I take this matter very seriously. Broadly speaking on the family courts, which I think is the crux of the hon. Lady’s question, of course there is a need for safeguarding in getting domestic abuse cases to court—around 55% of cases—but the best way to ensure that they are dealt with effectively is to ensure that the other 45% of cases go through mediation and do not double-dip their way into the courts system.

The concordat on children in custody provides a protocol for the transfer of children out of custody and into local authority accommodation, yet many police forces and local authorities have not signed up to it and too many children are being detained in custody, even after being charged. Why is that the case, and what is the Minister going to do to address it?

Huge efforts have been made to try to ensure, where possible, that we divert young people from the criminal justice system. The hon. Lady should know that the number of children in custody has fallen by 68% in the past decade. At the end of January this year, 438 children were in custody—down from 1,349 in January 2013—but we are also considering other measures, such as secure schools, to ensure that we can deal with all such cases appropriately.

My right hon. Friend makes an excellent point. We are going to have to test this; this is one of the early tests. The evidence from the period of the evacuation suggests, given the numbers we referred to—over 17,000 people, with a huge number of Afghan nationals, and the 500 cases of particularly vulnerable Afghans such as journalists, judges, Chevening scholars and women’s rights activists—that the Taliban are able to give an assurance and then keep to it. The question is whether we can build that into a steadier understanding to deal with the outstanding cases.

The Secretary of State has said that the Taliban have agreed for British nationals to leave Afghanistan. Does that include eligible immediate family members? Can he confirm what exit routes have been agreed with the Taliban and say more about the timescales—are we looking at days, weeks or months? Finally, can he also say more about the economic leverage the Government and our allies have over the Taliban?

In terms of the eligibility of dependants, the Taliban have not gone into that level of granular detail, but if there is a clear case of a British national and immediate dependants we would expect to be able to include them, and so far through the evacuation that has been the case. The hon. Lady asked a series of other questions which are perfectly legitimate. We will have to see whether the Taliban are willing to allow safe passage. At present the challenge is that most third countries have locked their borders, so that challenge is coming externally, but for understandable reasons we are working and willing to engage not just with the Taliban but with all the countries in the region so that any of our cases that get to the border can be processed.

My right hon. Friend is absolutely right. On the positive side, we welcome President Bolsonaro’s commitment to reach zero illegal deforestation by 2030, and we are working with the Brazilian Government to address some of the underlying factors that fuel deforestation, including trying to get sustainable production of agricultural commodities—an issue not just in Brazil but around the world. Through international finance programmes, we have committed £259 million to help protect the Amazon, which has already enabled clearance of 430,000 acres to be avoided.

The Government are fully aware that my constituent, Mr Anoosheh Ashoori, has been detained as hostage in Iran because of his British citizenship, with declining health and no contact with his family. Does the Secretary of State agree that Anoosheh should receive the benefit of every tool the Government have to secure his release, including diplomatic protection? If he does, will he update us on Anoosheh’s diplomatic status, and confirm whether dual nationals being held in Iran were discussed at the G7 summit?

I have had long conversations with the families of Anoosheh Ashoori and all the other dual nationals who have been detained. Nothing is more moving or heartbreaking in this job than seeing the situation of dual nationals in Iran and, indeed, of nationals and dual nationals around the world, and I have been intensively engaged in trying to resolve this. With other issues, it was something I discussed with our US friends at Carbis Bay. I am doing absolutely everything I can to secure the release and return home of all our detained dual nationals in Iran and, indeed, around the world.

All I can say to the hon. Lady is what we have set out before the House, which is that we are taking action under the Modern Slavery Act and that we are using the Magnitsky sanctions. I was asked earlier, I think, about asylum. Of course asylum will be applied independently in the normal way. If there is anything else that she would specifically like me to consider, I am very happy for her to write to me.

Two weeks ago today, we celebrated International Women’s Day. Many of us spoke about the abhorrent persecution of the Uyghur women, but this community is clearly experiencing genocide by the Chinese Government. I am appalled to hear that the Secretary of State told his staff candidly that he planned to trade with any country regardless of their human rights record. If that is true, it is shameful. When will he call out the genocide of the Uyghur people and when will the UK take a world-leading role on this matter?

The remarks that the hon. Lady quoted are simply wrong. Today, we are demonstrating the world-leading approach that we are taking to hold to account those responsible for human rights abuses in Xinjiang.

Iranian officials have made it clear that the imprisonment of British dual nationals is directly linked to the £400 million IMS debt. The longer the Government deny that link, the longer Anousheh, Nazanin and Aras will be kept away from their families. Will the Foreign Secretary tell me what consideration has been given to an urgent repayment of the debt through alternative means, such as covid-19 supplies or other medical aid?

The hon. Lady takes a heartfelt interest in this matter. I have recently spoken to the families of all three British-Iranian dual nationals. Of course, we accept that there is a long-standing dispute in relation to the IMS debt that needs to be resolved, but that is separate from the arbitrary detention of British nationals. Frankly, we should not be giving succour to the idea that anything should happen other than their unconditional and immediate release.

I pay tribute to my right hon. Friend for his excellent tenure as Minister. I thoroughly enjoyed working with him and of course he is an expert in this field. Let us be very clear about it: ultimate responsibility for the predicament that Iran faces lies with the Government in Iran and the decisions and choices they have made. We have supported Iran in relation to coronavirus with aid funding because we recognise that this is an exceptional time and an exceptional period, but, fundamentally, beyond the humanitarian assistance and other aid funding that we would provide in those circumstances, the decisions that Iran takes will be the ones that will get it out of the hole or cul-de-sac that it is in. In particular, right now, as I made clear to the Foreign Minister on the phone yesterday, we expect UK dual nationals in detention in Iran to be released as soon as possible, not least given the heightened risk from covid-19 in those prisons.

I thank the Foreign Secretary for updating the House on coronavirus and people overseas. I have constituents in Morocco as well and one family are with a four-month-old baby. Are there any plans to bring people back from Morocco? Would such exceptional circumstances contribute to any of the decisions that the Government will make?

Anyone in those circumstances will feel anxious and distressed. We will certainly see if we can provide as much support as possible, consular and otherwise, to the hon. Lady’s constituents. If she would like to contact me afterwards, or any of the ministerial team, we will take up that case directly. More generally, it will always depend on the restrictions being imposed, partly by the Governments themselves, including in Morocco, and on the availability of commercial airlines coming out.

What we want to do and what I have been working with the Transport Secretary to achieve is to give clear advice to our constituents as consumers of travel services, but also to make sure that we are leaving the window open for commercial airlines to operate, because that is the surest means of getting people back from difficult or vulnerable positions. That is the only way we are going to be able to achieve it, so we need to keep those commercial lines operating.

My hon. Friend makes some interesting points. I am not going to comment on intelligence matters or operational matters, but I can say that of course we share Israel’s concern not just about Iran’s nuclear ambitions but about the wider activities in the region. The point that I think we and all our partners agree on is that ultimately Tehran should give up those ambitions and negotiate a way out of economic and political isolation, which will only deepen, and live up to the responsibilities that it has to its own people. There is a better path for the people of Iran, but it has to be a choice that is taken by the regime in Iran.

This is a very troubling time not only for Mr Ashuri and his family but for other relations of British nationals being held in Iranian prisons. Will the Foreign Secretary clearly outline what steps he intends to take to support these individuals and their families and prevent them from being exploited even further in this dreadful situation?

I entirely agree with the hon. Lady. The plight of the nationals and dual nationals in detention from our country and other countries around the world is at the forefront of our minds. Of course, we have seen the systematic and callous behaviour by Iran in relation to them increase over time, not decrease, so it is all part of a wider pattern of behaviour. We will do everything we can to secure their release and, while they are in detention, the best conceivable treatment that we can imagine. Again, as with the other issues, Iran has to realise that it cannot pursue its appalling behaviour, whether on the nuclear front, by destabilising countries in the region or in the treatment of dual nationals without being held to account, and that is the policy of the UK.

My hon. Friend is absolutely right that we need to consider all the destabilising activities that Iran conducts through its proxies in the region, and that looking at one or other issue without examining the position in the round misses the big picture.

My constituents, the wife and children of Mr Ashoori, who is being held in prison in Iran, recently met me. Can the Secretary of State confirm whether the Prime Minister raised the case of my constituent Mr Ashoori when he met President Rouhani this weekend? What progress has been made?

The hon. Lady raises a terrible case, as all those cases are, not just for the individuals involved but for their families and loved ones. We raise all the dual nationality cases that we have at every level. I am confident that the Prime Minister raised those cases with President Rouhani, and I can assure the hon. Lady that I raised them all directly with Foreign Minister Zarif.
