Thank you, Mr Speaker—it is such a pleasure to be heckled from the Chair. I thought that that had stopped with the last Parliament, but never mind.

I completely understand what the hon. Gentleman is saying. I happen to think that the situation is much, much better in this new Parliament than it was in the last. I have noticed that coming and going is much less shouty, which is a very good thing. I have an historic affection for Sessional Orders, but noises off are right that their legal enforceability is, regrettably, questionable. We have to think about whether that could be given a legislative basis, but possibly Government time does not allow for that.

Redditch stands ready to benefit from the 5G revolution, and Amazon is poised to bring highly skilled digital and tech jobs to our fantastic town. Unfortunately, the 5G roll-out seems to have hit an “administrative inefficiency”, as the Leader of the House said, so can we please have a debate about 5G roll-out so that it can benefit towns such as Redditch?

We have one piece of very good news: our current Prime Minister is a great cutter of Gordian knots, and where there is administrative inefficiency, the Alexander the Great of our time will be cutting these Gordian knots to ensure that 5G roll-out, which is a high priority of Government policy, will in fact happen. I hope that it will happen in Redditch within 50 years, unlike the railway station.

I recognise that it will be difficult for some right hon. and hon. Members with responsibilities. The matter can certainly be raised with IPSA to see whether it feels any special arrangements can be made. As a general principle, though, I would say that to sit on three Saturdays in 70 years is not an insuperable burden.

Does the Leader of the House agree that, once we have Brexit done, there is the perfect opportunity to debate the stronger towns fund money that the Government have awarded to Redditch, unlocking up to £25 million of funding to regenerate our fantastic town? Will he find time for such a debate?

My hon. Friend tempts me, because the fund that she refers to will benefit two towns in North East Somerset: Keynsham and Midsomer Norton. The idea that we should have a debate is one that appeals to me greatly, but it may be more suitable for an Adjournment debate or even for the Backbench Business Committee.

A postmaster came to see me in my constituency surgery recently to discuss that issue. I know that it concerns many Members because of the wonderful work that is done by post offices as part of their communities. However, the hon. Lady knows how to ask for debates and knows about the many mechanisms that are available.

My right hon. Friend has a great deal of personal experience of paternity, as we see in the Gallery today. Does he agree that we must have an urgent debate on the return of maternity services to the Alex hospital in Redditch, as demanded by my constituents?

I do indeed attach great importance to paternity and, indeed, to maternity services. I think that this would be an entirely suitable subject for an Adjournment debate, Mr Speaker, although, of course, at your discretion.

I may be a better recruiting sergeant for the Liberal Democrats than the right hon. Gentleman, but I fear that that may not be a very difficult task. With regard to Northern Ireland and the border with the Republic of Ireland, the Prime Minister has made it clear that there will not be a border imposed by the British Government. The right hon. Gentleman is another fortunate man as there will be Northern Ireland questions on 11 September, and he can raise these matters directly with the relevant Minister.

I, too, warmly welcome the new Leader of the House. I was delighted that, on the steps of Downing Street, our right hon. Friend the Prime Minister made social care a priority. Does my hon. Friend back that, and will he use his efforts to bring forward this important legislation which affects so many carers and dementia sufferers up and down the country?

I am very grateful for that question, because before I was bound by collective responsibility, I wrote the foreword to a paper encouraging the Government to do exactly what the Prime Minister suggested yesterday. Therefore, before I was bound to say things that I am now not allowed to say, I was saying broadly what my hon. Friend would like me to say, if that is not unduly complex. There will be an Adjournment debate on social care on 4 September.
