I welcome this debate, which is timely—in fact, it is overdue. We need to debate this subject regularly because it is something that our constituents around the country are focused on. They see people in their communities, particularly young people, being badly hurt and losing their lives because of this terrible epidemic of serious violence. That is not to say that such things have not happened before, or that serious violence is something new; of course it is not, but it is right there now, and it is affecting our constituents throughout the country. It can be seen in the broader context of serious crime, and I hope we will have a full-on debate on that. Although that often results ultimately in serious violence, it does not always do so, but it affects our constituents nevertheless,
In Staffordshire, we have seen an in increase in knife crime over the past few years. In 2017-18 there were 1,175 knife crimes, an increase of 22% on the previous year. Staffordshire police, whose area also covers the Stoke-on-Trent city authority area, have done a great deal to tackle the problem, and I congratulate them on that, but there is a huge amount more to do. In March this year, in Operation Sceptre, the police concentrated on both enforcement and education, and in my speech I want to focus on education and prevention.
Staffordshire has the same problems with county lines that are being experienced in other areas up and down the country. I do not pretend to have great knowledge about the whole issue of drugs. I believe that there are many views on what is best, and I am willing to listen to the evidence, but we need to debate that issue more in this place. The criminality surrounding drugs is a huge problem for the country, and it needs to be discussed. We need to see resolute action and a policy that is stuck to over the years, so that the scourge of illegal drugs, involving both the users and those involved in the trafficking, are eliminated or at least minimised.
If we look across the Atlantic to the Centres for Disease Control and Prevention in Atlanta, we see that they have a number of helpful proposals for prevention. I shall list them all, because they are brief, and I shall then concentrate on two of them. They are prioritising the family environment, which has been mentioned by several Members; quality early education and early intervention; strengthening young people’s skills; connecting young people to caring adults and activities; protective community environments—the physical environment as well as the more general community environment—and intervention to lessen harms and prevent future risks.
Let me start with strengthening young people’s skills and connecting young people to caring adults and activities. The right hon. Member for Hackney North and Stoke Newington (Ms Abbott) mentioned the importance of a holistic approach to the provision of young people’s activities, and I agree. When I was a little younger than I am now, I worked in and supported two youth clubs in Hackney. One was a statutory, open youth club in Homerton, which provided a very good, if sometimes difficult, environment. The other, a voluntary youth club in a church in Clapton Park, was open to many young people experiencing severe challenges. Both those clubs—difficult types of club—really helped. They were not run on a nine-to-five basis; the youth workers were there for the young people at all hours of the day or night, and that is absolutely vital.
My hon. Friend the Member for Moray (Douglas Ross) mentioned football clubs. With colleagues, I helped to run a Duke of Edinburgh’s Award youth programme at Arsenal football club for a number of years, and that was very good. Other football clubs around the country commit great resources to such programmes. However, this is not just about providing a good environment, although that is very important; it is also about strengthening young people’s skills. That can, of course, be done in schools, and I am passionately committed to seeing life skills taught much more in our schools, but it can be done in youth centres and youth clubs as well. As the right hon. Member for Hackney North and Stoke Newington said, youth clubs also connect young people to caring adults, and to the role models, some of them male, that young people so desperately need. In that regard, they play an extremely important role.
The second area is prioritising the family environment. I welcome the work that Sure Start centres have done over the years, which is being progressed in family hubs. Those family hubs will be important. The work that my hon. Friend the Member for Congleton (Fiona Bruce) has done alongside Lord Farmer, David Burrowes and others is vital.
I urge that all of us, across the House, see family hubs as incredibly important parts of our local communities, where not just children from zero to five but young people all the way up to 19 are given the opportunity to come together with their families, and perhaps mentors, to discuss the problems in the families and to see the opportunities that are available to them in a positive and affirming environment. So often, young people are given a negative approach. Most—I am sure all—hon. Members present feel a real sense of hope about the future of our country when they see the qualities of the young people they come across on a day-to-day basis. They must be affirmed, however, and family hubs are a place to do that.
As I have said, we need to debate serious crime and serious violence more often. If we do not, we are failing our constituents and particularly our young people, on a matter that causes heartache and heartbreak every day, week and month in communities across the country.

Commons ChamberThe hon. Gentleman is right to raise the issue of online space and how to ensure that we do all we can to stop online platforms being used to preach hate. I am glad that he welcomes our White Paper, which I think it is fair to say is groundbreaking among all countries with respect to taking action—many countries are looking at how we are planning to handle the issue. The duty of care will make a difference.
The hon. Gentleman is also right to make the point that we cannot wait. Naturally, the consultation and legislation will take time, but it is good to see that some social media companies are already responding. I met several of them with fellow G7 Interior Ministers just last month, and they have pledged to take further action after the attack in Christchurch. That is good to see; I encourage them to do all they can now instead of waiting for legislation.
We are pleased to be having a review of the Prevent programme, because such independent reviews can help to build community confidence. It is also important for the review to look at how to stop far-right extremism; I can tell the hon. Gentleman that last year almost a quarter of Prevent programme referrals related to far-right extremism.
I thank my right hon. Friend for his statement and for his commitment to the security of places of worship. Will he join me in thanking our police and security services? They are the ones who work day in, day out to prevent attacks and we owe them a great deal. In other countries, police and security services are often used to clamp down on religious freedom; in our country, they are there to uphold it—and they do.
I am very happy to join my hon. Friend in commending our police and security services for their invaluable work. We must remember just how many lives they have saved. It is already public knowledge that since the beginning of 2017, they have prevented or foiled 17 terrorist attacks, including four by the far right, that would almost certainly have led to loss of life. We owe a great debt to our security services and police.

My hon. Friend makes an important point. For instance, some of the Migration Advisory Committee’s advice has been that it does not matter if we shut down certain industries, but some of those industries are prevalent in certain regions and matter to those of us who represent them. I believe that the committee should also have a range of business leaders from a range of sectors of the economy, to represent different briefs and explain why particular sectors employ people in a particular way. Why not have a place for a trade union representative as well?
The Minister or her officials might regard all the people I have just mentioned as dreadful vested interests with an axe to grind, who could not possibly sit on an expert committee. I disagree. Does not the Minister value those people’s opinions? She might find that real entrepreneurs and people in business and trade unions could ground-truth some of the current committee’s economic theories.
Even to economists, for whom I have a high regard, some things should be self-evident. For instance, in Stafford we grow an awful lot of salad, which replaces salad that would otherwise be imported. It is really important for the United Kingdom’s balance of payments; without the workforce to pick it, grow it and process it, we would be more reliant on imports and our balance of payments would be negative.
My hon. Friend is absolutely right: it is important that as a country we make, produce and grow things. Sadly, I am afraid that some economists overlook the importance of that, and some do not think that the balance of payments matters at all. They think that we can just carry on losing money, borrowing it from elsewhere and spending like no tomorrow, but we all know that that is not how the world works.
Even if the Minister felt that some of the people I have mentioned had a vested interest or an axe to grind, it would be quite possible to make allowances to take that into account. It is wrong to ignore those voices and shut them out. Even if the committee were to remain largely academic, where is the space for people who studied international relations? Do not their degrees matter? There will be many people at the Home Office who have chosen to work in immigration, and whose skillsets and qualifications are in international relations, but they are all excluded from this expert committee. What about people who studied human geography, a normal route to looking at issues such as immigration? Where is the space for them on the committee?
The Minister may say that she meets businesses and unions all the time and hears their voices. However, we cannot get away from the fact that this narrow advisory committee almost sees itself as writing policy. Ministers and officials who draft answers to parliamentary questions routinely hide behind the MAC, saying that it is not appropriate for Ministers to say anything about migration matters until the committee has reached a conclusion. They appear to have abdicated responsibility for policy making to the committee.
The level of reverence shown by the Home Office to the Migration Advisory Committee is rather akin to that shown to the Monetary Policy Committee. However, the MPC was established by statute and has statutory powers to set interest rates, whereas the MAC is simply an ad hoc advisory group and should be treated as such.

While I recognise the understandable impatience of many colleagues on these particular cases, we should not lose sight of the fact that the United Kingdom, under successive Governments, has been a proud supporter of administering justice for war crimes around the world—in Bosnia, the former Yugoslavia, in Rwanda and other places. We should be proud of that.
We have not only often put our money where our mouth is, but we have used all diplomatic tools—the former Yugoslavia is a good example—to bring to trial people who thought they were always out of reach of justice. We continue with that enthusiasm and support. If it is a case of resources, the Department and I are standing by to continue the support. We are determined to see justice, and there is no resistance on this side of the House to doing so. We will continue to pursue the case to make sure that these people face the justice they deserve.
Having been on several trips to Rwanda with my hon. Friend the Member for Mid Derbyshire (Mrs Latham) and my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell), I entirely share their comments. Does the Minister agree that it is vital that this case is prosecuted with the utmost vigour? If the 2017 High Court judgment leads people to think that the UK is a soft touch, people who commit these atrocious crimes will see the UK as a natural refuge. That should not be the case, and they should know they will face the full force of the law, whatever the views of the court system in the country from which they have come.
I agree with my hon. Friend that we need to send a strong message. I do not like, any more than he does, seeing in the newspapers that people are living freely in this country having had their extradition effectively turned down, which is why I would like to see, in general—I will not comment on this case—people in this country who have potentially perpetrated a war crime to be persecuted and prosecuted themselves.

The hon. Lady is right to point out that serious wrongs were done to members of the Windrush generation. That is why we set up the Windrush taskforce and put in place a compensation scheme, which was designed with the assistance of our independent adviser, Martin Forde. I recognise her, but it is important that we reflect on the advice that we were given and seek to have a scheme that is fair.
I welcome the urgent question from the right hon. Member for Tottenham (Mr Lammy), whom I congratulate. I understand why the scheme is in the form that it is, but does the Minister agree that what is most important is that the end result is seen to be fair, particularly to those mentioned by the hon. and learned Member for Edinburgh South West (Joanna Cherry), the people whom we saw in the Joint Committee on Human Rights and who were detained unjustly for considerable lengths of time? Does the Minister agree that the end sum—adding all these bits together—should be seen in the eyes of the public as fair for what people in those circumstances have been through?
I commend my hon. Friend for his work on the JCHR; I certainly recognise the moving and compelling testimony that the Committee listened to during the course of its inquiry. It is absolutely right that we reflect on the advice that we have received, that we seek to make the scheme as fair as possible, and that we put in place a scheme that can respond quickly and efficiently to claims. That is why we will have a taskforce that will be 120 strong at full complement. We have also made provision for individual claims for compensation to be split, so that the quick and easy parts of the claims to assess can be split off and paid immediately.

Commons ChamberWe will absolutely publicise the scheme widely. Indeed, the right hon. Gentleman, who is committed to providing justice for the Windrush generation, can help me by using his Twitter feed, and there are other ways of helping more people to know about this scheme. There will be no non-disclosure agreements under this scheme, and people with criminal convictions are entitled to use it. The details state that if individuals with serious convictions apply, the Government reserve the right to change the amount of compensation or not pay it altogether, but generally no one is barred owing to a criminal conviction.
I heard the dignified evidence given to the Joint Committee on Human Rights by some of the Windrush generation. I was astonished that some were still put into this position despite providing huge amounts of documentation. What support is being given to those in the Windrush generation, or indeed anybody else, who have been dismissed despite having all this evidence in front of them?
My hon. Friend is right to raise that. I remember looking at cases in which such outcomes should not have happened. We have made the compensation scheme as simple and as straightforward as possible. For example, some payments have both a tariff structure and an actual structure, because we are trying to provide as much choice as possible.

Commons ChamberMy hon. Friend is right to highlight the opportunities that Brexit will bring for certain industries. I can assure him that the immigration White Paper does contain proposals to bring medium-skilled workers into the scope of skilled workers and also to introduce a temporary workers’ route at all skill levels. I hope that that offers him some reassurance.
Will my right hon. Friend assure me that the skills-based immigration system will not fall foul of an arbitrary salary cap? This is important in many sectors. In research—I declare an interest as I am on the board of a university—very highly skilled researchers are often not paid anything like £30,000 at the beginning of their career, but we need them for our university and research sector.
My hon. Friend is right to raise that issue. He may know that we made our visa offer for academics even more generous last year. Those changes have been warmly welcomed by the research community. I can assure him that we will engage with employers in the higher education sector and others before we determine any future salary thresholds.

Commons ChamberFirst, may I take this opportunity to thank all the members of the RNLI for their work, especially in recent weeks, in response to the increase in the number of crossings? As we all know, they are incredibly courageous volunteers who put their lives at risk, and I want to put on the record our gratitude for all their work.
The hon. Lady has raised a specific case. From what she has said, I am not sure whether it is a Home Office or Foreign Office case, but we are happy to take a further look.
I welcome the Home Secretary’s announcement, but will he explain what co-operation the UK is giving to our European partners, not just in France, but in Italy, Greece, Spain and Malta, which have borne a heavy responsibility for rescuing and providing safe haven to refugees? Can we hear more about that, please?
I am happy to share further details with my hon. Friend. We are helping our European friends in several ways with the huge increase in the number of refugees and asylum seekers since 2015. As part of Operation Poseidon in the Aegean, our Border Force vessels and crew have been called out on more than 700 missions and saved more than 15,000 lives. We are also working closely with our friends in Greece, having provided personnel, advice and funding, and we will continue to work with our friends in Europe to see what more we can do.

Commons ChamberFirst, the scheme will give us information about people entering and leaving. As for the costs, we have only just made a decision internally to proceed with the scheme. There will be further information as it becomes available.
As a director—or a member—of the board of a university, I realise how much researchers from around the world contribute, but their salaries are often relatively low. Will the Home Secretary consider not introducing a salary cap but concentrating on skills, given that skills and salaries do not often equate?
My hon. Friend makes an important point; my right hon. Friend the Minister for Immigration was at the Francis Crick Institute this morning, and one of the things she was rightly hearing about was just this issue. In fact the Migration Advisory Committee has identified this issue as well; it has talked also about lab technicians, many of them working in our universities, and many of whom do not earn as much as £30,000. We are taking this point into account.

It is an honour to serve under your chairmanship, Mr Bailey. It is also a great pleasure to speak in this debate, whose equivalent I had the honour of leading last year. My hon. Friend the Member for Shipley (Philip Davies) spoke then, and I am grateful for his remarks today, and for those of the hon. Member for Motherwell and Wishaw (Marion Fellows). I entirely agree with her that it is extremely important to have a circle of friends such as she described. I recall a time when I was in business, living overseas, and the business was going through a particularly difficult time. The opportunity to share that not just with my wife but with friends was hugely important. Having that ability is important for people who are under the weight of difficulties such as potentially having to make people redundant, and who cannot see a particular way out.
I entirely agree with what my hon. Friend the Member for Shipley said about the many different areas in which we need equality. For reasons of time I shall not dwell on the issues that have already been covered. Suffice to say that male suicide is an incredibly important issue for us to address. One might say it is a public health issue, but it is more than that. It is a personal issue affecting families throughout the country. It affects children, parents and circles of friends.
I am going to concentrate on the international aspect of International Men’s Day. I had the privilege of visiting the refugee camp at Calais in January and I saw some of the young people, who are almost—not entirely—exclusively young men. They had made their way up to Calais in the hope of reaching the United Kingdom. I spoke to one or two of them and, interestingly, although one would think most would have come from the middle east because of the conflict there, most actually came from countries such as Ethiopia, Eritrea and Nigeria. What struck me—and it is something I have been passionate about for most of my working life, including in this place—was the need for jobs and livelihoods, which applies to everyone, men and women. We are fortunate to have a relatively low unemployment level in this country, even among young people, although it is still too high. I was in Kosovo a couple of months ago to discuss with its Government ways they could tackle their youth unemployment figure. There—in a European country—60% of young people have no job. I am convinced that one of the greatest challenges facing the world at the moment is ensuring that young men and women around the world have the chance of a job or livelihood.
That is why, together with others, I have tried to form a global coalition for youth employment. I was speaking with the secretary-general of the Commonwealth, Baroness Scotland, about that very issue just a week ago. She is passionate about it. It is not just a question of economic development and the creation of jobs—important though that is; it goes right back to education in primary and secondary schools, and to ensuring that boys and girls have the education and training in life skills to enable them to get work and have a livelihood in the future. That applies to both boys and girls, and to young men and women. However, I would say that because so much of young men’s identity is invested in their work as well as their family, it is absolutely vital for them.
I want to challenge not just our Government and our country but global organisations and national Governments across the world to take this issue seriously. Some of them are, but unfortunately an awful lot are not—they are perhaps concentrating on the needs of the better-off in their country. They are listening to the people with the loudest voices, not to the young men and women who absolutely need jobs and livelihoods for their future.
I shall give just a few examples of what can be done. I have already mentioned education. As we have heard, there needs to be much more mentoring so that people with experience, skills and compassion can talk to young men and women about their future, and feel that they are being listened to. That needs funding—I do not mean lots of grants giving out money with little accountability; I am talking about loans. The small business loan scheme, for instance, has been a great success in helping young men and women set up their own businesses in this country, but around the world young men and women do not have access to that kind of capital. I declare a personal interest in that, having been involved for a number of years in setting up a social enterprise in leasing in east Africa. We see young men and women entering work, whereas previously they were not able to.
Let us not beat around the bush: in this country, often it is young men who want to acquire practical skills. Young women do as well, but it is more often young men, particularly at the age of 16. We sometimes find that training and practical skills are not available to them because there is greater emphasis on the academic route, and that is the case not just in this country but around the world. I have seen some excellent programmes, supported by the Department for International Development in places such as Nepal and Nigeria, where there have been opportunities for young men and women to pick up those practical skills. There needs to be much more of that—the idea of training in these skills is often lost in the drive for university education and academic education, because everybody sees that as the way forward.
I want to celebrate International Men’s Day and the role that young men and boys—as well as young women and girls—play in this country, but let us also remember that we need to address this internationally and encourage countries across the world to celebrate this day and the role that equality for boys, girls, young men and young women can play in their development.
