We listen very carefully to what the Climate Change Committee says, and we are absolutely committed to net zero. In fact, a Conservative Government passed the law requiring Governments to commit to net zero. The hon. Gentleman will know that we have just become the first major industrialised country to decarbonise by more than 50% since 1990. As well as the costs, we are also mindful of the economic opportunities, which is why we are investing billions of pounds in our clean energy transformation.

My right hon. Friend will be aware that my constituency, which has Cambridge to the north, has fantastic new industries such as Johnson Matthey in Royston, which is at the forefront of hydrogen. We have pharma companies to the south and some of the best film studios in the world in Hertfordshire. Is he consciously trying to back those successful industries of the future so that our children and grandchildren have fantastic opportunities for the future?

That is absolutely what we are trying to do. Film and TV is a good example here, as it has now become an offshoot of the technology industry. Films such as “Barbie” have been filmed in Hertfordshire but have the look of the Californian sunshine; they can withstand the British rain because of the use of high-tech devices that simulate Californian sunshine, even in my right hon. and learned Friend’s constituency. What he sets out is our absolutely our plan and we will stick with it.

Absolutely. We want our allies in the Gulf to get involved in support of freedom of navigation, as we do other countries outside Europe, such as Australia, that have expressed an interest in being supportive.

The Foreign and Commonwealth Office and the Foreign Secretary, whom I thank, are well known for their effective use of soft power—of course, we head the index of soft power—but does he agree that that does not mean that we do not need increased defence spending? As a major maritime nation, we have duties in the world that require a larger Navy.

I agree with my right hon. and learned Friend and thank him for his question. Just to add to my earlier comments, at the point of Brexit, that will be a moment when a lot of people around the world will be looking to us to see what type of country we want to be in the world. We are one of the very few countries that has always championed democratic values and the security needed to underpin them, and the Royal Navy has an absolutely critical role in doing that.

Given that I thought the response from the right hon. Gentleman’s Front Bench was a bit churlish, I am going to be very grateful for the fact that he said well done. I think that “well done enough” is what we say when we deliver the plan that is now being developed because, as he knows incredibly well, having a plan is not the same as delivering it. With respect to imaginative proposals as to how we fund the NHS, the right hon. Gentleman always speaks incredibly interestingly and powerfully on the subject. The Prime Minister has said that she will listen to all views on that ahead of the Budget.

I congratulate my right hon. Friend not only on being the longest-serving Health Secretary, but on the tenacious way in which he has campaigned for the money that we are hearing about today. In talking about improving cancer outcomes, does he agree that the patient experience is very important, and that the campaign of Hertfordshire MPs for a radiotherapy centre in our county is something that may possibly benefit from this new largesse?

I have listened carefully to what my right hon. and learned Friend says. With regard to cancer care for people who have had a cancer diagnosis, I commend the work of Dimbleby Cancer Care—a really fantastic charity. The shadow Health Secretary, the Lib Dem health spokesman—the right hon. Member for North Norfolk (Norman Lamb)—and I attended the start of its annual 50 km walk on Friday night.

I am slightly bemused to hear that question from the hon. Gentleman, given that over the past four years NHS funding in England has increased by 10%, whereas in Scotland it has increased by only 5%. Indeed, Scotland now has the longest waiting times on record for elective surgery. What are we saying to NHS managers? We are saying, “We understand how tough it is. You and your teams are doing a brilliant job, and we want to do everything we can to support you through what will be a challenging winter.”

As it is Christmas time, may I congratulate my right hon. Friend on securing the extra funding and making sure that it is spent effectively in his Department? Does he agree that one important thing to think about at this time of year is winter pressures? In an area such as mine, it is important that there should be some extra funding at the hospital at this time of year. Is he able to say anything about that today in respect of the Lister Hospital in Hertfordshire?

In the spirit of Christmas, I am happy to tell my right hon. and learned Friend that Lister Hospital received an extra £2.5 million to help it with winter pressures as a result of the Chancellor’s Budget announcement, and it was told that on Friday.

There is one very good doctor in the Hull A&E department, and that is Dr Ellen McCourt, who has taken over as leader of the junior doctors committee—at least, I imagine she is very good; I have been very impressed every time I have met her. There are particular pressures at Hull, and as the hon. Lady knows we have had management changes. So far we have not seen the improvement in performance that we would like. I am aware that there are big issues with the infrastructure— the physical buildings. We will continue to work with the NHS locally and with the trust to try to improve the situation. She is right to bring it to my attention.

I join my right hon. Friend in expressing sadness at the decision of the vote. He will remember that on previous occasions I have raised with him some family-friendly aspects of the lives of junior doctors. Does he agree that it is important to look at the training situation, where a couple can be sent to different towns many miles apart; the rostering, which can make family life difficult; and some of the problems of returners to work, whose training perhaps needs to be properly considered? Will he confirm that he will continue to look at these issues and that, as the monitoring and phasing goes ahead, he will try to address them?

My hon. and learned Friend is correct to have raised that before and I can reassure him that we have subsequently started a very big piece of work to look at those exact issues. The difficulty is that throughout their training junior doctors are rotated every six months. That is particularly disruptive to family life or, for example, if they have a partner and one is sent to Sheffield and the other to Bristol. We are seeing what we can do to deal with that. The other issue that we are looking at is that of people who for family reasons discover that they have a caring responsibility, maybe for children or for a parent with dementia, and want to switch to a specialty that may not have quite so many unsocial hours, and whether it is possible to novate their training across from one specialty to another, which does not happen at present.

The cross-party initiative was not to have a new contract, but to abandon plans for a new contract and to have pilots in a few limited places. If we had followed that advice, we would not now have agreed with the BMA the biggest changes in the junior doctors contract for 17 years. Our goal was to get the agreement that we secured yesterday—safer care for the NHS and a better deal for doctors. That was what we achieved, and we would not have got there if we had listened to that advice.

May I join the welcome for the agreement and the persistence and patience that eventually paid off? In previous statements, I have raised with the Secretary of State the problem involving married couples who are both doctors. There are difficulties with training when they are sent to different areas and with rosters that clash. Will he say a word about the progress that has been made in this important area of making work a bit more family-friendly?

The Government are happy for people to travel anywhere in the United Kingdom. My concern about health services in England is the pressure created, because for every patient that goes from England to Wales, five want to come from Wales to England.

17. My right hon. Friend will be aware that his new website, My NHS, is providing much more openness and transparency for patients from England. To what extent does the extra information and ability to improve standards in hospitals as a result also apply to Wales?

This is the big lesson that we have learned after the tragedy of Mid Staffs. The Francis report said that the NHS had become over-dependent on a targets culture that was damaging for patients, and the Government think that the way to improve standards is through transparency, openness, and the pressure of peer review. We have embraced that lesson wholeheartedly, and it is such a shame that the Welsh Labour Government have taken a different tack.

He was part of a Cabinet which, according to the then Culture Secretary, discussed phone hacking and decided not to act, and we now know why. According to the autobiography of Tony Blair’s chief of staff, Jonathan Powell,

“We first started discussing…the failed relationship between the media and politics in 2002…We discussed the issue back and forth for the next three years, but Tony never felt the moment was right to speak out…Gordon, who was courting the press, had no intention of agreeing to anything that might upset them.”

Now is not the time for party political posturing. We have all failed—politicians, journalists and media owners—and we must all work together to put the problem right.

Does my right hon. Friend agree that it is vital in his role that he should act within the law, taking independent advice—legal advice—because if he does not, any decision that he makes can be attacked in court? Does he agree that it is all very well for the Opposition to make their points today, but the spirit in the House last week was that there were faults on all sides and that we ought to do what is in the interests of the country? Does he agree that the Leader of the Opposition has betrayed that today?

I completely agree with my hon. Friend. If we are to tackle this very serious cancer that we have seen in our society in the past week, we need a responsible attitude from Members on both sides of the House, and if we are worried about newspapers getting above the law, Ministers need to set an example and ensure that they do not get above the law themselves.

I am afraid that the hon. Gentleman is wrong. I have often wondered why the Act specifically gives the duty of deciding an issue such as this to an elected politician when in, for example, competition law, such decisions are taken out of the hands of politicians. That is the way the law operates at the moment under that Act. Hon. Members will want to take a view as to whether that is the right way for the law to operate, and we have said that we will look at all these issues in our communications Bill.

Does the Secretary of State agree that the procedure in the Enterprise Act puts him in the position of judge in these circumstances, and he therefore has a clear duty to be extremely measured in his remarks, to be meticulous in what he does, and to ensure that he has independent advice, including legal advice? Does he agree that that is what he has done in this case, and one of the great lessons of the whole affair is how important it is to follow such an approach?

I thank my hon. Friend, who understands these issues very well. There is a legitimate question as to whether it is appropriate to give elected politicians the responsibility for arbitrating on a decision for which many members of the public will inevitably question their motives. That is why I have tried to be completely transparent and have sought, published and, after careful consideration, followed independent advice at every stage. We can debate in the House whether the law is right to insist on the procedures that it does, but I know that hon. Members feel passionately that due process must be followed, and that is why I am doing that in this case.
