I have had no discussions with the Welsh Government on the proposals.

What assessment has my right hon. Friend made of the proposed changes to the voting system at Cardiff Bay and the potential impact on democratic representation?

It is mystifying that this proposal was announced on the same day as the Queen’s Speech. It will impose a £100 million burden on Welsh taxpayers and demolish a voting system that has served us well for years, and there has been no consultation with any voters at all. Even the Lib Dems describe it as a stitch-up.

The Wales Office has regular discussions with the Welsh Government on cross-border connectivity. I am afraid that Labour’s plans are more of a roadblock than a road review. I urge the Welsh Government to focus more on investment and on delivering their 2016 manifesto commitments to sort out the M4 relief road and various other vital links.

Five years ago, the A55-A494 network resilience study, commissioned by the Welsh Government, recognised the strategic importance of the route and the fact that it is often above capacity and vulnerable to disruption. How does my right hon. Friend believe the roads review may impact on plans for UKNET, a high-performing strategic transport network for the whole of the United Kingdom?

I know both the roads that my hon. Friend refers to—I travel on them regularly—and I am well aware of their importance to his constituency and the region’s economic future. The UK Government’s contribution to the road infrastructure is second to none. Some liaison is clearly necessary with the Welsh Government about certain aspects of that. We hope that they will publish their strategy soon and look again at their road strategy, because a simple moratorium on road improvements and new roads is not the way to restore economic prosperity in his area or anywhere else.

1. What assessment the Government have made of the potential outcomes of the £46 million community renewal fund allocated to Wales.

Wales is receiving £46 million under the UK community renewal fund, 23% of the funding total, and 165 projects are being funded across Wales, including 14 in Denbighshire worth almost £3 million.

Two weeks ago, as my right hon. Friend says, £2.9 million was announced from the community renewal fund for 14 projects in Denbighshire, including Blossom & Bloom, a charity in Rhyl that can now support 20 more mothers and babies. Of course, the community renewal fund is there to help communities prepare for the introduction of the shared prosperity fund. Will he outline what discussions he is having about that fund and whether capital, as well as revenue, will be available?

My hon. Friend raises a very good question, and I hope he will take into account that we are looking at the levelling-up fund, the community renewal fund and the community ownership fund, as well as the shared prosperity fund, in the round, and other potential funding proposals, too. When he sees the detail, I hope he will see that we address both capital and revenue.

The short answer is: a pivotal role. It has been a joy to behold the unbelievable enthusiasm, dedication and professionalism in Wales and across the rest of the UK from servicemen and women. We are regularly receiving requests from the Welsh Government for additional support, and we turn that support around in Cardiff just as soon as we can.

The mid-February target to vaccinate Joint Committee on Vaccination and Immunisation priority groups 1 to 4 involves offering a dose to all those who are considered clinically extremely vulnerable. What discussions is my right hon. Friend having with the Welsh Government regarding the accuracy of data being used in relation to this group?

As my hon. Friend might imagine, there are regular discussions across all levels of government around data accuracy and the progress that we can make with this particular challenge. He is right to point out that it is, of course, a devolved issue. We are trying to ensure that we can find solutions to issues of a more permanent nature—perhaps persistent data problems, for example—but the ambition remains to get absolutely everybody in those cohorts done within the timescale, and we are currently on target to achieve that.

Although football matches are being played again, it is behind closed doors and with no associated matchday income. Will my right hon. Friend encourage Sport Wales and the Football Association of Wales to work together to ensure that clubs such as Rhyl in my constituency receive the support that they need at this really difficult time?

It would be remiss of me not to give a substantial name-check to Rhyl, having given one to Wrexham—that would seem unfair. I agree with my hon. Friend’s position and the basis of his question. National league funding in England has come up with significant funds, which should be replicated in Wales. We will certainly do anything we can to get money channelled into the sport to see it through this difficult time.

The point the hon. Gentleman makes is interesting, because of course a number of the companies to which he refers are UK-wide companies. It is a UK-wide issue that we are looking at, and it will require co-operation between the UK Government and the Welsh Government in the areas that are devolved and the areas that are clearly reserved. Currently, that co-operation and collaboration has been, by and large—probably eight times out of 10—as positive as the hon. Gentleman would hope, and as businesses and individuals would hope. We will of course continue that collaboration. We are now into the recovery period, hopefully—touch wood—and that will clearly test that collaboration, but at the moment I have confidence that it can work.

A few days ago, Wales finally joined the UK portal for covid test applications—some five weeks following its launch. Perhaps because of such delays, north Wales remains an outlier in new case numbers. Will my right hon. Friend join me in calling on the Welsh Government to get a grip on controlling outbreaks, mostly relating to care homes and hospitals?

My hon Friend clearly has considerable and detailed knowledge of this pandemic and the problems in his area. I hope he will be relieved to hear that I have a call this afternoon with the First Minister to discuss, among other things, exactly the point my hon. Friend raises, because the statistics show that north Wales is currently an uncomfortable outlier compared with what is going on throughout the rest of the UK and particularly Wales.
