The accounts from her constituents that the hon. Lady read out earlier were very moving, and I take that to heart. Does she not think it is time, with the cost of living crisis, that the Welsh Labour Government did more to tackle the huge council tax bills in Wales? Welsh councils are consistently and disproportionately some of the most expensive in the UK. That comes up time and again with my residents. Should she not be putting pressure on her colleagues in the Senedd?
We have some of the lower council tax rates, compared with the UK as a whole. The support packages from the Welsh Labour Government are more generous than those of the UK Government. The hon. Gentleman’s intervention was timely, because I had just asked what we have had so far from the Chancellor. The answer is a £150 council tax rebate for a limited number of households, which is already less generous than the council tax reduction scheme in Wales, where on average people will pay £17 less on their council tax bill. An average band D council tax bill in England is £167 more than in Wales.
The second measure the Government have come up with is the buy now, pay later scheme of a £200 loan to help with bills, which the public are expected to pay back in full over five years, even if their wages fall in the meantime or energy bills rise further still, or even if they become a bill payer later and do not receive the initial £200 loan. The TUC General Secretary, Frances O’Grady, has highlighted that, for most families, the Chancellor’s support package equates to just £7 a week, with more than half of that having to be paid back. As she said,
“It’s too little, it’s poorly targeted, and it’s a stop-gap measure instead of fixing the big problems.”
Conservative MPs voted down Labour’s proposal to cap VAT on energy bills, after suggesting that we could do that once we left the EU. The Government, let us not forget, have casually written off £4.3 billion lost to fraudsters, but refuse to tax properly North sea oil and gas profits, despite the fact that leading energy companies such as BP are boasting about being cash machines, as gas prices across global markets reach record highs.
In contrast to the Tory Government, in Wales we have a Labour Government who are prepared to step in and help by using the levers that they have. Last week, the Welsh Labour Government set out a £330 million package of extra help. That is a funded package that is significantly larger than equivalent support provided by the UK Government. It includes matching the UK Government’s £150 council tax rebate and extending the eligibility criteria, so that many more households will benefit. That is funded by the Welsh Government, as the UK Government made no extra money available, even though they said they would.
The Welsh Government have also announced an extra £200 for low-income households, by extending the winter fuel payment this year and next winter, £25 million for local authorities to help struggling households, and an extension of the Wales national discretionary assistance fund. They have also invested in crucial advice services, food banks and community hubs.

I think the words you used, if the translation was correct, was a failure to reform, but is it not the case that since 2010—since we have had Conservative Governments—the Senedd has undergone several reformations? It is perhaps a little over 18 months since it has become a full-blown Welsh Parliament, and it is continually changing and evolving, as the people of Wales have expressed that it should. Is it therefore not the case that Conservative Governments have consistently shown respect for devolution, and not, as you say, undermined it?

It is a pleasure to speak under your chairmanship, Mr Dowd. I pay tribute to the hon. Member for Gower (Tonia Antoniazzi) for securing this important debate.
The UK Government have been a world leader on this issue, with a 10-point plan presenting a vision for the UK that is green and more prosperous, and at the forefront of the industries of the future. The UK Government and the devolved Administrations have to work together to implement measures that will combat climate change.
In my constituency of Bridgend, an increasing number of residents are contacting me about air pollution, which concerns them a lot. They are worried about high levels of pollution outside schools, in particular from idling vehicles. They fear that that can be a cause and aggravating factor of many respiratory diseases. and action is needed. With little thought for wider infrastructure to support communities and a lack of investment in safe routes to schools, the local authority in Bridgend aids that growing epidemic of idling vehicles and worsens the pollution around our schools.
It is reprehensible that our Welsh colleagues in Cardiff Bay have halted plans for the M4 relief road to ease congestion in south Wales. That would also help with the levels of pollution around Newport. We agree with the Welsh Government that decarbonising the transport sector presents a key challenge to overcome to reach net zero, but rather than halting the development of necessary infrastructure, the UK Government’s vision for a net zero Wales includes accelerating the shift to zero-emission vehicles. Electric vehicle infrastructure funding schemes such as the on-street residential charge point scheme, the electric vehicle home charging scheme and the workplace charging scheme are examples of the Government helping to achieve 100% zero-emission cars and vans by 2035.
Wales will also benefit from further funding to aid our movement towards a greener economy, including the £289 million industrial energy transformation fund, the £250 million clean steel fund, the £240 million net zero hydrogen fund and the £1 billion carbon capture and storage infrastructure fund.
Decarbonising the UK steel industry is fundamental to our ambitious green industrial revolution. A movement to lower-carbon iron and steel production is essential to meeting our net zero goals. To do that, we must invest in new technologies and processes. Although the Tata Steel site is in the neighbouring constituency, in Port Talbot, many of my constituents work there, and it is concerning that they would struggle with the movement to the more mature technology of carbon capture, but a movement to hydrogen power, rather than coal power, could be a way forward.
The clean steel fund will support the British steel industry through the challenges of decarbonisation while ensuring that we hit the net zero target in 2050. We must also invest in the development of new technologies that can help ease our movement to net zero emissions and assist in combating climate change. I am proud that my constituency is home to some of the industry leaders that are developing those technologies. One such company is Cenin Renewables. It is at the forefront of visionary thinking: it purchased the first Tesla battery in Europe and is an early adopter of photovoltaic power production. It was recently awarded the Queen’s award for sustainable development, and its pioneering Solcer House, developed in conjunction with Cardiff University, is a blueprint for the carbon-negative and energy-positive home of the future.
A lot of constituents contact us about this issue. There are a number of people with a range of views on how best to proceed. Working together is in everyone’s best interests and in the best interests of our long-term future.

Commons ChamberThe Port Talbot and Bridgend area could lend itself fantastically to the establishment of the UK Government’s first freeport in Wales, creating up to 15,000 jobs in the process. Does my right hon. Friend have an update on this initiative in Wales, and can he confirm whether the UK Government will start the freeport process alone if the Welsh Government continue to ignore this fantastic opportunity?
My hon. Friend is right to point out how enthusiastically the freeport scheme has been welcomed across the whole of Wales, and it is a source of some frustration that we have yet to get it over the line. He is right to ask whether we could do that. Clearly, we would like to do it in collaboration with the Welsh Government, which is where the blockage currently resides, but we can and, if necessary, will proceed to deliver on our manifesto commitment come what may.

Commons ChamberThe hon. Gentleman can shake his head as much as he likes, but he fails to grasp that there are many millions and billions of pounds going into exactly these kinds of technology improvement in Wales.
Bridgend has lost the Ford factory, and we did not get the investment from Ineos that we were hoping for. For Bridgend and the wider area to move forward, the town needs regeneration in order to increase the attractiveness of the overall area for investment. Can my right hon. Friend outline what the Government are doing to help towns such as Bridgend?
Absolutely. I start by reminding my hon. Friend—not that I need to—that Bridgend is a priority 1 area for the levelling-up fund, which means that it has potential access, with his assistance, to significant sums. Each local authority will get £125,000 of capacity funding to make those bids to the central fund. I hope he will recognise that there is a real focus on exactly the kind of town and area that he represents as part of the levelling-up project, which will produce jobs and livelihoods in a way that has perhaps been difficult in the past.

Commons ChamberI am very pleased to have the opportunity today, ahead of Saint David’s Day on Monday, to highlight some of the key areas where we have seen Wales’s place in a strong United Kingdom being backed up by action from the UK Government.
I will start with the great British success story: vaccines. Seeing our world-beating vaccine roll-out to defeat covid-19 and protect lives is, I think, one of the most compelling reasons for Wales’s place in our Union of nations. However, had Wales stayed in the European Medicines Agency, as UK and Welsh Labour had wanted, it would have received fewer vaccines. In 2018, when he was the Finance Minister, the First Minister said that the European Medicines Agency was “high” on his list of agencies of which he would like to see continued membership. Well, if we had stayed, Wales would have received 670,144 fewer vaccines.
There has also been confusion and frustration for many of my constituents this week. When the Prime Minister set out his clear and honest plan to unlock England’s economy and society, many of my constituents in Bridgend were watching with keen interest, just to have this road map dismissed and to have the First Minister say, simply, that it does not apply to Wales. Although he is right to say that the rules on public health are within the Welsh Government’s remit, surely a co-ordinated approach, and not being different for political sake, would have been a far more attractive offering for the people of Wales. There has been no clear plan, however, from the Welsh Labour Government about unlocking our economy and our society.
Another testament to this great Union of nations has been our armed forces, with the support coming from military personnel to assist with the vaccine roll-out in Wales. This has been thanks only to this one-nation UK Government, and the armed forces are a testament to the strength of our United Kingdom.
The announcement that the £4.8 billion levelling-up fund will be UK-wide, so that the UK Government can directly support communities in Bridgend, is yet another example. For decades, Welsh Labour has not delivered on regeneration in Bridgend and I am pleased that the UK Government will possibly be in a position to deliver on this much needed investment.
The power that the Welsh Government have has never been more apparent. We can no longer take Welsh elections for granted and, at the upcoming election in May, the people of Wales have a choice: more of the same, or a Welsh Conservative Government that will work hand in hand with our UK Government to rebuild Wales and build back better.

Commons ChamberThank you very much, Madam Deputy Speaker, for calling me to make my maiden speech in this House during the general debate on Welsh affairs. For me, it is a great honour to be the first Conservative MP elected for Bridgend during my lifetime. This is especially so, given that for most of my life I have lived in Bridgend, the wider borough of Bridgend or within just a few miles of it. I grew up in the area, and while the constituency is called Bridgend, it is so much more than just Bridgend town—such as the beautiful seaside town of Porthcawl, where I went to school and lived for many years. Therefore, this moment feels like a special privilege and honour for me to be standing here as the newly elected Member for a place I care deeply about.
I am sure my colleagues will agree, especially those who are newly elected, that when we arrive for the first time at the Palace of Westminster as an MP, it can be a particularly overwhelming experience. This was especially so in my case, as when I arrived in mid-December, it was my very first time here. I had not been here on a visit, a school trip or anything. Experiencing the aura and magnificence of Parliament for the first time as an MP made those first few days particularly special. I have to say that my general feeling of being overwhelmed and daunted was perhaps enhanced by all the Members on this side of the House who introduced themselves to me by telling me how much they liked and respected my predecessor.
Like those colleagues, I would also like to pay tribute to my predecessor, Madeleine Moon, who was the Member for Bridgend for 14 and a half years, since May 2005. Madeleine Moon first caught the attention of the national press during the tragic spate of suicides in Bridgend during 2007 and 2008. She spoke up eloquently for the town in one of its darkest hours, and fought against the negative media narrative that was developing at the time. After these terrible events, she often spoke about mental health issues—and this is an area I hope to pick up and continue—campaigning for increased awareness of mental health and related issues, and additional support for all those who suffer such illnesses. As well as service as a Parliamentary Private Secretary in the Department for Business, Innovation and Skills, Madeleine Moon was a member of the UK delegation to NATO since 2010, and she was elected as President of the NATO Parliamentary Assembly in November 2018, for which colleagues on all sides of the House will commend her and pay tribute to her.
The armed forces are incredibly important to the people of Bridgend. While out campaigning during the last election, you could hardly get through a single street without meeting a military family or a veteran, and when you spoke to them about their experiences with the armed forces, it was clear early on just how emotive and important that part of their past is to them. These strong links with our armed forces go back many years. It was only in October of last year that we learned of the fate of HMS Urge, a world war two submarine that we now know was lost with all souls off the coast the Malta in April 1942. She was constructed in 1940, partly using funds raised by the people of Bridgend town and was later adopted by the town, and many of those serving on board had close ties to Bridgend or lived there. I am pleased that Bridgend Town Council is sending a delegation to Malta in late April to take part in a commemoration service, at which I hope to be present as well.
My constituents are a proud people, and proud of their communities. Every part of the constituency is touched by strong community spirit, which is seen so often in the hard work and dedication of so many community groups and volunteer-based organisations, some of which I have had the pleasure of meeting in my first weeks as an MP. As well as fantastic national organisations, such as the YMCA—it is, unfortunately, having to find new premises in Bridgend town now—and the Bridgend Dogs Trust, Bridgend is full of small local groups that give up their time to help make our communities even better.
I have had the pleasure of visiting the Badgers Brook allotments in Brackla, a site which was previously derelict, but the hard work of a small group of community-minded volunteers has been turned the area into a place for everyone nearby—from children to pensioners—to learn about growing their own food and taking pride in their community. Likewise, the Memory Lane Friendship Group in Pyle is an entirely volunteer-run group that meets weekly to give people suffering from dementia an opportunity to spend time and socialise with trained volunteers. These are just two examples of the huge number of such groups in Bridgend that typify the strength of community spirit in my constituency.
Such pride and spirit is perhaps why so many people speak out passionately about the state of Bridgend town centre. Those that live in the older parts of Bridgend such as Oldcastle, Newcastle, Litchard, Cefn Glas and the more established housing estates of Brackla and Wildmill often recall when the town centre was vibrant, active and full of life. With so many new developments in Bridgend, such as estates in Parc Derwen in Coity and Broadlands near Bryntirion, bringing new homes, new families and new residents to Bridgend, many are confused as to why the town seems to be suffering quite as it is. This once thriving market town has seen a decline that is more pronounced than many have observed elsewhere. While the centre is still home to wonderful small businesses and has an array of offerings for visitors, there can be no doubt about the level of concern at the number of empty premises, the decreasing footfall and the overall state of the streets, especially at night.
I recently met occupants of the indoor market who, true to the spirit of Bridgend, have given up their time to improve the market, and I enjoyed seeing all the wonderful progress they have made in recent times. However, it is clear that much more needs to be done. I congratulate the Government on getting straight to work on levelling up, with their £3.6 billion towns fund. Unfortunately, this fund applies only to towns in England, and I know that the people of Bridgend eagerly anticipate similar measures being taken for the towns of Wales by the Welsh Government.
While media reports that Bridgend is home to the highest levels of rodent infestation in the UK might perhaps explain why I feel so at home here in the Palace, they typify why the proud people of Bridgend are so passionate about seeing immediate and substantial improvements to the state of the area. However, I can assure the House that this is not the only wildlife in the constituency. Indeed, we are the proud home of the award-winning Kenfig nature reserve, one of the country’s top sand dune reserves, with an array of beautiful wild fen orchids, which birds and unique species of insects depend on for their survival. I would like to take this opportunity to thank the volunteers, who come not only from Kenfig and the surrounding communities of Pyle and Cornelly but from afar, to support and protect the reserve, especially those that endured a difficult recent campaign to clarify the reserve’s future, following the end of the lease held by the local council.
Close to the nature reserve are some of the most wonderful beaches in the country—in Porthcawl, which I mentioned earlier. People come from far and wide to surf at Rest bay, where I often go to enjoy a bit of peace and quiet away from Westminster, but that is not always possible, as I am sure my hon. Friend the Member for Monmouth (David T. C. Davies) will agree. I often see him there, with surfboard in tow, and I am grateful for every encounter we have. Porthcawl offers even more than this, with the nearby Coney beach and its fairground being enjoyed by people from all over the country. Even being a tourist hotspot, however, one of the main attractions that brings people to Porthcawl is the annual Elvis festival, attended by up to 35,000 people. If Members would like to attend the next festival, there will be no risk of their being “lonesome tonight”.
As a newly elected Member for a constituency that has had Conservative representation after only one other election in its history, it is fitting that I close my maiden speech by acknowledging the need to repay the trust placed in me, particularly by those who voted for my party for the first time. This begins with listening. My first priorities have centred around engaging with as many people as possible, and I will continue to keep my promises to hold regular surgeries, to be present in the constituency, and to meet as many residents as possible. I look forward to engaging with our local schools, our excellent Princess of Wales Hospital and its fantastic hard-working staff, as well as with businesses and our community leaders, and I will ensure that I am fully equipped to represent their views in this House. As I said earlier, Bridgend is home to a proud people who do not expect the earth, but they do expect an MP who is on their side and fighting their corner, and that is exactly the kind of MP I hope to be.
