10. What steps his Department is taking to increase apprenticeship opportunities within the civil service.

As announced in the civil service apprenticeships strategy, we are committed to 5% of total civil service headcount being apprentices by 2025. Some 47,490 apprentices have been recruited since April 2016, with 78% of those being outside London. We will provide entry and progression routes within a range of careers and professions for new and existing staff.

I thank my hon. Friend for that answer. I welcome the fact that hundreds of civil service jobs have moved to the north from London as part of our levelling-up drive. It is important to the north that the maximum potential is released by that move. To achieve that, can the Minister assure me that apprenticeship opportunities will be available alongside the move?

I am familiar with Kromek and its capabilities, and my hon. Friend is absolutely right to say that it is often SMEs that produce the most brilliant ideas, often working with excellent British universities. DASA finds and supports new ideas within defence, and I am delighted that SMEs make up some two thirds of the projects that DASA supports. Funding is also available for specialist innovative projects through Defence Science and Technology.

Building on the comments about SMEs, the conflict in Ukraine has shown the benefits of technical innovation, particularly in the area of drones, and we have great SMEs in this country that are keen to help, so could my hon. Friend explain a bit more about how he is engaging with that sector?

I thank my hon. Friend for his question, not least because it gives me the opportunity to say how keen the entire defence sector is to support our friends in Ukraine in every way we can. We recently completed the application phase of our Ukrainian innovation fund competition, and no fewer than 295 proposals designed to deliver capability to our friends in the Ukraine in the very short term were submitted from 205 different companies. Many are being closely scrutinised, including 17 that have been shortlisted for immediate attention, and I am proud to say that the majority of contributors were SMEs.

The Department is investing in emerging technologies around the country as part of the defence supply chain. What steps is the Minister taking to ensure that the next generation of armed forces personnel, including those at the Army Foundation College in Harrogate, are trained to take advantage of them?

I thank my hon. Friend for the question. We have more than 1,000 science, technology, engineering and mathematics—or STEM—representatives. We ensure that about 90% of all non-commissioned roles have the opportunity to take apprenticeships, which go right the way across new areas of skills, including STEM skills. That includes the outstanding Harrogate College. From memory, part of the syllabus includes space, autonomy and cyber. We are ensuring that we are absolutely at the cutting edge.
