This is a year in which funding for the NHS has risen by £3.8 billion in real terms. I do not know how the hon. Gentleman can say what he has said, given that in 2015 he stood on a platform to give the NHS £1.3 billion less this year than it is receiving under the Conservatives.

T10. As the House heard earlier from my hon. Friend the Member for Corby (Tom Pursglove), there is an excellent urgent care centre in that part of north Northamptonshire. There are plans to create a replica in Wellingborough. I understand that the Secretary of State may visit the centre in Corby; if he does, will he drive half an hour down the road and visit the site in Wellingborough where that proposed excellent urgent care centre will be built?

The hon. Lady makes very important points about the need for the rapid transfer of records when people move GP surgeries. I gently point out to her—I am sure she was asked to ask her question—that the reality is that, because of the failures of this contract, we have taken this work in-house. It is not about the Government pressing on with privatisation irresponsibly, or whatever it is that she is trying to say. This work is now being done in-house.

We have an excellent Secretary of State and the Government seem to have taken the appropriate action. My only concern is what he said about his Department’s officials recommending that this House not be informed. Under Gordon Brown and Tony Blair, I remember that we would get 80-odd written statements on the last day of term. May I gently suggest to the Secretary of State that it would have been better if the written statement had been made earlier in the week so that Members could have considered whether an urgent question was appropriate?

In ordinary circumstances, my hon. Friend’s point would be completely fair and reasonable. He may remember that certain other things were happening at that time last year and, as I have said, it had been only a week since I had been reappointed to my post, so there were a number of other issues. However, my priority was to make sure that we did not go away for the summer without the House being informed of the situation.

I very much hope that the extra money we raise from international visitors will help all Members of this House because it will lead to more funding for the NHS, including for Huddersfield CCG.

When I was in the travel industry, I learned that anyone wanting to travel to, say, America had to have medical insurance. Could it not be a requirement for people coming into this country to ensure that they had such insurance?

We looked at this extremely carefully, and I have a lot of sympathy with what my hon. Friend is saying. People do not have to have medical insurance if they visit countries such as America as a tourist, and we do not want to insist on that for visitors to this country because of our tourism industry here. We concluded that it was better to have a system in which people who get a visa to come and live here have to pay a surcharge. That is why we have introduced the visa health surcharge, which raises several hundred million pounds for our NHS.

I am happy to look into that issue. I take this opportunity to pay tribute to the staff of both Queen’s and King George hospital, who have not only done very well over the winter but have made great progress in turning around the trust, which, as the hon. Gentleman knows, is in special measures. We are hopeful that it might be able to come out of special measures at some stage this year under its new leadership, but that is obviously a decision for the CQC.

Kettering general hospital, which serves my constituency, has a significant problem with delayed discharges. Whatever the issues relating to money, perhaps the problem with social care is the model. Would it not be a good idea if the Opposition were to give a genuine commitment to try to work together to find a social care system for the future?

My hon. Friend is right to say that we need to have these discussions in a less politically charged way, because we need to find a solution that will survive changes of Government and be fit for the long term. We miss a trick when we say that the problem is primarily about funding. We have a huge variation in provision, and there are many local authorities where there are no delayed discharges of care, as we discussed earlier. What does not happen enough in the NHS and the social care system is people learning from best practice in other parts of the country. That is what we to change.

Anaesthetists have an absolutely vital role to play in providing proper seven-day services. In the highest-risk operations it is obviously very important for consultant anaesthetists also to be present, to give their very important judgments. I absolutely give the hon. Gentleman that assurance.

If this disaster is avoided, we have an opportunity to move forward and the hon. Member for Lewisham East (Heidi Alexander), who represents the Opposition, has offered her support. One of the crucial failings in seven-day care is social care. Would it be possible for Members on both sides of the House to work together to find a solution to that real problem?

I hope we can do that. The Opposition have talked regularly about social care, and rightly so. The fact is that both Labour and Conservative-run councils are responsible for the social care system, and being able to discharge into the social care system is a very important part of seven-day services. We are now about to enter a period of important reform in NHS and social care integration, so I see no reason why that approach could not be bipartisan.

Let me give the hon. Lady the facts. According to an independent study conducted by The BMJ, there are 11,000 excess deaths because we do not staff our hospitals properly at weekends. I think it is my job, and the Government’s job, to deal with that, and to stand up for patients.

The hon. Lady talked about being constructive. There is something constructive that she can do, which is to join the Royal College of Surgeons, the Royal College of Physicians and the Royal College of Nursing, and urge members of the British Medical Association not to strike but to negotiate, which is the sensible, constructive thing to do. Will the hon. Lady tell them to do that?

The question is about the seven-day NHS, but there is no point in our having a seven-day NHS if it is not an NHS across the country. I have a constituent with advanced prostate cancer who, as his oncologist says, needs docetaxel chemotherapy. In fact, all east midlands oncologists say that it is needed, but it is not provided by the NHS in my constituency, although it is provided in Birmingham. If we are to have a seven-day NHS, we need treatment across the board. Will the Secretary of State step in and do something about this?

I will look into the individual case that my hon. Friend has raised, but I think patients recognise that sometimes they need to travel further for the most specialist care, and can receive better care if they do so. However, the way in which what we are doing will help my hon. Friend’s constituents, and other people with cancer, is not just about consultants and junior doctors working at the weekends; it is about seven-day diagnostic tests, which will enable us to get the answers back much more quickly and catch cancers earlier.

The integration of the health and social care systems, as talked about by the right hon. Member for Leigh (Andy Burnham), is a very big priority. It is a vision shared by all parties. That is part of delivering safe seven-day care. The consequences for the health and social care system if we do not have safe hospital care are people with much greater medical needs, creating much more pressure in the system, so it is part of the same picture.

I thank the Secretary of State for coming to the House and also, I think, for making two written statements. There are only 32 other written statements from Ministers. I remember that when I first got here, there would be 87 written statements on the last day of term, with no chance to scrutinise the Minister. Following what my hon. Friend the Member for Lewes (Maria Caulfield) said, has the Minister had a chance to look at my Ovarian Cancer (Information) Bill, which would help reduce the number of ovarian cancer deaths through earlier detection?

I thank my hon. Friend for his support for that Bill. I hope that plans that NHS England will announce shortly about how we can improve early cancer detection will give him much encouragement. He will see that some of the things that he is campaigning for are actually going to happen.

I gently say to the hon. Lady that we will not take any lessons in safe staffing from the party that left us with the tragedy of Mid Staffs. We have recruited 8,000 more nurses into our hospitals because we have learned the lessons of the Francis report. The important lesson in the report is that it is not simply about the number of nurses; it is about the culture in hospitals and making sure that nurses are supported to give the best care. We want to learn those lessons as well.

In reference to the “Five Year Forward View”, the Secretary of State talked about new modes of working. A very simple thing that could be done is for women’s smear test results to refer to the fact that it is not a test for ovarian cancer, and to then list the symptoms of that cancer. That would not cost any money, but it would save lives.

I am very happy to look into that. The general direction of travel my hon. Friend is talking about is right. We need to empower patients. We need patients to become expert patients, so that they take responsibility for their own healthcare. That means giving them much more information to help them to make the right decisions.

They cause a lot of grief to many people, which is why we have issued new guidance that tells people to take particular trouble for people who have to visit hospitals on a regular basis.

That advice was issued in the west midlands, and not in Salford. The hon. Lady talked about the reorganisation. Well, that reorganisation means that we have been able to afford 82 more hospital doctors and 589 more nurses in her area, which is helping her constituents. Salford is one of the best examples of integrated care in the country, which is why any hospital declaring a major incident should think about the impact on the rest of the NHS locally. That is what the guidance says.

The shadow Secretary of State is a very honourable gentleman, but he might live to regret this political football stuff. In north Northamptonshire, my hon. Friend the Member for Kettering (Mr Hollobone), the hon. Member for Corby (Andy Sawford) and I are working together on local decisions about our A and E. Surely that, and not political football, is the way forward.

My hon. Friend is absolutely right. I have spoken to the chief executive of Northamptonshire county council and I have heard about the excellent integration of services that is now starting to happen between the local authority and the local hospital. That is the way forward. The guidance simply says that trusts must pay attention to the impact on the local health economy before they make a local decision. It is time that Labour stopped playing politics with something that they know is a disgrace.

I say gently to the hon. Gentleman that if we are to solve the problems in his area and others, we should listen to the doctors about the structures that will work best. The structures that we put in place are the structures that doctors advised us to set up. That is why we are supporting them.

Mrs Bone would like to offer best wishes for the new year to the Secretary of State. The reason she can do this is the excellent health care provided by the NHS in both Kettering general hospital and Northampton general hospital. Locally, the commissioners and the acute hospitals are together working out a plan to deal with accident and emergency. Is not that the way forward?

Indeed. I pass on my best wishes for the new year to Mrs Bone. Like many people, she has benefited from superb NHS care. A million more people are having operations every year under this Government, and 700,000 more people are being seen within four hours at A and E under this Government.

Absolutely. It is a sign of great confidence when a hospital is open about things that have gone wrong. When I meet the top chief executives who are running the best hospitals in the country, I am always struck by how willing they are to be open about the problems that they have had. It is often in the less well-performing hospitals that the management feel less confident and willing to talk about the problems. That culture is really important. I hope that today is a step in the right direction.

I thank the Secretary of State for coming to the House and making such a detailed statement. I served under the previous Chairman of the Select Committee on Health, the right hon. Member for Rother Valley (Mr Barron), during the inquiry into patient safety. The Secretary of State has a point. The problem at the moment is that people make a complaint after something goes terribly wrong, but the complaints system is deliberately long, drawn-out and delayed. One never actually reaches the ombudsman. If we are to have a change in culture, we have to stop the managements of hospitals delaying the complaints system deliberately.

I totally agree with my hon. Friend. That is why I hope that what we have announced today will bring about a transformation in the way in which hospitals manage complaints. Some excellent work has been done to help us do that. The heart of the matter is that hospitals should be really interested in the complaints that they receive, because that will enable them to understand where they are not delivering good care and what they can do to put it right. That does not happen everywhere. Too often, the complaints system is treated as a process, in effect, to fob people off, rather than to get to the heart of what people are talking about. We absolutely need to change that.

The royal colleges have come up with a number of important and good ideas. I hope that the hon. Lady has seen from my announcement today that we are making some profound changes to address the underlying problems in A and E which incorporate much of their thinking, but there are other ideas. We will continue to engage closely with the royal colleges because they can give us a lot of help in ensuring that we get the right answer.

Wellingborough’s nearest A and E is Kettering general hospital, which is 30 minutes or more for most of my constituents to get to. However, the proposal for an urgent care centre at the Isebrook hospital in Wellingborough will allow 40% of those constituents to go locally and relieve pressure on Kettering. Is this the sort of thing that the Secretary of State wants to encourage?

I always try to support the ideas that come up from different parts of the NHS because people on the ground usually have the best ideas about what needs to be done, but when decisions cross my desk it is important that I consider the knock-on effect on other areas, and I get independent advice on that as well. I shall follow closely the proposal that my hon. Friend mentions.

I understand my hon. Friend’s sense of unfairness at being asked to pay for her treatment by credit card, when we do not do that to foreign nationals who are treated in the NHS. I do not, however, want the NHS to become a service where the first question people are asked relates to their credit card or cheque book. If we are going to protect that much-cherished principle of NHS treatment, we need to get a grip on the kind of abuse that has run unchecked for far too long.

Does the Secretary of State agree that the House is divided by two schools: the Opposition, who believe that the NHS should not charge anyone, which is why they did nothing for 13 years; and Government Members, who believe that foreign nationals who should pay, must pay.

The Conservative-led coalition Government are increasing spending on the NHS, unlike what Labour would do. In my constituency, we will get an urgent care centre in a few months as a result of Tory health reforms. People in Corby already have an urgent care centre as a result of Tory reforms. Does the Secretary of State agree that, while Labour talks about the NHS, Conservatives deliver on the NHS?

I absolutely agree with my hon. Friend. Indeed, last week we announced that waiting times are at near-record lows. The number of hospital-acquired infections continues to go down and mixed-sex wards have been virtually eliminated. I am very pleased that my hon. Friend has an urgent care centre, and am sure that Mrs Bone will appreciate it even more than he does.

I thank the Secretary of State for coming to the House and for the manner in which he is answering questions. The only thing that I think affects Parliament is the allegation by the right hon. and learned Member for Camberwell and Peckham (Ms Harman) that a statement to Parliament was leaked in advance. Will the Secretary of State clear that up and say that it is absolutely untrue?

There are allegations in an e-mail that that did not happen, and I am unable to say to the House today what the truth or otherwise was of the communiqué of the account of a conversation made by Fred Michel, which we know in other instances contained a number of exaggerations. But that is exactly why we have Lord Justice Leveson looking into the whole matter. He is independent—a High Court judge—and will get to the bottom of it.

As I have told the shadow Culture Secretary, the decision was mine and mine alone, and I did not consult the Prime Minister about that decision. Not only that, but I consulted Ofcom and got independent advice, which I followed. However, let me say to the hon. Gentleman that he still does not appreciate that section 3 of the Communications Act 2003, which was passed by his Government, gives Ofcom the duty to ensure that all holders of broadcast licences are fit and proper at all times and the duty to remove them at any time, so these powers exist. We want to strengthen them in specific areas, and we are working hard to ensure that we make the right changes to avoid what happened before happening again.

I have been very clear that in its use of licence fee payers’ money, the BBC needs to be on the same planet as everyone else. We are tackling a huge deficit as a result of the economic legacy left by the last Government. As we are having to be careful about every penny of taxpayers’ money we spend, so the BBC must be careful with every penny of licence fee payers’ money that it spends.

Government Departments are having to cut their expenditure by between 25% and 40%. Will the Secretary of State insist that the bloated nationalised state broadcasting service does exactly the same and passes on the savings to the licence fee payer?

My hon. Friend will know that we are committed to a strong BBC that focuses on producing great TV and high-quality news. He is absolutely right. There has been a trickle of stories about BBC pay and expenses, particularly BBC management pay; lots of people at the BBC do not have high salaries. The BBC must look at what happened to Parliament when we lost the trust of the public because we did not handle our own expenses correctly, and it must be careful not to make the same mistakes.
