I thank my hon. Friend for raising this important local issue. Any application for a toll revision will be considered by the Transport Secretary at the right opportunity when it has been received, but I am told that there are plans in place to create a new locally led focal group of key stakeholders to ensure that there is a real opportunity for them to make their views about crossings heard, and I know that she will play an active role in that group.

Yesterday saw the Northern Ireland Assembly for the first time in its history exercise its new veto powers to prevent the application of new EU law that would harm our ability to trade with the rest of the United Kingdom. That is something that the DUP campaigned to achieve when others were calling for rigorous implementation of the protocol. To his credit, the Prime Minister was able to work with us to deliver the real changes to the protocol that will help to restore Northern Ireland’s place within the United Kingdom and its internal market.

Will the Prime Minister now assure me that the Government will continue to faithfully implement the measures outlined in the Command Paper, “Safeguarding the Union”, including fully restoring our place within the United Kingdom and its internal market and ending the unnecessary checks on goods moving from Great Britain to Northern Ireland?

I want to congratulate my right hon. Friend again on his leadership of Unionism. I agree that it has been an encouraging few weeks, and I salute the work of the First Minister and Deputy First Minister in representing the future of Northern Ireland. I assure him that we will implement our commitments at pace, including further regulations to be laid before this House in the coming days to take power to deliver those commitments on UK internal trade. We are also hosting the first meeting of the UK East-West Council and establishing Intertrade UK, but it comes down to this fundamental point, and I know that he will agree: Northern Ireland’s place is stronger in the Union, with locally elected politicians in place representing the needs of all parts of the community.

My right hon. Friend is absolutely right to highlight the appalling impact that this miscarriage of justice has had on people’s mental health. As he acknowledged, our focus is on delivering justice for the postmasters, and that is why we will introduce legislation to overturn convictions and pave the way for the swift payment of compensation. I thank him for his long-standing campaign on mental health on this issue, and I assure him that the postal Minister is closely examining the issues he raises, is considering next steps and will keep my right hon. Friend closely informed.

The Prime Minister will be aware that the Government’s proposals to deal with the legacy of our troubled past in Northern Ireland continue to be the subject of scrutiny, most recently in the High Court ruling in relation to compatibility with our human rights obligations. Many families of victims in Northern Ireland are deeply disappointed with the lack of co-operation by the Irish Government in relation to murders committed in their jurisdiction or from their jurisdiction. In relation to the Omagh bomb inquiry, for example, the Irish Government have declined to conduct a public inquiry on this worst atrocity in our troubled past, despite the courts urging them to do so. Will the Prime Minister continue to press the Irish Government on the need for them to make available facilities to enable the families of innocent victims, including in Omagh, to pursue justice for their loved ones?

I thank my right hon. Friend for his question on this important topic, which I know will be of great interest, not only to his constituents, but to many others across Northern Ireland. The Government have set forward their plans to deal with the legacy of the past and will continue to engage with everyone in Northern Ireland, whatever their views, to set out the best way forward. I can confirm to him that the Secretary of State for Northern Ireland has raised these specific issues directly with the Irish Government and will continue to do so. I, too, spoke to the Taoiseach about this very matter. We would hope to see further co-operation on Omagh and many other outstanding cases that involve Irish jurisdiction, because, like my right hon. Friend, I want to give families as much information as possible.

When it comes to illegal migrants, we need to have a system whereby, if someone comes here illegally, they should not be able to stay. My right hon. Friend the Home Secretary has asked for more information about the extent to which migrants converting to Christianity is playing a role in our asylum system. More generally, under our Illegal Migration Act 2023, anybody entering the UK illegally will not be granted asylum here. That is why we need to have somewhere to send them and why our Rwanda scheme is so important. The Labour party has blocked these measures every single step of the way, because it does not have a plan and it will not keep Britain safe.

I thank the Prime Minister for his dedication and leadership in helping us to restore our place in the United Kingdom and its internal market and to revive our political institutions at Stormont. The Union is more secure as a result of our combined endeavours and, together, we have greatly enhanced the potential to build a strong and prosperous economy that will help to cement our peace in Northern Ireland.

Securing peace in an unstable world is vital for all of us, so will the Prime Minister examine the findings of a recent report by Policy Exchange that calls for Northern Ireland to play an even greater role in the defence of our nation?

May I start by thanking and paying tribute to my right hon. Friend for his own leadership over the past few months? He and I agree that the Union is stronger for the return of devolution and the work that we have done. I would be delighted to examine the findings of the report, and I have seen, with my own visits, the vital role that Northern Ireland is playing through the location of firms such as Thales and Harland & Wolff. However, as he will know, I was delighted that, in last week’s Command Paper, we specifically committed to examining how we can further bolster Northern Ireland’s share of the UK defence sector, because it is another essential pillar of our precious economic Union.

My hon. Friend and the headteacher of Alston Moor Federation, Gill Jackson, have done a fantastic job in securing more funding. I wish her well for what I believe is her upcoming retirement.

As my hon. Friend knows, our school travel policy ensures that no child is prevented from accessing education by a lack of transport. Not only do we have home-to-school travel policies, but the 16 to 19 bursary fund can be used to support young people with transport costs, and, more generally, we are taking action to keep bus fares capped at £2. However, I will happily ensure that my hon. Friend secures a meeting with the relevant Minister to discuss his proposals further.

The Prime Minister will be aware of Unionist concerns about the need to remove the Irish sea border created by the protocol, which disrupts the UK’s internal market. Will he bring forward legislation to amend the United Kingdom Internal Market Act 2020, and both guarantee and future-proof Northern Ireland’s unfettered access to the UK’s internal market in all scenarios?

I thank my right hon. Friend. I recognise the need to do more in this area, and I can confirm to him that the Government do stand ready to legislate to protect Northern Ireland’s integral place in the United Kingdom and the UK internal market, alongside an agreement to restore the Executive. We can do this apace, and I know that my right hon. Friend and his colleagues are working hard to achieve that. Our NHS, our police officers and the most vulnerable in Northern Ireland need devolved government urgently, and I think it is incumbent on all of us to work to work day and night to help to achieve that.

I associate my party with the comments made in relation to the deplorable loss of innocent human life in both Israel and Gaza.

Having left the European Union, building links and co-operation across the four nations of our United Kingdom can only strengthen the Union. Will the Prime Minister agree with my proposal for the creation of an east-west council, to bring together all parts of the UK family to discuss and collaborate on trade and the many other opportunities presented by the Union?

The right hon. Gentleman made a powerful case in his conference speech last weekend for a strong, functioning Northern Ireland within our Union. My right hon. Friend the Secretary of State for Northern Ireland has had the opportunity to discuss our shared commitment to the Union with the right hon. Gentleman’s party over recent weeks and months, and I am grateful for the constructive approach and tone taken in those discussions. There is considerable merit in the idea of a new east-west council to further strengthen the Union, and I look forward to exploring the issue further with him and his colleagues.

I thank the Father of the House for his support and his observations. He is right about the agreement that we have struck. It resolves the problems that we know about, but it also puts in place structures and mechanisms to resolve anything else that might come down the line, because it is important that there is close dialogue not just with the European Union but with communities and businesses in Northern Ireland. That is something that they have asked for, and as a result of this agreement, they will have new engagement and new ways to make their voices heard, so that we can continue to make sure that we do the best for them and their communities in Northern Ireland.

On behalf of the Democratic Unionist party, I should like to add our voice in tribute to the late Betty Boothroyd, who was my first Speaker and a wonderful woman who brought so much to this House. I also want to add our sympathy to the family of DCI Caldwell. He continues to be in our prayers. I was pleased to stand with the other leaders and with the Chief Constable in Belfast on Friday and to be clear that the people who perpetrated this evil have no place in the future of Northern Ireland.

I believe that our judgment and principled position in opposing the protocol in Parliament and at Stormont have been vindicated. Undoubtedly, it is now recognised that the protocol does not work. When others said that there could be no renegotiation and no change, it was our determination that proved what could be achieved. I would like to thank the Prime Minister and his predecessors for their work and engagement to date on this issue. In broad terms, it is clear that significant progress has been secured across a number of areas, but we also recognise that there remain key issues of concern. For example, there can be no disguising the fact that in some sectors of our economy in Northern Ireland, EU law remains applicable in our part of the United Kingdom.

My party will want to study the detail of what has been published today as well as examining the legal text, the political declaration and the Government’s Command Paper. Where necessary, we stand ready to engage with the Government in order to seek further clarification, reworking or change as required. My party will now assess all the proposed outcomes and arrangements against our seven tests, outlined in our 2022 Assembly election manifesto, to determine whether what has been published meets those tests and whether it respects and restores Northern Ireland’s place within the United Kingdom.

In this regard, I agree with the Prime Minister that the issue of sovereignty is crucial. Article 6 of the Act of Union—the very basis of the Union itself, the economic union of the United Kingdom—was seriously undermined by the Northern Ireland protocol and its implementation, and that needs to be resolved. Some £65 billion of the £77 billion of goods manufactured in Northern Ireland are sold within the United Kingdom: we sell the overwhelming majority of what we produce within our own internal market. I want an assurance from the Prime Minister that not just now but in the future the Government of the United Kingdom will protect Northern Ireland’s place within that internal market and not allow the application of EU law to put barriers in the way of our ability to trade with the rest of our own country.

I thank my hon. Friend and, indeed, my hon. Friend the Member for North West Norfolk (James Wild), because I know that they are great supporters of this project. I know that over the last year or so the Queen Elizabeth Hospital has been allocated over £50 million to address the most immediate issues at the site. I also know that they have expressed their interest in being part of the new hospital programme—the Department of Health and Social Care is looking through all those bids. My hon. Friend will know that I cannot comment on specific bids, but the selected hospitals will be announced in due course.

I thank the Prime Minister for his efforts in relation to the Northern Ireland protocol. It is unacceptable that Northern Ireland has been put in this place, with a protocol imposed upon us that harms our place in the United Kingdom. It must be replaced with arrangements that are acceptable and that restore our place in the United Kingdom and its internal market. Does he accept how important the constitutional and democratic issues are in relation to getting a solution? Does he agree that it is unacceptable that EU laws are imposed on Northern Ireland with no democratic scrutiny or consent? Will he assure me that he will address those fundamental constitutional issues, not just by tweaking the protocol but by rewriting the legally binding treaty text?

I thank the right hon. Gentleman for his question and for the role that he has played in recent months in articulating Unionists’ concerns. I have heard him loud and clear when he says that he wants and needs those issues resolved so that he has a basis to work with others to restore power sharing, and I know that that is genuine. He raises the question of practical issues, and it is vital that those are addressed. But he also raises a vital question about the constitutional and legal framework in which those arrangements exist. I can assure him that I agree: addressing the democratic deficit is an essential part of the negotiations that remain ongoing with the European Union. Just as he has been consistent, so have I, and I can assure him that that is at the very heart of the issues that must be addressed.

As the hon. Gentleman highlights, the NHS right across our Union is facing pressure because of some of the challenges of flu and covid in particular causing high bed occupancy this winter. We are focused on delivering on the people’s priorities and bringing down the backlog. We have currently already eliminated waits of over two years and, as the hon. Gentleman says, there is more to go. That is why our investment this week into mental health treatment will ensure that we can ease the pressure further in A&E, and I continue to deliver that across the country.

I echo the comments of the Prime Minister in relation to Holocaust Memorial Day, and as we think of the situation in Ukraine, we also extend our best wishes to President Zelensky on his birthday.

Freedom of religion or belief is important in this country. Isabel Vaughan-Spruce was praying silently outside an abortion clinic in Birmingham when she was arrested and questioned by the police, not about her written or spoken words, but about her thoughts. We value freedom of religion or belief in this country. Will the Prime Minister commit himself to examining the laws of the United Kingdom to ensure that this country remains a beacon for freedom of religion or belief across the world?

Of course we believe in freedom of religious expression and belief in this country, but we are also balancing that with the rights of women to seek legal and safe abortions. That is currently being discussed in this Parliament. These are always matters of a free vote, and I know that Members will treat them with the sensitivity they deserve.

We welcome the additional £900 million for the Northern Ireland Executive—yet again, a benefit of Northern Ireland being part of this United Kingdom. I think we all believe that nurses, doctors and healthcare workers should receive a decent pay rise, but will the Chancellor acknowledge that there are other public sector workers who have been on the frontline on covid, such as our armed forces and our police officers, and look again at including them in the public sector pay rise? Of course, I agree with the Father of the House that that should not include Members of Parliament.

I am grateful to the right hon. Gentleman for welcoming the £900 million in Barnett funding for Northern Ireland. He will be pleased to know that we have had productive conversations about fixing some technical baseline issues for the budgeting as well, which I know will be welcomed by the Executive.

With regard to pay, we are protecting those who earn less than the UK median salary. Whichever part of the public sector they work in, if someone earns less than £24,000, they will receive the £250. It is the right approach to provide that support to those with lower-than-average earnings.
