Obviously, work continues and we see the recommendations and representations that have been made. Population is by far the most important factor for more universal services covered by the foundation formula; deprivation was shown to have a small effect over and above this. We continue to keep the matter under review, and will share data as and when appropriate as part of that work.

Last week, as communities celebrated Eid, we also reflected on those lives lost in the tragedy at Grenfell Tower. This House and other buildings were rightly illuminated in green light as part of the commemorations. It is also right that we continue to take further steps to support the community of north Kensington and drive a culture change on building safety.

The serious fire at Barking last weekend was a reminder of the need for vigilance. I visited the community on Monday and have maintained contact with the London Borough of Barking and Dagenham, and with Bellway, the developer. I have asked the Building Research Establishment to investigate the fire and the independent expert panel to provide recommendations on any steps that may be required.

Finally, we remain very conscious of the impact of flooding in Lincolnshire and those whose homes have been affected. My Department’s resilience and emergencies division remains in close contact with local agencies who are leading the response, as well as with colleagues in Whitehall.

I join the Secretary of State in his comments.

Rough sleeping is the very visible sign of the levels of suffering and failure that we see in our housing and social security systems. According to the Government’s own figures, rough sleeping has increased by 165% since the end of the last Labour Government. Does the Secretary of State accept that this is just not good enough—that we need to do much more? What is he doing to tackle this scourge?

I do recognise the huge issue that the hon. Lady highlights in relation to rough sleeping. While the latest data on rough sleeping—the count last year—showed a small decrease, I know there is more that we need to do. That is why we have our £100 million rough sleeping strategy and work with our rough sleeping initiative in council areas. But her challenge to me is right. That is why I do keep this issue under careful review, and if there are further steps that we need to take, we will take them.

Questions about governance have formed part of the talks that have taken place over recent weeks. The hon. Gentleman highlights the petition of concern, and other issues were also discussed. With the legislation, my focus is on serving the people of Northern Ireland, where public services are challenged as a consequence of the budgetary issues that they face. I intend to deal with that in the legislation that will have to be introduced after the Easter recess. Fundamentally, this is about ensuring that the parties achieve an agreement, and the legislation will give us the opportunity to effect any legislative changes that may flow from the requirements of that agreement. That is why we need to use the few short weeks ahead to get an agreement such that an Executive can be returned to Northern Ireland, to deliver for the people of Northern Ireland.

The Secretary of State talks of a new phase, yet he appears very reluctant to consider a more direct and active role for the Prime Minister in moving things to a conclusion. Will he set out why there is such reluctance to involve the Prime Minister and the Taoiseach directly in the talks to try to bring things to a conclusion? Surely, their involvement would make agreement more likely.

Dealing with the current situation is a question of resolving the outstanding obstacles that have led to this impasse. Ultimately, the two parties need to come together to achieve the outcome that we all earnestly want to see, and I do not believe that the escalation that the hon. Lady suggests is the appropriate way to achieve that. We will continue to keep matters under review, but there are other ways in which we can provide intensification and encourage an inclusive approach. That is why I will continue to hold discussions with the parties and support them to bring that about.

My hon. Friend rightly identifies the concerns in many communities at how Prevent is acting to safeguard them by working with families, communities and, indeed, with those front-line agencies that may be best able to pick up when someone is being radicalised and exploited. That focus remains, as well as, obviously, seeking to work with the internet industry to take down images that are seeking to promote terrorism or radicalisation.

T7. Over the past year I have been holding joint events with neighbourhood policing teams on dealing with antisocial behaviour, allowing constituents to share their concerns on a serious issue. Victims often report that they are left frustrated and concerned because despite the number of agencies involved, action is not always co-ordinated and progress can be slow. What will the Minister be doing about this?
