I totally understand where the hon. Lady is coming from. We all have constituents in that situation. There are tens of thousands of people who are affected across the whole of the UK. We want to do so at pace. Any scheme we adopt must be effective, must work and must be appropriate. There is work ongoing. We will get there and report back to the House on our response to Sir Brian’s recommendations.

I welcome the Minister’s intense focus on this matter, but I join Members from across the House—not on a personal basis, because I think the Minister is one of the best in the Government—on behalf of my constituents in saying that this has taken a long time. Of course, it has to be thorough—I put on record my thanks to Sir Brian and Sir Robert—but can the Minister assure the House that their difference of opinion on how the compensation may be delivered, whether nationally or through the devolved Administrations, will not cause further delay? Post the final report being published, can he reassure the House that there will not then be a further consultation on whether it is devolved or national?

On children affected who have lost their loved ones and parents, could there be quicker interim payments? Some of them are really suffering financially, let alone from the loss of their parents. On the five categories, the Minister mentioned social impact; clearly, the loss of a parent is the biggest social impact of all.

Let me reassure my hon. Friend that although I referred in my statement to areas where Sir Robert and Sir Brian presented different nuances and views, I would not wish that to be overstated. Sir Brian had the benefit of Sir Robert’s report; I think he would say that he found it extremely useful that that study was undertaken, to enable him to consider Sir Robert’s report when coming up with his own recommendations. We must not allow any difference between the two—mainly of nuance—to get in the way of our proper and full consideration of Sir Brian’s report.

My hon. Friend referred to interim payments, as did other hon. Members. All I can say is that there is a clear recommendation from Sir Brian. We are working through all that, and we will return to the House in due course, having had an opportunity to review fully those recommendations.

This is a mistake, it appears. I do not want to prejudge the investigation, but it appears that it is a mistake by an individual. It is important that one gets on top of that mistake, what can be learned and how we can help to ensure that such mistakes do not happen again. I am here to speak about this particular incident—I think that another urgent question follows this one on another issue—but I appreciate the hon. Gentleman’s concern. I know that it is genuinely intended. I am sorry that this incident has happened, and the investigation will be thorough.

Putting aside the particulars of this recent incident, may I ask the Minister of State when the Government will introduce their reform of the Official Secrets Act, particularly on the classification of papers and punishment for those who breach the Act? Given that the Act is over 100 years old, is it not the case that in some situations it is no longer fit for purpose, and that reform needs to come sooner rather than later?

I understand where my right hon. Friend is coming from. This is something that he has mentioned previously in the House. As I recall, there was reference to this in the Queen’s Speech. It is not my direct departmental business, but I understand that it is something that the Government are looking into.

The assessment phase of the Challenger 2 life extension programme has concluded. The proposition is now being worked up prior to a decision being taken on the investment case.

The Minister will be aware of the excellent Shropshire defence engineers who have recently been awarded an £860 million project for the Boxer vehicle delivered through RBSL—Rheinmetall BAE Systems Land. Would he like to put on record his thanks to all those in defence engineering in Shropshire and perhaps allude to the fact that, should the contract be awarded in the west midlands, it might be going to Shropshire?

I would not comment on any particular forthcoming potential procurement, but I have visited Telford to see RBSL and I can absolutely endorse my hon. Friend’s remarks about the brilliant engineers and apprentices I have met there. He is rightly proud of the capabilities in defence throughout Shropshire, and I was delighted with the £860 million contract to support Boxer. It is a brilliant supply chain in Shropshire and throughout the UK.

I am grateful to my right hon. Friend and to his Defence Committee for their work. The integrated review is important: it is important that we get on to it and move on with it at pace. We need to take firm decisions, and the swifter the better. However, as ever, we are mindful of events, and such things will obviously be taken into consideration if they need to be.

I thank the Minister of State for his recent visit to Rheinmetall BAE Systems Land at BAE Systems in my constituency, following the award of part of the Boxer contract to that consortium. On the issue of Challenger 2 and the life extension project, does the Minister of State think that Shropshire defence manufacturing will feature in his decision making, and will the decision-making maingate still be this autumn?

I am grateful to my hon. Friend. It was a great pleasure to visit his constituency and see at first hand the extraordinary skills in that constituency, and it was a great pleasure to meet many apprentices. As I said earlier about Challenger 2, we are in the assessment phase, and a decision on any next steps will be taken at a later date. I thank my hon. Friend for the question and the interest he always shows in the defence manufacturers in his constituency.

As my hon. Friend knows, the future of air combat, on which we have published a review, is an incredibly important aspect of our future defence, but I will not speculate on individual aspects of the integrated review, because it would be inappropriate to do so. We should be looking at the whole process of defence, and all the capabilities that we need to keep ourselves and our allies safe in the future.

Her Majesty’s armed forces owe a huge debt of gratitude to Commonwealth citizens. On the issue of right to remain, can I ask the Minister what new protocols will be put in place between the Ministry of Defence and the Home Office?
