My hon. Friend has hit the nail on the head. The devolved Administrations are invited to the exit planning committees that the UK Government hold. They are fully aware of the proactive, positive steps and measures that we have introduced in preparation for leaving the European Union. I am only disappointed that the same courtesy and invitation have not been extended by the Scottish and Welsh Governments, which would allow and give us the same confidence.

The Secretary of State talked about manufacturing and the economy. The impact of Tata’s announcement on Monday that it will close Cogent’s Orb steelworks will be keenly felt in Newport. It is devastating news for workers and their families. Will he meet me urgently to discuss what the Government will do?

Absolutely. I will meet the hon. Lady and work with her to co-ordinate our response. I recognise the priority she has placed on this operation for some time and she highlighted some of the risks and concerns she had some time ago. Yesterday, I spoke to Roy Rickhuss from Community union. I have, naturally, also spoken to Tata. We are working with the Department for Business, Energy and Industrial Strategy in terms of challenging the issues that Tata is raising to seek to bring it to the most competitive position possible.

I again pay tribute to my hon. Friend for his role in supporting the steel sector in Corby. He will be well aware that five major steel producers have come together on this. In addition, the Government are supporting a sustained manufacturing hub led by Swansea University that will not only be of direct benefit to the steel industry in Wales but will have a significant impact on the steel sector in his constituency. That demonstrates the great strength of the industrial strategy.

Tata’s Cogent Power in my constituency has huge potential to develop electrical steel in the automotive industry and electrification, but it needs Government support to help to develop the supply chain, which I wrote to the Secretary of State about recently. Will he come and see for himself by visiting the Orb plant?

I would be happy to support the hon. Lady and Orb in Newport. It is an important site that employs 350 people. As the manufacturing sector is doing well in Wales, I think there is a great future for the plant.

Yes, I can. I have already stated that the support made available to Honda and its supply chain will be available to Ford and its supply chain. The hon. Gentleman makes an important point about the manufacturing sector, which is extremely important to the Welsh economy. I am sure he shares in the recognition that there are now 13,000 more manufacturing jobs in Wales than there were in 2010.

Ford’s announcement is indeed a bitter blow for workers at Bridgend and will be felt across south Wales, and all our efforts should be put into supporting those who are affected. With the car industry in crisis, the steelworkers I met on Friday at Cogent, owned by Tata, want the Government to be proactive in helping to develop and support the supply chain for electric vehicles. Companies like Orb have the workforce and the expertise, but what will the Government do to support such companies through the industrial strategy for the future of this industry?

The hon. Lady highlights the £1.1 billion that has been made available through a range of schemes, including the Faraday challenge, the Stephenson challenge, the autonomous vehicle initiative and the advanced Propulsion Centre. These schemes are available to companies across the whole UK, and many Welsh organisations are making active use of them.

I have been working closely with my right hon. Friend the Secretary of State for Business, Energy, and Industrial Strategy and with the Welsh Government to ensure that Wales benefits from the opportunities that our modern industrial strategy provides.

The recent BEIS Committee report on the industrial strategy was particularly damning about how the steel sector has been failed by the Government. If Ruth Jones is elected tomorrow, she will be strong voice for the industry in Newport West, but what is the Secretary of State doing to push the sector deal negotiations and demand action on energy costs?

I do not recognise the hon. Lady’s point, but she is a strong supporter of the steel industry in her constituency, across Wales and elsewhere. The steel industry faced a challenging crisis just three years ago, and it is now in a much more positive position as a result of Government interventions such as reducing energy costs for energy-intensive industries.

I can advise the House that the UK Government have laid 75 statutory instruments at the Assembly’s request. We have had countless meetings of the Joint Ministerial Committee and the Prime Minister has agreed to invite the First Minister to the European Union Exit and Trade (Preparedness) Sub-Committee. I hope that that demonstrates the joint work that is taking place. The hon. Lady talks about putting party interests first. I cannot understand why the First Minister of Wales is happy to meet the Prime Minister—they will be meeting later today—but the Leader of the Opposition refuses to meet her to discuss the prospect of a deal, yet seems always happy to meet the IRA.

I have regular discussions with Cabinet colleagues and Welsh Government Ministers on a range of issues affecting Wales, including on the UK shared prosperity fund.

EU structural funds have been crucial for communities across Wales, and it is vital that Wales must not be left behind—we need that assurance. Why has it taken so long to get any detail from the Government on the shared prosperity fund, not least the consultation, which was promised by the Government before Christmas?

I agree that the UK shared prosperity fund will be extremely important to all parts of the UK. My specific interest is protecting Welsh interests in the development of that policy. On 14 January, I spoke to the Welsh Government’s Brexit Minister, Jeremy Miles, to update him on the latest stages of the plans for consultation, and I also committed to sharing that with him before we formally consult. Of course we want to engage with a whole load of stakeholders. There is widespread recognition that the current structure does not work, and we have an opportunity to get it right.

The hon. Gentleman makes an important point. He talks about Liverpool and Manchester. Part of the condition of the expansion of Heathrow airport and the construction of the third runway relates to the protection of 15% of slots for regional airports around the UK, and Liverpool and Manchester stand to benefit significantly from that.

My hon. Friend rightly draws attention to our commitment to scrap the Severn tolls by the end of this year, which will benefit south-west England and his constituency, as well as the south Wales economy. We are developing a new economic region and the industrial strategy commits to cross-border growth corridors. There is a great deal of excitement in south Wales and the south-west.

In the light of the lack of news about a sector deal for steel, coupled with the looming trade disruption caused by US steel tariffs, what is the Secretary of State doing in Cabinet to press for action to get the UK steel sector a more sustainable future? When is the next Steel Council?

I have already referred to the national Steel and Metals Institute at Swansea University, which is important for the sustainability of the steel sector. On the US trading arrangements on steel, the UK and European exemption was extended last week, and my right hon. Friend the Secretary of State for International Trade has travelled to the US specifically to discuss the matter. I have also raised the matter with the US ambassador here, and we are optimistic.

We are improving connectivity for north Wales, benefiting people on both sides of the border, and direct services from north Wales to Liverpool will be possible for the first time in decades. That is thanks to our £16 million investment in the Halton curve. We are now delivering a £50 million re-signalling project to upgrade north Wales’s railway, and modernising the north Wales coast main line would be a significant boost to the region’s transport links. Our Great Western modernisation programme, including a £5.7 billion investment in new, state-of-the-art IEP trains, will cut journey times from south Wales to London by 15 minutes. At the Budget—

They are woefully inadequate.

I am grateful to my hon. Friend for reminding us of that iconic “Gavin and Stacey” scene where Smithy is struggling to get into Wales because he has to pay the £6.70 toll charge to cross the bridge. I would point out to my hon. Friend that tolls have been reduced by 20% in the interim, and by the end of the year they will be abolished. That will be one of the biggest stimuluses for the Welsh economy in decades. It will provide the opportunity for more and better-paid jobs, and a £100 million boost to the Welsh economy. This is an opportunity for the south-west of England and south Wales to come together as an economic powerhouse to provide better opportunities in the western side of the UK.

My constituents who work in Bristol and beyond have to put up with chronically overcrowded rail services as fares increase. Will the Secretary of State talk to UK Government Transport Ministers—rail services are not devolved—to sort this out?

The hon. Lady makes an important point about public transport in general. The Great Western franchise is out for consultation as we speak, and I encourage her, her constituents and south Wales Members to make representations about the improvements they would like. She talked about overcrowding, but one of the most overcrowded roads in the UK is around the Brynglas tunnels in Newport. I hope the Welsh Government get on with building that road sooner rather than later. After all, the UK Government made money available more than three years ago, and we are frustrated by the lack of response and reaction in building it.

Arriva is also making a change. Clearly this is a matter for the operators, but I think that the proposal is positive.

I associate myself and the Opposition with the condolences paid by the Secretary of State to those affected by the fire—our thoughts are with them.

Does the Secretary of State for Wales agree with Andrew R. T. Davies, the leader of the Welsh Conservative party, who said this week that electrification of the line to Swansea would be beneficial to Wales and should still take place? He said that he had not

“given up the ghost of fighting that campaign”,

and I assure the Secretary of State that neither have Labour Members.

I am grateful to the hon. Gentleman for drawing the House’s attention to that issue. The summit is important and I congratulate Blaenavon and wish the community well. I remember UNESCO awarding world heritage status to Blaenavon. The Welsh Government did a good job promoting the area, and the UK Government have a part to play in developing that further.

Further to the question from my hon. Friend the Member for Islwyn (Chris Evans), tourists arriving in Wales this weekend for the rugby world cup will face paying the highest toll in the UK on the Severn bridges—something that Welsh commuters and businesses face every day when they travel over those bridges. Will the Minister commit to make it a personal priority to press for a significant reduction in the toll once the concession ends, beyond the VAT reduction, and fight hard for that in government?

The hon. Lady regularly raises that issue, and the Government appreciate its importance. We have already committed to reducing VAT when the concession ends, and my right hon. Friend the Chancellor has gone even further because small businesses with light vans will pay the same price as cars, reducing the rate from more than £13 to closer to £5. The end of the concession provides us with an opportunity to do more, and that debate and discussion is ongoing.

My hon. Friend hits the nail on the head. His success in Gower was one of the most remarkable across the United Kingdom. His presence here is testament to the economic success of the Conservative Government. To his credit, he has played a significant part in lobbying the Government on major infrastructure projects that will benefit his constituency, such as electrification of the Great Western main line all the way to Swansea.

Cutting the Severn bridge toll should be an integral part of any plan for the Welsh economy, because we have the highest tolls in the UK, and they hit bridge users in south Wales particularly hard. Yes, VAT will come off the toll in 2018, but that is not nearly enough. Can the Minister confirm that he will be lobbying the Secretary of State for Transport extremely hard so that we get a much fairer deal for Severn bridge users?

The hon. Lady has raised that matter on several occasions. I am sure that she was pleased to hear the Chancellor announce that VAT will no longer apply, but she is right that we need to go further. We are abolishing category 2 so that white vans and pink minibuses will pay the same price as a light vehicle, unlike the way it was left by the Labour party.

The Wales Office has worked closely with the Department for Transport and the Welsh Government to resolve the dispute over funding for rail electrification. Electrification of the south Wales main line will bring significant journey time savings, an increase in capacity and a much improved passenger experience.

My constituents who use commuter services to places such as Bristol are increasingly frustrated by overcrowding and lack of capacity. Will the Minister make the point to the Department for Transport that the operator of the new First Great Western franchise must be able to meet demand for such services now, and anticipate future demand, which will only grow?

The hon. Lady has already made that important point to my right hon. Friend the Secretary of State for Wales. The Secretary of State for Transport has set a minimum service requirement based on the current level of services between south Wales and London, and I have no doubt but that the hon. Lady will be a feisty champion for ensuring that those local services remain.

2. If he will estimate the potential effect of increasing the minimum wage rate by £1.50 on the economy in Wales.

The Government’s increase of 3% in the national minimum wage this year means that low-paid workers are enjoying the biggest cash increase in their take-home pay since 2008. The independent Low Pay Commission is responsible for recommending the level of the national minimum wage.

About 73,000 people in Wales are in minimum wage jobs, and a quarter of a million earn less than the living wage. Will the Minister commit his party to Labour’s plan to raise the minimum wage to £8 an hour, which would at least start to tackle the scandal of low pay in Wales?

I am surprised that the hon. Lady raises that question, given that the commitment to £8 an hour by 2020 has been somewhat derided by independent commentators—Alan Milburn himself said that it lacked ambition—because the current projection shows that the minimum wage will rise to £8.23 an hour by 2020.
