That is a very fair question. The truth is that we have to do that by being very frank with the Trump Administration when we disagree with them and about why we disagree with them. I think that, under the surface, the positions are a bit closer than they might look in the simple sense that I have actually had a number of conversations with President Trump himself about his concerns about what would happen if that region became nuclearised. I do not think the United States is indifferent to the nuclear threat in that region, and it has started to talk a lot about that recently. We use our influence, I suppose in private circles, as much as we can to try to get a meeting of minds.

I am sure we all agree that our elite Royal Navy forces— our Royal Marines, which are known to be the best in the world—should be commended for taking their role in enforcing these EU sanctions seriously and effectively. However, it does surprise me, since the Iranians made it clear that there would be tit-for-tat retaliation for our blocking tanker Grace 1, that we have not yet seen other EU navies coming to our Royal Navy’s assistance in policing the strait of Hormuz for commercial shipping. Will the Foreign Secretary give the House more information on when we will see such burden sharing from our EU allies?

What my hon. Friend says is close to my heart, as the son of a naval officer, a phrase I have been known to use in the last few weeks one or two times—[Interruption]—and as an entrepreneur, but that is not perhaps relevant to this afternoon’s statement.

My hon. Friend makes a very important point. The Defence Secretary has been talking to the Defence Ministers of France, the Netherlands, Norway and others about more burden sharing within the EU. The reason we have constructed the proposal that we have in the way that we have today is precisely because we are trying to encourage more European involvement in maritime security, because that is in the European interest.

I gently say to the hon. Lady that last year we had a general election in which both parties set out what they thought the shape of the Brexit deal should be, and over 80% of voters voted for parties that wanted to leave the EU and leave the single market.

The task before us is to recast our relationship with our nearest neighbours while preserving the bonds of friendship that all of us in this House prize so highly. We need to go about that task with every confidence in our strengths as a nation, as my hon. Friend the Member for Harwich and North Essex rightly reminded us. My right hon. Friend the Member for Mid Sussex brought home the momentous importance of this task, reminding us, with the sense of history we admire so much, that this is one of the most important decisions the House has taken since the war. As he powerfully said, the moment has come for all Members to come together in the national interest.

On defence and security, my hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan) spoke with passion and eloquence—partly in French—et je voudrais dire à mon amie, “Ne t’inquiète pas”. Contrary to Sir Richard Dearlove and Lord Guthrie, that means, “Don’t worry”, because there will be absolutely no impact whatsoever from the withdrawal agreement on our relationship with NATO, our intelligence partnership with the United States or, indeed, our membership of the “Five Eyes”.

Perhaps my right hon. Friend and I will continue in English for everyone else’s pleasure. My concern is not what is in the Dearlove and Guthrie letter, but my assessment of the combination of the political declaration and parts of the withdrawal agreement which, put together, give me—in my own simple understanding—real concerns about the future risk. I would be very grateful if he would sit down with me and look through them in detail because they are genuine concerns. They do not come from anyone else; they are my own assessment.

The NHS mandate is very clear that we expect the NHS to move towards hitting those constitution standards which we consider to be vital for patients.

T5. The Secretary of State will be aware of the decision by my Northumberland CCG to close in-patient beds at Rothbury Community Hospital last year. It was done on the premise of underuse, but local sources continue to indicate that it was due to a shortage of nurses at our excellent Northumbria A&E hospital. Following a passionate campaign led by Katie Scott and the Save Rothbury Community Hospital supporters, Northumberland County Council has referred the decision to the Secretary of State for review. I would be grateful if he could update the House on the timescale for a decision.

We believe from the independent case note analysis that has been done across the NHS, not just for sepsis but for hospital deaths, that there are around 200 avoidable deaths every week. That is something we share with other health systems; it is not just an NHS phenomenon. It is why we are asking hospitals to publish their estimated avoidable death rates, and we are having an international summit on that next month.

We think there are about 12,000 avoidable deaths from sepsis every year, and that is as a result of a combination of different parts of the NHS—GP, hospital or the 111 system—not spotting the signs earlier. That is what we are determined to put right.

Looking across the NHS at how we ensure that learning and behaviour change, can the Secretary of State update the House on how the hospital payment system is changing to incentivise new diagnosis and better outcomes?

I welcome the hon. Gentleman to his place. It is important that we train more paramedics. It is one of the most challenging jobs in the NHS and I will take up the issue he raises with the Secretary of State for Business, Innovation and Skills to understand precisely what the problem was and to try to resolve it as quickly as possible.

Will the Secretary of State consider reviewing the protocol, which is unique to the ambulance service in terms of our emergency services, that breaks cannot be broken into even if there is a category A incident in the area? We had the loss of a young man in Berwick recently; the ambulance which was in post in the ambulance station a mere four minutes down the road was not called and the boy died. That is the cause of enormous distress across the rural areas of Northumberland.

I welcome my hon. Friend to her place as someone who campaigned a great deal on health issues while she was a parliamentary candidate; it is wonderful to see her here. That is a tragic case and we need to look at those rules. I will take that up and see what we can do.
