Again, the hon. Lady raises a good point. We are setting up the most stringent system and checks. I will perhaps make some references to that in my summing up at the end, because people are concerned about it. However, we are revered for our standards on these things already, and we will be strengthening our checks and balances, because it is so important to us as an island that we address these things.

The majority of the changes update the list of regulated plant pests and plant material and associated import and movement requirements relating to host material in the 2019 regulations to reflect the recent amendments to the list in the plant health directive made by Commission implementing directive 2019/523, as a result of technical changes in the assessment of risks presented by particular pests and diseases. Important changes are included, regulating against new threats, such as the lemon tree borer, which affects a great deal more species than just lemon trees, including species in this country, and strengthening protections against the tobacco whitefly and the pine processionary moth, for which the UK currently has protected zone status. In addition, the list is being updated to ensure that specific national measures that have been introduced under EU provisions to protect against the rose rosette virus and the oak processionary moth remain operable after we exit the EU. I thought I would just say a bit about those two things because they are the new things we are ensuring protection against.

The rose rosette virus is an extremely damaging disease that will affect our wonderful roses. It is already widespread in the USA and parts of Canada, where it has had devastating impacts, and it was found for the first time in 2017 in India. The virus affects all roses—

I shall just finish describing the horrific effects of this virus, if the hon. Gentleman does not mind. The virus affects all roses and its mite vector may be present in both plants and plant parts. Current EU regulations restrict the import of plants for planting from non-European countries to plants which are dormant and free from leaves, flowers and fruit, but this is not sufficient to prevent the entry of this devastating virus, which is why we introduced national protections, which we want to retain into the future. Can you imagine, Mr Deputy Speaker, if the virus got a hold in our gardens, where we love and revere roses so much? It would have a terrible impact, as it would have on our high-quality rose breeders and the whole of that industry. It is extremely serious. Interestingly, the EU is now following our lead and is going to copy what we do. That sets us up as leaders.

That intervention leads me neatly to the other thing that we are protecting, so I will answer the hon. Gentleman’s question shortly. The oak processionary moth is native to southern Europe. Its caterpillars eat the leaves of oak trees, thereby affecting the health of the trees. They also shed poisonous hairs that can cause adverse reactions in humans. The majority of the UK is designated as a protection zone against this damaging pest. It is established in many parts of Europe and its distribution has recently expanded, including in the UK, where some cases were found earlier this year. Fortunately, the Government took rapid action—this answers the hon. Gentleman’s question. We have in place a good system: first, we strengthened the existing national protections against the pest by tightening import requirements. The Forestry Commission and the Animal and Plant Health Agency then took swift action to eradicate any signs of the moth, its larvae or its caterpillars. An excellent surveillance system swung into action and lots of work was done to trace the creatures and destroy the caterpillars and, indeed, infested and related trees. All the infested trees were intercepted in the protection zone and any signs of the moths and the trees they attacked have been destroyed. It is important that we ensure the continued operability of the strengthened import requirements, to ensure ongoing protection. That is why we are proceeding with this legislation.

I beg to move,

That the draft Environment and Wildlife (Legislative Functions) (EU Exit) (Amendment) Regulations 2019, which were laid before this House on 24 July, be approved.

The convention on international trade in endangered species—CITES—provides protection for more than 35,000 species of endangered animals and plants, from pangolins to parrots, through to guitars made from rosewood. By regulating international trade in live animals and plants and in parts such as fur, feathers and seeds, the convention aims to reduce the threat to those species in the wild. The UK is completely committed to supporting the work of CITES. At the recent CITES conference of parties in August, the UK used its world-leading scientific and technical expertise to play a pivotal role in proceedings. As a result of those interventions, 93 new species, including giraffes, mako sharks, sea cucumbers and several species of otter, lizard, spider and box turtle have enhanced protection under the convention.

I congratulate the hon. Gentleman. This is the first time I have taken part in a debate when he has been at the Dispatch Box. There have been reports about some of this country’s traditional species either disappearing or dropping in number. What are we doing to encourage the growth of those species, given climate change? They are naturally species for the climate of this country.

The hon. Gentleman is right to point to the collapse in biodiversity in this country, which is mirrored across the world. The purpose of the regulations is to deal with CITES specifically in relation to the import and export of endangered species from abroad, but he is absolutely right to raise the issue. We are completely committed to bringing in an environment Bill—we hope in a matter of weeks—which will set us on a course to reversing the biodiversity loss we are experiencing in this country. We could debate for hours what that involves. I do not think that this is the time for that, but it has my commitment—I am sure my colleague on the Front Bench, the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Taunton Deane (Rebecca Pow), would make the same commitment—to do everything we can, for as long as we are in the Government, to play our role in turning around the extinction crisis we are experiencing in this country.

I beg to move,

That the draft Common Organisation of the Markets in Agricultural Products (Transitional Arrangements etc.) (Amendment) (EU Exit) Regulations 2019, which were laid before this House on 24 July, be approved.

The shadow Minister, the hon. Member for Stroud (Dr Drew), and a number of other Members may, in the case of this statutory instrument and two others that we will consider this afternoon, have a sense of déjà vu, not for the first time in issues relating to EU exit. I will explain why these further statutory instruments are necessary, but I do not envisage that we will need to take up the full time allocated for them, unless the shadow Minister feels that he did not rehearse these issues in the detail he would have liked to last time. This particular instrument concerns the common organisation of the agricultural markets, more commonly referred to as the CMO in EU parlance. The CMO sits in pillar 1 of the common agricultural policy alongside direct payments, and it was set up as a means of meeting the objectives of the CAP, in particular with regard to stabilising markets, ensuring a fair standard of living for agricultural producers and increasing agricultural productivity.

Retained EU law means that the existing basic payment scheme will continue. The hon. Gentleman will be aware that the Agriculture Bill, which has been before the House, outlines a plan to evolve that policy over a period of seven years, but that is not the issue before us today. This particular instrument relates to the CMO regulations.

In March this year, six EU exit operability SIs concerning the CMO were debated in the House, approved and made. Those SIs sought to make retained EU law operable in the domestic UK context. The instrument under debate amends one of those existing EU exit SIs: the Common Organisation of the Markets in Agricultural Products and Common Agricultural Policy (Miscellaneous Amendments) (EU Exit) Regulations 2019. The existing SI, which was passed in March, ensured the operability of certain provisions relating to the reserved policy areas of regulation of anti-competitive practices, international trade, imports and exports and intellectual property law. Among other things, it establishes transitional periods for the import documentation for hops, certificates of conformity for fruit and vegetables and imports of veal.

The original statutory instrument obviously envisaged a departure date of the end of March, but, as Members are fully aware, a decision was taken to delay our departure to 31 October. The primary aim of this statutory instrument is to make simple corrections to the existing EU exit SI, to ensure that, where provisions refer to a transitional period, those periods are realised as was intended.

Current EU legislation requires hops imported from third countries to be accompanied by an attestation certifying compliance with EU marketing standards. For fruit and vegetables, EU legislation permits the inspection authorities of specified third countries to certify that imports originating from that country comply with EU marketing standards, so that they may benefit from lower inspection burdens in the EU. That legislation will be rolled over into UK law, and we are providing for a transitional period of two years for forms and certificates that we accept from third countries attesting that a product meets marketing standard requirements, during which both the new UK forms and certificates and their equivalent EU versions shall be accepted, provided that the EU standards remain at least as high as the UK standards. That will allow importers time to transition to using the new forms of documentation.

This instrument also concerns imports of veal. Under EU law, third countries wishing to import bovine meat into the EU must maintain an identification and registration system of the bovine animals they intend to import, starting from the day of birth of the animals. This is to ensure that imported meat has traceable origins and meets the EU’s standards and that the age of animals whose meat is marketed as veal can be verified. The name and address of the body in charge of the system, with a list of operators for whom the body is carrying out checks, must be notified to the Commission before the first consignment of veal is imported.

These rules are being retained in our own EU exit SIs, with a requirement for third countries—including EU member states, which will become third countries when we exit—to notify this information to the Secretary of State. To safeguard the continuity of veal imports from the EU into the UK after EU exit, we have allowed a three-month transitional period, to allow the EU time to gather and submit the required information to the UK. The end dates for these transitional periods were explicitly stated as 29 March 2021 for hops and fruit and vegetables and 30 June 2019 for veal.

It is a pleasure to serve under your chairmanship, Sir George. I thank the hon. Member for Cambridge (Daniel Zeichner) and the Petitions Committee for securing this important debate.

By 2050, some 34 billion tons of plastic will have been manufactured globally. The waste might be shipped around the world and will blight many countries—many of which do not contribute to the waste, but host it. That is a wicked thing that some countries impose on others. It seems inexplicable that we have come to produce and rely on a material that is potentially detrimental to our future—but indeed we have. This material is allegedly cheaper to produce new than by recycling existing products. If it is subjected to fire, it will, in most circumstances, give off a potentially deadly cocktail of toxic gases, and if it is discarded in watercourses, it will continue to pollute our oceans. Neither of those outcomes is welcome.

The UK Government have confirmed that their strategy, as part of their new 25-year plan to improve the environment, aims to eliminate avoidable plastic waste—a worthy aspiration. Having spoken previously in debates on this subject, I am well aware of bans on microbeads, straws, stirrers and cotton buds, together with plastic bag charges and refill facilities for plastic bottles. I commend Scottish Water for its promotion of such facilities throughout towns in Scotland. Eventually, these measures will all have positive impacts on the environment.

Those actions alone are not enough and we need to do much more, but from that beginning I understand that the UK Government are consulting on proposals to incentivise producers and retailers to take responsibility for the environmental impacts of the packaging that they choose to use. Added to that, the Government have committed more than £60 million in funding for global research and to assist Commonwealth countries in preventing plastic from entering the oceans.

A constituent of mine recently highlighted to my office staff the fact that receptacles have been placed on Turnberry beach in South Ayrshire, into which the public can place plastic waste washed up on the shoreline. That is a good local initiative. I also commend the local rotary clubs in Ayrshire for their effective annual beach cleans. I am sure that that goes on all over the United Kingdom, and I commend the work of rotary clubs throughout the UK and Ireland. These beach cleans remove tonnes of potentially polluting plastic each year. Although I am not always there, I am happy to join them, when I can, on a Saturday morning.

I understand that another of the Government’s aims is to work with retailers to explore the introduction of plastic-free supermarket aisles. Of course, as has been mentioned in previous debates, other more traditional forms of packaging—such as glass bottles—might have a similar cost to the environment in their production and transport, even if disposal and recycling can be easier. As glass is heavier than plastic, transporting it carries a higher carbon footprint. As with all things, we need to strike a balance.

I want to commend a local initiative, whereby reusable glass milk bottles have been introduced by the Kerr family of South Corton farm near Ayr. Their customers secure glass bottles, which they take to the farm to get fresh milk for themselves straight from that wonderful dairy farm. They get the freshest milk and reduce the use of plastic bottles, which are so commonly used for the conveyance of milk.

In the meantime, I note in the media that Asda, like Waitrose, plans to make its packaging 100% recyclable by 2025, and is encouraging local primary school children, including those in Girvan in my constituency, to take part in a series of interactive activities to learn about plastic use and recycling.

The dangers of plastics are clearly being recognised by the younger generation. Pupils at Belmont Academy in Ayr have recently taken part in the “Full Cycle 2019” connected world challenge at Dumfries House in Cumnock. I am pleased to report that they received a pupils’ choice award—well done to them and their teachers.

The hon. Gentleman mentions that people are moving towards the use of milk bottles as opposed to plastic containers. There was an interesting article a couple of weeks ago—in fact, it was on television in the midlands—which showed that more and more people are going back to their local milkman, because they use bottles rather than plastic containers. Does he agree that that is a good thing?

Yes, it is a good step forward. It is a small step, but a step in the right direction.

The pupils’ choice award was won by the pupils for their innovative project on plastic pollution, and I commend them for their efforts. Let us hope that the politics of plastic proceeds with the same enthusiasm.

We must not fail our future generations. As has been mentioned, this might be one occasion when we should turn the clock back to the days of our parents and grandparents. They managed daily tasks, and to sustain themselves and their families, without the same reliance on plastic. The fish-and-chips wrapping of that era has been mentioned, and we all remember the days when fish and chips seemed to taste that wee bit better in yesterday’s newspaper.

Finally, will the Minister provide an update on the consultation that closed last month, and can he confirm that the introduction of a new plastic packaging tax in April 2022 is still on target? A quarter of a million signatories to the petition cannot be wrong, and they have to be listened to.

I thank my hon. Friend for his intervention. My view is that his farmer is certainly not alone. If my hon. Friend sticks with me through my speech, I am sure that he will hear many remedies and suggestions, which I hope the Minister will pick up on.

I congratulate the hon. Gentleman on securing this timely Adjournment debate. I do not know whether he watches the farming programme on the BBC on Sunday night. On one or two occasions, it has highlighted some of the points that he made in his earlier remarks about farmers being isolated and under stress, particularly when animal disease is about. Very often, farmers find they have no one to consult or talk to because they are totally isolated. Will he tell us what his perception is later in his speech? Does he think that those farmers can access the services they need? Very often, they are very remote from a hospital.

I thank the hon. Gentleman for raising such a good point. Clearly, this issue is shared right across the country, including in his constituency and in mine. I will bring forward many points in my speech, which I hope the Minister will pick up on. This matter is the subject of television programmes and it is often talked about outside this place, but this House needs to be talking about it as well and Ministers and MPs need to be doing something about it.

I thank the hon. Gentleman for his intervention. The statistics he cites are absolutely right. That is a mere blink in evolutionary terms; another blink of inaction, and we could wipe out what remains. I will come to the point about trophy hunting soon.

We are exhausting the planet, and we need radical and immediate action to reverse that. I will not claim today that tackling trophy hunting will reverse this mass extinction—far from it—but I put the debate in that context to remind us all of what is at stake and the situation we find ourselves in.

Trophy hunting has become an industry in Africa. They see people coming from the United States and just killing tigers, for no apparent reason other than that they think they are getting a thrill out of killing the animal and can post it back to the United States or wherever they come from. I know that the British Government are doing a bit of work on that. We had a good example of that with the ban on animals being used in circuses. The exploitation of animals and the rainforest are going to have a major impact on climate change in the world before long.

Yes, I have to agree with the hon. Gentleman—it has surprised me how long the Bill has taken to reach the Floor of this House again. It was an interesting time in Committee. A number of the issues did not really concern Scotland, of course, as he will be aware, but there were some big issues that were not properly addressed by the Minister at the time. It might be that the Government are grappling with the issues around food production, for example, which, as he will know, was not even in the Bill.

To return to welcoming new industries and new jobs arising from new technology, that is why the Government should be reversing decisions they made to pull funding from renewables and to cut subsidies, denying researchers the tools they need to progress these new technologies. Nova Innovation, headquartered a few hundred metres from my constituency office in Edinburgh North and Leith, has recently installed tidal arrays off Shetland, gathering power from the sea and demonstrating that the technology can be scaled up and adapted to provide a constant and consistent source of renewable energy. That was possible only because EU funding was available to drive the development of the technology. Post Brexit, none of that funding will be available, so how will the Government be stepping up to the plate? Will they be filling this hole left by our departure from the EU? Indeed, since this is a Labour motion, may I ask Opposition Front Benchers to give some concrete assurances that if they ever got into power, research into renewables would see increased support and funding—and, crucially, as referenced by my hon. Friend the Member for Na h-Eileanan an Iar (Angus Brendan MacNeil), connections to the grid would be cheaper for renewable power generated?

The hon. Lady is making a valuable contribution. On European funding for research and development, the Government will not guarantee replacing that money beyond 2020. That is a very important point. If the Government were really serious about doing something about climate change, they would step up and tell us exactly what is going to happen after 2020.

The hon. Gentleman is correct. This is just another example of the uncertainty that the whole situation around Brexit has caused, and the Government refuse to clarify it for the many people who are waiting to see what the grants might be.

What offers are likely to be made by any potential UK Government in the next couple of years to address the causes of climate change and climate chaos? A change of Prime Minister might offer an opportunity to change direction, but I see few signs that anyone leading on policy development in either of the two largest parties has really heard any of the warnings. Changing our society will require some discomfort, some pain and some realignment of how we live, and that is unlikely to happen immediately. For example, we still depend on fossil fuel-powered vehicles to get our food to the shops, and often even to get it to our front doors—from truck, to ship, to truck, to home delivery van. We still depend on hydrocarbons to make fertilisers. We still have an addiction to plastic that defies all understanding, and a hankering for personal transport.

People changing their cotton buds and refusing straws in pubs is not enough. The average inhabitant of these islands will join in with efforts to change the way we live, happily or otherwise, but it needs leadership from Government, proper investment in reliable renewable energy production, investment in and subsidies for low-emission public transport, a real push against plastics, and an uptick in building standards on insulation and energy-efficient heating and lighting—and not just for houses.

I thank my hon. Friend for making that important point, and I will be interested to hear the Minister’s response.

If we voted to pass this SI, we would be voting for legislation that is likely to increase animal suffering through duplicate testing. It would also mean that critical decisions on chemicals were made by a body with little experience and layers of accountability and scientific expertise stripped away. Greener UK has said:

“As currently drafted, the chemicals SI significantly weakens the regulation of chemicals, including those with links to cancer and hormone disruption.”

How can we responsibly let this secondary legislation pass, in the light of these serious and grave reservations? Does the Minister recognise those risks, and can she guarantee that British people will continue to receive the same health and safety and environmental benefits that we currently do as a member of REACH?

In a no-deal Brexit scenario, we would become a third party to REACH on 29 March, with all existing REACH registrations and authorisations held by UK companies becoming immediately invalid. Companies wanting to continue to export into the EU would need to transfer their registrations to EU-based companies or rely on their customers making importer registrations.

My hon. Friend is making a good and interesting point. This issue does not only cover products and the environment. We have industries that use very dangerous chemicals, to say the least. It is important that we have the highest standards, if for nothing else than to protect people’s rights at work. Does she agree?

I completely agree. In fact, representatives of trade unions have made exactly that point to me, and they have deep concerns about this.

Companies wanting to transfer their registrations would potentially need customers to make importer registrations. That could lead to serious ramifications down the supply chain and interruptions to the many billions of pounds’ worth of trade between the UK and EU.

My hon. Friend is right about that. When I was visiting an agricultural show recently—that is one of the many pleasures of this job—I was talking to a farmer who, although wholly supportive of the approach we were taking, reminded me that if we want all the environmental benefits that our farmers can produce, because they are responsible for 70% of the landscape of the United Kingdom, we must ensure that farms remain profitable businesses. This Bill will not only reward farmers for the public goods they provide, but provide a platform for increased productivity, because food production is at the heart of every farm business—as that farmer reminded me, “You can’t go green if you are in the red.”

Will the Secretary of State spell out what assurances he can actually give on food standards and various other standards that apply to this Bill? A lot of people want assurances on that and, in particular, environmental issues too.

I absolutely agree with the hon. Gentleman that consumers are increasingly demanding, and rightly so, about the provenance, quality and standards of the food being produced. As my right hon. Friend the Member for East Devon made clear, we have the opportunity to reform our labelling system, to ensure both that human health and safety are better protected than ever before and that people have a guarantee of the circumstances in which their food has been produced.

This is a timely debate and a big issue among the public. Following on from what has been said, if someone loses their dog or it is stolen, then regardless of the value, it is like a death in the family. I have had animals over the years, and when something happens to them, when they die or anything like that, it is as if there has been a death in the house; there is a sadness about the house. More importantly, it particularly affects children, who are very attached to their animals. Does my hon. Friend agree that that is the case?

I entirely agree. Pets are indeed part of the family; they are not commodities, as I will go on to say. My hon. Friend is absolutely right: the death of a pet is traumatic for every family member.

Latest statistics from the Pet Food Manufacturers Association show that almost half of British households contain at least one pet and more than a quarter have one or more dogs. Pet Gazette recently said that 89% of pet owners consider their pet to be part of the family. New research by the insurance company Direct Line shows that the number of dogs stolen across Britain has risen by 6.8% in just 12 months, with an average of five dogs stolen every single day in 2017. Last year, 1,909 dogs were reported stolen to police forces; that compares with the 1,788 stolen in 2016.
