Commons ChamberThe hon. Lady has repeated a question that has been asked in the House a number of times, and she will have heard the answers that I have given on each of those occasions.
The grief and loss of millions in Gaza and in Israel have only been added to by the horrific and heinous attack on Al-Ahli Hospital. I was pleased that both the Foreign Secretary and the shadow Foreign Secretary reiterated our commitment to international law and the importance of bringing those who commit war crimes to justice while also not rushing to judgment. We have our own staff and international humanitarian agencies on the ground in hospitals in Gaza. What is the Foreign Secretary doing to ensure that those hospitals can carry on treating innocent civilians, working with the United Nations, the International Committee of the Red Cross and the hospitals themselves?
We do of course speak with Israel, and, as I have said, we call on the Israelis to employ the professionalism of which they are understandably proud to minimise civilian casualties and to ensure that, where possible, civilian infrastructure—particularly schools, hospitals and religious sites—is not damaged. However, it is not by accident that Hamas habitually embed their terrorist operations in those very places, making the lives of Palestinians inevitably far more dangerous than they would be otherwise.

Commons ChamberI can assure the House that I have a very productive bilateral relationship with my German opposite number. We speak regularly and have been in pretty constant text communication throughout this. I want to put on the record my huge gratitude to her, and through her the German military, who helped to facilitate the evacuation of British nationals and others. We have been working very well.
I see the concerns raised in the press; none of them have been directly raised with me. From the regular conversations I have with the Defence Secretary, it is not my understanding that at any point we flew without permissions, nor that that had a negative knock-on effect on others. I will, of course, in the near future, have the opportunity to have an extended conversation with my German opposite number. If there are any lessons that we need to learn about the complexity of operations like this, we will do so. However, I can assure the hon. Gentleman that they have not been raised with me.
I am sure we all share the deepest concern for the people of Sudan who are suffering this unfolding tragedy, as they have suffered so much tragedy in the past 20 years. We will have time in the future to debate why we failed to have a transition to civilian government in Sudan, but now we have the immediate issue of UK citizens trying to flee. One question that has not yet been raised is about the British and other international citizens stuck on the land border with Egypt, some of whom are in acute medical need. What is the Foreign Office doing to facilitate and work with the Egyptian Government to ensure that those citizens can traverse that land border and seek safety?
I can assure the hon. Gentleman and the House that I remain in regular contact with my Egyptian opposite number. I have spoken to him directly a number of times during this operation and, as is the nature of modern diplomacy, we are in pretty regular text communication as well. I know he will have been made aware of the situation at the Sudanese-Egyptian border. I am planning to speak to him again at some point in the near future—either today or early tomorrow—and this will be one of the issues that we discuss. As I say, we have put forward an enhanced consular presence from the FCDO in those neighbouring countries to help to facilitate border crossings, which are always tricky, particularly during times of conflict.

Commons ChamberWe continue to work closely with our international partners and the leadership of the IAEA on Iran’s nuclear activities. Our position is clear: it is unacceptable for Iran to acquire a nuclear weapon or nuclear weapon technology. We will continue to work with our international allies to prevent that from happening.

Commons ChamberYes. I am going to make progress, because some of the points raised in interventions will be covered in my speech. I do recognise the huge level of interest in the House from right hon. and hon. Members, and this will address a number of points raised.
Fourthly, we will use Britain’s economic and financial might to hit Russia’s economy hard. The new sanctions regime that the statutory instrument brings into place is a vital part of that, but it is not limited to that. The legislation follows the made affirmative procedure as set out in section 55(3) of the Sanctions and Anti-Money Laundering Act 2018. It amends the Russia (Sanctions) (EU Exit) Regulations 2019 and allows the Government to impose sanctions on a much broader range of individuals and businesses who are, or have been involved in
“obtaining a benefit from or supporting the Government of Russia”,
which includes those
“carrying on business as a Government of Russia-affiliated entity…carrying on business of economic significance to the Government of Russia…carrying on business in a sector of strategic significance to the Government of Russia”
and those who own, control or act as a director, trustee or equivalent of any of those entities. That is a huge scope of individuals and entities.
Last time I saw the Minister, he was about to enter the UN Security Council, and I thank him for how strongly he represented our country at that point.
Are the Government intending to release the Russia report on interference in UK democracy? Surely some of the names contained in it are exactly the people whom we should be sanctioning now. They previously interfered in our democracy and are clearly in hock to the Russian regime.
As my right hon. Friend the Prime Minister said, we have brought forward measures that go further than the recommendations of that report. I will impose discipline on myself, even if the House is not going to impose discipline on itself, to stay focused on the statutory instrument.

Commons ChamberThe UK Government share the objectives of increasing understanding and dialogue between Israelis and Palestinians. UK officials remain in close contact with the US Government regarding the international fund. The US is at the early stages in its planning and, once more information is available, we will consider options for collaboration.
The UK’s overseas business risk guidance is intended to provide guidance for UK businesses to identify and mitigate security and political risks when trading overseas. The guidance is not aimed at public bodies or Her Majesty’s Government. The UK’s position on settlements is clear, and we have articulated it regularly. We regard them as illegal under international law, and they are therefore a risk to the economic and financial activities in settlements. We do not encourage or offer support for such activity.
The UK consulate in Jerusalem has given vocal support to oppose the illegal evictions in Silwan and Sheikh Jarrah. What practical action can the UK Government take to ensure that those evictions end? They run contrary to the intentions of the international fund for peace and, as the Minister has just stated, we are opposed to illegal occupations.
The UK enjoys a close and important relationship with Israel, and because we have that close relationship, we are able directly to bring up sensitive issues. I and my ministerial colleagues have brought up with the Israeli Government our opposition to those demolitions.

I was recently approached by the wife of a serving member of the armed forces who described to me the daily struggle that her family face in the light of the fact that her husband, a private in the Army, has not had a real-terms pay increase under this Government. In fact, figures from the Armed Forces Pay Review Body show that they have had a 5.3% real-terms reduction in pay since 2010. As with many families of service personnel, they rely on this income due to the fact that a life in the military often stations families away from their support networks, with real financial and childcare implications. She recently received a letter from the Combined Accommodation Assessment System, or CAAS, which outlines a year-on-year increase in the charges for their quarters. How does the Minister suggest that this family make ends meet as they face greater charges on the one hand and a real-terms pay cut on the other?
I am sorry, but I must make progress.
On top of this, as a family of five, they have been hit hard by the Government’s two-child cap on child benefit. The personal experience of the woman I spoke to is reflected in the findings of the Armed Forces Pay Review Body, whose latest report says:
“A common theme from our visits was that the one per cent basic pay award for 2016-17 was not perceived as an increase as it coincided with increases in National Insurance, changes in tax credits and CAAS increases…that left a number of Service personnel seeing a reduction in take home pay”.
It is no wonder, given these circumstances, that servicemen and women are leaving the profession and that the armed forces are now facing a recruitment and retention crisis.
Like most Members on both sides of the House, I am wearing a poppy to commemorate and honour those who have sacrificed their lives in the service of our country. The best way to honour those who put themselves at risk is to make sure that their families are not living hand to mouth. As my former constituent said to me—she is no longer my constituent as the family have been stationed away from her home county of Yorkshire for some time—she is one more ill-advised Government reform away from not being able to afford to feed her family. This is again reflected in the report of the Armed Forces Pay Review Body, which says:
“On levels of pay generally, our visit programme made clear that Service personnel are becoming increasingly frustrated with public sector pay policy.”
Last week, we saw a BBC “Panorama” programme that showed a mental health nurse brought to tears, a firefighter forced to take a second job, and a homeless police officer. If we add to that the family of an Army private struggling to cope, we get a full picture of the destruction that is caused by this Government’s systemic squeeze on living standards and public sector pay. I would like Ministers to consider this: we once built a land fit for heroes—what has happened?
