I welcome the Chancellor’s £4.6 billion in new lockdown grants, but can the Prime Minister please look again at more support for hospitality, pubs, breweries, the entertainment industry, tourism and weddings, as well as the self-employed and those excluded so far? Specifically, will he look at delaying the tax return deadline to help freelancers and the self-employed, and also look at extending the business rates holiday and the VAT reduction? Finally, will he look at setting up a hospitality and tourism recovery fund?

I thank my hon. Friend, and I know that our right hon. Friend the Chancellor is going to consider all measures necessary to allow the hospitality sector to bounce back just as fast as we can get it out of the restrictions that businesses currently face and get them bouncing back. That will depend, as the House has heard extensively today, on our ability to roll out this vaccine, but above all it depends on our ability to follow the rules, restrictions and guidance in these measures, and I hope very much that hon. Members will support them this afternoon.

Thank you, Madam Deputy Speaker. With a case rate of 552 per 100,000 and the sixth highest case rate in England, many people expect Kirklees to be in the highest tier when the announcement is made on Thursday. That will mean the closure of hospitality, apart from takeaways, at a time of year when many cafés, bars, pubs and restaurants try to make profits to see them through the rest of the year. Can I end this session by asking the Prime Minister one more time: please will he speak to the Chancellor again about support for the hospitality supply chain and for breweries and cider producers; will they look again at grant funding; and will they please consider once again cancelling business rates for another year to support our hospitality businesses?

My hon. Friend makes a passionate plea for breweries, cider producers and others. I know that my right hon. Friend the Chancellor will be listening keenly to all of that, particularly the points about business rates and other measures. We want to support the hospitality industry in Kirklees and across the country.

If I may so, the hon. Lady raises the most important point, the one we have been circling around all afternoon. In common with much of the rest of Europe, we are seeing an autumn surge now. I believe we have the right package of measures to address it. As for how we avoid endlessly going in and out of these types of measures in the way that she describes, I think the answer lies not just in getting people to self-isolate, but in mass testing—the lateral flow tests and the loop mediated isothermal amplification, or LAMP, tests of the kind I have described, which will not only help to drive down the R by isolating the positive cases, but liberate the negative cases to go about their lives much more normally. That is the game changer we can all look forward to.

I thank the Prime Minister for answering all 99 questions before mine. My constituents have pretty much been under local restrictions since the start of August, with the impact on local businesses, wellbeing and mental health. I ask the Prime Minister to continue to ask the Chancellor to support businesses in the supply chain for the hospitality industry, such as food and drink businesses and microbreweries, and to look again at whether we can have some covid-safe outdoor exercise such as golf, tennis and exercise classes to support wellbeing and mental health.

I will look carefully at my hon. Friend’s point about microbreweries, which he has raised with me before. We can have covid-secure golf, covid-secure tennis, covid-secure whatever he likes in 28 days’ time. We just have to get through this difficult period. I apologise for it; I am sorry that the nation has to do it, but it is by far the best way forward for the country.

No—no more than getting a vaccine or test device from the private sector is an error. We need a mixture of public and private and of national and local, and that is what we are doing.

My Colne Valley constituency, as part of the Kirklees Council area, which is part of West Yorkshire, is going into tier 2 of the covid restrictions. Will the Prime Minister please tell me and my constituents whether we are now tied to the fortunes of West Yorkshire as a whole? Or can smaller, more localised geographical areas move out of the tiers as people make local sacrifices?

I appreciate the sacrifice that my hon. Friend’s constituents have been making, and I am sorry for the privations that are being visited on people across the country. I know the whole House will want to join me in expressing our deepest sympathies to the family and friends of Sergeant Matt Ratana, who was tragically killed in Croydon on Friday. It is a reminder of the huge debt we owe to those who put their own lives at risk to keep us safe every day.

Tomorrow sees the start of Black History Month. For generations, countless people of African and Caribbean descent have been shaping our nation’s story, making a huge difference to our national and cultural life and helping to make Britain a better place to be. This is a fantastic moment to celebrate their contribution to our country.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

The events sector, which includes weddings, festivals, conferences and music events, supports nearly 1 million jobs and is worth more than £30 billion to the UK economy. It has been devastated by covid: revenue is down 90% since last year. Will the Prime Minister look at financial support, focusing on grants and not just loans, especially for freelancers, including musicians and performers? Will the Government support proactive, covid-secure testing events to boost confidence and start to allow the events industry to support itself?

My hon. Friend is absolutely right to champion the sector in the way that he does. The £1.57 billion culture recovery fund is clearly intended to support the organisations and freelancers he mentions. The vision he lays out, in which people can be tested before they go to events, is absolutely right, and I hope that when that day comes, the public will show their support for this vital sector by visiting theatres as they reopen.

My constituency, as part of Kirklees, goes back into local restrictions today, and we have just heard about the new measures that could last up to six months, taking us through the busy Christmas period. Will the Prime Minister ask the Chancellor if he will now lay out a financial support package for hospitality, including the likes of the wedding industry, marquee companies, small breweries, freelance musicians and performers, event venues and many more, whose livelihoods will be impacted by the measures he has announced today?

The sectors that my hon. Friend refers to have in many respects already been provided for and supported, but clearly there will be further demands. I know that my right hon. Friend the Chancellor will be applying his imagination and creativity to helping those sectors in the months ahead, but the best thing for them is to get back to life as close to normal as possible by getting this virus down. That is the point of the package of measures that we are announcing today.

I should gently correct the hon. Gentleman: it is not the case that the grant is there for customs officers, HMRC staff or Border Force staff. The £84 million is there for customs intermediaries, who are commercial actors, and, as was pointed out in the quotations that I used earlier, this is a significant opportunity for the UK to grow rather than retreat.

I have been speaking to local business bosses recently who are very much looking forward to having the opportunity to trade freely with the rest of the world. With that in mind, will my right hon. Friend confirm what support will be available for those individual businesses following the launch of the “Check, Change, Go” campaign?

My hon. Friend is absolutely right: there will be significant new opportunities, and as businesses prepare for life outside the customs union with the help and support that we are announcing today, that will equip them more easily to take advantage of global trade opportunities. We will make sure that there is a field force of appropriate advisers to supplement the online checker, which I know he and I will bring to the attention of the businesses in our constituencies.

I do not wish to accuse the hon. Gentleman of failing to listen to what I have been saying over the past few days, but in addition to the £120 billion of support that we have put into the economy, we have to recognise that people now are, as he says, worried about their jobs. That is why we have a plan to build, build, build with a £600 billion programme of investment and to deliver jobs, jobs, jobs. For sectors across the country where we need to keep young people in particular in employment we have offered, as he knows, an opportunity guarantee so that they will have either an apprenticeship, an in-work placement or the opportunity for training.

The pubs are reopening, but we still will not be able to go to the Marsden jazz festival, the Slaithwaite Philharmonic, the Holmfirth Picturedrome, the Lawrence Batley theatre or even a Honley male voice choir concert. Will the Prime Minister, in an effort to support the thousands of musicians, actors and dancers across the country who are struggling, look at replenishing the Arts Council funds that have been redirected to the emergency covid response so that we can have vibrant creative industries coming out of this crisis?

The House is speaking with pretty much one voice this afternoon. I totally share people’s sense of urgency about wanting to get our wonderful creative culture and theatrical sector open as fast as we can, but the House will also remember that what we are trying to do now involves striking a balance. It is very important, as we open up the economy, that we do not go too far and risk a second spike and further outbreaks. People can see what is happening in Leicester, for instance. We need to be very careful that we do this in a prudent way. As we open the theatres, which we will, we want to make sure that we can do it in a covid-compliant and covid-secure way, and I am sure that is what the House would want.

We are supporting the Department of Health and Social Care to get personal protective equipment to those who need it. We have expanded both overseas supply and domestic manufacturing and scaled up our logistics network for delivering that PPE to the frontline.

We have 400 officials working on ensuring that we have robust PPE supply chains. I thank my hon. Friend and all those who have volunteered alongside him. That last-mile delivery has been critical in getting equipment to the many hundreds of organisations that have needed it in our constituencies, and volunteers have been critical to doing that.

Will my right hon. Friend join me in thanking all the wonderful volunteers on my patch who have been making scrubs and all the local textile companies that have switched production to help produce PPE, including McNair Shirts in Slaithwaite, which has been producing gowns for my local hospital? It needs help in getting specialist material, which is being bought up centrally by Government and is sitting in a warehouse. Can my right hon. Friend see whether we can get some of that material to McNair so that it can make gowns for the local hospital?

I thank all those people in my hon. Friend’s constituency, no matter which sector, for the work they have been doing on PPE. It just shows what can be done when the private, public and third sectors work together and are facilitated in doing that. If he writes to me with the details of those organisations, I will see what we can do to get them those raw materials.

Yes, it is the case that we want to have access to all the crime fighting, law enforcement and criminal justice tools that the EU has in order to be able to deal with crime. It is also the case that we cannot accept the jurisdiction of the European Court of Justice as a precondition for so doing.
