful case for the improvement of those routes—particularly my hon. Friend the Member for Pendle (Andrew Stephenson) and my hon. Friend the Member for Shipley (Philip Davies), at the other end in West Yorkshire, who has talked about the importance of those routes.

I also believe it is of fundamental importance that we have a proper freight route across the Pennines, as well as passenger services for local communities in those areas, so that we can provide shorter journey times from ports on the east and west coasts. That, to my mind, is the central part of this work.

Friend is championing the future of technology in transport in his constituency, and I would be delighted to meet him to discuss it.

Will the Secretary of State tell us what progress has been made on batteries for electric cars and on any infrastructure those batteries might need?

I will talk in a moment about electric vehicle technology. We are certainly seeing a transformation in battery technology. I expect the new generation of battery vehicles—we expect a new model of the Nissan LEAF to be selling in this country over the coming months —to take a real step forward. Of course, the longer the range of a battery and a vehicle, the more that vehicle becomes a realistic alternative for those driving around not just cities, but the country more broadly.

We need to ensure that the benefits of a shift towards intelligent mobility are felt far and wide, with journeys that are easier and more fuel-efficient; transport networks that are more accessible and responsive to the needs of those who use them; and, of course, new, high-value jobs in the technology and automotive sector, where we already have a number of businesses that are pathfinders in the field of developing autonomous vehicles.

We are embracing these developments. We are acting to position the United Kingdom as a global leader in automated vehicle technology, building on our heritage as a nation of entrepreneurs.

Clearly, the hon. Lady did not listen to the speech made by my right hon. Friend the Member for Maidenhead (Mrs May) a couple of weeks ago when she launched her campaign to be leader of our party and Prime Minister of this country, in which she said that she was not currently planning to pursue the option mentioned.

May we have a debate on the powers of trading standards officers, particularly to deal with unscrupulous builders, as I have encountered a number of cases where people have been ripped off?

I know that this is a matter of concern, and these things have happened on one or two occasions in my constituency. I believe that trading standards officers have the powers to intervene, but if the hon. Gentleman has specific ideas about where those powers could and should be strengthened and wants to write to me with them, I will pass them to the appropriate Minister.

As my hon. Friend will know, there is a debate in Westminster Hall on Government communications about the referendum on 9 May, and I am sure the Chair of that debate will be happy to allow him to debate those matters as well.

May we have a statement or a debate on the availability of life-changing drugs to members of the public? I have constituents who are having great difficulties in getting those drugs because of a lack of funding.

As the hon. Gentleman knows, through the National Institute for Health and Care Excellence, we provide access to new drugs. Through the cancer drugs fund, we provide specific funding centrally for new drugs, but it is right and proper that the health service considers the merits of each new drug as it comes on to the market and forms a view as to whether it can make the difference that its originators claim.

One very much hopes that the prosecuting authorities, both in Northern Ireland and elsewhere, apply a degree of common sense. We have rules that are designed to protect young people from inappropriate exploitation and from revenge porn, but I think we would all take the view that if a teenager does something stupid, we would not wish to see them criminalised without good reason.

May we have a statement from a Department for Work and Pensions Minister, because over the Christmas period a number of families in my constituency could not get any benefits or tax credits? The procedure seems to be very slow and delayed. This is a serious issue and we should have either a statement or a debate on it.

My hon. Friend makes an important point. Traditionally, the House set aside five days for debates on different aspects of defence, armed forces and our veterans. That time has now been allocated to the Backbench Business Committee. He makes a strong case and I encourage him to make it to the Chairman of that Committee, because it should be a part of our calendar.

May we have a debate or a statement on local government funding for the arts and museums? As a result of Government cuts, local authorities are finding it very difficult to fund the arts and museums.

My hon. Friend makes an important point, but I am afraid that his idea has one big drawback. I am not certain that on the first day back there will be any Labour Members actually willing to serve in the shadow Cabinet, so I do not think it is an option.

Earlier, the Leader of the House said that he is on the side of working people, so let us test him. Rail fares have gone up by about 25% over the past five years, while wages have gone up by only 9%. Virgin has cancelled its pensioner users card. What is he going to do about that? May we have either an emergency statement or a debate on it?

Through the plans we put in our manifesto and what we have done since, we have put limits on fare rises. The truth is that we as a party in government have had to make some difficult decisions, which arose only because of the massive deficit we inherited in 2010. I regret those difficult decisions. We have tried to find the best possible balance, but they were necessary.

I can absolutely give the hon. Gentleman that assurance, because this Bill is not about taking discretion from the courts. It is about deterring spurious claims and sending a message to the courts that we want them to focus on ensuring that they are on the side of the person who has done the right thing. Of course, where the wrong thing has been done, the force of the law is there to provide an appropriate remedy. However, all too often cases are brought that I think frankly should not be brought. If the hon. Gentleman talks to small businesses in his constituency, I am sure he will find many examples of firms that say, “Actually, when I get a case against me, it’s just too much of a hassle to defend it.”

I do not want to misinterpret what the right hon. Gentleman has been saying, but it seems to me that there would not be many frivolous claims, given that it is difficult to take somebody to a tribunal and that legal aid has been cut. I do not quite see what he is getting at with that aspect of his Bill.

All I can suggest is that the hon. Gentleman find a moment or two in his day to watch daytime television and see the number of adverts for firms trying to attract people who will sue when something has gone wrong—“Have you had an accident? Come and launch a case.” He needs to recognise—I am sure he has constituents in this position as well—that there are very many responsible employers who fear cases being brought against them when they have done nothing wrong. There are people who volunteer in their communities and who are worried about the legal position in which that puts them. There are people who, whenever they are faced with a spur-of-the-moment decision on whether to intervene in a crisis, are pursued by the fear that makes them ask themselves “If I do this, will I be doing the right thing?”

As you know, Mr Speaker, I believe that in an ideal world 10 years would mean 10 years. I do not have the resource to deliver that immediately because of the financial constraints upon us, but I have started by ending automatic early release for the most violent and unpleasant offenders in our society so that they can no longer expect to be released automatically halfway through their sentence, and have a possibility of release ahead of time only if they are demonstrably no longer a threat to the public as assessed by the Parole Board.

T8. A number of solicitors in Coventry have written to me to protest about the cuts to legal aid there and the effects that they will have on justice. What representations has the Minister received regarding the effect of legal aid reform on victims of trafficking and domestic violence?

We have excluded victims of trafficking and domestic violence from our legal aid reforms.

My view is that we should seek to renegotiate our membership and to address some of those issues, but it is a matter that will have to wait for a majority Conservative Government. I share many of my hon. Friend’s concerns and believe that we cannot go on in the way we are.

I thank my hon. Friend and all those in Burnley, including those in the local authority and other local agencies, who have come together to help make the first stage of the migration from incapacity benefit a reality. I assure him that it is my belief that the money that we have supplied to Burley should be sufficient to see us through to the point when the Work programme starts next year. If there are issues, I will be very happy to talk again, and we will see what can be done about them.
