We are pleased that the joint principles on the continuation of the common travel area after the UK leaves were very firmly highlighted in the joint report. I believe that there is that joint endeavour, and that is what we have been pursuing.

On the Canada-EU trade deal, Bombardier in my constituency is a company that greatly benefits from that trading relationship. Will the Secretary of State not only continue his support for Bombardier, but ensure that any future trade agreements do nothing that will injure such an important part of our local economy?

I agree with the hon. Gentleman’s comments about Bombardier and commend his work to highlight this important issue. Clearly the protection of the Northern Ireland economy and jobs will remain a focus of our attention.

Absolutely. We want the benefit of city deals to be felt across Northern Ireland. Although, yes, the Belfast city region has been advancing its own proposals, it is right that we look across Northern Ireland—to the north-west and to all parts of Northern Ireland—to see that the benefit and the transformative effect of city deals is firmly felt.

The Secretary of State should be encouraged that discussions continue apace at a local level in the Belfast city region, as well as with officials at a regional and national level. But with no Assembly sitting and a democratic participative deficit in this arrangement, how will he encourage the involvement of representatives of the Belfast region—and indeed of representatives in this House—so that the project comes to fruition?

As the hon. Gentleman knows, I had discussions with hon. and right hon. Members, as well as with Belfast City Council, during the initial phase. We are looking carefully at how that work can move forward practically through officials and by other means. I am determined to see city deals taking effect, with their benefit being felt. This engagement will continue to ensure that that happens.

The details were published in the main estimates document that has been published as a Command Paper. We have sought to provide information on the detailed breakdown to right hon. and hon. Members, but I can nevertheless assure the hon. Gentleman about the nature of the work that has been undertaken. We have relied on the advice from and input of the Northern Ireland civil service in respect of these matters. As I have already indicated, the numbers and figures effectively point back to the indicative statements that I published for the House earlier in the year, with the addition of the adjustments in relation to the £54 million that I have sought to explain to the House today.

The Bill would ordinarily have been taken through the Assembly. I recognise that there are imperfections and that we are having to do this in this House in a way that does not reflect how the Assembly itself would have considered the legislation and taken it through. That is why, for example, there are in clause 5 a series of adaptations that ensure that, once approved by both Houses in Westminster, the Bill will effectively be treated as if it had been taken through the Assembly, thereby enabling Northern Ireland’s public finances to continue to function, notwithstanding the absence of an Executive. Clause 6 repeals previous Assembly budget Acts relating to the financial years 2013-14 and 2014-15, which are no longer operative. Such repeals are regularly included in Assembly budget Bills.

The Secretary of State and I had a discussion on this point earlier, but can he confirm that the clauses he has outlined contain nothing that would enable the accounting officers in Northern Ireland to advance the already agreed and already resourced national pay awards for our public sector workers? Earlier, he referred to the Police Service of Northern Ireland; nationally agreed pay awards, which should be under the control of accounting officers, cannot be advanced while we wait in limbo.

The hon. Gentleman and I did have a conversation outside the House before we entered the Chamber, and I understand the point he makes about pay awards—particularly with respect to the PSNI, although it is not simply limited to the PSNI—and the issues with being able to advance where there has not been a previous political policy or agreement on those awards. I recognise the point that he makes very firmly. I will have further discussions with David Sterling about whether there is any way to resolve that issue in the absence of an Executive. I know that this issue has been and continues to be a particular concern among a number of public sector employees. It is a result of the gap that we are currently in, so we need to get this resolved quickly.

The UK Government have committed additional funding, over and above the core funding provided to the PSNI from the Executive, in respect of national security and combating terrorism. The hon. Gentleman underlines the real challenges and risks that officers from the PSNI have faced over recent weeks and years in doing their duty to serve the public and provide safety and security. Events here have brought into stark focus the risks, challenges and personal issues involved, and I commend the security service and all agencies that do their utmost—sometimes quietly and sometimes out of sight—to deliver safety and security for the public in Great Britain and Northern Ireland.

Sinn Féin selfishly brought down the Executive for Northern Ireland at the start of the year, and on Sunday it selfishly blocked the restoration of the Executive, but the consequences of and penalty for that decision rest on the shoulders of everyone in Northern Ireland. Will the Secretary of State confirm that, in looking at all the options open to him, he will consider proceeding with a voluntary coalition of the willing in Northern Ireland?

I still earnestly believe that an agreement between the parties can be achieved, and we must approach the days ahead with the intention of securing that positive outcome. The important thing is to build bridges and enable the DUP and Sinn Féin to create an Executive, and the UK Government approach the days ahead with that earnest endeavour and intent.

As I indicated in my statement, I feel very keenly our responsibility to serve the people of Northern Ireland and to ensure that they have public services that deliver for them. That underlying intent is firmly in my mind and it is why I believe that legislation will be necessary after the Easter recess to secure that outcome for the people of Northern Ireland.

Before Christmas there was a good discussion at the North South Ministerial Council on the EU and other related issues. It is important to recognise the institutional framework that we have under the Belfast agreement. That is something we support, and I draw the hon. Gentleman’s attention to the White Paper, which highlighted that support and our recognition of it.

The Secretary of State will have heard the belligerent utterance of the former Sinn Féin director of Unionist engagement, who said that the Prime Minister can stick a hard or soft border

“where the sun doesn’t shine”.

I invite the Secretary of State to remind Martina Anderson and all those in Sinn Féin that it is the Good Friday agreement that sets the terms for the future of Northern Ireland, that it is based on the majority will of the people and that it has not changed.

We stand behind the Belfast agreement and the principle of consent that is contained within it. The hon. Gentleman will have heard what the Prime Minister said on that issue yesterday. Of course we recognise that there are significant issues, which is why we have said that we do not want to see a return to the borders of the past and that we recognise the desire for an expansive free trade agreement with the EU. It is important that we continue that dialogue and discourse and that we focus on these serious issues in that way.

Division has existed in Northern Ireland in the past, and some people said then that it could not be bridged, yet Northern Ireland has shown what can be done. We need to reflect on Northern Ireland’s past, the political achievements reached, and the strengths of dialogue, discussion and bringing people together as we look to the future and at what can be achieved. I hope that we will see a return of devolved government.

The Secretary of State will know that Belfast politicians regularly quote the dogs in the street, but if they were to summarise the Northern Ireland Office’s position in this, it would be “barking mad”. This is not the time for him to be a bystander in these discussions. He should not fail to recognise what the Prime Minister recognised last week, which is that no one can or should benefit from the instability, and from wrecking the progress and the political institutions that we have fought so hard to obtain for Northern Ireland.

I am not, and will not be, a bystander in relation to these issues. It is important that the UK Government play their role in supporting the parties, and in fulfilling our obligations relating to providing political stability in Northern Ireland. That is what we will use the time ahead to achieve. The issues at stake are significant, and those relating to the political future of Northern Ireland are very clear. That is why I make these points about the collective responsibilities that we all have in taking this forward, and about getting back to that positive outlook for Northern Ireland that the people of Northern Ireland would like to see.

On the last point, the most effective thing for me to do is to engage with the relevant political parties and establish the appropriate way in which we can facilitate further discussions to establish whether a way forward can be achieved without the need to call an election. As I have said, I stand absolutely by my commitments under the Northern Ireland Act 1998 as to what may be required if we do not fill the positions. On the hon. Gentleman’s point about legacy, I have underlined that I want to establish the necessary political consensus to move forward. The next step is a more public phase of that—I am talking about enabling all the public in Northern Ireland to have their say about the proposals. That is the next step I wish to take.

Does the Secretary of State recall that, just two years ago, Sinn Féin plunged the institutions into crisis over the implementation of welfare reform and cost the Northern Ireland Executive £174 million—not in a projected or an estimated way, but in an actual way? None the less, in a bizarre irony, the decision to resign and to walk out of the Northern Ireland Executive means that there will be no Assembly to pass the mitigation measures that were due from the Stormont House Agreement. Therefore, Sinn Féin will be delivering the bedroom tax in Northern Ireland in six weeks’ time.

I thank the hon. Gentleman for drawing to the attention of the House the sad death of Danny Murphy. I am sure that we all extend our condolences to his friends and family. It is worth reflecting at this time on the powerful way in which sport can unite people and bring them together.

Does the Secretary of State recognise the sheer hypocrisy of republicans who seek 100% transparency on 10% of the deaths in the troubles, but offer none in return? Until they do, and until they offer the assurance that they will give information about the killings, deaths and murders that they were responsible for, it will be incredibly difficult to build the consensus that we need.

It is important for everyone to work together to move the process on. That is why I continue to commit significant efforts and work to doing just that. The hon. Gentleman is right: at present, the system is heavily focused on the 10% rather than the 90%, and the balanced, proportionate measures that I put forward will assist in changing that.

I congratulate the Secretary of State and his team. There is not one politician with an ounce of sense who suggests that a hard border would be of benefit to either the Republic of Ireland or Northern Ireland, but some are suggesting a hard border between Northern Ireland and the rest of the United Kingdom. Will the Secretary of State take this early opportunity to rule out such a nonsensical and dangerous proposal?

The issue of the common travel area and the border between Northern Ireland and the Republic of Ireland is absolutely at the forefront of my agenda. I recognise, as do the Irish Government, the real benefits of the common travel area. It is about not just the movement of people, but goods and services. I certainly do not want to see a return to the borders of the past, which is why I will engage with colleagues across Government, as well as the Irish Government, to get the best possible outcome for Northern Ireland as part of the United Kingdom. I apologise for my vocal frailty; I will struggle through my question.

The Government’s response to the crisis has at times been frustratingly slow and has appeared to lack compassion, but I support it and believe that the Minister is on the right track. I was bolstered at the weekend by the view of Kofi Annan, who believes that the UK Government’s approach is in the right vein. I support the reconsideration that the Government are undertaking on refugee children, but will the Minister give a timescale for that, bearing in mind that a knee-jerk reaction for selfish political gain that is not based on the right interests or the best interests of the child will be wholly fruitless and counter-productive?

It is right that we take some time to consider the issue properly because of what the hon. Gentleman highlights: the best interests of the children. The advice we have had from the UNHCR is that the best way is to help children in the region. The aid investment we have given in the region, and the focus on education to ensure that children there have hope, have that sense of compassion behind them. That is why assistance has been structured in that way.

It is a wonderful tenet of our democracy that if people wish to choose an individual to represent them irrespective of their linguistic gymnastics, and are satisfied that that person will do so ably and capably, it should be within their gift to endorse them. However, when it comes to those employed in our public services throughout the UK, I think not only that this should be a requirement, but that it should apply in Northern Ireland as well.

Having made such points, it is fair to recognise what the Minister outlined in his opening speech on this tranche of amendments. He said that there are implications for the devolved Administrations and institutions, and that what has been fairly replicated for the devolved Administration in Scotland should most properly have formed the basis of our amendment 1. I accept that point, so if he considers the amendment defective, I will take that on board. However, the principle is well worth pursuing. He helpfully outlined that the Government intend to look at the issue again in the other place, which I welcome.

It may help the hon. Gentleman to say that, as I indicated in my speech, certain drafting issues need further attention to make the provision effective and consistent with those in the other nations of the UK, but we certainly intend to return to it in the Lords.

I am grateful to the Minister for his comments.

While we are on that topic, may I suggest that there is further work to be done in the other place? Schedule 11 relates to maritime enforcement. Reference was made on Second Reading to the failure of the schedule to mention the Belfast harbour police. I think the Minister took on board the fact that it is a properly constituted, legitimate authority that is mandated to operate within the port. It is a private police force, but it looks after the security of the port. I believe that an additional provision relating to the Belfast Harbour Police could be inserted into the Bill in the other place, should the opportunity to do so arise and should such a provision have the Government’s backing. If we are intent on pursuing the thrust of the Bill, and the protections that the maritime provisions will provide, it is important that we give that matter consideration in the other place.

I want to raise a couple of issues that have arisen in recent years that relate to immigration in general and to the UK Border Force in particular. They relate to the new clauses and amendments, so I shall not be straying too far from the subject. Border Force runs a skeleton operation in Northern Ireland. In fact, one could easily be forgiven for thinking that its effective operational role related only to mainland GB.

There are ferry links between my constituency of Belfast East and that of my right hon. Friend the Member for Belfast North (Mr Dodds), and the constituency that Stranraer rests in. I am struggling to remember which one that is, but I think it is Dumfries and Galloway. Stena goes there. UK Border Force will be waiting in Scotland for anyone travelling from our part of the UK to that part of the mainland. Should anyone wish to board the vessel in Belfast in a vehicle, they will not be searched or questioned at all. Foot passengers will go through more invasive security procedures, but the immigration screening does not take place in Belfast. That omission should be looked at.

I want to mention the case of Myriama Yousef. She is a wonderful character who sought asylum in Belfast and received great assistance from the Belfast Central Mission, the Methodist church in the city. I have to be careful about the terminology I use to describe her case. She is either a failed asylum seeker or a refused asylum seeker. She is someone who sought asylum in the United Kingdom and was turned down. She had to spend time in the Larne House detention centre, which is located within the Larne PSNI station. Anyone with any knowledge of security arrangements in Northern Ireland will know that the police stations there are not the most welcoming or inviting places. That is a consequence of our history. Anyone who is detained for immigration reasons in Northern Ireland is held there, in what looks like a military compound, with sangars, high fences, security lighting and security cameras. It is not an acceptable place. Myriama Yousef was deported to the country from which she had entered the UK. She was removed to Dublin, at which point she immediately got on the Ulsterbus, paid her £8.50 fare and was back in Belfast within two hours. Following her subsequent detection, she was brought to Yarl’s Wood.

Another case relates to a point made by the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper). She talked about a 19-year-old in Beirut who was separated from her family, but this case relates to Johnny Sandhu, an Indian-born solicitor from Northern Ireland who operated in Limavady. He was detected in the serious crime suite inciting a member of the Ulster Volunteer Force to commit murder so that they could evade prosecution. He was subsequently jailed for 10 years and, on his release, he was deported back to India. His family, who relied on him, were left in Northern Ireland. His children, who were going through the education system and doing their GCSEs at the time, were not in a position to up sticks and leave, but their father was never in a position to come back to the United Kingdom.

I would be grateful if the Minister considered cases such as that and the one raised by the right hon. Member for Normanton, Pontefract and Castleford to see how we can be a little more compassionate and recognise that, when someone’s 18th birthday strikes, they do not cut all ties or lose all connection with their family. We should consider how we, as a country, can best ensure that the family unit is held together.
