Thank you very much, Mr Deputy Speaker.

May I say what a delight it is to follow my hon. Friend the Member for North East Derbyshire (Lee Rowley)? Every speech that he gives in this place is a delight. I cannot say any words of higher praise than that. He highlights a point that I would like to make in respect of this debate. We all have different views and we all articulate those views in different ways—many of us cannot do it in the way that he can—but we come from honourable standpoints.

The debate as it has sometimes been heard in the Chamber today regarding saying “X has done this” or “The Government have done this wrong” misses the point completely. Nobody can possibly argue that the Government have not done anything they thought was the right thing to do to address a unique problem that none of us had thought we would face. The Government have done everything they felt was appropriate, and I support them in that.

I would like to talk about the evidence. In March, at the start of the lockdown, we had no evidence. It was a unique situation, and ad hoc measures had to be put in place because there was no blueprint for what to do. We now have evidence, and we can weigh the risks that my hon. Friend the Member for North East Derbyshire described on the basis of the evidence we have accumulated over the months of the crisis.

I use as an example pubs, restaurants and the hospitality sector in my seat. I am sure that all Members have faced pub landlords and proprietors of businesses saying to them, “If there is another lockdown, my business will come to an end.” Nobody can fail to be touched by that. The judgment that politicians have to make between the real risk of economic hardship and the threat posed by the virus is nigh on impossible, so we look to the evidence.

It was reported in the London Evening Standard that 3.2% of covid outbreaks last week were from food outlets. We must always look to the evidence to support our judgments. If the evidence does not suggest that pubs, restaurants and other hospitality venues are anything other than safe environments in which to respect social distancing and all the other guidance, we should not make an educated guess. The eminent scientists who advise the Government may take a view about the perceived threat, but I firmly believe that the pubs and other hospitality sector businesses in my seat have proved themselves to be safe, covid-secure environments. There has not been an outbreak in my seat, which has now been under restrictions for nearly eight months.

I welcome the opportunity to contribute to this debate on covid. This is too important to all our constituents for MPs not to be able to debate these matters at length, but let us debate them on the basis of the evidence we have, not our gut feeling, what we think or educated guesses. Let us look at the evidence we have and where it points us. In my opinion, the evidence points to businesses that are currently at risk of being shut down being safe environments. Pubs, restaurants and the hospitality sector in Bury deserve our support, and I hope that after scrutiny of all the evidence, they will be kept open and no further restrictions will be placed on this very important sector within my area.

I pay personal tribute to my right hon. Friend. Bury has been under restrictions for six weeks, and both he and his team have been a constant source of support not only to me and the leader of the council but to the people of Bury through this difficult time.

I agree with everything that the Secretary of State said, but I would welcome his views on this point. One challenge being faced in my constituency is childcare. We are in a situation where many people are looking to get back into work. Many grandparents look after children, but they are struggling because they remain in the bubble that we have in Bury, which is one person to another household, and many of them still live together. They are asking whether the bubble can be extended to two people per household to allow them to provide emotional, practical and social support to their family at this difficult time.

I understand why grandparents in Bury and across the country want to see that happen. The challenge is that the support bubbles are there primarily so that when people are living on their own, they can get that emotional and mental-health support from having some people with whom they can closely communicate, whereas a couple living together have each other for that.

The challenge in terms of childcare is that although children rarely experience any negative impacts of covid, they can transmit the disease. Grandparents are typically at risk if they are over about 70, so we are quite cautious about encouraging them to look after their grandchildren, because of the problem of transmission. That is the challenge that we are trying to address, but I understand why people want to see that.

I wish to begin my remarks by paying tribute to two people who personify the extraordinary commitment of those working within our NHS and care sectors to the communities they serve. Dr Saad Al-Dubbaisi worked at the Garden City Medical Practice within Holcombe Brook in my constituency for 20 years. During this crisis, he sadly passed away. This tribute was among the many that were paid:

“A loving a kind man who gave everything for his community.”

In remembrance and in recognition of his service, hundreds of members of our community lined the streets to pay their last respects to a doctor who spread kindness and warmth over two decades within Bury.

Carol Jamabo was a care worker in my constituency. She served the public as a key worker for more than 25 years. She was popular, caring and compassionate. A relative commented that she will be remembered for her “uplifting, joyful and enthusing” personality.

There are doctors, nurses, healthcare assistants, porters, cooks, receptionists, ambulance service staff and drivers. There are just too many people to mention, but all are working in NHS and care services in Bury, Ramsbottom and Tottington. All have made immense sacrifices to help those affected by coronavirus. They are all heroes and heroines. I cannot mention them all, but we shall forever be in the debt of kind, compassionate, caring individuals such as Marie Sharp, the manager of Bankfield care home on Gigg Lane, and Dr Afzal Hussain of Walmersley Road medical practice.

The NHS long-term plan outlines the next step in the Government’s vision to support staff not just through headline pay but through improving their working lives, giving them the reward and recognition they deserve for always putting patients first and providing the high-quality care that all Members in this House have seen throughout the covid-19 crisis. They will forever be heroes to us all.

I will conclude by associating myself with some of the remarks of my hon. Friends. I have had the pleasure and honour of speaking with all care home managers and workers in my constituency. My hon. Friend the Member for Ipswich (Tom Hunt) called them the best of the best and they truly are. They deserve recognition for their highly skilled work and for the care they give to some of the most vulnerable in our community, and as a House we must do everything possible to recognise that skill and to reward their immense contribution to our country.

At the start of the debate, the Under-Secretary of State for Health and Social Care, my hon. Friend the Member for Bury St Edmunds (Jo Churchill), asked for suggestions on how we can level up the health inequalities that affect all our constituencies. Representing the people of Ramsbottom, Tottington and Bury, I think the following policy proposals would go some way towards addressing the Marmot policy objectives.

First, in Bury, we need to strengthen our mainstream provision for primary-age children with autistic spectrum conditions and for children with social, emotional and mental health needs. We need to create two bases with outreach capacity to sustain pupils in their school with extra support, giving every child the best start in life.

We need to fund a learning disability hub, which would change how people with disabilities access support across Bury. This would involve the development of an accessible hub to provide information, advice, care and support to individuals whose lives are affected by disability, enabling all children and young people to maximise their capabilities and to have control of their life.

We need to create fair employment and good work for all. Bury College has received millions of pounds of Government investment for a proposed health and life sciences hub. We are now asking for further investment to create a digital and creative industry skills hub to provide the skilled jobs that my constituents need and to upskill all my constituents, no matter what their background.

Marmot’s main policy objectives relate to public health and prevention, and I ask the Under-Secretary of State for Health and Social Care, my hon. Friend the Member for Mid Bedfordshire (Ms Dorries), to consider initiating a pilot in Bury for an integrated public health hub that would put all public health services together in one place. The hub would address substance abuse, as well as dietary and all wellbeing matters. More specifically, it would encourage a healthy and active lifestyle.

In Bury, we need to encourage people to become involved in sport and activity. Sites such as Gigg Lane, the home of Bury football club, are perfect facilities to inspire youngsters who are not involved in an active lifestyle to change their ways, and to become involved in their community and in a public health world to which they have not previously been introduced. Public health services should not be in an office block; they should be in open, attractive places that encourage young people to become involved.

Those proposals would have impact on my constituents, benefiting their health outcomes and life chances.

We have good-quality social care provision in Bury, and have been ranked among those at the top in Greater Manchester for a number of years. The clinical commissioning group and the local authority work hard with external providers, with a supportive approach to quality assurance. This ensures that CQC ratings for our provider market continue to be good, and have focused on building positive relationships with them. This quality approach impacts positively on the health system too, as Bury has the second lowest admissions to hospital of older people in Greater Manchester. That means admissions are avoided, which is better for both the person and the public purse.

The integration of health and social care in terms of both delivery and commissioning is being embraced in Bury, and is really important to provide a holistic approach to people, their carers and families. Bury has created a local care organisation, with £19.2 million of Government money. Integrated neighbourhood teams are a key part of delivery for people in neighbourhoods, bringing together social care, community health and primary care. This approach avoids duplication and gives streamlined services to people. This, coupled with a preventive approach, along with population health improvement priorities, is the long-term answer to demand in the NHS, in my opinion.

Greater Manchester devolution brings together local authorities and the NHS in terms of community leadership and frontline delivery. This is very different from the rest of the country, where CCGs are merging to create strategic transformation partnerships on huge footprints. This local approach in Greater Manchester recognises the significance of the wider determinants of health in managing long-term health issues. However, in my opinion, the lack of a long-term funding solution for social care is the Achilles heel. Council tax solutions are not the answer. For example, places such as Bury, which has a faster-growing older population than the rest of Greater Manchester and therefore greater health needs in the long term, are unable to raise the amount of funding needed locally.

The national living wage—an excellent concept, if unfunded—puts additional pressure on councils’ social care budgets, since they have to pass on uplifts that reflect the pay rates of the people delivering care. This does create significant financial issues in the social care system, in what is already a pressurised set of services, due to the demands from the numbers of people and the ageing population, which, as I say, is growing faster in Bury than in the rest of Greater Manchester.

As we have heard, the workforce is as big an issue, if not bigger, for social care as for the national health service. Although the news about the increasing number of nurses is welcome across the health and care economy as a whole, those working in the private provider sector of social care have been overlooked in recent announcements, and recruitment and retention may therefore be even more difficult than they are already.

The final point I wish to make is that temporary funding, even when relatively long term through the better care fund and the improved better care fund—this year, it has provided £18.5 million of funding to my local authority—is not helpful for a system that is demand-led and has to ensure that it provides value for money wherever possible. A more certain and improved settlement for social care would ensure that longer-term planning can be put in place.
