It is a great honour to serve under your chairmanship, Mr Paisley, and I congratulate my right hon. Friend the Member for Basingstoke (Mrs Miller) on securing this incredibly important debate. I know that she has always been a passionate campaigner in this area, and she is also the chair of the all-party parliamentary group on women in Parliament, which leads such important work to protect women in Parliament—online and offline. I thank her for everything that she does in this space, and I also thank all Members who have taken part in the debate.
All the speeches were incredibly heartfelt and brave. They show the will across the House to address this pernicious and distressing issue. Sadly, this is one of those issues that bear out the words of our former friend and colleague Jo Cox in a most unpleasant way, because we
“have far more in common than that which divides us.”—[Official Report, 3 June 2015; Vol. 596, c. 675.]
Is it not tragic that that is the case? It is sometimes hard to fathom how the faceless and cowardly abuse of those in the public eye has almost become part of the job description. It has become a fact of life. It has become something that almost goes with the territory. How messed up is it that we feel that way?
As many Members, including my right hon. Friend the Member for Basingstoke, have said, the word “abuse” seems almost insufficient to describe what so many female MPs and others in the public eye experience: threats of rape, violence and death to themselves and their family members. The number of contributions to the debate highlights the scale of the problem. Of course, as my right hon. Friend the Member for Romsey and Southampton North (Caroline Nokes), who chairs the Select Committee, said, it is always impossible to know whether such online threats will tip over into real life. That is what is most chilling.
The Government are absolutely clear that online abuse, and particularly abuse targeted at women, is utterly reprehensible and completely unacceptable. The abuse can have such a significant impact on female representation in all walks of life. It silences women from speaking out. It prevents them from sharing their experiences online. It deters them from pursuing certain roles or, in this case, from seeking election or office at every single level. It can also hasten an early departure from this job, as we have also heard.
When I quoted my friend Gail Ross, I was also thinking about her small boy. I hope he does not know what was said, but if he did, would that not put another generation off politics? They would not touch it with a barge pole.
That is such an important point, and it is actually something that I was thinking about as I was listening to the contributions to the debate. I took an almost conscious decision not to put my children on my social media, for that very reason. I do not want what I do as a job to have an impact on them. How messed up and crazy is it that we feel that we cannot share things about our lives because of the impact that it will have? Of course, that has a dramatic impact on democracy when it puts people off standing for election at every single level. That affects women and stops their voices being heard in this Chamber and in society more broadly. As other Members have said, our success as a Parliament utterly depends on our having elected figures who better reflect the communities that we represent.
I know there are organisations that have led studies on abuse targeted at women, such as Glitch, Amnesty International and the Centenary Action Group. This work has such an important role to play in strengthening our understanding of the scale and prevalence of abuse targeted at women representatives and others, and my Department has been supporting research led by the University of Sheffield that assessed online abuse during the 2019 general election campaign and the covid-19 lockdown. The findings suggested that abuse directed at MPs has increased. I think we all recognise that. From the 2017 and 2019 general elections it was clear that there are some MPs who are more affected, and that particularly includes, as the hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) said, those with intersectionality. Women from minority backgrounds were particularly targeted. Bizarrely, as we have been sitting here I have noticed that a colleague in Parliament has tweeted:
“Today’s mailbag with photos and photos of beheadings that would make you sick. It’s not unusual for MPs to be dealing with racists and this stuff isn’t new to me, but today I feel exhausted.”
I think that we all feel exhausted by it, Mr Paisley.
As the hon. Member for Jarrow (Kate Osborne) said, the additional research shows that over the lockdown period individuals, and prominent women in particular, were still receiving high levels of abuse. It has got significantly worse. Of the 26 MPs who received sexist abuse only four were men, with women receiving high volumes of personal attacks—attacks on their credibility, and sexually explicit abuse. Although men are a greater proportion of MPs, women get much higher volumes of abuse, which is of course unacceptable. There is some support for Members in managing their online and offline security through the parliamentary channels, but of course much more needs to be done at that level.
All that only goes to underline how vital the Government’s online safety Bill is. It will protect women and all users online. We published the full Government response to the Online Harms White Paper consultation last year, outlining our fundamental commitment to taking forward a new legal duty of care that companies will have towards their users. That will mean that companies must have robust systems and processes in place to tackle illegal content, including illegal online abuse and anonymous abuse. They will need to remove content quickly, or face enforcement action from Ofcom, which will be the new regulator. Companies with the largest audience and the most high-risk features will have to address legal but harmful content for both adults and children. That will include online abuse that does not cross criminal thresholds but is still harmful for users and could leave a significant impact on victims.
Companies will also need to ensure that they have effective, accessible mechanisms through which users can report concerns about harmful content. That has always been a big issue. People do not know how to report such things. It is all very murky and needs to be much clearer. They need to be able to challenge wrongful content take-down as well, and raise concerns that a company has failed to fulfil its duty of care.
I understand clearly, and sympathise enormously with, calls for compulsory user verification for social media, which my hon. Friend the Member for Wolverhampton North East (Jane Stevenson) raised. However, there are concerns that it would prevent legitimate users such as human rights activists or whistleblowers from protecting themselves, dissuade vulnerable users such as victims of domestic violence from seeking support, or deter young LGBT people who are not ready to come out to their friends and family from seeking the information and support they need. However, I am keen to look at imaginative and innovative ways to tackle the issue. There must be some way to square the circle. I would gently like to say that online platforms do not have to wait for legislation to move on the matter. If they want to put it right, they could start to put their houses in order now, to rebuild the trust. Surely they have a moral duty not to stand by and let such things continue to happen.
We are working at pace to prepare the Bill. It will be ready later in the year. The hon. Member for City of Chester (Christian Matheson) asked me about that and we want to get it out as soon as possible. It is, however, vital to get it right, and we want all parliamentarians to contribute to that important work.
I want quickly to mention our work with the Law Commission and how the criminal law will improve protection for women and users online. It is reviewing how the criminal law relates to harmful online communication and has consulted on reforms that include new ways to tackle pile-on abuse, cyber-flashing and self-harm. I know that that will be of interest to Members. The final recommendations will be published this summer and we are looking at where it would be appropriate to bring those things into law.
Finally, the Government will in due course legislate for a new electoral sanction that will help to protect women who contribute to our public life from intimidation and abuse, in person and online. That means that someone convicted of intimidating a candidate, future candidate, campaigner or elected representative will be banned from standing for or holding elected office for five years. That new sanction is just one part of the Government’s programme of work against political intimidation. We are working with partners to provide security guidance to support the elections that are coming up next month, ensuring the delivery of a safe and inclusive democratic event.
This Government are absolutely committed to protecting female representatives, both online and offline. The disproportionate abuse that women receive online, which we have heard about today, has absolutely no place in a thriving and tolerant democracy. We will do all we can to protect not only women representatives, but all users, as part of the online safety Bill. We are working at pace to deliver the new electoral sanctions and to prepare that legislation, and we will ensure that Members across both Houses can contribute to those vital pieces of work.

If I understand the Minister correctly, she is saying to us, in drawing the comparison with Germany, that the time is not ripe. Can I then assume that there will be some stage, hopefully as soon as possible, when the time is ripe to look at such schemes?
What I am saying is that the decision is with the Treasury right now. We are working very closely with the Treasury to provide the evidence it needs to make a financial decision on this, and it is a big financial decision. My hon. Friend the Member for Winchester hit the nail on the head when he said it is a leap of faith. It is obviously a big financial decision that the Treasury has to make. I am trying to articulate the background within which that decision will be made. But it is absolutely still on the table, and it is absolutely still a decision being looked at right now. In DCMS we are really keen to gather all the evidence that is needed to make that case.
The hon. Gentleman is slightly over-complicating this. I do not think that is the case at all. The film and TV restart scheme was something that many thought would be too difficult, but we were able to do that at pace last year, and by the last quarter of last year we were seeing more film and TV production than virtually any other quarter, so we know that these things can be done despite obstacles.
Also, the hon. Member for Cardiff West must be careful not to brush away the £65 billion-worth of measures announced in the Budget for this year and next, which will support the economy through the pandemic. Those things are literally saving livelihoods every single day, and of course that builds on the existing support already committed, which totalled £353 billion across the economy. The support that has been put in place is world leading and has been vital to the continued survival and recovery of our DCMS sectors. I meet parts of our sectors every week, and they have seen measures such as the furlough scheme and the business support measures as a lifeline allowing their survival.
The hon. Member for Cardiff West talks about bricks and mortar, but it is also about individuals, and there has been a lot of direct support for individuals. At the end of the day, however, the one thing that so many of our great performers, artists and professionals in these sectors want to do is get back to work as quickly as possible. They need to have venues in which to be able to do that. That is why it is important that that support is across the board and why the culture recovery fund has been so successful, with an additional £300 million dedicated to that in the Budget. That is an extension of the original £1.57 billion fund, which is unprecedented. That will safeguard our cultural and heritage organisations, while it also helps support supply chain organisations, which rely so much on them, with supply chain organisations able to apply for both of the rounds so far.
I want to talk a little about the road map and the reopening. The Prime Minister announced the scientific events research programme and a number of hon. Members have asked me about that. It is an integral part of the road map, which will explore how larger events across the cultural and entertainment sectors can reopen safely. Over the spring this will include a series of pilots that will use enhanced testing approaches and other measures to run events with larger crowd sizes and reduced social distancing and evaluate the outcomes. The road map sets out the planned caps on capacity for events when they reopen at stage 3, but the findings will come from all different sectors and settings to determine a consistent approach to lifting the restrictions when the time is right.
I am sure I speak for all of us when I say that I cannot wait to have our theatre, sport, festivals, live music venues and events open as soon as possible. As the Chancellor said in his Budget speech, the Government stand ready to do whatever it takes to help our country and our economy recover from the disruption of the coronavirus pandemic.
I rather fancied that my hon. Friend the Member for Richmond Park (Sarah Olney) was hinting, perhaps with tongue in cheek, at my role in events and festivals in the past. I therefore rise to my feet as a former panto dame—I have waited many years to utter those words. When I was in costume, I would have said that it was madness to suggest that I would ever be in the House of Commons to say that.
I thank all who have contributed to this debate. I am more grateful than I can say for their thoughtful contributions, and I am grateful to the Minister, who, within her role, has given us the best answer that she can, but I think it is a moving situation.
I want to touch on several points. In an answer to my hon. Friend the Member for Richmond Park, the Minister indicated that she might share the documentation of reasoning with my hon. Friend. May I appeal to her to share it with Members present here today? I say this not as an effort to try to score points, but to see whether we can work together constructively to see how we can get the industry back on its feet. I emphasise the point again that it is an investment that we seek. Money injected into an industry that desperately needs it will be a shot in the arm, and that money will in turn be recycled into not only the national economy, but local economies—a point made eloquently by the hon. Member for Isle of Wight (Bob Seely). The hon. Member for Cardiff West (Kevin Brennan) pointed out that other countries are putting into place such schemes, so I hope that we are on a road map to doing something similar as and when we can, or as soon as possible.
I want to end with this point: at the end of the day, we are all talking about something that is terribly important to the way we live our lives in the UK, because events and festivals brighten up people’s lives and they are fun. God only knows, after the horrific time we have had with the pandemic, we need some fun in this country, and it would make an enormous difference to everyone’s lives.
Finally, Mr Rosindell, apart from thanking your good self—it is always a pleasure to serve under your chairmanship—I say to the Minister that when we have the Tain highland gathering again, it will be my pleasure to buy her a glass of our excellent local beverage called Glenmorangie.

Yes, my hon. Friend is absolutely right to raise this. As I have said already, we worked very collaboratively with a whole range of stakeholders, including UK Music and the Musicians’ Union, to put forward proposals that were really based on the views of the musicians and the music industry about what they needed. It would have been mutually beneficial to the UK and the EU, and it would have allowed musicians—and, crucially, their support staff or their technicians—to travel and perform more easily, without the need for work permits.
I must be honest and say that I do welcome the fact that the door is still “open” to UK performers performing permit-free in the EU. Surely the danger is that concert promoters in the EU will simply take the easy option and go for a Dane or for a German performer, rather than the sheer hassle of British performers. There are also problems with the movement of musical instruments, which we know about. I have written to the DCMS just now, asking if we could please have a meeting between Ministers, me and musicians who are knowledgeable about this issue. At the end of the day, we have to try to sort it out, so I would be extremely grateful if the Minister agreed to such a meeting.
Absolutely. I am very happy to meet anybody on this, because it is really important that we continue regular engagement with the sector. We need to make sure that we have a very deep understanding of its needs and its questions in the light of these changes, which we know will pose a number of queries. Most recently, we held an EU exit explainer seminar with over 200 sector representative bodies in attendance, and the Secretary of State has a roundtable on Wednesday—tomorrow—with representatives from across the cultural and creative industries. We will keep doing those sorts of sessions all the time that people need and require them.

We remain committed to supporting our young, female and disabled Olympic and Paralympic athletes through this very difficult period. We continue to work with UK Sport to ensure that athletes are assisted and supported in their preparation for the Tokyo games and beyond to Paris 2024.
Does the Minister agree that this kind of investment will establish role models, which will encourage people to get active in their own communities?
I welcome the hon. Gentleman to his new role as the spokesperson on digital, culture, media and sport. He asks his question on a very appropriate day as today is National Fitness Day. He is absolutely right: if you can see it, you can be it. We want to inspire the next generation of young people to get physically fit and active not only for their own physical health, but for the mental health and well-being that it brings.

It has been like a whistle-stop tour of cultural and arts venues up and down the country today—in fact, I remember visiting the Amberley Museum as a schoolgirl, so it is also a trip down memory lane for me. My hon. Friend is absolutely right. We need to make sure that we can get that money to as many grassroots organisations up and down the country as possible to save them from an unpleasant fate.
The £57 million in Barnett consequentials will be very welcome north of the border in Scotland. They will be a lifeline to many people who are absolutely desperate. When the Minister hands the cheque over to the Scottish Government, will she consider discussing with them how some of our great national institutions south of the border, such as the Royal Shakespeare Company and the London Symphony Orchestra, might be encouraged to come to perform in Scotland and, particularly, perhaps the far north of Scotland?
I think the hon. Gentleman is making a plug for a bit of entertainment in his local area. I am sure that many of our cultural institutions up and down the country will be very keen to get out there plying their trade and travelling around as much as they can, as soon as the covid situation allows them to do that.

Commons ChamberI thank the hon. Gentleman so much for that intervention. He is absolutely right. In this place, we have a unique opportunity to raise subjects that people find it difficult to talk about out there. In doing so, we shine a light on those subjects, and we are able to really begin to move the dial and to change practice.
With that in mind, I would like to pay tribute to the hon. Member for Eddisbury (Antoinette Sandbach) and my hon. Friend the Member for Colchester (Will Quince), who is desperate to speak, although, being a Minister, he is prevented from doing so, so we will have to restrain him. However, in a late-night Adjournment debate back in 2015, they began to raise awareness of the variation in care for families bereaved by baby loss. It was an incredibly moving debate—I remember listening to it at the time—and it really made such a magnificent difference. It was followed by the Baby Loss Awareness Week 2016 debate, which was about bringing the subject to light and challenging the idea that baby loss is an uncomfortable topic that we do not like to talk about. I am grateful to the Members from across this House who shared their personal experiences on that day back in 2016 and have done since.
International Baby Loss Awareness Week begins tomorrow and finishes next Tuesday. This year, the focus is on the need for specialist psychological support for bereaved parents who need it. The Baby Loss Awareness Alliance group of charities will be publishing a report highlighting that some parents need that kind of support as part of their bereavement care.
I wholeheartedly support the thrust of this debate and what the Minister is saying. I am not going to make a speech today—I did that last year—but when a child is lost, which as Members know has affected my family, counselling and gynaecological advice are hugely important. However, my constituents are over 100 miles from the nearest hospital where someone can give birth. I just want to put it on the record that a 200-mile round trip from Caithness to Inverness makes getting the counselling and gynaecological advice so difficult. My constituents are losing out on that front, and I wish that Caithness general hospital in Wick could be used for such purposes.
I am grateful to the hon. Gentleman for raising that. The situation is particularly difficult in rural communities where people live a very long way from services. As we set out in the NHS long-term plan, maternity outreach clinics are going to start to integrate maternity, reproductive health and psychological therapy for women experiencing mental health difficulties arising from or related to maternity experience, and we must keep in mind those living in very remote communities when we talk about those outreach facilities.
My hon. Friend is right to raise that matter. When a tragedy could have been avoided by something as simple as sharing patient records, there is no option but to embrace the technology we need to make that a reality. Both the previous and the current Secretary of State for Health and Social Care are in favour of that.
Every trust is now using the perinatal mortality review tool to review stillbirths and neonatal deaths to make sure lessons are learned so that other families do not have to suffer in the same way. The first annual PMRT report is due for publication later this week, and it will provide an analysis of the first 1,500 cases. Overall, a review has been completed on 96% of stillbirths and 86% of neonatal deaths since the tool was launched.
The Minister talks about safety advice and safety good practice, so may I ask her and the UK Government to share that advice with NHS Highland and indeed the Scottish Government, who have never in my two years or so here given me a straight answer on the safety of pregnant women? Some of those women, who might be in labour, are being transported more than 100 miles from Caithness to Raigmore Hospital in Inverness, in the middle of winter, when the A9 can be blocked. I think lives are in danger.
The hon. Gentleman has put his thoughts clearly on the record, and if there is anything we can ever do to share best practice with colleagues across the devolved nations and around the rest of the world, we are always happy to do that.
The Healthcare Safety Investigation Branch is another remarkable innovation. It commenced investigations in April 2018 and has been operational in the 130 trusts providing maternity services since the end of March 2019. By the end of August, the HSIB had completed 88 investigations, with 169 draft reports looking into maternity and neonatal deaths currently with trusts and families.
NHS Resolution recently published a report on the first year of its early notification scheme for potential birth brain injuries. The scheme requires all births at NHS trusts in England from 1 April 2017 meeting qualifying criteria to be reported to NHS Resolution within 30 days for investigation, so families with a baby affected by a severe brain injury attributable to substandard care can receive significantly earlier answers to their questions. This approach means that they do not have to resort to full court proceedings and can receive financial support with their care and other needs at a much earlier stage. In the first year, 746 incidents were eligible for the scheme. There have been early admissions of liability for 24 families, who have been provided with detailed explanations, admissions of liability and, very importantly, an apology. Families have been provided with financial support for early access to additional care, respite and, where needed, psychological support and counselling.
I am happy to report that this summer the Office for National Statistics reported that the stillbirth rate in England had decreased from 5.1 stillbirths per 1,000 births in 2010 to four stillbirths per 1,000 births in 2018. That represents a 21% reduction in stillbirths two years ahead of our ambitious plan.

It is a great pleasure to serve under your stewardship in this important debate, Sir Charles, and I share the sentiment of many Members across the House in congratulating the right hon. Member for Twickenham (Sir Vince Cable) on securing it. I also wish to highlight the incredibly constructive and collaborative nature of the way that he opened this debate. He was right to highlight from the outset that the only way to find a solution to this thorny issue, which is not unique to our country but a challenge faced by countries around the world, is by working in a co-operative, collaborative, and constructive way.
The right hon. Gentleman rightly pointed out that successive Governments have tried and failed to deal with this thorny issue, and despite everybody recognising the need for consensus, for too long it has been weaponised. We have heard expressions such as “dementia tax” or “death tax” used by all parties over the years. That has not been helpful, and it is one reason why different parties and Governments have placed this issue in the “too difficult” pile. He was also right to highlight the sense of urgency, because we no longer have the luxury of time to place the issue in that pile.
Over the past couple of years the Government have responded to huge short-term pressures, and funding for local government has gone up, as opposed to being cut, as outlined by Labour Members. However, we must set out our long-term plans, and consider how to solve the thorny issues of long-term funding for adult social care. At the moment, one in 10 people face what we might call catastrophic care costs in excess of £100,000, and potentially lose their home to pay for their long-term care.
I thank hon. Members across the House who have spoken with great passion and, in most cases, an enormous amount of collaboration and desire to work together to find solutions to these problems. I join them in recognising and paying tribute to the carers, nurses, social workers, and unpaid friends and families of those who require care. Every day, carers work tirelessly to ensure that people live dignified and fulfilling lives, regardless of how tough that challenge is. In doing this job and fulfilling this role, it has been my greatest privilege to meet those people on an almost daily basis and hear their stories. The hon. Member for Kingston upon Hull West and Hessle (Emma Hardy) said that carers must be accorded the status that they deserve, and given resources to drive the right amount of quality, and she was absolutely right. She was wrong, however, to say that we have lost caring from the caring system. People may be driven to that point in some respects, but they care and they do so in the most beautiful way.
May I associate myself with what the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) said about young carers who go home and look after parents who may have an alcohol or drug dependency problem? In my constituency an organisation called The Young Karers East Sutherland helps to support them. My mother died four years ago, but she was cared for at home very well. The younger carers—those who had left school and gone into the profession for the first time—were the most amazing. They embraced this profession, and one could see they had a vocation. I suggest that one way to sort out this problem is to encourage the recruitment of young people by giving them taster sessions and letting them come from school and see what it is like. Often, we might get converts who will stay in the profession for life.
That is an excellent intervention, and the hon. Gentleman is right to say that we must do more to recognise and support young carers. The hon. Member for Plymouth, Sutton and Devonport said that we must do more to help schools to identify young carers, and that was a key part of the carers action plan that was announced last summer. A young carers’ takeover day of Parliament is planned in the months ahead: every MP across the country will be encouraged to invite a young carer from their constituency, which will give us a real in-depth understanding of what an amazing job young carers do.
We all recognise the challenges that the social care system faces. As a population, we are getting older: by 2040, one in four people in the UK will be 65 or over, as the right hon. Member for Twickenham pointed out. It is also important to understand that social care is not just a service for older people; the number of people under 65 who have carers is growing and accounts for more than half of social care spending. That can have quite a disastrous impact on local authority budgets, as the hon. Member for Plymouth, Sutton and Devonport pointed out. I will certainly take forward the points that he made.
These long-standing trends put increasing financial pressure on local authorities. In response, we have taken steps to ensure that the social care system has the funding to meet urgent challenges in the short term. In 2017, we announced an additional £2 billion in grant funding for social care, which we supplemented with a further £650 million in the 2018 Budget. Councils have responded by increasing their spending on social care, which has risen in real terms in each of the past three years.

Commons ChamberThe hon. Gentleman is always full of brilliant ideas and we will only move forward as a nation if we share best practice and the expertise gained from different parts of our country. So I would be very keen to speak to his colleagues at the Northern Ireland Assembly and see if we can gain any learning from that.
I could not possibly let the occasion pass without commenting. Can I take it that that promise will be extended to the Scottish Parliament and the Scottish Government? The issue we have heard about today is no less a problem in Scotland.
Yes. We do not discriminate. We are keen to talk to everyone to get the best possible learning so that patients up and down the country can benefit from all the expertise that is available.
In thanking the right hon. Member for Cynon Valley for making the supreme effort to be here today, I reassure her that both the Government and the NHS recognise the importance of ensuring that patients have access to high-quality lower limb wound care and will continue to support the work of the national wound care strategy programme for England on improving the quality of wound care, including lower limb wound care, in the country. I thank her once again for being here to make her case so incredibly powerfully. I wish her a speedy recovery and send her all our love from this House.

Commons ChamberI will of course meet my hon. Friend. She is right that we need to keep such valuable local resources right in the community, where they are most needed and where they keep people out of acute hospital services and surrounded by their friends and family.
The usage of Caithness General Hospital in Wick in my constituency is way below what it was originally designed for, causing my constituents great anxiety if they have to travel over 200 miles to Inverness and back. Mr Speaker, you will tell me that such matters are devolved, so will the Government share best practice on community hospitals with the Scottish Government and NHS Highland?

Commons ChamberI could not have put it better myself. There are 300,000 fewer working-age adults in absolute poverty now than in 2010. As my hon. Friend says, we are making sure that work pays through the national living wage and lower taxes. The lowest earners have seen their wages grow by almost 7 percentage points above inflation over the past two years.
On behalf of my party, may I add my condolences to those already expressed in this Chamber? I am sure that all our hearts go out to Mr Deputy Speaker’s family.
One of the biggest problems facing in-work households living in poverty is fuel poverty. Altnaharra, which is in the middle of my vast constituency, is the coldest place in the UK every year, so fuel poverty is a colossal problem for my constituents. Will the Minister have meetings with the Scottish Government to take forward ways of tackling this terrible problem, particularly in the remotest and coldest parts of the UK?
I associate myself with the hon. Gentleman’s comments about Mr Deputy Speaker.
The hon. Gentleman makes a good point about fuel poverty. The Government have been doing so much to ensure that people are aware that they can cut down on household energy bills by switching, and we have been making it easier for people to switch. We also know that the Scottish Government have devolved powers to support people more with their benefits, if that is what they decide to do, and they are free to develop their own approaches to addressing poverty.

Commons ChamberI start by thanking everyone who has contributed to today’s debate on this important issue. Members on both sides of the House have made passionate and heartfelt speeches and interventions.
A welfare and pensions system is successful only as long as it is sustainable, and as the population balance shifts from working-age pension contributors to those aged over 65, an increase in the state pension age is necessary for the welfare of all. As the hon. Member for Eastbourne (Stephen Lloyd) pointed out, virtually every party in the House has either taken the opportunity to raise it, or not taken the opportunity to do something about it.
To support my hon. Friend the Member for Eastbourne (Stephen Lloyd), does the Minister agree that the failure to address the issue—for whatever reason, and by whatever party—reflects badly on this Parliament in general at a time when we could do with a much higher standing in public esteem?
We have taken forward transitional arrangements. It is insulting for Members from parties that have played their part in getting us to where we are today somehow to wash their hands of the matter. I will go on to make a few points, if the hon. Gentleman will forgive me.
Those who are able to work should support those who are not, confident in the expectation of similar support when they reach retirement. Today’s workers provide the support for today’s pensioners, and that is why it is so important that we have the right balance of the contributions that are paid in at present with the pensions that are being withdrawn, and that we adjust pension ages to maintain that balance. Women who retire today can still expect to receive the state pension for 24 and a half years, on average—almost three years longer than men.
As was outlined by the Pensions Minister, my hon. Friend the Member for Hexham (Guy Opperman), the Department for Work and Pensions has communicated the timetable for changes to the state pension age since they were first set in train 22 years ago. As my hon. Friend the Member for Redditch (Rachel Maclean) pointed out, in response to concerns raised during debates on the Pensions Act 2011 in both Houses, we introduced the £1.1 billion concession that has been mentioned, which staggered the changes and ensured that no one would wait more than 18 months for their pensions, compared with under the previous timetable.
Any further concession would cost significantly more. It would involve asking people of working age—more specifically, today’s younger people, as my hon. Friend the Member for Chelmsford (Vicky Ford) mentioned—to pay even more for it. Those outcomes simply cannot be justified.
