Obviously, we recognise the pressures and dangers that are on the internet. That is precisely why the counter-terrorism internet referral unit is doing the work that it is doing to prevent material from being there and it is working with the industry to filter out much of this material, which may not cross an illegality threshold. The hon. Lady highlights the broader need to work with families and communities, which we are doing, so that if people have concerns about an individual who may be at risk, they can come forward to report that, knowing that their concerns will be appropriately considered and support can be provided to help prevent that from happening.

As my right hon. Friend the Prime Minister made clear in his statement to the House on 1 September, we will be bringing forward further powers to disrupt terrorists, particularly those who travel abroad to fight in Syria and Iraq. We have already introduced a range of measures to protect the UK from terrorism, including seizing passports, barring foreign nationals suspected of terrorism from re-entering the UK, and enacting recent emergency legislation to safeguard the retention of communications data.

Will my right hon. Friend inform the House about her work with the aviation sector in particular to ensure that it complies with our aviation security measures, such as advance passenger information, no-fly lists and security screens?

I am grateful to my hon. Friend for alerting the House to the important relationship that the Government have with the aviation sector in relation to aviation security. We have done a lot of work with this sector over the years. We have taken the decision now that we need to bring some capabilities into a legislative framework, but we continue to talk to the industry and work with its members on the best possible means of ensuring that we can provide the greatest security for people travelling by air.

I recognise the interest that the right hon. Lady has taken in the question of Clare’s law and the work that she did to promote the concept behind it, following the sad and tragic death of one of her constituents who did not have access to information about their partner. What we have seen among the police forces that have been piloting Clare’s law is a real understanding of the need to work closely with other organisations such as Women’s Aid to ensure that there is support for victims. I am pleased to say that the Government have ring-fenced £40 million for local support, including for independent domestic violence advocates, who often play a key role in such cases.

T3. What steps is my right hon. Friend taking to stop illegal immigrants from getting driving licences?

We are indeed taking steps. It is not right that someone who is here illegally should be able to access UK driving licences, which are used not just for driving but to get access to benefits and services. The Immigration Bill strengthens our ability to issue licences only to those who are lawfully here and enables us for the first time to revoke licences held by those who should not be here.

I am sorry to tell the hon. Lady that I think she has completely misunderstood the situation. We are ensuring that antisocial behaviour measures are effective and will provide relief for communities. As for the need to combat gangs, we are ensuring that injunctions are available to support the police and communities and enable firm and clear action to be taken against gangs, and we will have rolled them out to all communities by the end of this year. Those are practical measures to bring relief to communities, which is what the Government are determined to do.

Can my hon. Friend reassure my constituents that the introduction of police and crime commissioners will help to ensure that the police focus on local policing priorities, such as antisocial behaviour, that matter in neighbourhoods such as those across my constituency?

With a mandate that will respond to local concerns and priorities, I have little doubt that police and crime commissioners will focus on how their local police forces address antisocial behaviour and will ensure that the necessary strategies, funding and resources are made available. Our reforms are designed precisely to ensure that local communities’ views are heard very loudly and clearly. That is at the heart of the reforms, and I am sure that police and crime commissioners will have antisocial behaviour at the top of their agendas.

My right hon. Friend and I are both eager to answer the hon. Gentleman’s question.

We know full well why it is necessary for police forces to make budget cuts—we need to make cuts overall because of the situation with the public sector finances. The chief constable of Greater Manchester police has been absolutely clear on a number of things. For example, he has been absolutely clear that this is a time for transforming how policing is undertaken, and that the changes he is making are focused on delivering the same good quality of service to the residents of the Greater Manchester police area. I would also point out that in evidence to a Select Committee of this House, he pointed out in terms that in the past, numbers were put up almost artificially, because police officers were put in back offices.

What tools will the Home Department make available to local police and local agencies to tackle ingrained and site-specific antisocial behaviour?

As my hon. Friend will be aware, the Government have consulted on a new range of measures to ensure that police and other agencies at the local level are better able to tackle ingrained antisocial behaviour. One problem in the past was that the things available to them worked too slowly and were ineffective. That is what we intend to remedy.
