I welcome today’s statement. I hope that we will get a full response to the report from the Home Secretary very quickly. May I also associate myself with the comments of the Home Secretary and other right hon. and hon. Members today? Our thoughts are with the family and friends of Sarah Everard.
I wish to ask the Home Secretary again about this issue of indecent exposure, which is highlighted in the report and which he has talked about a little. In my constituency, we had the horrific case of Libby Squire, who was raped and murdered by a man who had been stalking women and roaming the streets of Hull for 18 months prior to murdering her. He had been exposing himself and committing acts of voyeurism. People did not report his actions, because they did not think that the police would take them seriously. Libby’s mum, Lisa Squire, has been campaigning on this for the past few years. She has recently given evidence at a hearing of the Home Affairs Committee. I wondered whether the Home Secretary would meet her, because it would be interesting to know his view. What more can be done now to encourage people—women in particular—to come forward when such things happen to them? I would also say that almost every woman I know has had this happen to them at some stage in their life. This problem is endemic.
I thank the Chair of the Select Committee for raising this point. I will of course seek to find an opportunity to meet the Squire family about this matter.
There needs to be a cycle of increased confidence. I hate some of the phraseology that has been applied, and I choose never to apply it about this issue, because there is the implication that these matters are less serious. But the sad truth is that, when we see reports of serious sexual violence, we can look back through the case history and often see plenty of examples of criminality leading up to that. Therefore we do absolutely need to take this seriously. Women who have been the victims of these kind of crimes—this kind of behaviour—need to feel confident about reporting them and they need to feel confident that their reports will be taken seriously. The more they see the police taking action, the more confident they will be in coming forward. Therefore, we need to develop a virtuous circle. We are not there yet; indeed, we know that we are a long way from that. We have seen this happen in the Couzens case. He was known to have committed these crimes, and that should have triggered a much more robust response. But it did not, and we must address why that was the case. We have to ensure that leadership and policing understand that, collectively, this House and the Home Office expect them to take this matter more seriously and send the signal that these crimes are not trivial and should not be ignored.

Commons ChamberThe UK takes its international obligations incredibly seriously. The Human Rights Act is, in part, being disapplied through this legislation. We were, of course, one of the founding members of the European Court of Human Rights and we regard it as an important institution, but, like many post-war institutions, it would benefit from evolution and updating. I made that position clear when I was Foreign Secretary.
The point is that we want to make sure that a country, Rwanda, which is working with us, strengthening its institutions and seeking to do the right thing by both European refugees and African refugees, is supported in doing so. We have a robust legal system and a robust parliamentary system here in the UK; we should have some more self-confidence in those systems and use our experience to help capacity building in partner countries such as Rwanda.
When the permanent secretary came before the Home Affairs Select Committee last week, he was unable to tell us how much is being spent on the Rwanda deal because Ministers have decided to update Parliament annually. Can the Home Secretary confirm today how much additional money will be provided to Rwanda in the light of the changes in the treaty, and whether he will update Parliament more often than once a year? We are looking forward to seeing the Immigration Minister at the Home Affairs Select Committee next Wednesday to ask him further questions; if, for whatever reason, he is not able to attend, will the Home Secretary attend in his place?
Let me make it absolutely clear: we remain committed to our promise to publish the costs of the scheme on an annual basis. To make this absolutely clear to the House, too, the Rwandans asked for no additional money in connection with this treaty. None was asked for, none was offered and none was provided. We will update the House in the way we have committed to and I have no doubt that the Immigration Minister will come before the right hon. Lady’s Committee as promised.

Commons ChamberAs the Home Secretary will appreciate, the Home Affairs Committee is keen to scrutinise the policies of the Home Office. At our meeting last week, that proved difficult because we could not get information about, for example, the cost of the Rwanda policy, asylum backlogs or the number of unaccompanied asylum-seeking children still missing from hotels. Can we please have an assurance from the Home Secretary that when the Immigration Minister appears before the Committee next week, we will have the full evidence base and economic impact for the policy announcements made today?
I have no doubt that the Immigration Minister, who is hugely experienced in this portfolio, will come fully armed with facts and figures at his fingertips.

Commons ChamberMy right hon. and learned Friend makes some important and useful points based on his extensive experience. Of course, we listen very carefully to the contributions that have been made. With the indulgence of the House, I want to make progress so that Back Bench Members have time for debate.
We need to understand that crime is a business—a big business. Serious organised criminals are relentless, adaptable and resourceful. That is why we are banning articles that are used to commit serious crime, including templates for 3D printed firearms components, pill presses, and vehicle concealment and signal jammers that are used in modern vehicle theft. In banning the supply, adaptation, manufacture and import of those articles, as well as their possession, we will target the corrupt individuals who profit from supplying those articles to those involved in serious criminality while keeping just enough distance from the offences being carried out to avoid facing the inevitable consequences of their actions.
We are also strengthening the operation of the serious crime prevention orders. It is absolutely right to make it easier for the police and other law enforcement agencies to place restrictions on offenders or suspect offenders and stop them from participating in further crime. Fraud is now the most prevalent form of crime. It costs this country billions of pounds annually and is a terrible personal violation. I have no doubt that every Member of the House will know constituents who have suffered from that type of crime.
The Criminal Justice Bill contains several new measures to tackle fraudsters and the perpetrators of other serious crimes. We are prohibiting the possession and supply of SIM farms that have no legitimate purpose. Law enforcement agencies will have extended powers to suspend domain names and IP addresses used for fraudulent purposes or other serious crimes. We are also reforming the powers used to strip convicted criminals of the proceeds of crime. A new scheme will see the Government work with the financial sector to use the money in accounts suspended on suspicion of crime to fund projects tackling economic crime.
Going beyond economic crime, we are further expanding the identification principle, so that companies can be held criminally responsible when a senior manager in that company commits a crime.
While fraud accounts for 40% of recorded crime at the moment, only 1% of police resources are used to deal with it. What are the Home Secretary’s thoughts on that?
By the nature of this crime type, specialism in investigation is inevitable. Ultimately, the training and deployment of the resources of the police and other crime fighting agencies will naturally need to reflect that. It is not quite as simple as mapping the proportion of crime to the proportion of police officers, but implicit in the right hon. Lady’s question is the fact that we need to upskill investigators so that they can focus on those crime types. We are putting the legislative measures in place, the funding is in place, the increase in police numbers is in place and we are happy to work with PCCs and chief constables to ensure that those resources are deployed in the most effective way.

I congratulate the right hon. Gentleman on his new role. This morning at the Home Affairs Committee, David Neal, the independent chief inspector of borders and immigration, told us that the biggest challenge facing the Home Office is being professional, maintaining objectivity, being fair and understanding human rights. The inspector also said that what keeps him up at night is the question of who is protecting our borders and whether they are doing so to the best of our collective abilities. Could the Home Secretary tell us whether today’s ruling on Rwanda proves or disproves Mr Neal’s concerns?
The Government are responsible for the protection of this country, and it is a role and responsibility that we take incredibly seriously. It is the primary function of Governments. In this statement, and in the other statements I intend to make, and which Ministers from the Department will make from the Dispatch Box, we will show the House and the country that Conservative Members take that responsibility incredibly seriously, and we will take whatever action is necessary to ensure the protection of the people and the borders of this country. It would be helpful, frankly, if the Labour party would break the habit seemingly of a lifetime and once in a while vote to support the actions that we take.

Commons ChamberUK foreign policy is set in London, not in Washington and not in Dublin.
The Foreign Secretary has talked about accountability and accuracy in broadcasts and social media. Does he share my bafflement at why the BBC, our national broadcaster, has repeatedly refused to describe Hamas as a terrorist organisation when they are a proscribed terrorist group?
I am genuinely baffled by this. I understand that the BBC says that to do so would be to take sides, but I fundamentally disagree with that. The BBC has used the word “terrorist” on a number of occasions, both domestically and internationally, and I just do not understand why it cannot bring itself to describe Hamas as terrorists, because that is what they are.

Commons ChamberI thank the hon. Gentleman for his question and for his praise of the work that officials across Government have done on this. I do not want to pre-empt any decisions by Cobra. We will of course look at the criteria, which we have kept constantly under review to ensure we are able to discharge our duty to support British nationals, which is the primary duty of the Government. I would make the broader point that if we were to change the eligibility, we would need to do so in a non-discriminatory way. We would not necessarily be able to say, “Sudanese people who—”; it would just need to be, “Foreign nationals who—”. That could potentially create an unsustainable degree of demand for evacuations that we might not be able to address. However, we always look at these things very carefully. We want to ensure that we not only discharge our duty to British nationals, but remain, as we have been, a generous at heart nation.
On the point about safe and legal routes, there are, of course, no safe and legal routes for people to come to the United Kingdom. In fact, in 2022, Sudanese nationality was among the five highest for the number of people travelling in small boats across the channel. Has the Foreign Secretary had any conversations with the Home Secretary about establishing safe and legal routes in the light of this particular crisis, and in the light of the vote last night on the Illegal Migration Bill, which means that anyone arriving irregularly, in the United Kingdom after 7 March which people in small boats will be counted as, will be detained and sent to a third country, which I assume the Government would say is Rwanda?
I think the right hon. Lady meant to say that there are no current safe and legal routes established from Sudan. She said in her question that there were no safe and legal routes, but of course there are many specific to Sudan.
Let me also point out that Sudan is not the only conflict zone in the world. The Bill on which the House voted last night contains an explicit commitment to establishing safe and legal routes in parallel with ensuring that the people who come here illegally are administered quickly, fairly and efficiently, and it is right that we do both. Ultimately, establishing those safe and legal routes will be a Government decision, led by the Home Office with input from other Departments such as mine, and that is a discussion that we will of course have.

Commons ChamberThe simple principle is that Russia should pay for the harm and damage that it has caused. We must ensure that any proposals are robust, safe and compliant with domestic and international law, and we will of course consider all lawful routes to ensure that Russia pays for the damage and harm it has caused.
The UK Government have frozen Russian assets, but the EU has already set out a plan to shift such assets into a fund to help to rebuild Ukraine, and Canada has already passed a law to do the same. What is stopping us? Why can we not do the same?
Both those projects are still in train; neither has come to a conclusion and no country has liquidated frozen assets. As I say, anything that we do needs to be in complete compliance with both domestic and international law.

I really do not understand why this is all so last-minute. Is the Minister comfortable with his Government’s approach of ignoring the recommendations of the Russia report? It is important to note that the Intelligence and Security Committee—a cross-party Committee of both Houses of Parliament—made clear recommendations after taking a lot of evidence and scrutinising the issue of Russian influence on this country. Why have those recommendations not been taken up by his Government?
As I have said a number of times, in my interactions with our friends and allies both on my recent trip to the United States of America when I represented the UK at the NATO-Russia Council and on international calls, the UK’s firm posture towards Russia has been recognised, and our international partners are grateful for it. To ensure that our sanctions regime and any potential sanctions that we impose are effective, co-ordination with our international partners is incredibly important. I am intensely proud of the position that the UK has taken in support of Ukraine, in support of the international rules-based order and in support of our friends and allies around the world. The UK will continue to be at the forefront of attempts to de-escalate the situation and support the Ukrainian people.

I thank the hon. Gentleman for the point that he has raised. I can assure him that, on my recent visit to Oman, I raised this case with the Omani Foreign Minister, with whom I have a very good relationship, in an attempt to get a message across to the Houthis, who have in recent times stepped back from direct engagement with the UK Government. When I spoke directly with the Houthis, I raised the case of Luke, and we regularly raise the case of British dual nationals when we have conversations with those countries that are either directly involved or able to act as intermediaries for our message. But I can assure him that this is a topic of conversation that I have consistently with the Foreign Secretary and we consistently have with the Iranians and other countries that might be able, as I say, to act as intermediaries for that message. It remains a top priority of this Government.
I have just had the honour of speaking to Richard Ratcliffe, as I did two years ago when he was on hunger strike outside the Iranian embassy. I also want to commend my hon. Friend the Member for Hampstead and Kilburn (Tulip Siddiq) for her eighth urgent question on this matter. Can the Minister just set out how, or if, we are using our international partnerships to try to bring an end to this dreadful situation?
The right hon. Lady raises an important point. I can assure her that we speak about this issue, as I say, directly with the Iranian regime, but also with other countries, both in the region and those friends and allies that we have in Europe and in the United States of America. We will not rest in our efforts to bring British dual nationals home not because questions are raised in the House or exchanged in correspondence, but because it is the right thing for us to do. We do not need to be pressured into doing this. This is what we choose to do because it is the right thing to do, and I can assure her and the House that it will remain a priority until they are all able to come home.

I thank my right hon. Friend and predecessor for the point that he has made. I hope he will understand that I will not speculate at the Dispatch Box about the nature and scope of our cyber capabilities, save to say that we are a global leader, particularly in cyber-defence, although of course that is not the only thing that he mentioned. With regard to our international partners, this is something that we do discuss. In the recent G7 Foreign and Development Ministers’ communiqué, the G7 expressed serious concern about human rights violations in Xinjiang and reiterated the call for independent experts to be given unfettered access to Xinjiang. The international community is aware of, thinking about, talking about and taking action on some of the activities of the Chinese state that we find unacceptable.
This hack shows that the need for a comprehensive approach to cyber-security is probably greater than ever before. In the light of this latest attack, will the Minister now give a date for the publication of the Government’s new cyber-security strategy?
The right hon. Lady is absolutely right that a comprehensive approach to cyber-security is incredibly important. As I say, the UK is proud of the fact that we are a global leader in cyber-security. The publication of the document she mentions, and others, will come in due course. I am not able to give her a precise date at the Dispatch Box at the moment.

Commons ChamberWe congratulate the new Government on their formation and look forward to working with them in pursuit of the almost universally held goal in this House and across the international community of having a secure, sovereign, prosperous Palestinian state alongside a secure and stable and safe Israeli state. Ultimately it is for the Government of Israel to make decisions about these policies, but, as has been the long-standing position of the UK Government, we will work to support any and all actions which are complementary to or part of the process towards making that sustainable two-state solution through political negotiations a reality.
Despite hosting the G7 in Cornwall this weekend, the Government have yet again missed the opportunity to make global Britain a reality in the middle east by not seizing the initiative for UK leadership of the international fund for Israeli-Palestinian peace. Why did the Government pass over that opportunity, and is there any prospect of the UK stepping up and leading that exciting new project with the United States?
I pay tribute to the right hon. Lady for her passion for finding a peaceful resolution to this situation; it is our shared goal. As I said in my answer, we will look at the detail of what this programme seeks to deliver, and as yet all the details are not available to us. We have always looked favourably on programmes that bring about peace but we want to make sure that they are effective and, as I have said, once we have more details we will assess our contribution or collaboration.
