In response to an earlier question, I mentioned the F-16 coalition, which is a combination of both gifting the jets and munitions and pilot training. I have nothing to add beyond what I said earlier, other than that it is expected that those capabilities will arrive with the Ukrainians within the next 12 months. Clearly, everyone is working as quickly as possible.

If the news is to be believed this morning, we are about to see another German U-turn—this time on providing Taurus missiles—just as we saw a U-turn on Leopards and the F-16s. Indeed, right across the Ukraine contact group, we keep seeing the same pattern of countries dragging their heels on a certain capability, only to finally give in. Admittedly, that does not include the Minister and the Government, but why does it keep happening in the contact group? Will he say a bit more about how the training of F-16 pilots is going?

I am minded to be much more charitable to nations who have again and again challenged themselves to go through a capability threshold—often one that the UK has demonstrably gone through first. If we consider the position that the Germans have traditionally taken and where they are now post-Zeitenwende, the level of gifting that they are providing is extraordinary. It would be invidious of me to be in any way critical; in fact, I will go the other way and say how full of admiration I am for the way that German policy has shifted so completely over the last two years.

Before I get into my question, as this will be our last Defence questions before Armed Forces Day, may I thank those in the armed forces for all their service, particularly over the past couple of years during the pandemic? I also offer the support of those on these Benches to the Government in getting home the two UK nationals currently held by a Russian puppet court in eastern Ukraine.

On the strategic concept, there are three areas that we believe the Government must push for NATO to strengthen: the state levers of conventional defence power; societal resilience across the alliance, particularly in conjunction with the European Union’s strategic compass; and the international rules-based system that keeps us safe, including among alliance members themselves. Can the Minister outline, as he tries to garner that consensus, what he thinks a successful strategic concept looks like?

It is one of those wonderful moments when we are in vigorous agreement. We would share the view that the state levers of hard power and the societal levers of resilience are hugely important, that NATO must stand for something and that its members must subscribe to a rules-based international system. Those discussions are not hard to have because just about everybody else in NATO would passionately agree with that position.

I am grateful for that answer, but as other hon. Members have said, including on the Conservative Benches, a successful strategic concept surely does not include the UK Government cutting the armed forces by 10,000 and reducing the Army to its size in the war of the Spanish succession in 1701. Will the Minister, along with his colleagues in the Ministry of Defence, revisit the arbitrary cutting in size of the Army by 10,000? Would that not show NATO allies that he was serious about conventional defence forces in the UK and send the right message ahead of Armed Forces Day later this month?

Opposition spokespeople are in the habit of starting the clock on pledges for defence spending increases the day after the UK makes an enormous increase in defence spending. The UK led the alliance in deciding to increase spending in the face of increased insecurity in the Euro-Atlantic. NATO’s strategic concept does not specify exactly what each nation must have; the strategic concept is what NATO as an alliance wants to do. The key to that, as the hon. Gentleman rightly said at the start, is having interoperable levers of hard power that are shared across the alliance with the countries that do them best; having real homeland resilience so that, across all domains, on the eastern front and in-depth, there is real resilience within NATO members; and having a set of values that NATO unites around, stands up for and sells around the world.

I thank all colleagues for their contributions to the debate. As ever over the past four or five months, it has been defined by gentle disagreement politely put by well-informed contributors to the debate around defence and security in the Euro-Atlantic.

NATO is inescapably the foundation on which Euro-Atlantic security is based. It is, always was and has proven itself over the past three months still to be the most enormous deterrent, even against Putin at his most belligerent. Other multinational fora, many of which have been mentioned today—the UN, the European Union, the G7, the coalition of donors that sit outside NATO and the coalition of those who have imposed sanctions on Russia—have all been able confidently to make interventions to try to resolve the conflict, safe in the knowledge that NATO’s overwhelming firepower keeps the conflict contained within Ukraine. That has enabled many international fora to take measures to impose cost on Russia and try to persuade it to change course.

Not only does NATO have an enormous technological and numerical advantage but, as my right hon. Friend the Member for New Forest East (Dr Lewis) and my hon. Friend the Member for Basildon and Billericay (Mr Baron) made clear, the nuclear deterrent is inescapably important to the deterrence that NATO provides. That is why the SNP’s positions on nuclear and on NATO are so contradictory. Scotland’s geography is the gatepost on the southern side of the Greenland-Iceland-UK gap. That is the most strategic gateway to the north Atlantic and is essential to all NATO’s plans. Right now, at the very tip of Scotland, some of the most advanced anti-submarine warfare capabilities are based at RAF Lossiemouth. They are there because one of Europe’s best-funded and biggest air forces is able to have those capabilities alongside the fast air that polices threats in the Norwegian and northern seas and beyond.

Of course, Scotland hosts the nuclear deterrent on which so many countries around NATO depend, because it is the only nuclear deterrent that is assigned to NATO. It therefore seems to me more than a little contradictory that a party that wants to expel the UK’s nuclear deterrent from Scotland wants to apply to join an alliance that is ultimately underpinned by that very same deterrent.

Yet the hon. Gentleman’s position and that of his party is that he would want to join an alliance whose deterrence is underpinned by that deterrent. It feels inconsistent. To NATO countries around the alliance, the idea that that pivotal geography on the southern end of the Greenland-Iceland-UK gap should wish to break away from one of the world’s biggest, best-resourced and best-trained armed forces seems like absolute nonsense.

Especially when I am on my feet, Mr Speaker.

When I last spoke to the Secretary of State across the Floor of the House, I asked about the upcoming NATO strategic concept, which is second in importance only to the Washington treaty itself. May I ask the Minister specifically about that? Is it still planned to happen in June, or will the timetable for it move because of Russia’s war on Ukraine? In terms of what we can expect to see from it, will we have the Government’s Arctic strategy before then? In terms of containing Russia, the Secretary of State said at our last exchange that he planned to have a conversation with SACEUR about that very issue. Can the Government tell us what their priorities will be for containment of Russia going forward?

I am always happy to write, but perhaps I could take the Minister on from that to an important issue. NATO is clearly focused on bolstering its own defences and on supporting Ukraine militarily. Several NATO and non-NATO member states are focused on doing the same, plus supporting Ukraine economically. But Ukraine will require Marshall plan levels of rebuilding and international co-operation and support across NATO countries, EU countries and countries further afield. Will the Minister enlighten the House as to what discussions are taking place in NATO specifically with a focus on helping the country to rebuild? The war will come to an end eventually and our friendship must continue the day after.

The discussions in NATO very much focus on the Euro-Atlantic security implications of the conflict and on what the situation may be after it is completed. The wider geopolitical discussion and the economic plan, among other things that the hon. Gentleman rightly asks for, may be discussed within NATO, but I do not think that they are the focus of NATO discussions; I think that they are much more the focus of discussions within the G7, the EU and other ad hoc groupings that are coming together in order to worry about exactly what is next.

Last night the Secretary of State and I had to leave during the Prime Minister’s statement to return to the MOD for another briefing. To the surprise of the Prime Minister’s protection officers, we decided to walk back through the protest that was happening on Whitehall. I was struck not by the anger and the screaming and shouting that normally accompany protests in Westminster, but by the incredible sombreness and resolve, but also the fearfulness, shown by so many in that protest. They, as my hon. Friend said, will have family and friends back home in Ukraine. These were not people protesting over a political cause; these were people protesting for help with the safety of their loved ones.

The United Kingdom is not regarded by Ukraine as one of its best friends in the world by accident. For the last 10 years we have been training the Ukrainian armed forces through Operation Orbital. We were one of the first movers in providing lethal aid, and we sent troops to Ukraine only two or three weeks ago, when the build-up of Russian troops was well under way, to deliver the training that was required to allow those highly successful anti-tank weapons to be employed in battle, as they have now been. We will continue to do all that we possibly can, and I know that the excellent Minister for Europe and North America, my right hon. Friend the Member for Braintree (James Cleverly), is driving hard to ensure that all the necessary consular support is in place so that people who have connections with Ukrainians who are still in Ukraine can be supported through the excellent work of the Foreign, Commonwealth and Development Office.

I am grateful to the Minister, and indeed to his colleague in the Foreign Office, for the work that they are doing and the updates that they have been ensuring Opposition Members have. Like the Minister and other Members, I wish only to heap praise on the Ukrainian armed forces, who ensured that Russia did not get the opening gambit that it thought it would. But, as the Minister says, we are seeing Russian men being sent to die for one man’s hubris—and my goodness, what courage was shown on the streets of Russia last night by people protesting against the aggression from the Kremlin, and we commend them for it.

The Minister rightly spoke of supporting Ukraine with military equipment, and we back the Government in that. It is obviously, in some cases, easier said than done—it requires training, logistics and all the rest—but the Ukraine Government need it. I am not going to ask the Minister for an assurance that he has already given, but I want to press him in saying that we on these Benches want to see Ukraine get all the equipment it needs. I know that the Minister does not want to go into specific areas of equipment, but satellite phones are badly needed. That issue has arisen quite often during the various conversations that I have had with Government and parliamentary officials in Ukraine, and even came up at the protest outside Downing Street last night.

May I ask whether consideration has been given by the Government, and by G7 allies, to cyber-support, particularly cyber-offensive support? I can see the expression on the Minister’s face, but would that constitute an article 5 scenario or not? What do the Government understand it to be? May I also ask the Government to ensure that they provide the appropriate level of humanitarian and medical equipment support that the Ukraine Government need?

Finally—I hope the Minister will forgive me, but I have not heard him mention this yet; it is not necessarily an MOD issue—may I ask for an update on where we are with SWIFT? Members had hoped that progress would have been made with that by now. I know that the Foreign Office has been pressing hard on it, but an update would be useful.

Everything that the hon. Gentleman said about lethal aid has been well heard. We are working on it at our best pace, and we will do as much as we physically can at this stage, as will the United States and other allies. We are just looking at how it would be practically done.

The hon. Gentleman was right to refer to a range of items, most obviously satellite phones, that provide resilience for the functioning of the Ukrainian Government—military and perhaps, in time, for resistance purposes—when they are operating in an electronically denied environment, and with all the probability of cyber-attacks and everything else that will make their functioning ever harder. We are very aware of that requirement, and of the requirement for medical supplies and other things that we are working on. The hon. Gentleman saw me wince; I am afraid that the Government’s legal position on cyber-operations is very much a matter for the Attorney General and the Prime Minister, and is not something on which I will comment at the Dispatch Box.

The hon. Gentleman asked about removing Russia from the SWIFT system. He will perhaps have heard my right hon. Friend the Defence Secretary on the news this morning saying that Her Majesty’s Government are keen that that sanction is imposed. It is not in our gift to do that unilaterally, or even multilaterally among the countries that have thus far agreed to do it. Our colleagues in the Foreign Office are hard at work on that, and I hope we can win the argument. It feels like a sanction that Russia would properly sit up and take notice of.

As we heard at length when I was answering the urgent question yesterday, and as my right hon. Friend the Defence Secretary said in the Select Committee meeting thereafter, when we made the case to my right hon. Friend the Health Secretary for jabs for missions that we felt could not be administered in line with age priorities, we were given them without question and we are grateful for that support. However, the judgment was made that we should not be prioritising fit, healthy young men and women in the armed forces at the expense of more elderly and vulnerable people and communities across the country. As I said many times yesterday, and as the Secretary of State said, we in the ministerial team stand behind that decision.

The challenge that the Minister is setting is that he will get things right for the people, as opposed to focusing just on the platforms. That is good. There is currently a £1.5 billion backlog of repairs in armed forces accommodation. Will he commit to a quarterly update on where that figure stands, to give a level of transparency that we do not currently have and to ensure that he delivers on the promises he is making at the Dispatch Box?

There is a term popular among those of us who have served in the military: volunteering a mucker for the guardroom. The Minister for Defence Procurement, my hon. Friend the Member for Horsham (Jeremy Quin) will, I am certain, have heard that request and he will no doubt write to the hon. Gentleman in due course to agree with him a mechanism for ensuring that progress is reported to him.

It is not enough to spend money wisely now; we must manage our money for the long term. In the past, over-ambitious and underfunded reviews led to successive years of short-term settlements, followed by short-term savings measures, funding pressures deferred and poor value for money for the taxpayer. However, by agreeing to a long-term multi-year settlement, we are redressing the balance. We are carving out space to deliver capability and drive commercial outcomes, commit investment in cash, fund transmissional activities and set a clear headmark for policy. We can at last tackle the root causes of some of the endemic and systemic problems faced by Defence, such as unwieldy procurement, and we can start to develop a sustainable plan for equipment.

Spending on defence is no different from any other large organisation. We must learn to live within our means. That is why the Department has taken the hard decisions to balance our spending plans, rationalise the estate and reduce operating costs as we modernise our equipment. That is also why we have been busy strengthening our financial capabilities. We are currently three years into a five-year programme to enhance the skills of our finance staff, improve cost forecasting and adopt a more realistic approach to risk. But our plan is not just about what we do internally. It is also about augmenting our relationship with industry.

I share my hon. Friend’s assessment of the requirement for regional partners not only to step up and take a stake in Afghanistan’s peace, but to behave responsibly in the way they go about their diplomatic affairs in the region. His characterisation of what remains of the coalition is, if he does not mind my saying so, somewhat out of date. We have been down to a residual counter-terrorism mission for some time. For five years or more, the coalition has not extended its writ across the whole country. Actually, the Afghan national security forces have done a good job of maintaining security within the borders of Afghanistan since the NATO mission stepped back towards the current CT mission. I am full of optimism for what the Afghan national security forces could achieve. It depends, of course, on their being empowered to do so by a future Government in Kabul.

Like the Minister and the shadow Secretary of State, I pay tribute on behalf of the Scottish National party to all those who served, and of course, we remember all those who sadly lost their lives in Afghanistan.

All of us want the Government to get this right. I accept that there are no easy, clearcut, black and white ways forward, but I share some of the concern at the somewhat over-optimistic assessment that the Minister comes to the House with today. There is no absolute victory, of course—there is victory of sorts—but the peace is unstable. Governance is better, but it is still unstable, and the Taliban are not the outfit they once were, but they still pose a threat. The Chair of the Select Committee, the right hon. Member for Bournemouth East (Mr Ellwood), made some excellent points on how lessons are learned about what went wrong, because some things did. I return to the question he asked, which the Minister was not quite clear on: what is the Government’s view of a Chilcot-style inquiry? If we are all committed to getting this right, that is the kind of thing that surely needs to happen.

This might be the end of one of America’s forever wars, as it is sometimes known, but for Afghanistan, it remains immensely uncertain. What does the post-September relationship look like with the Afghan Government? I say this to the Minister on foreign aid. We can either have peace and stability in countries such as Afghanistan, or we can have foreign aid cuts; we cannot have both. If the Government are committed to a stable future for Afghanistan—which, in fairness, I believe they are—they need to reverse not just the cut that the shadow Secretary of State mentioned but the cut in its entirety across the foreign aid field.

I have been speaking to our joint military commanders in every region and they have all been clear about the value that these planners and their liaison officers have brought in helping the local authorities to understand what it is that the military could do and in helping us in the MOD to get ahead of that demand so that we can get troops lined up. It is clear that, whatever the lessons learnt about the covid response more generally, one of the biggest lessons for the Ministry of Defence is that those relationships at local level are of huge importance and I hope that we can institutionalise them as we go forward.

May I also put on record my best wishes, and those of my party, to Captain Sir Tom Moore and wish him a speedy recovery?

I have mentioned before that we are extremely grateful for the effort of the armed forces in Scotland, but I must mention the effort that they are making in my constituency at the Castlemilk vaccine centre. It is so good that it even managed to bring the Prime Minister out of Downing Street to my constituency—against all advice, but there we go. What plans does the Minister have to recognise the extraordinary effort and the extraordinary work of those in the armed forces working on the pandemic alongside such brilliant NHS staff up and down the country?

I am not sure whether I agree that the Prime Minister of the United Kingdom visiting the United Kingdom armed forces hard at work in all parts of the United Kingdom is in any way an inappropriate activity for him to undertake. The great thing about our nation’s armed forces is that they get on with the job at hand and do not seek any recognition at the time. This is their priority; it is our priority. Of course, we have an eye on how we might recognise their contribution when all this is done.

I can tell the Minister that my inbox tells a rather different story. What they want is to be paid properly, to have decent working conditions and employment conditions, and their families to be supported better. But let me ask this. All those NHS and social care workers they are working alongside in Scotland will receive a £500 thank you payment from the Scottish Government. Will he match that for all UK personnel working here and abroad to help fight the pandemic in the upcoming Budget—yes or no?

I take the hon. Lady’s point, but I am not sure that the EU is necessarily the only vehicle for the purpose. The Minister for Climate Change and Industry, my hon. Friend the Member for Devizes (Claire Perry), attended the One Planet summit in Paris today, where she talked to representatives from countries all over the world, outside the EU and within, about arresting climate change.

The marine conservation Minister, my hon. Friend the Member for Suffolk Coastal (Dr Coffey), was in Malta six or seven weeks ago at a global UN conference on ocean rescue. Again, that was not an EU vehicle, but the UK was showing leadership among countries around the world. I understand that the Minister for Agriculture, Fisheries and Food, my hon. Friend the Member for Camborne and Redruth (George Eustice), has been at a conference about fishing in the last couple of days, and that the discussion was not EU-orientated but global. I am therefore not entirely convinced that the UK is “going it alone”. We are clearly well embedded in a whole range of international forums in which we can discuss our environmental ambitions globally.

As the hon. Lady rightly said, these are issues that cross borders. However we regulate the environment in the United Kingdom—and I am confident that we will be much more ambitious here than the EU is currently with its own regulations—we cannot turn our back on the rest of the world. Indeed, there is no evidence that we would, given the amount of international engagement that we already have, and the extent of the leadership that we are showing on so many issues relating to the environment and climate change.

I was surprised to note the Scottish National party’s support for new clause 27, in particular. I accept what was said earlier by the hon. Member for Greenwich and Woolwich (Matthew Pennycook) about the intention to establish a regulatory body in England that might seek to be matched in Scotland and Wales, and that agreement would be sought from the devolved powers.
