Commons ChamberMay I take this opportunity to thank the hon. Lady for her very diligent campaigning for the release of Nazanin Zaghari-Ratcliffe? I was trying to be very careful with my words just now to say that I always try to avoid linkage between the two cases because, inevitably with a country such as Iran, our relations go up and down, and I would never want an innocent woman to suffer as a result of the ebb and flow of those relations. Of course, I cannot guarantee that Iran does not seek to make that link itself, and it would be completely wrong of it to do so.
I am afraid that the stories that the hon. Lady tells me about the conditions under which Nazanin has been detained are stories that I have heard and they are totally shocking. We hoped—and I think the hon. Lady probably hoped—that it might be good news that Nazanin was being transferred to a hospital for help with certain medical conditions, but it now looks like that was not the case. That is extremely shocking. I reassure her that I bring up Nazanin’s case every time I talk to Iranian Foreign Minister Zarif; I talk about it in as much detail as I am able, because I want him to know that we will never, ever forget the fate of even one British national who is treated the way that Nazanin is being treated.
I thank my right hon. Friend for his statement. I also thank my right hon. Friend the Member for Rutland and Melton (Sir Alan Duncan) for his extraordinary work and companionship in the Foreign and Commonwealth Office over so many years.
It is absolutely correct to concentrate on recent events, and it must be right to ensure the safe passage of ships through the Gulf and to ensure that Iran must face up to its responsibilities, but does the Secretary of State agree that there is no doubt that this is just the latest symptom of the long-running issue between Iran and its neighbours? Does he also agree that the situation surrounding the discussions over the nuclear deal were arguably even more serious than those today, because the pressure was on to seek a nuclear weapon and somehow the negotiations found a way to establish a relationship that de-escalated that situation? If that was the case, what does my right hon. Friend think might be the trigger to start those negotiations again? The links are all there in Tehran, and we need to recognise that it is vital to deal with the cause as well as the symptoms.
We have a plethora of distinguished former FCO Ministers on the Back Benches today. I am just grateful that the Work and Pensions Secretary and the Defence Secretary are on the Front Bench, otherwise I might be a bit lonely.
My right hon. Friend speaks with a lot of wisdom and experience of relations with Iran. One of the issues that he navigated extremely successfully during his time in the FCO was the fact that we feel like we are talking to two different groups of people: the Government of Iran and the Foreign Minister, who are usually quite reasonable when we talk to them; and then the people, we never get to talk to, the Islamic Revolutionary Guard Corps, who are always kept at a distance.
It is tempting to say that there is no point talking to the Foreign Ministry in Iran because it does not have any influence over the Government. But that is also wrong, because it has access that we do not have and it can present a more moderate case. That is why we continue with these contacts. The best hope that we have is the fact that Foreign Minister Zarif proposed a basis on which to restart negotiations with the United States for a different version of the nuclear deal. That was rejected by the United States, but I think that the fact that that language has started to emerge in the last couple of weeks is a sign that there is some hope of a negotiated end.

Commons ChamberThe hon. Gentleman is right to ask that question. We have been doing extensive work. The message that we are sending with our partners in the European Union, particularly the French and the Germans, is that, with respect to Iran’s nuclear programme, this is a crucial week. Iran has said that it will reach the limits of what it is allowed for low-enriched uranium by 27 June, which is later on this week. It is absolutely essential that it sticks to that deal in its entirety for it to be preserved and for us to have a nuclear-free middle east.
May I also congratulate my right hon. Friend the Minister for the Middle East on his visit to Tehran, which I know that he will have found as fascinating as I always did? In his conversations about Iran with his US counterparts, may I ask the Foreign Secretary to remind them of David Petraeus’s key question: “Tell Me How This Ends?”. Although it is very clear that Iran has to take actions to assuage regional tensions, does he agree that the United States needs to move cautiously and listen to wise voices such as those of Dr Anwar Gargash who urges political solutions to long-standing and complex regional problems?
No one speaks more wisely on the middle east than my right hon. Friend after his very long and distinguished time in the Foreign Office with responsibility for that brief. He is, of course, right. Neither side wants war in this situation, but it is very important that there are ladders for people to climb down so that discussions and negotiations can take place.

Commons ChamberI thank the hon. Lady for bringing to the House’s attention the extremely concerning situation in Idlib. We had an agreement that we hoped would hold in order to avoid brutal bloodshed there, and we are very concerned—she is absolutely right about what is happening. I met the US Secretary of State Mike Pompeo not only when he came to London last week but yesterday in Brussels, and we talk about all the issues concerning the middle east. We must recognise that America is trying to create stability and security in the middle east, and a lot of the malign forces and the problems we have in Syria are caused by the intervention of Russia, which made it difficult to conclude that conflict in the way that I think we would have wanted on both sides of the House.
I congratulate my hon. Friend the Member for South West Wiltshire (Dr Murrison) on assuming the role of Minister for the Middle East. I wish him well, and I hope that he has rather more success than I had in solving some of the problems in the region.
In his assessment of diplomatic priorities with the United States, will my right hon. Friend the Foreign Secretary ask that at all levels the US gives rather more support to the UK’s efforts at the UN to bring an end to the crisis in Libya? Would he welcome greater support through the Inter-Parliamentary Union from parliamentarians around the world, including friends in Canada, who are seeking to help? We could do with more support from United States friends.
My right hon. Friend is very modest about his time in the Foreign Office, as he did an enormous amount of patient diplomacy behind the scenes to try to solve these intractable problems, not least in Libya. I discussed the Libyan situation with Mike Pompeo yesterday, and I agree that this is an area where we all need to work together closely at the UN.

Commons ChamberI thank the hon. Gentleman for his comments, with which I wholeheartedly agree. The number of child victims, of many, many nationalities, is one of the most heartbreaking things to have occurred. What this event also reminds us is that when we talk about Christians suffering around the world, we are talking not about wealthy westerners, but about some of the poorest people in the world—it is only 8% of the population in Sri Lanka—and sometimes that fact has been obscured in terms of the priorities that we set ourselves as a country. That is what we are hoping to put right with the review that is being done by the Bishop of Truro.
I thank the Foreign Secretary and the right hon. Member for Islington South and Finsbury (Emily Thornberry) for the tone of their statements today. Through the Foreign Secretary and from experience, I express my thanks to Foreign Office and other UK Government personnel who will be involved in dealing with the aftermath of the incident. I thank the Foreign Secretary particularly for expressing so clearly the indiscriminate nature of terrorist violence. Does he agree that the best way to protect the Christian community, or any community in the future, is to ensure that the rule of law is everywhere, that the best of intelligence is shared around the world, and that the understanding that an attack on one is an attack on all becomes universal, for there is no hierarchy in terms of victimhood?
Those are the kind of wise words that I would expect from my right hon. Friend, with whom I was privileged to work; he spent many years in the FCO. He is right to say that if we are going to prevent this kind of horrific massacre from happening in future, it is really a combination of the hard and the soft. The hard side, of course, is making sure that the security is there and that the security services are able to do their job to track down perpetrators and potential perpetrators. The soft side is what he and the shadow Foreign Secretary so movingly talked about, which is the message of reconciliation, because trying to set faith against faith is one of the oldest tricks in the book in human history. It is a great measure of human progress that in the last 100 years, we have massively increased across the world the amount of religious tolerance, but I am afraid that these events show that we can never be complacent.

Commons ChamberI will try to interpret the questions in what the hon. Lady said. If she was asking whether the problems in England are similar to those in Scotland, I think that we share problems, particularly across the busy winter period. She has observed that Scotland is also failing to meet the target. She is right to say that bed capacity is absolutely critical, and that is something we have not always got right in England. There have been times when beds have been decommissioned and the alternative provision that was promised has not been made, which has big knock-on effects. When it comes to what happens in Scotland and England, I think that Scotland has gone further than England in the use of community pharmacy, which is to be commended, but England has gone further in our plans to reform and increase investment into general practice. That was what the president of the Royal College of General Practitioners was talking about over Christmas when she said that she was keen for Scotland to match the package that we have in England.
I commend my right hon. Friend’s statement. Of course, we all know the work that is done in our local areas by all those working in the NHS at such a difficult time. In relation to mental health, will he confirm that the Prime Minister’s very welcome speech this morning also emphasised the importance of perinatal mental health, and that some of the extra resource will continue the great work on that? Will he also emphasise the point about transparency, because knowing what CCGs are doing assists Members of Parliament not only in calling for extra resource, but in ensuring that our areas do the best they can compared with others, rather than simply making a general point about resources, which is always the easiest point to make?
My right hon. Friend did a huge amount of good work on mental health when he was a colleague in the Department of Health. On perinatal mental health, we know that 20% of mothers suffer some form of pre or post-natal depression, which has a huge impact on the child, with lifetime costs of around £10,000 for every birth in this country, caused by lack of proper mental health provision. The plan announced today means that we will be able to treat an extra 30,000 women better—we think that is the number who need to be treated. He makes an important point about transparency. I would put it like this: funding matters, and we have some of the best mental health provision in the world, but it is not consistent. The only way that we can make it consistent is by shining a light on the relative performance of different parts of the country, so that we can bring all areas up to the standard of the best.

Gentleman, if I am wrong about this, so are the leaders of the BMA, because they said the contract that he says I should not impose was a good contract, safer for patients and for doctors, and good for the NHS, for equalities and for a range of things. The contract we are proceeding with is one that doctors’ leaders said was a good deal for junior doctors, so if we are going to resolve this, that is the contract we should proceed with.
May I express my strong support for the Secretary of State, not only for the measured way in which he has handled today’s statement, but for the way in which he has conducted the negotiations, as shown by the 100-plus concessions that have been made to doctors’ negotiating positions over the past four years? Is not the inevitable logic of the BMA’s suspension of the strikes—I warmly welcome that—on the advice of other medical professionals that this should be applied in exactly the same way to the other strikes that have been called? The same logic would apply. Would it not be best for the BMA’s reputation to call off the rest of the strikes and to work with the Government on the other non-contractual areas that need to be dealt with, so that we can move forward from this, end this period of confrontation, get the health service that we all believe in and end some of this silly rhetoric coming from those who suggest that Conservative Members do not believe in the NHS?
I have a stunning new ministerial team, two of whom I am pleased to see here today, but I wish to take this moment to say how much I enjoyed working with my right hon. Friend last year. Then, as now, his advice and thoughts are very wise. The Government have made 107 concessions, and the BMA might like to think what signal it sends if that many concessions are made, an agreed deal is reached with the union leadership and the reaction then is for the most extreme strike in history to be called. What encouragement will that give to other Ministers to be moderate and reasonable in their negotiations with unions? The position being taken is preposterous and many other choices could have been made when dealing with losing the ballot, but he is right in what he says.
