Commons ChamberI know the Foreign Secretary will agree that the sharply reducing ice in the Arctic is producing huge environmental challenges and serious economic and commercial opportunities, but also therefore an increase in security risks and the possibility of militarisation of one kind or another. Does she agree that the Arctic is an area worthy of intense diplomatic activity in the years to come?

Commons ChamberOn a point of order, Mr Deputy Speaker. The hon. Lady indicates from the Dispatch Box that the time for the previous debate, which was a grave and important debate about Daesh, was curtailed to accommodate this debate. That is not correct. I went to great lengths to say that the previous debate could continue for as long as was desired, because this debate was much less important.
That was not a point of order, but the hon. Gentleman has put it on the record. The problem is that I am struggling to hear because of the shouting.

Commons ChamberOn a point of order, Mr Deputy Speaker. It might help the House to know that, because of the time available for the following debate and because of the great importance of the business being discussed by right hon. and hon. Friends from Northern Ireland, I do not intend to move the following motion, in the hope that the Backbench Business Committee will allow me to bring it back before the House when we have more time to discuss it.
The Back-Bench motion will not be moved. That is noted.

I should apologise to you and the Committee for an inadvertent breach of the conventions of the House, namely that having chaired the Committee earlier this evening, I inadvertently forgot the convention that I should not vote. I have, in fact, voted twice in Divisions since then. I apologise for that oversight.
