I have raised the issue with shadow Front Benchers and my own—I was a Northern Ireland Minister for a considerable period—because we have to address it. Perhaps I will come back to that point after the right hon. Gentleman’s intervention.
The right hon. Gentleman puts forward the proposition that the only longer-term alternative to the current stalemate is direct rule. One understands that, but it has been argued today that the provisions of the Good Friday agreement and the concept of devolution are not sacrosanct and that they can be overridden. That is an interesting comment, but surely there is another solution. Of the five parties in a position to form a Government in Northern Ireland, four are prepared, on a cross-community basis, to form a Government without precondition. Might this Parliament stepping up to the mark finally lead us to recognise the need for democracy to move on in Northern Ireland, instead of a single faction being allowed to veto the people of Northern Ireland having their own Government?
I cannot disagree with a single word that my right hon. Friend has said. This cannot continue; we cannot sit in a situation where there is no way of looking properly at how civil servants are spending taxpayers’ money. That is not the principle of this democracy, and it is not the principle on which I was elected to this House. We must have a methodology. If this House voted to go forward with four parties instead of the five, somewhere along the line Sinn Féin would suddenly wake up and smell the coffee. But at the moment we are not challenging Sinn Féin. We are accepting that they have this veto. We are accepting that this House, in this great Union of ours, is not going to challenge the convention whereby Sinn Féin can say, “No, there is no devolved Assembly in Northern Ireland.”

Commons ChamberA huge amount of work is going on. Indeed, I was at Belfast docks recently observing the fabrication of new types of offshore wind farm technology. I should add, however—wearing my former Shipping Minister’s hat—that while of course we need offshore technology and connectivity, we must ensure that, as we introduce it throughout the United Kingdom, we protect our shipping lanes.
One of Northern Ireland’s attributes is its beautiful countryside and rural setting. As we pursue renewable energy sources, it is important for us not to end up with the blight of windmills throughout our countryside. I hope that the Minister will bear that in mind as he co-operates with our neighbours in the Republic.
Absolutely. The Northern Ireland Executive are committed to protecting the environment and countryside, although they want 40% of Northern Ireland’s electricity to come from renewable sources by 2020.

My one concern is that we must not be too prescriptive. As the hon. Member for North Antrim (Ian Paisley) said, a veteran might be living next door to someone who disagrees fundamentally with their serving in the armed forces. It is not as simple as turning up and saying, “I should be rehoused because I am a veteran.” In Northern Ireland, the situation is very difficult. In many cases, we might not want people to know that somebody is ex-service, where they are coming from or where they live, particularly if they come from the nationalist side. I have met many nationalist young people who have served in the armed forces. We have to be really careful not to make the situation worse for them while we are trying to make it better.
I take entirely the point that the Minister is making, and my hon. Friend the Member for North Antrim (Ian Paisley) made it clear that we understand it. On the legislation, we are simply trying to create an enabling environment—not something prescriptive—in which we can do the things that we both want to do.
I agree completely. That is exactly what we need to do. If we can do that, it will be excellent. However, there may still be circumstances in which we need to be very careful about how we proceed.
I raised this issue with the brigadier in charge of 38 (Irish) Brigade at Corporal Day’s funeral, which was the earliest opportunity I had to do so. He said that in the interim, and even afterwards, Members should come to see him or me if they have constituency cases in Northern Ireland of the issues that have been raised. The rapport that the brigadier and his staff have with a lot of local authorities, which can be difficult in this sort of thing, is actually very good. What they say publicly sometimes differs from what they say privately, so we can address many of these issues.
The Defence Minister will write to Members about many other questions that have been raised, but I will deal with one matter of which I am very conscious. I have lots of friends who served in the Falklands. One of my closest friends is Simon Weston, who has done unbelievable things for charity since he suffered his horrific injuries in the Falklands. He tells me all the time that mental health issues such as post-traumatic stress disorder—the percentages do not really matter—rarely show themselves early on, but become apparent later down the line. The difficulty is how we get people to address such problems. Very often, people do not know that they have them. If they do, they often do not want to tell people how they feel because they are very proud people who have served their country. I experienced that when I was in the fire service. I knew many guys who were really struggling with what they had seen over their 15 or 20 years of service. We have to give such people the opportunities to come forward, or have the expertise available for them from the various organisations.
I have to sit down now. This has been an important debate and I am sorry if anybody is disappointed that it was a Northern Ireland Minister who summed up.

Commons ChamberI will continue to work as closely as I can with all parts of Northern Ireland, particularly the Department of Finance and Personnel and businesses, but there would be a cost to the Minister for Finance and Personnel, which I know he is aware of, but as yet we have not had a request for short haul. If we do, we will look at it.
7. What discussions she has had with the Irish Government on extending the deadline for the completion of the Smithwick tribunal.
As yet, I have not had the opportunity to have introductory discussions with the Irish Government, although I have had discussions with the Irish ambassador in London. Although the sponsorship of the Smithwick tribunal is a matter for the Irish Government, I am aware of the recent intention to extend the deadline for the tribunal to complete its work.
It is absolutely crucial that the tribunal is extended because of the revelations in recent times. We need to get to the truth of the matter. These were the two most senior RUC officers to be murdered by the IRA and there is strong evidence of collusion on the part of Irish state forces, so we need to know precisely what happened.
I think we would all agree that what we require is the truth. The Republic of Ireland Government have been asked for an extension, that is true, and we will give all the assistance we can. In recent weeks we have given more help in the form of the evidence we have discovered in the north and we will continue to do so.
