I am sure that the hon. Lady is aware that we have announced a full programme for this Session in the Queen’s Speech and that there will be very limited opportunities for additional legislation beyond that which has been announced. I believe that the petition she refers to has received a Government response, but whether it has or has not I will ask Ministers to look further at the points she raises and respond to her.

May we have a debate on nuisance calls? The latest batch of unsolicited automated calls to my constituents are about some kind of boiler replacement scheme. The calls are to constituents who have already applied to the Telephone Preference Service. They are massively inconvenient, but they are also very distressing for elderly residents who live on their own.

I am grateful to my hon. Friend for that question. He will recall that we published the nuisance calls action plan on 30 March. Since January 2012, the regulator has issued monetary penalties totalling just over £2.5 million to companies for breaching its rules, but in response to the action plan further work will be done with the Office of Communications to see whether the maximum penalty might be increased, in order to give a real sanction for those who are making nuisance calls, which is contrary to the code.

The hon. Gentleman will have seen that an agreement was reached during the prorogation between Sir John Chilcot’s inquiry and the Government about the terms on which information will be made available and can be published. That is very much welcome, and it enables us to look forward to the publication of the Chilcot inquiry.

May we have a debate on schools admission policies and the appeals process because some parents in my part of west Yorkshire—the Colne and Holme valleys and Lindley—are struggling with the process of trying to get their children into good-quality local schools, which are overcrowded, and sometimes struggling even to get their children into schools where they already have siblings?

I completely sympathise with my hon. Friend, not least because I know from similar constituency cases about the importance parents attach to this endeavour and about the frustrations they often suffer in trying to understand some of the criteria that apply to school admissions. The admissions code was reformed under the last Government and has been further improved under this one, but if I may, I will ask my right hon. Friends at the Department for Education to come back to my hon. Friend on this issue, which would be helped if he were able to add further information about this particular case.

May we have a statement on the future of children’s heart surgery units? Will my right hon. Friend join me in welcoming today’s NHS England report, which confirms that the Leeds heart surgery unit is safe and running well?

Yes, I will join my hon. Friend in welcoming today’s report. It is important that children’s heart surgery units should be safe, and that any past failings in the standard of care that they provide should be identified and dealt with. This report is not the same thing as the review of the future of children’s heart surgery centres, which was conducted not on the basis that the existing units were unsafe but on the basis of determining how the highest clinical standards could be sustained in the future. That review has yet to be completed by NHS England, but I know that my right hon. Friend the Secretary of State for Health will want to report to the House when that moment arrives.

I would like to add my voice to the calls for an urgent debate on the provision of A and E services at Huddersfield royal infirmary, which is in my constituency, and Calderdale royal hospital. I do not know whether the hon. Member for Huddersfield (Mr Sheerman), who also asked about that, actually uses the HRI, but I had to use it last summer when I fractured my elbow while running the Honley 10 km race, and I was given excellent service. Please bear in mind that my constituents’ memories are scarred after the downgrading of maternity services at the HRI under the previous Government.

I remember, not least through having spent time with my hon. Friend in his constituency, the issues that arose on the downgrading of maternity services. To reiterate the point I made earlier, in that case it was far from clear how the changes that were to be undertaken would deliver an improved service for the patients and communities served, which is what we are setting out to do as regards A and E. I cannot comment on the circumstances in Huddersfield and neighbouring communities, but I know what Sir Bruce Keogh’s report said about the issue, because I was involved at the outset in understanding the nature of the problems in A and E departments. Those problems are often caused by a large number of patients with the most serious conditions being brought into A and E departments that do not necessarily have the specialist skills required to give them the most effective treatment as rapidly as possible. We need to deliver that treatment while not limiting access for the great majority of patients to A and E services in their local community.

I am afraid that the hon. Gentleman is just in denial, as his party so often is on so many subjects. Both the crime statistics and the crime survey show that crime has fallen by more than 10% under this Government, which makes us the safest we have been for decades. It shows that the Government’s reforms are working and that police forces are rising to the challenge of delivering savings while reducing crime.

Empire, Golcar, Hand Drawn Monkey, Magic Rock, Milltown, Nook, Riverhead and Summer Wine are all microbreweries in my constituency. They employ dozens of people, and export to Australia and eastern Europe. We had a debate earlier this week on pubcos, but may we please have a debate on the role that microbreweries are playing in our booming food and drink exports?

It would be a joy to have a further debate; it seems that the Opposition day debate on pubcos the other day, for which we are grateful, has not assuaged the thirst for such discussion in this House. My hon. Friend makes a good point, because microbreweries are doing a fantastic thing in bringing innovation into an industry and really responding to customer preference. It is now such a joy for beer drinkers as compared with the time when I was but a lad; I recall taking Watneys Red Barrel to a party, but that was a day in the past.

Yes. I cannot at the moment promise the hon. Gentleman a statement, given the considerable pressure of legislative business, but when we can have one, I personally would welcome a debate on housing. One of the Government’s priorities is to turn around the 400,000-plus reduction in social housing under the last Government. We are setting out to ensure that more social and affordable housing is available, and we are seeing an increase of approximately one third in the number of planning approvals, which will sustain what I hope is now a rising trend from the position we inherited from the last Government on overall house building numbers.

May we have a debate on nuisance calls? Time and again, my constituents are being plagued by automated and unwarranted nuisance sales calls. These are often via unidentified numbers and can be particularly worrying for isolated people, especially the elderly who live on their own.

My hon. Friend makes a good point. He will know that tackling unsolicited marketing nuisance calls is being addressed through measures in the Department for Culture, Media and Sport strategy paper published in July, to which I referred in previous business questions, and through an action plan to be published shortly. I know that Members have gone to the Backbench Business Committee to seek a debate in order to influence the content of that action plan. My hon. Friend and others may well have a sympathetic hearing from the Backbench Business Committee.

As the hon. Gentleman noted, the Opposition have chosen that subject for debate and Ministers will respond. In that context, I think Members across the House will support food banks and charities that support others who are in need this Christmas, and rightly so. Last Saturday, along with many others in my constituency I participated in a food collection at Tesco to support the Cambridge food bank.

May we have a debate on transparency in local government? In the past week, Labour councillors voted en bloc in Kirklees to approve a supermarket in Slaithwaite, despite local concerns and a last-minute plea from 39 local businesses. Members in this House are held accountable in a transparent way for how they vote. Does my right hon. Friend agree that local councillors should be held accountable for the way they vote and decisions they make on behalf of our local communities?

My hon. Friend is absolutely right. Councillors should be accountable for the decisions they make—[Interruption.] Opposition Members are helpfully making the point that if Labour councillors are making decisions that are contrary to the views and interests of my hon. Friend’s constituents, come the next election those constituents will have an opportunity to do something about it.

I understand why my hon. Friend wants to raise issues on behalf of his constituents about which he has concerns. He will understand that I am not in a position to comment on the specific matters to which he refers. Fortunately, he has the opportunity to raise those matters in the House by seeking an Adjournment debate. That would allow him to set out in more detail for his constituents and for others the concerns that he has about Bradford council.

I am a proud Co-op member and I use my local Co-op in Honley and Holmfirth every week. May we have an urgent debate on why the Co-operative Group feels unable to give the annual members’ dividend this year, which would help hard-pressed families in the lead-up to Christmas, when it is able to find hundreds of thousands of pounds to donate to Labour party politicians?

My hon. Friend makes an important point. He will know that there are 7.6 million Co-op members across the country who will not get a dividend, whereas last year they received a dividend of £64 million. That is 7.6 million people who have a legitimate question to ask about why they will not get a dividend when, through the Co-op, loans continue to be made to the Labour party, including in the past few months and—[Interruption.] The Co-op party, yes. Loans are being made by the Co-op bank and the Unity Trust bank. Co-op members will all be asking why the below market rate loans and the donations are continuing, while their dividends are not.

I cannot promise a debate immediately, but the hon. Lady makes an important point. I hope that if she is in her place on Monday at Education questions she might have a further opportunity to highlight it to Education Ministers. I recollect that at last year’s meeting of the United Kingdom Youth Parliament in this Chamber, its members resolved to pursue the issue of a curriculum for life, so they are on exactly the page to which she refers. When the Youth Parliament is here next week, it will have an opportunity to reinforce the point, which I hope that we as a House will then have further opportunities to take up.

May we have an urgent debate on motorway congestion in West Yorkshire? For two years, my constituents have suffered from the implementation of the managed motorways scheme between Huddersfield and Leeds. Now the central barrier is being replaced, causing yet more congestion, and they cannot even use the M1 north from Wakefield to Leeds because it is now having its own managed motorway scheme implemented as well. This is a really important issue for my constituents every morning.

I am grateful to my hon. Friend, who raised these important issues about the M62 earlier. There is inevitably some disruption during these works. He will know that the further work relating to barriers on the M62 was not able to be funded at the time when the managed motorways scheme was being introduced. That is a pity, but the work is now due to be completed in December. I can assure him that the Highways Agency will keep three lanes open to traffic during the day, limiting necessary lane closures to overnight where possible. I hope that the smart motorway works that have been undertaken will bring extra capacity and more reliable journeys for his commuters in future.

I entirely share my hon. Friend’s distress at what happened. The character of such events, not only on the A14 but on other roads, is very disturbing. My hon. Friend may have heard the Prime Minister say, during Prime Minister’s Question Time yesterday, that the Lord Chancellor and Secretary of State for Justice had asked the Sentencing Council to review sentences for driving offences, including the offence of causing death through dangerous driving. I will refer my hon. Friend’s question to the Secretary of State for Justice, and will try to establish when he may be able to report further on the issue.

May we have a debate on the booming manufacturing sector in Yorkshire? Today, we heard the sweet news that Haribo is to open a new £92 million factory in the county, which will provide 300 new jobs and which has received £6.4 million from the regional growth fund. In my patch, we learnt over the summer that Disposables UK would be moving to new premises; Wentworth Valve is also moving to new premises, and the order books of Camira Fabrics are bulging. Will my right hon. Friend allocate plenty of time for a long debate on the manufacturing success in Yorkshire?

That is immensely encouraging news from the hon. Gentleman’s constituency. I am delighted to hear it. I have been struck by the number of new projects that are being supported by the regional growth fund. I believe that about half a million new jobs will be associated with projects that are receiving such support, or for which such support is in the pipeline.

As we all know, creating the right economic framework is the fundamental way of bringing new investment to the country and promoting new investment in companies here. That is what the Government are doing and what we will continue to do, and I know that, as a consequence, more companies will report having received new investment of the kind to which my hon. Friend has referred.

My hon. Friend will know that we are disappointed by the panel’s decision not to refer the case to the Grand Chamber. The Home Secretary does not believe that extradition would breach Haroon Aswat’s human rights, and she will now consider what options are available in this case. I am sure the House will understand that it would not be appropriate for me to comment further at this stage, but I know that the Home Secretary will keep the House informed.

Many young people in my constituency have been taking up jobs and apprenticeships with local food and drink producers, and this Sunday it is the Totally Locally street market in Slaithwaite, with the Holmfirth food and drink festival at the end of the month. May we have a debate on the importance to local economies of food and drink producers and the benefits of shopping locally?

My hon. Friend makes a good point and I know that many hon. Members have brought local food and drink producers here as part of a constituency presentation day, which amply illustrates that point. We recognise the benefits that marketing of regional and local food can bring to producers and consumers alike, and shoppers increasingly want to know the provenance of the food they buy and how it has been produced.

I can feel a coat of arms coming on—[Laughter.] I appreciate the recognition of that joke from the hon. Member for Dunfermline and West Fife (Thomas Docherty). As one of the two Members who represent the city of Cambridge, I can say that we are only too delighted to have the titles not only of Duke and Duchess of Cambridge associated directly with the city, but of Prince George. Mr Speaker and others more fitted than I am might have a word about whether there is an opportunity to follow up my hon. Friend’s idea. No doubt they will let him know in due course.

With the rugby league world cup getting under way in just 50 days’ time, may I suggest a rugby ball as a christening present?

I was delighted this summer during my volunteering week to join the Green Streams project clearing the bank of the River Colne at Milnsbridge. However, all our hard work was undone by appalling fly-tipping upstream. May we have a debate on the scourge of fly-tipping and see what measures can be taken to stamp out that damaging act to our local environment?

Given what my hon. Friend was saying about sport, perhaps, as the Tour de France will be going through Cambridge, a racing bike, not just a rugby ball, would be appropriate.

I think many Members will sympathise with my hon. Friend on fly-tipping. He will be comforted to know that local authorities and the Environment Agency have powers to deal with those responsible, but the Government are taking further action to tackle fly-tipping. We are strengthening the powers of local authorities and the Environment Agency to stop, search and seize the vehicles of suspected waste criminals.

As far as I am aware, that should not have happened and it was an excessive use of resources for that purpose. I am sure my hon. Friends at the Department of Health and in particular its permanent secretary will want to examine precisely why that happened. [Interruption.] I think it happened after I was Health Secretary. Rather than rehearse or receive training, civil servants and others who give evidence to Select Committees would be well advised simply to think through what their responsibilities are and how they discharge them. That is the most important thing they can do and the proper preparation they should undertake.

Aldi, Morrisons and Tesco want to build big stores in my constituency; some people are against and some are in favour. Yorkshire Water, meanwhile, wants to rip up the listed Victorian reservoir spillway at Butterley in Marsden, and nearly everybody is against that. May we have a debate on how communities can be involved, how the process can be a lot more transparent and how local views can be heard on such major planning issues?

My hon. Friend raises important issues with which the House has become familiar, not least through his robust advocacy of the heritage represented by the Butterley spillway. I reiterate that my colleagues from the Department for Communities and Local Government will be available to answer questions on Monday, which my hon. Friend might find helpful. In addition, the Government are focused on securing local decision making, not least through neighbourhood plans, which, if used to their fullest extent by local communities, give some of the protection that he rightly is looking for.

May we have a debate on celebrating Yorkshire? It is the 150th anniversary of Yorkshire county cricket club and, yesterday, skipper Andrew Gale scored a century at Lords; the Secretary of State for Health scrapped the flawed review that was to close Yorkshire’s children’s heart surgery unit; and in my part of Yorkshire employment is up and unemployment down.

I am glad to have another opportunity to celebrate Yorkshire. At the invitation of my hon. Friend the Member for Selby and Ainsty (Nigel Adams), I had the privilege and pleasure of meeting Geoffrey Boycott at the Yorkshire county cricket club’s 150th anniversary celebrations here at the House on Monday. I will enjoy any opportunity to celebrate Yorkshire again in the future.

It is not a happy tale my hon. Friend tells. I know that my hon. Friends at the Department for Business, Innovation and Skills will want to look at that. When we tackle red tape, as we are doing, we should not just be reducing the burden of regulation by taking away unnecessary regulations and simplifying others, but looking constantly—the Cabinet Office is leading on this across Government—at simplifying administration and reducing costs on those who have to comply with regulations.

Last week, I made a most enjoyable and informative visit to the National Coal Mining museum near Wakefield, which adjoins my constituency. It was packed with families and children. I, too, would like to add my voice to the calls for a debate on our wonderful national museums and how best to support them financially during these difficult economic times.

I completely understand what my hon. Friend says. He will recall what I said about the Science Museum Group more generally. In that particular instance, although these are operational matters within the group, I understand that there is a £2.5 million per annum ring-fenced grant for the National Coal Mining museum.

I am afraid that the hon. Gentleman is simply wrong. The Members concerned chose those Bills. [Interruption.] The first Bill on the list was the one that became the Mental Health (Discrimination) (No. 2) Act 2013. In no sense was that a handout. It had been promoted previously by Members, and was taken up by a Member in the ballot last year.

The hon. Gentleman asks whether there is scope for improvements in the procedures. The Procedure Committee is discussing that, and I have given evidence to it. I do not know whether the hon. Gentleman has done so as well, but in any event I look forward to hearing what the Committee has to say.

Seventy years ago this very evening, 133 airmen embarked on the daring “dambusters” raid from RAF Scampton in Lincolnshire. My hon. Friend the Member for Lincoln (Karl MᶜCartney), my namesake and good friend, will be attending a sunset ceremony in his constituency this evening to pay tribute to those airmen. May we have a debate in the House so that we can pay tribute to the 53 airmen who were killed on that raid on the night of 16 May 1943, and to the 55,573 airmen from Bomber Command who died during the second world war?

As my hon. Friend says, and as our hon. Friend the Member for Lincoln (Karl MᶜCartney) agrees, we have an opportunity to recognise once again the ingenuity that lay behind the bouncing bomb, and the immense bravery and flying skills demonstrated in that raid by 617 squadron under the leadership of Wing Commander Guy Gibson VC; and, in particular, an opportunity to recognise all those in Bomber Command. As we reach the 70th anniversary, it is good to know that, although those events are taking place in Lincolnshire, people throughout the country may have an opportunity to visit the splendid memorial to Bomber Command that was unveiled in London last year.

I cannot promise an immediate debate, but I hope that opportunities will continue to manifest themselves for us to debate those important cross-border issues. Some decisions that have been made—for example, on the electrification of the rail line in south Wales to Cardiff and Swansea—are tremendously important for economic recovery in Wales. If the Welsh Assembly Government have any resources available, it might be an opportunity to reconsider what seems to be the completely misplaced priority of cutting the NHS budget by 8% in real terms in Wales, with all the damaging consequences illustrated in Wales itself.

Thank you, Mr Speaker. I am suffering with a tickly cough, and I would like to thank your Clerk for providing me with a glass of water, for which I came to the Front Bench.

Will my right hon. Friend the Leader of the House join me in congratulating on behalf of other Yorkshire MPs the Secretary of State for Culture, Media and Sport and the Treasury on agreeing to underwrite by up to £10 million the Tour de France coming to Yorkshire? Can we have a debate on the wonderful economic and social benefits that that global sporting event will bring to Yorkshire?

That was a question worth waiting for, Mr Speaker. When the Cabinet was in Leeds, we heard a presentation about the Tour de France grand départ and were tremendously impressed by what Yorkshire had done to secure that event for this country. From my point of view, since a subsequent stage will go through my constituency in Cambridgeshire, we are doubly grateful to Yorkshire for that. I do not know whether we will be able to have a debate soon, but we very much welcome my hon. Friend’s support, and that of his colleagues, for what will be a wonderful three days of cycling in 2014.

Yes, I have seen the badges. Indeed, there was a specific day on which I wore a British Heart Foundation badge myself.

Because the Government recognised its importance, we maintained the research budget, including the budget for the National Institute for Health Research. I believe that, in the last full year, the institute spent some £54 million on research on cardiovascular disease and strokes.

My constituents and I continue to be frustrated by the continuing saga of the roadworks and speed restrictions on the M62 between Huddersfield and Leeds. This has been going on for many months. Will my right hon. Friend raise it urgently with the Secretary of State for Transport, and also find time for an urgent debate? The ever-increasing number of accidents and the ever-increasing congestion are affecting the whole west Yorkshire economy.

I have driven along that piece of road, and I know exactly what my hon. Friend is referring to. The matter is very important to his constituents and to others, and I will of course raise it with my right hon. Friend the Secretary of State. I know that efforts are being made to complete the work this year, and to do it as fast as possible, but I will encourage my right hon. Friend to say what can be done to ensure the best possible flow of traffic and maximum safety.

As the hon. Lady knows, it is never easy to reconcile oneself to these things, but we live in an international marketplace. We need to win in what is a global race and, frankly, the capacity of investors to invest in this country is integral to that, and to the free movement of capital across the world. We benefit from that free movement of capital, not least in terms of inward investment, but sometimes it has a downside as well.

The Pennine Sailing Club and the Valley Bowmen of Huddersfield archery club in my constituency recently each got £50,000 of Olympic legacy lottery funding. May we have a debate on the success of the national lottery, and can we also help our constituents and community groups navigate their way through the myriad funding schemes so they can benefit our local communities?

My hon. Friend is right to highlight that, and I am sure the Pennine Sailing Club and the Valley Bowmen of Huddersfield archery club are very deserving recipients of lottery funding support. Some 400,000 groups and organisations across the country have now benefited from lottery funding since the lottery was established in 1994. There are some very good mechanisms for organisations to access lottery funding, including the funding search tool at lotterygoodcauses.org.uk/funding.

The hon. Lady will have seen that, in the autumn statement, my right hon. Friend the Chancellor gave strong support to Lord Heseltine’s report, and, in particular, for LEPs. Also, additional financial support for LEPs was announced in autumn last year. I do not have an immediate opportunity for a debate, but perhaps, through the Backbench Business Committee or elsewhere, we will see a proposal for a debate come forward. It would be useful to have a debate at an early point, not least so that the LEPs can see us understanding and recognising what they are achieving, the plans they are bringing forward, and the opportunities we want to help them realise.

When a high-profile Yorkshire business went into administration in 2011, solicitors’ fees of £15,000 and administrators agents’ fees of £14,786 were paid, yet a small graphics business in my constituency did not receive the £1,000 it was owed. May we have a debate on when local small and medium-sized enterprises, which are the lifeblood of our local economies, will be given a fair deal when they are left high and dry by companies going into administration?

My hon. Friend makes an important point. Of course, all insolvencies involve a degree of loss, or are very likely to do so. He and other hon. Members have been pursuing prompt payment, which he knows is very important to SMEs. They should not be exposed to financing others because payments are not made on time. He will know that before Christmas we announced a review of insolvency practitioner fees, which will look to establish whether further changes are needed to ensure creditors have confidence that those fees are fair and commensurate with work done. He might also bear it in mind that the insolvency red tape challenge is in progress, which might offer another opportunity to raise this issue.

May I take this opportunity to welcome the hon. Gentleman? It is a pleasure to have him among us. He makes an important point on behalf of his constituents. We all recognise the impact that long-term unemployment can have. That is precisely why we are working through the Work programme to ensure that people get access to work—a quarter of those who have gone into the programme have accessed jobs—but in addition, not arriving at long-term unemployment is important. We are taking steps, following the last Government, to try to ensure that people have access to psychological therapies when they have anxiety, stress and depression associated with unemployment, and I hope that will continue.

Happy wedding anniversary, Mr Speaker. A weekend break in the Holme and Colne valleys would be a great way to celebrate your 10th wedding anniversary.

The M62 motorway between Huddersfield, Leeds and Manchester has been an absolute nightmare for the past month. Yesterday morning two lanes were closed at Brighouse and at the teatime rush hour the M621 junction was closed. We regularly have debates about rail services in this House. May we have a debate about the importance of keeping our motorway network moving? Not doing so causes absolute chaos for commuters.

I am happy to say that my right hon. Friend the Secretary of State for Transport is in his place on the Front Bench and will have heard what my hon. Friend said. I know that he and his colleagues in the Department feel strongly about reducing the duration of motorway incidents to keep traffic moving and, through the so-called CLEAR programme—collision, lead, evaluate, act and reopen—are working with the agencies and responders to deliver exactly that.

It is a pleasure to welcome the hon. Gentleman to business questions. I noted that he had a very successful maiden speech in last week’s debate on manufacturing industry—an important debate in which we welcomed him to our deliberations.

On the hon. Gentleman’s question, he might like to consider raising that issue at Work and Pensions questions. The agency workers directive will have some effect, and I will be happy to find out a little more about its impact on his local labour market and to correspond with him.

The West Yorkshire fire and rescue integrated management action plan proposes the closure of Marsden fire station. In recent years there have been widespread fires up on Marsden moors and a major fire at a chemical factory just up the valley in Linthwaite. Does my right hon. Friend agree that West Yorkshire fire authority and the management plan need to take into account all these local factors when making these tough decisions?

My hon. Friend makes an important point. It is the responsibility of fire and rescue authorities to make such decisions. As he knows, they are required to have in place fire and rescue service integrated risk management plans to identify local needs and to tackle existing and potential risks to communities. That should create a more transparent approach to how they use their resources to evaluate and respond to risk, and it is the context in which my hon. Friend can hold them to account in doing so.

I entirely agree with my hon. Friend. I think he might say to Atlantic college that if imitation is the sincerest form of flattery, the examination system in this country is increasingly going to imitate the initiative from those decades ago. I know from my constituency that those who have used the IB have thought it a very successful means of reassuring themselves about standards. I hope that the English baccalaureate, as announced by my right hon. Friend the Secretary of State for Education last September, will enable us to apply some of those principles successfully across the school system. As for a debate, I do not have immediate time available, but I know that the House would appreciate the opportunity to debate the subject as soon as we can.

I attended the Huddersfield Examiner business awards earlier this month, and saw at first hand all the wonderful, enterprising businesses going out there and making it happen, and I proudly wear the “Huddersfield Place to Make It” campaign badge, which celebrates manufacturing in Huddersfield and my Colne Valley constituency. May we have a debate on all the wonderful, enterprising businesses in our constituencies that are going out there creating jobs and creating wealth for our nation, in sharp contrast to the doom-mongering mithering from the Opposition Benches?

Huddersfield has a proud legacy of manufacturing and an inspiring future in it, too. The Government are setting out to ensure that we rebalance our economy. We understand that we are going to have to pay our way in the world in a global race, not least by reinvigorating the manufacturing heritage of this country with new technologies, first-class innovation and very high productivity. I know that Yorkshire and Humberside will be at the forefront of that. The regional growth fund projects have demonstrated how many good projects are coming forward. It will not have escaped my hon. Friend’s notice that, later today, the House will have a debate in Backbench Business Committee time to discuss the reinvigoration of manufacturing in this country.

I shall gladly ask my friends at the Department for Work and Pensions to reply on how the statistics are calculated. The latest figures show an increase of more than 50,000 in the number of young people in employment and a decrease in the number of people on out-of-work benefits, and he should celebrate that.

My local council, Kirklees, is going through the latest stage of its consultation on the local development framework. May we have a debate on the five-year land supply and the scrapping of the regional spatial strategy housing targets to ensure that development is sustainable?

I know from my own circumstances of the importance that was attached to abolishing top-down housing targets set under the regional spatial strategy, and why the local development framework is so important. My right hon. Friend the Secretary of State for Communities and Local Government has said that the local development framework must meet the test of providing locations for sustainable housing sufficient to meet an area’s need for a number of years ahead. To help my hon. Friend, I shall ask my right hon. Friend to write to him.

I am sorry, but I was not here throughout Culture, Media and Sport questions, so I do not know whether the hon. Gentleman had a chance to raise that issue. I endorse his view that the coverage of the Olympics and Paralympics was excellent. In particular, although I am not always able to do these things, the ability to watch any of the many Olympic sports that were happening at any given moment was excellent.

I am fighting to keep my local post offices open. That is why I support the campaign for the renewal of the Driver and Vehicle Licensing Agency services contract. May I add my name to the cause for a debate on the importance of the renewal of that contract and of other Government work to safeguard a strong post office network?

As my hon. Friend will have heard, I urge Members to look at the positive steps that are being taken and at the increase last year in the Government revenue at post offices. That particular contract is a live contract. It would not be appropriate for Ministers to comment during the course of a live contract, nor for there to be a debate about a contract during the course of its procurement.

I do not welcome what the hon. Gentleman says. In this House as elsewhere, we should honour public service. This is a mechanism for honouring public service, and I see absolutely no reason why this Members of this House should be debarred from having access to that kind of honour.

For the first time in ages, all the shop premises in Holmfirth, a market town in my constituency, are actually let, which is really good news. I know that the Government have been doing their bit to support our town centres with their high street strategy, but could we have a debate on the many “shop local” campaigns, which are working hard to support our local shop centres and businesses and our local producers?

I am pleased to hear what my hon. Friend has to say, and I welcome what he said about Holmfirth high street. Indeed, we have accepted and implemented virtually all Mary Portas’s review recommendations. I hope that the pilots will show how we can extend some of the lessons further to invigorate high streets across the country—something that, as my hon. Friend illustrates, can be achieved.

Not only are the Labour Government in Wales cutting the budget of the NHS, where we are increasing it, but the situation is as my hon. Friend describes, with 91.6% of patients in England being seen and treated within 18 weeks, whereas in Wales the comparable figure is just 68%.

I agree with my hon. Friend, but fortunately this urgent question has given me another opportunity to remind everybody in this House and beyond that this Government’s purpose is to empower patients, get front-line doctors and nurses in charge in the NHS, cut our tiers of bureaucracy and improve the quality of care for patients.

The right hon. Gentleman will be aware that the existing PPRS does not in any sense directly fund innovation in the United Kingdom. Although it takes account of expenditure on innovation, it cannot identify that expenditure in the United Kingdom as a beneficiary through pharmaceutical pricing. As the right hon. Gentleman knows, we are continuing to discuss with the industry the shape of value-based pricing from January 2014, the purpose being to ensure that we fund the value associated with new medicines: the therapeutic value to patients, the innovative value—which will highlight the UK as a base for research and development—and the societal value.

End-of-life care is massively enhanced by Kirkwood hospice in my part of west Yorkshire, and the construction of a new children’s hospice has just begun on the outskirts of Huddersfield, funded by the West Yorkshire Forget Me Not Trust. Does my right hon. Friend agree that when considering the hospice movement in our country, we must always remember the children’s hospice movement?

My hon. Friend is absolutely right. The children’s hospice movement has done immensely good work over the years. I am aware of that in my own constituency through the work of East Anglia’s Children’s Hospices, and I am sure many Members also completely understand. That movement’s work has been done in circumstances in which a very small proportion of the resources for children’s hospices comes from state sources. The palliative care funding review addresses both adult’s and children’s end-of-life care and palliative care and identifies per-patient funding for children as well as adults, and it therefore offers children’s hospices precisely the same kind of security in the future as adult hospices.

Having spoken in the debate in October and having asked a question in Prime Minister’s questions in November, I very much welcome a number of elements in the Secretary of State’s statement, particularly those on free prescriptions and counselling help. Will he, however, promise to meet the Taintedblood campaigners and perhaps even to look at the overall level of compensation?

May I say two things to my hon. Friend? My hon. Friend the Under-Secretary has met those groups and will continue to meet them, because we want to ensure not least that those who are now eligible for enhanced payments and so on make proper applications. We have looked very carefully with the clinical expert group at the support that we ought to give. It is not compensation as such; it is an ex gratia form of support. We have made judgments, and if we were to go further, there would be significant additional costs. My hon. Friend the Under-Secretary and I have made it clear to the House in the past that to provide payments on the scale of the Republic of Ireland might involve up to, or perhaps even in excess of, £3.5 billion a year, so I am not in a position to say to my hon. Friend the Member for Colne Valley (Jason McCartney) that I expect to go beyond the support that I have set out today.

At the risk of repetition, let me say that GPs will be accountable to patients, who will exercise more control and choice. They will be accountable to the NHS commissioning board, which will hold their contracts, for financial control and for their performance, through the quality and outcomes framework. They will be accountable to their local authority for their strategy and for the co-ordination of public health services and social care.

Thousands of patients in my constituency are desperate for specialist maternity care to be returned to Huddersfield royal infirmary, which was downgraded under the previous Government. Does the White Paper make the return of consultant-led maternity services to Huddersfield more likely?

The White Paper will enable GPs in an area, plus their local public and their local authority, to make decisions about the shape of services rather than its being done by ministerial diktat.
