The right hon. Gentleman really should listen to the sectors that he thinks he is championing. They do not want us to abandon the work we are doing to try to get an agreement with America; they want that agreement to reduce tariffs. That is the sensible, pragmatic way to protect our national interest. It is not sensible or pragmatic to choose between the US and the EU, to abandon the work we are doing on trade with the US and to leave the tariffs exactly where they are. That is the most damaging thing that could possibly be done.

Q4. I refer the House to my declaration in the Register of Members’ Financial Interests. For young people in Ipswich, there is no shortage of ambition, just a need for greater opportunities. That is why last autumn I was proud to sign an agreement with Sizewell C to guarantee 500 jobs for people in my town, alongside additional investment for Suffolk New college’s courses on welding, engineering and fabrication, so that kids in my town can access the well-paid, secure, skilled jobs on offer. May I therefore urge the Prime Minister to support a final investment decision for Sizewell C, not just for our country’s energy security, but for the once-in-a-generation opportunities for young people in Ipswich and Suffolk?

It is good to see a local Labour MP fighting for jobs in his constituency and achieving excellent results. We will make our final investment decision at the spending review. It is something that the Conservatives failed to deliver in 14 years. We are unashamedly pro-nuclear, pro-growth and pro-jobs. That is why we are making it easier to build small modular reactors and scrapping absurd rules that left vital projects tangled up in needless paperwork. We are doing the work that they failed to do in 14 years.

As I said in our previous exchange, obviously the unfunded promises—the fantasy promises —of the Conservative party meant that the hon. Gentleman’s hospital would never have been delivered. [Interruption.] Conservative Members should not moan; they should apologise to the hon. Gentleman’s constituents. We had to take tough decisions to make the programme deliverable, which is what we have done. We will continue to support the trust to maintain facilities in advance of the new hospital investment, and the Minister for Secondary Care will be visiting that hospital, which I hope will be an opportunity to have the necessary discussions.

Q10. Stone Lodge academy, a special school in Ipswich, will be one of the first schools in the country to benefit from a new breakfast club this month. That is an important step in tackling Suffolk’s decades-long special educational needs and disabilities crisis, as is the multimillion-pound funding settlement given to opening new specialist places across the county. Will the Prime Minister outline what steps he will be taking to break down the barriers to opportunity further for all children as part of our plan for change?

I am very pleased to say that the first 750 breakfast clubs will open this month. I am pleased that there is an early adopter in my hon. Friend’s constituency, as well as in the constituency of the Leader of the Opposition—I am sure she will welcome that one of these weeks. That will put £450 a year back in the pockets of working people. Today, we have awarded £37 million to 300 primary schools to create up to 4,000 nursery places from September, making it easier for working families to access Government-funded childcare.

First, I assure the right hon. Gentleman that we will continue to work with the leaders in Northern Ireland to ensure that we deal with the storm, which has been devastating for very many people who are still without power and who have all the associated problems.

I thank the right hon. Gentleman for raising the Omagh bombing inquiry. It was a heinous and cowardly terrorist attack, and it shocked the world. Our thoughts are with the family members who are taking part in commemorative hearings this week. I welcome the Irish Government’s commitment to co-operating with the inquiry. The Secretary of State for Northern Ireland has raised with the Irish Government the importance of working together on addressing these and all legacy issues, and I am grateful to the right hon. Gentleman for raising this very serious and important issue.

Q4. The Ipswich northern bypass is a project of local, regional and national importance, and on which the future of our town and county hinges. However, this critical project has been gathering dust for years, repeatedly blocked by people who refuse to act in our long-term interests. The Prime Minister has set out how our Government will back the builders over the blockers, so will he now back the builders in my town and make this a project of national significance through our plan for change?

My hon. Friend has been relentless in seeking to boost growth and investment in Ipswich and Suffolk. The gridlock his constituents face underlines the failure of the Conservatives to deal with that when they had the chance to do so. We will fast track decisions on at least 150 major economic infrastructure projects to kick-start growth, and I will ensure that my hon. Friend gets a meeting with the relevant Minister to discuss the issues of concern to him.

I welcome the hon. Member to his place. Let me be clear: we intend to get Britain building. We will change the planning regime in order to do so; it has held us back for far too long. Young people have not been able to own a home until they are way past the age of 35, denying them the basic dream of home ownership. Of course we will work with communities, but we will take the tough decisions that the last Government ran away from.

Q13. We have much to be proud of in Ipswich, from a thriving arts and culture scene to beautiful parks and a stunning waterfront. Unlike our friends over the border in Norfolk, we also now have a premier league football team again; the Prime Minister is very welcome to join us when Arsenal visit next year. Despite all those positives, after the last 14 years, our town centre is really struggling and desperately needs help. Can the Prime Minister set out to this House the steps that he will take to revive town centres like Ipswich’s?

I welcome my hon. Friend to his place, and congratulate Ipswich on their promotion. I think it is on Boxing day that they will visit Arsenal. I am going to resist the temptation that he puts in front of me to choose between Ipswich and Norwich, but on town centres, he is right that we need vibrant high streets. We need to make the change that we were voted in to bring about. That is why we will replace the business rates system to level the playing field, and we will absolutely address regional inequality through our local growth plans.
