I thank the hon. Gentleman for his contribution to the taskforce and join him in thanking all those who have played their part. People from right across Government, from trade unions and from local enterprise partnerships and so on have all sought to find new work. The Department for Work and Pensions rapid action taskforce has been helping people write CVs, and there has been mental health support and so on. It is a great shame and a huge pity to see this long-standing brand collapse, but I am sure we are all glad that its name will survive perhaps as an online travel company. I join the hon. Gentleman in wishing our very best to all those who lost their jobs in finding new work in a similar sector.

I thank the Secretary of State for her statement. This is clearly a combination of shocking system failure and a failure by the company, but I am unclear whether the Secretary of State thinks that the law has been broken here. If it turns out that the law has been broken by executives, who may well have been taking large bonuses at the time, will she reassure us that the Government will be seeking some redress?

My hon. Friend raises a very serious issue. She will be aware that the Government have put in place strong measures to consult on a new legal duty to underpin a public health approach to tackling serious violence, which would of course look at the problem of drug misuse. The Government want to see law enforcement agencies and policy targeting and preventing the drug-related causes of violent crime effectively. I would encourage her to contribute to the debate on serious violence that I have announced for next week.

We heard this morning in the news that there is a study that suggests that street cannabis may be linked to depression in young people. If the study is correct, it emphasises how important it is that we protect young people from harm, which is why we should legalise and regulate the cannabis supply, in the same way as we do for that much more harmful drug, alcohol. May we have a debate on how we can protect young people by putting in place a proper regulatory regime for cannabis supply and consumption?

The hon. Gentleman, like my hon. Friend the Member for Erewash (Maggie Throup), is talking about a very considerable problem, which is drug misuse by young people, with the appalling impact that it can have on their mental health, as well as the links to crime that are so often associated with drug misuse. The Government are looking carefully at measures to get young people away from a life of drugs and crime before it even begins. We have announced a new £200 million youth endowment fund over 10 years, which will build the evidence, as well as interventions to stop young people from 10 to 14 getting involved in these sorts of activities.

As I said earlier, this House has confidence in Her Majesty’s Government, and if the official Opposition believe that not to be the case, it is for them to put forward a motion of no confidence under the terms of the Fixed-term Parliaments Act 2011. The convention is that the Government will then give time for that to be debated. It is not for the Government to try to second-guess what the official Opposition would choose to do.

Like the hon. Member for Edinburgh West (Christine Jardine), I was delighted when the Government legalised medical cannabis at the start of November. What has become clear, however, is that there are significant financial, bureaucratic and cultural barriers preventing consultants from prescribing. The system is not working. May we have a statement or a debate in Government time on how we can make it easier for people to access the medicine they need?

I think all right hon. and hon. Members were delighted when the decision was taken swiftly to make cannabis oil available to those who need it for medical purposes. Obviously, we need to have a period for this recent decision to bed down, but I encourage the hon. Gentleman perhaps to raise the issue at Home Office questions on 21 January to see when Ministers intend to review how the system is working.

My constituent Yaser has been living, working and training as a GP in south Manchester for nine years, but he has been told that no local surgery can afford to sponsor his visa renewal application. As a result, he will be forced to go back to Canada in August instead of serving the community in which he was trained. May we have a debate on what more we can do to support GP surgeries in recruiting much-needed doctors from abroad?

We are all incredibly grateful to those who come here from other countries to work in our health service and provide us with so much support. The hon. Gentleman raises another important Home Office issue, so I encourage him to raise it with the Immigration Minister during the statement later today, or if he wants to write to me, I can take up the matter on his behalf.

I hope that the hon. Gentleman took the opportunity to raise that at Transport questions, which preceded this. He raises a significant and important point. We are all used to feeling like sheep when we jump on a commuter train. That can be very difficult for people who have disabilities, and where access is extremely difficult, if not impossible, for them, that is unacceptable. I encourage him to seek a debate, perhaps in Westminster Hall, so that he can raise that issue directly with Ministers, who I know are focused on alleviating the problem, and share his views on what more can be done.

Will the Leader of the House join me in congratulating the pupils at Chorlton High School in my constituency on their Incorporated Society of Musicians Trust award for excellent GCSE results? I am regularly contacted by parents who are worried about the narrowing of the school curriculum, and particularly the squeezing out of creative subjects. Can we have a debate in Government time on creativity in the school curriculum?

I join the hon. Gentleman in congratulating the school in his constituency. It is always great to hear and so motivating for young people when a school receives an award for the excellence of its results. We should all celebrate that. He is right to talk about the need to promote creativity. The United Kingdom produces extraordinarily creative industries, and it is important that young people are encouraged to take part and to create their own abilities in this area. He might like to seek an Adjournment debate, so that he can raise directly with Ministers what more can be done.

The Minister for the Constitution, my hon. Friend the Member for Norwich North (Chloe Smith), clearly set out in Committee yesterday that

“the Boundary Commission for England began the 2018 parliamentary boundary review in 2016. It is due to report its final recommendations later this year…it would not, therefore, be appropriate to proceed with the Parliamentary Constituencies (Amendment) Bill…at this time by providing it with a money resolution.”––[Official Report, Parliamentary Constituencies (Amendment) Public Bill Committee, 9 May 2018; c. 5-6.]

This points to a much wider problem with the farcical and outdated system of dealing with private Members’ Bills in this House, including the farcical scenes that we often see on sitting Fridays. More importantly, does the Leader of the House really think that it is appropriate in this day and age that a private Member should have to rely on the patronage and support of the Government to get a private Member’s Bill through Parliament?

The hon. Gentleman knows that that is not the case. Private Members’ Bill require support from across the House in order to get through. The Government provide money resolutions on a case-by-case basis.

I join the hon. Gentleman in paying tribute to the Open University for all it has done and continues to do to educate people and provide access to higher education for those too far away or trying to work and earn money at the same time. I am not aware of the changes he talks about, but I would encourage him to seek an Adjournment debate, so that he can take them up directly with the Department for Education.

A year after it closed because of financial problems, the Ladybarn community centre in my constituency has reopened, after local councillors and local residents secured new funding. Will the Leader of the House make time for a debate on the importance of such community hubs, and will she congratulate local residents on their achievement?

I certainly congratulate the hon. Gentleman’s constituents on their achievement in reopening the community centre. All community centres are a vital means of getting people together and addressing some of the issues that are the legacy of our late colleague Jo Cox in her loneliness commission. They provide so much to all our constituents in helping them to come together as a community and to work together to improve the lives of everybody.

I congratulate Hafod Hardware on its Christmas advert. It just goes to show the kind of entrepreneurial spirit that exists in our small businesses. The Government’s new industrial strategy aims to support businesses such as Hafod Hardware to prosper and to grow, so that they can compete with the likes of Moz the Monster with their own successful Christmas campaigns.

My constituent Matthew Pounder was served an eviction notice by his letting agent when he chose to switch to a month-by-month contract rather than sign up to a new 12-month tenancy. He later discovered that the letting agents falsely told his landlord that Matthew wanted to leave the property. The agents had attempted to force him out of his home in order to profit from the fees from a new tenancy. May we have a debate on the practice of letting agents such as Philip James in Manchester and how we can strengthen regulations to protect renters?

The hon. Gentleman rightly raises an important and concerning constituency case. It may be tricky, but he may find a way to raise the issue in DWP questions on Monday. The Government are looking at measures to protect rental tenants better. Draft measures are coming forward and consultations are under way on making sure that people in rented accommodation have protected tenancies and more security about how long they can remain in their homes.

I commend the charity that the hon. Gentleman mentions for the work that it does, which sounds excellent, as well as all the many hundreds of thousands of volunteers who work for charities right across the United Kingdom, often delivering real value to our communities, particularly for young people and in the areas of training and citizenship. I congratulate the people of the youth forum and hope that they enjoy their trip, and I sincerely apologise for all the scaffolding around the building. I must be honest that we are not looking our best, but we are working very hard to ensure that, in the fullness of time, we will once again be a very beautiful place to visit, although we remain a fascinating place to visit. I absolutely encourage the hon. Gentleman to seek a debate on the amazing work done by the charities sector.

There is real and growing concern among residents in Didsbury, Burnage, Chorlton and other parts of my constituency about crime and antisocial behaviour. I have met senior police officers and the deputy mayor to voice those concerns, but it is clear that they are really struggling as a result of the cuts and because they have lost 2,000 officers since 2010. May we have a statement or a debate on how we can get some extra resources to Greater Manchester police in the light of those concerns?

The hon. Gentleman and all hon. Members will be pleased to know that crimes traditionally measured by the independent crime survey for England and Wales have fallen by 9% over the past year, which is a continuation of a downward trend. That is a tribute to the excellent work of the police right across the United Kingdom. We have protected police budgets in real terms. I urge the hon. Gentleman to take up his specific concerns about policing in Manchester with Ministers at Home Office questions.

The hon. Lady did not give me prior notice of her question, which I am interested to hear. I also heavily use the MPs’ hotline she mentions to try to make progress with cases. I have always found it to be very efficient, and we are able to make progress quite quickly. If she would like to write to me, I am happy to take it up, but she might find it quicker to put in a notification to the Home Office that she intends to ask a question at Home Office questions.

Last week, the Advisory Council on the Misuse of Drugs published a report noting that addiction services are facing disproportionate and severe cuts in funding, hitting the amount and quality of treatment across England. May we have a statement or a debate on how the Government are going to respond to the report and address the problem?

This is a very important subject that we try to address as a Government to do all we can to help people to end their addictions. It is absolutely vital that we do that. The Psychoactive Substances Act 2016 was designed to ensure that we can get on top of new addictive substances as they emerge. The hon. Gentleman is right to raise this point. I am sure that the Government will respond to the report as soon as we can.

The problem is that, by the time we get to an Opposition day, there will be about 20 different subjects, and no one will agree on what exactly they want to debate. Let us get away from the process, and focus instead on the important subjects. The right hon. Gentleman does raise an important subject and I am quite sure that he will want to put in for an Adjournment debate so that he can discuss that very report.

The Manchester Royal Infirmary has had to stop congenital heart surgery because staff have been leaving following the uncertainty caused by the review which the right hon. Lady referred to earlier. Patients now have to travel up to 150 miles for treatment. May we have a statement on how we can continue to deliver local congenital heart services to those patients in advance of the review?

The hon. Gentleman raises a very important point. As I said earlier, NHS England is running a review of congenital heart services across the country before finally deciding on and implementing any change. This review is not about cutting services or costs, but about ensuring that patients have the very highest standards of care. He will appreciate, as will all hon. Members, that as improvements in medical technology and medical capabilities continue, we will need to look at the best delivery to give every child and adult the best outcomes that we can.

I can absolutely look the hon. Gentleman in the eye and tell him that bringing forward the capacity market a year early—I am trying to make serious eye contact with him; I am not looking away for a moment—is absolutely in the interests of consumers. He will know that, with wholesale prices where they are at present, old plants are struggling to continue. By bringing forward the capacity market, we are giving them the certainty they need to ensure security of supply. If you like, this is an insurance policy on security of supply, and it is absolutely in the interests of consumers.

Very recently, I held a roundtable meeting with players in the storage sector and heard at first hand exactly where they think the challenges lie. I can absolutely assure the hon. Gentleman that my Department is working very hard to try to ensure that we remove barriers in the easiest and quickest way possible.
