Commons ChamberI saw the comments from Highways England that were reported in the newspaper today, and I am aware of the concerns. I merely point out that Transport questions were held earlier, and this is a matter for the Transport Secretary.
May we have a debate on support from the UK for the people of Burundi, where not only is there the highest level of malnutrition in the world, but people face the potential threat of Ebola coming across the border?
My hon. Friend is right to raise that pressing issue. Malnutrition is a major cause of preventable deaths, and the underlying cause behind 45% of child deaths and 20% of maternal deaths. The UK has been a leader on nutrition since it hosted the first Nutrition for Growth summit in 2013. Since 2015, the Department for International Development has reached 60.3 million people with nutrition services in 25 countries, including Bangladesh, Somalia, Burma, Ethiopia and Yemen. The next Nutrition for Growth summit is set for 2020. Ebola has caused devastation across Africa, and the bravery of frontline responders is to be celebrated. They are working tirelessly to help to save the lives of others. The UK has been a major supporter of the response to the outbreak since it began, and it has provided significant funding, technical expertise and political support. We are pleased to note that 10 African countries, including Burundi, have this week endorsed a cross-border collaboration framework for Ebola preparation and response, and we will continue to support them in their efforts to contain the outbreak.

Commons ChamberObviously the provision of postal services, and the ability to access them conveniently and to get to post offices, is of great importance to people. I recognise that, because it is important in my constituency of North East Somerset. There are many opportunities to raise these subjects. It might be a suitable subject for the Queen’s Speech debate on Monday, which is on economic matters—I think that post offices play an important part in the economy.
This Government, like the previous Government, have made a welcome commitment to oppose the persecution of Christians globally and to support freedom of everybody in religion and belief, including those of no religion or belief. In the light of increasing problems, the latest being the closure of churches in Algeria, could we have a regular statement in Government time on the work the Government are doing in this area? I know they are committed to it, but we need to hear about it in Government time in the House.
I have huge sympathy with what my hon. Friend is asking for. It might be possible to do that at business questions, in the way that the shadow Leader of the House raises the issue of people held illegally by foreign Governments. If Members were to raise this issue at business questions every week, that would be extraordinarily welcome. I think it is important, even though I am now sitting on the Treasury Bench—[Hon. Members: “Lying on it!”]—sometimes, indeed—to keep pressure on the Government to act in favour of good and important activities so that they do not get forgotten. I am very grateful to him for raising this.

Commons ChamberUnlike the hon. Lady, I welcome the decision from the courts today. The Government did commit £1.1 billion to support those affected, and no one will see their pension age change by more than 18 months relative to the 1995 timetable. So it is an 18-month maximum change from 1995 and, crucially, the new state pension is more generous for many women; by 2030 more than 3 million women will gain an average of £550 a year, so I think this policy is worthy of support.
May I invite my right hon. Friend to celebrate the canonisation of Cardinal Newman by joining us at the parliamentary choir’s concerts of “The Dream of Gerontius” in both Coventry cathedral and Westminster cathedral in the coming weeks?
May I also ask my right hon. Friend to arrange time for a debate on the financing of new hospital buildings? I welcome the announcements this week, but of course they will be financed by the Treasury at rates of some 3%, whereas the Royal Stoke hospital is having to pay much more than that under a private finance initiative arrangement, which has been going for almost 13 years and is costing us well over 3%, at some £15 million a year. May we have a debate on that? Let us have equality of funding for new-build and restored hospitals.
I am grateful for that invitation. I hope it was to hear the parliamentary choir rather than to join it, as I think they would chuck me out quickly if I started warbling.
My hon. Friend makes such an important point about PFI. As a matter of ordinary routine, the Government are always the least expensive borrower; this was a fundamental flaw in many PFI schemes, hence the 6% rate paid by the Royal Stoke hospital. We could perhaps broaden the debate out into one about the general failures of the previous Labour Government to understand basic economics, because that is where the problem comes from.

Commons ChamberI very much endorse what the Leader of the House said about the hon. Members for Dewsbury (Paula Sherriff) and for Rhondda (Chris Bryant). I have made that point myself before, but I take the opportunity to do so again: people who have political disagreements with public figures should not demonstrate in a way that causes real anxiety and fear either to that Member—that public servant—or to members of his or her family; that is intolerable.
May we have an urgent statement on UK Government support for the people and Government of the Bahamas given their very difficult situation?
The Department for International Development has sent a team of experts to help to deal with the devastation and destruction caused by Hurricane Dorian in the Bahamas. The team is working with the Bahamian Government to assess the situation and provide support. The Department for International Trade, the Foreign Office and the Ministry of Defence are monitoring the situation and getting support to those who need it. The Government are doing whatever they can, but my hon. Friend is absolutely right to raise this issue.

Commons ChamberMy hon. Friend should be aware that there will be Northern Ireland questions on 11 September, when he can raise that with the relevant Minister, but I accept that it is a really important issue.
May we have a debate on the importance of a commitment, from both the UK and the EU, to continue to allow musicians and artists to work without hindrance in each other’s territories?
This is obviously of importance. We want to be able to ensure that cultural exchanges continue. I am sure that this is something that will be achieved by the Government.

Commons ChamberI am grateful to my hon. Friend for making that point; occasionally there are innovations that are welcome, and this is one of them. For those who do not know, I should add that in the draw No. 1 used to be done first but now No. 20 is the Bill done first. It is like a game show: it brings more tension and atmosphere into the proceedings. That is how it has worked and how the Bills have come out in the way they have.
This is a superb Bill. It is the reason why private Members’ Bills exist, because it is deregulating. It is such a wonderfully Tory Bill. It is a properly Conservative Bill, because it takes—[Interruption.] I am so sorry, but I could not quite hear what the hon. Member for Newport West (Paul Flynn) was saying from a sedentary position. I am happy to give way if he wishes to intervene.
Why is it such a wonderfully Conservative Bill? It is because of its fundamental deregulatory nature. We have built up a state where more and more powers have been gathered to the centre, where Whitehall has the rule over all it purveys. It tells people what they must do. When it says jump, people have to say, “How high?” It was of course a Labour Cabinet Minister who said, “The fact of the matter is the man in Whitehall really does know best.” It has to be said that that was in 1947, but the fundamental principle underpinning what the socialists believe remains the same: that control should be centralised; that if instructions and diktats come from on high, the government of the country will be better run; and that individuals are not the people who can best take charge of this.
We, as Conservatives, reject that fundamentally, and it is this philosophy that underpins the Bill. We take the view that the millions of random decisions taken by individuals over how they should lead their lives means better decision making, better allocation of resources and a more contented and unified society overall. By taking power away from the Secretary of State—removing appointments from his control—the Bill allows every charity across the country that is involved in supporting the health service to set out what is appropriate for its community, for its region, for its county and for its area. In Somerset, we may well want different approaches from that which is suitable for the centre of London. Different approaches will be wanted in Dorset, Devon, Sussex and Surrey. Even in Gloucestershire they may have some thought as to how they wish to approach these things. [Interruption.] And in Hampshire, that fine county. Hampshire, one of the great counties, which was on the right side when Alfred beat Guthrum, is always to be admired in these contexts. These charities will decide what is appropriate and suitable for them, how they appoint and whom they have.
One of my colleagues speaking earlier, I believe it was my hon. Friend the Member for Torbay (Kevin Foster), was talking about the risk that people would be appointed for nefarious political purposes, and of course that is what has always happened. In the 18th century, it was called jobbery. I always thought that was a good word because it so nicely encapsulates what happens as we get that corruption of baubles. The Government are the owner and disperser of baubles, and there is a corruption built in, as they give those baubles, initially, not to their friends specifically, but merely to those who are not opposed to them. In the case of somebody who is opposed, it would be “going too far” to allow an appointment to be made by the Secretary of State. It really “would not do” to appoint somebody on the other wing of politics.
My hon. Friend shares my dislike of overweening Executive action. Does he agree that sometimes in this place, particularly on Report, too little time is given to Members to allow us to discuss the kinds of thing that the Executive wish to impose on us centrally?
I have great sympathy with what my hon. Friend says; it is so important that we have enough time. It is why Fridays are such a pleasure, because there is time to discuss a Bill in full and in the round, and to consider the principles underpinning it, the details of it, and what would happen to it if it were to be brought into effect. That is proper parliamentary procedure. I have such admiration for those great heroes of the 19th century—[Interruption]—talking of which I give way to my hon. Friend the Member for Beckenham (Bob Stewart).

Commons ChamberI see him nodding and I am glad that I managed to pass that test. I am always grateful to my hon. Friend, who ensures that we all keep up to the mark.
On this occasion, I think we would have the capacity to make the change in the first place, but, if not, perhaps we can take a belt-and-braces approach in the House of Lords and use the notwithstanding formula. We shall see.
Again, I am most grateful to my hon. Friend the Member for Stone (Sir William Cash) for tabling this new clause, which covers an important subject—the language skills of doctors—although of course the language skills of all involved in clinical care are vital.
Clear and understandable communication is essential to safety and the quality of care of patients. Language skills are a necessary condition for good communication, but not a sufficient condition. They must be accompanied by good communication skills, with which not all of us are automatically blessed, however good our language skills. Communication skills teaching is now an essential part of training in medical and nursing schools and it is to the credit of the previous Government that they ensured that it was embedded in the curriculum of new medical schools and was taken forward in existing schools. I welcome the Government’s support for that important approach.
I understand that regulations have been in place for a short while to ensure that all doctors, whether from within or from outside the European Union, have appropriate language skills before being granted a licence to practise. I want to hear from the Minister what the effect of those important regulations has been and whether he believes that new clause 4 is necessary. I would also like him to consider whether the assessment of language skills should include communication skills within that language.
I want to speak in support of my hon. Friend the Member for Stone (Sir William Cash). This is an important new clause on a matter that it would be wise to have clearly set forth in primary legislation.
The heart of the matter is, unfortunately, the European Union and the mutual recognition of qualifications within the EU, and there are good reasons for that. The only way to open up service industries generally is if mutual recognition of qualifications takes place, so if we are to have a single market in services that is an important basis for it. However, above and beyond that there must be a fundamental principle of patient safety, which is embodied in this excellent Bill, and a lack of good language skills and of understanding of a language is a danger in both directions. It is a danger for the doctor who is listening to the patient explain his or her symptoms and it is also a danger when the doctor explains to the patient what steps the patient needs to take for better health. If there is confusion, it can have a seriously deleterious effect on the patient’s health.
We must be clear that this is not about restrictive practice or protecting the market for British doctors but about ensuring that there can never be such confusion. As my hon. Friend the Member for Stone says, if this provision runs into trouble with the European Union, we need to state clearly that it is of such fundamental importance that it must override international treaty obligations. It was Disraeli who said in his speech in the Manchester free trade hall in 1872, “Sanitas sanitatum, omnia sanitas”—that the first duty of Minister is the health of his people. That statement has underlined and guided Conservative policy for nearly a century and a half.
