I join the hon. Gentleman in again paying tribute to the ex-Speaker, Michael Martin, and I congratulate you, Mr Speaker, on your effort to go there and be part of his funeral. I am sure that that was appreciated by his family and friends. I also congratulate the hon. Gentleman’s constituency business on receiving those fantastic awards and on all it is doing for social housing. I can tell him that it is the Prime Minister’s personal priority to address all areas of our housing shortage across the United Kingdom. In terms of affordable and social housing, a further £2 billion is now going into affordable homes, which brings the Government’s commitment to social, council and low-cost homes up to more than £9 billion, which we believe will make a significant difference.

Please may we have a debate on what more the Government can do to support our steel industry, not least because this week Tata announced plans to sell part of its UK business, including Cogent in my constituency? We need a sector deal for steel.

This is an important industry for the United Kingdom, and I know that all right hon. and hon. Members want to ensure that we continue to have a thriving steel sector. The hon. Lady has spoken about this a number of times, and she is right to do so. I encourage her to seek an Adjournment debate so that she can talk directly to Ministers about what more can be done to defend the sector.

My hon. Friend is absolutely right, and I congratulate all the winners and nominees of the Celebrating Excellence awards in Kelso. He mentions the debt of gratitude we owe to all NHS workers, and I am sure that all of us in the House would agree that our doctors, nurses and carers do so much for us and we must always be grateful to them. We are pleased that the latest NHS staff survey shows that more staff would recommend the care their organisation provides to their own family and friends than ever before, which is good news for morale within our NHS.

My constituent Malcom Richards was the victim of a financial scam advertised on the internet, losing £39,000 in a bitcoin scam that purported to be backed by members of “Dragons’ Den”. This is a similar issue to that raised by Martin Lewis in his challenge to Facebook. May we have a debate in this House to highlight such cases and make sure that internet-based companies that take paid advertising know that they have to take their responsibility for protecting the public seriously?

The hon. Lady raises a very important issue. The problem of financial scams is persistent, and it seems that the scammers constantly find new ways to attack people. I encourage the hon. Lady to write to the Financial Conduct Authority on this point and to raise it at Department for Digital, Culture, Media and Sport questions on 10 May to find out what more can be done to ensure that these companies play their part in not allowing these scams to be put on to their platforms.

This is a serious matter. This morning, the Foreign Secretary was making it clear that, unlike others, this country abides by the rule of law. It is not for Ministers simply to decide to freeze assets; we go by the law of the land. We are putting in place a review, within the law, of all those whom we suspect may have assets that we may wish to consider freezing, and Ministers will of course report exactly what is happening to the House as soon as they are able to do so.

As universal credit is rolled out across more of the country, will the Leader of the House ensure that we have more regular opportunities to question Ministers and to tell them what is happening on the ground? In Newport, where the roll-out started in November, we have seen a threefold increase in food parcels, mostly attributed to universal credit, and Ministers need to hear that.

I want to be clear that universal credit is designed to make work pay and to help people get into work, and there is evidence that that is working. It is encouraging more people to seek work and to get work, and the idea is to reduce the complexity of the previous benefit system. The hon. Lady speaks as though it is making people worse off, but it is not; it is making people better off. The Government have listened carefully to the many representations from right across the House and have improved the roll-out of universal credit, taking things slowly to ensure that we get it right and that universal credit continues to result in more people finding work and having the security of a pay packet.

Nobody in this House would for a moment condone or have anything other than disgust and abhorrence at the whole subject of FGM—it is an appalling abuse of young girls and young women, and nobody would condone it for a moment. This Government have made a huge effort to stamp out FGM. It is extraordinarily difficult to do that, but we are breaking through. At least through the hon. Lady’s question today we will be able to highlight again the plight of those suffering this appalling abuse. She raises a specific constituency point, and I urge her to raise that in Home Office questions or indeed to continue to raise it in PMQs. She has the support of the whole House in seeing this stamped out.

Colin Smith received contaminated blood in 1983, when he was just eight months old. That blood turned out to be from an Arkansas prison, and he died aged just seven, having spent his whole life fighting illness. Please, for Colin’s family and for all those affected, may we have an opportunity before the recess to debate the new reports that suggest that risks of contaminated blood were known and discussed from 1980, because those affected need a public inquiry to get to the truth?

I totally agree that the contaminated blood situation over several decades, which has affected people in so many different ways, was a terrible thing to happen. The hon. Lady will appreciate that successive Governments have, over decades, reviewed the situation and made compensation available to all those victims. I am aware that the last review, in 2015, made further recommendations and that there are concerns about the possibility that there was some cover-up. I encourage her to seek an opportunity for a debate, to try to air that issue further.

Given that there will be no Welsh questions before the recess, may we have an opportunity to question the Secretary of State for Wales on the Floor of the House about what he has been doing since the Government’s announcement of the deal with the DUP to ensure that Wales is not short-changed?

The hon. Lady will be aware that Wales has also benefited from a number of projects outside the Barnett formula. I will certainly pass on her comments to my right hon. Friend the Secretary of State and seek an opportunity for the hon. Lady.

As my hon. Friend says, it is really important that we look to raise not just the standards of achievement by children in schools, but their aspirations and their expectations about what is possible in their lives. The northern powerhouse schools strategy aims to do just that, which is why the Government are putting in £70 million over the course of this Parliament. I hope that we will see a further announcement on that before very long.

Given that, shamefully, there was no mention of help for the WASPI women in the Budget, can we have another opportunity to speak on behalf of the women affected, including my constituent who was denied, with little notice, the chance to retire when she had planned and has now found out that she is terminally ill, as her voice and others deserve to be heard?

I point the hon. Lady towards questions to the Secretary of State for Work and Pensions on Monday 27 March. There has been about £1 billion of investment in transitional arrangements to help those women who are worst affected by the equalisation of pension age. None the less, the equalisation of pension age did have cross-party support in this House when it was brought in.

I think the best statement I can make is that the hon. Lady has encouraged me to think about a visit to her local park the next time that I am in Scotland.

It is 10 years since the collapse of Farepak, when thousands and thousands of people lost their Christmas savings, but we still do not do enough to protect consumers who prepay and often find themselves at the back of the queue when companies fail. Will the Leader of the House urge the Business Department to get on with making a statement on the Law Commission’s recent report on protecting consumers who find themselves in these circumstances, which includes excellent input from my constituent Deb Harvey?

I think all of us who were Members at the time will recall the agony that constituents who lost their—usually modest and hard-earned—savings in that way went through. Obviously, my colleagues in the Department will want to consider the Law Commission’s report carefully. I note that questions to the Business Secretary fall on Tuesday 13 December, so the hon. Lady might be able to press her point then.

The Chancellor of the Exchequer has said that he will guarantee the funding currently supplied by the EU up till 2020 on projected levels, and that he has also agreed to guarantee to fund various regional agricultural and fisheries projects which will have been signed and sealed by the time of the autumn statement, even if the lifetime of those deals goes beyond the likely date of exit. I hope that that will have given the hon. Gentleman the reassurance he seeks. If it does not and if he would like to write to me about his particular concerns, I will take that to Treasury Ministers.

May we please have a statement on the progress of the Government’s help to buy ISA? A number of constituents have been in touch over the summer. They are saving for their first home and are concerned about reports that they cannot use that for the all-important exchange deposit. May we have clarification as these people need information urgently?

I refer back to the business statement. We will be dealing with the Savings (Government Contributions) Bill on 17 October, and the hon. Lady will be able to explore those matters in detail then.

Constituents of mine who work for, or who have experienced trying to get in touch with, Her Majesty’s Revenue and Customs will not at all have been surprised this week by a National Audit Office report highlighting how job losses have led to the loss of up to £97 million last year and the tripling of call times. May we have time for a debate on this matter, not least for those who have spent many frustrating hours trying to get through to HMRC hotlines?

I recognise what the hon. Lady says. It is frustrating to have to wait a considerable time. HMRC civil servants are dedicated and focused on ensuring people pay the correct tax in the first place, which is important in preventing frustration later. I note her point, however, and will make sure the Treasury is aware of it.

My hon. Friend makes an important point. I hope that due consideration will be given to it by those involved in the detention, and I am sure that my Foreign Office colleagues are aware of and are pursuing the issue. Clearly, we want a peaceful situation between Russia and Ukraine and for all areas of dispute to be resolved quickly.

Last October, the Government hosted a steel summit at which the UK steel industry laid out the urgent actions it needed them to take to protect it in extremely challenging times. Can we have an update from Business, Innovation and Skills Ministers on how fast the Government are acting? Although there has been some movement on energy costs, many areas still need Government action and the situation is critical.
