Commons ChamberIt is of course welcome news that a commercial roll-out will reach more of the country than ever, but my hon. Friend raises an important point. This Government will make sure that no part of the country is left behind on that roll-out, which is why there is flexibility in the voucher scheme that she describes and why Project Gigabit is there to scoop up all the remaining premises. I am happy to discuss the villages that she mentions in person as well.
I am pleased to see the Government delivering on their pledge to level up connectivity across the UK, including through the £1 billion deal to bring better mobile coverage across the country and banish rural hotspots. That will greatly aid constituencies such as Wakefield, which suffers from poor mobile coverage in some rural areas. Will the Minister confirm that his Department has already begun using this funding to improve mobile coverage in rural areas?
It is good to see that working from home can provide a grander backdrop than this place. My hon. Friend is right to welcome the shared rural network. The roll-out has already started to benefit a large number of constituencies. It began in Wales and we will be talking in the coming weeks in much more detail about where it is going to benefit in coming years.

In this interconnected world, we are all utterly reliant on telecom services and digital infrastructure. It not only ensures that we can communicate with one another; it allows businesses to operate and provides people with new ways to socially interact—increasingly crucial during this pandemic and subsequent lockdowns.
There are no absolutes in cyber-security; it is not a binary subject. We can never envisage an entirely secure system. During the covid-19 pandemic, cyber and digital security have become ever more important. There is a growing mountain of evidence that hostile actors have used the pandemic as an opportunity to carry out malicious cyber-activity. The pandemic has revealed the importance of ensuring that our digital infrastructure and telecoms services are as secure as possible.
It is precisely for this reason that I strongly commend Her Majesty’s Government’s decision to remove Huawei entirely from the UK’s 5G network by the end of 2027. The Foreign Secretary has already outlined concerns with Chinese involvement in our networks and that China is worryingly engaged in pernicious cyber-attacks against our commercial, academic and—even during this pandemic—medical institutions.
China, or more precisely the Chinese Communist party, is irrefutably a threat to our cyber infrastructure. Huawei is, in effect, a state-owned structure under the control of the Chinese Communist party. The company’s trade union committee is registered with and pays dues to the Shenzhen Federation, an all-China federation of trade unions, which in turn is controlled by the CCP.
Through a combination of a prolonged poverty of western strategic thinking and Chinese Communist party subsidies, intellectual property theft and entering low-income markets with low-cost products, Huawei has become a market leader in 5G. To some, Huawei’s exclusion may well be seen as a risk. However, in reality, it provides the United Kingdom with numerous opportunities—and benefits—to build a safe and secure 5G network.
As stated, Huawei, like every major Chinese firm, is not truly independent of the Chinese state. The very real risk of this is the Chinese Communist party utilising Huawei’s infrastructure to access, spy upon, disrupt and even sabotage critical UK interests via our communications, which would undermine the security of our allies and ourselves.
Secondly, the strength and durability of Huawei’s systems are questionable. While Huawei has gained success with low-cost products, its ability to withstand cyber-attacks is questionable. The BBC’s security correspondent, Gordon Corera, reported that UK security services have been highly critical of the company’s engineering standards. The UK must seize this opportunity and pave its own path in developing and maintaining its 5G network with minimal interference from Huawei and its communist overlords.
The benefits of using British cyber and telecommunications companies should not be underestimated, boosting the success of our firms and simultaneously providing a strong foundation for our digital economy. Naturally, this does not only have to include British firms. Companies such as Japan’s NEC Corporation or South Korea’s Samsung could also be brought in to assist in creating the UK’s 5G network. Our close trading relationship with Japan and the signing of the UK-Japan free trade deal only weeks ago mean that such partnerships would make commercial, political and economic sense. While Huawei does present a cheap and quick option to create a 5G network in the UK, it would forever be compromised by the Chinese Communist party while, additionally, further denying opportunities for UK businesses and wider economy. The economic, commercial and political case for Huawei’s exclusion is overwhelming.

The first lockdown stripped us of much that we enjoy. Museum exhibitions were left to gather dust; music venues fell silent; theatres closed their doors; cinemas turned off their screens; and our sports stadiums were left empty, to help protect people’s lives and prevent the NHS from being overwhelmed.
From an economic perspective, we can analyse and measure the tangible cost of lockdown. In 2019, the UK premier league had 14.5 million spectators visit stadiums to watch their teams. According to the accountancy firm Deloitte, the first coronavirus lockdown cost premier league clubs £1 billion in lost revenue. Leagues lower down the scale also suffered financially: league two clubs, which made £91 million in 2018-19, may have lost £1.7 million per game without spectators, and £37 million if fans cannot return all season. As a percentage of their cost base, amateur and even professional clubs in the lower leagues are hurting disproportionately from a lack of revenue at the gates.
That, however, only tells half the story. Football, like all team sports, is a powerful tool for communities to come together in a shared passion. While elite sports are permitted to continue, the impacts on community spirit, togetherness and mental health are also felt more keenly towards the lower base of the footballing pyramid. In those terms, the cost of closure cannot be quantified or estimated. As we enter the second lockdown, I do not believe that some of the more draconian measures we suffered in the first lockdown should return, such as the blanket closure of football stadiums to fans.
A couple of weeks ago in October, I visited Wakefield AFC and watched them defeat Wombwell Main FC. During my visit, I was impressed by how well the social distancing measures issued by the Department for Digital, Culture, Media and Sport and the Department of Health and Social Care were enforced and adhered to by the fans; further, Wakefield AFC lives and trains together. Through these measures, team sports were allowed to be played in a safe manner. I strongly believe that with the strict enforcement of social distancing measures, football stadiums should be allowed to not only host games, but allow for a number of spectators to enter the stadium.
In defeating coronavirus, we should not and need not destroy everything that we cherish and enjoy. Where it is possible, everyday life should be able to continue in a sensible manner that does not cause a risk of infection. I believe this is the case with football stadiums, and having a responsible and well-distanced audience would provide great benefits, not just to people’s mental health and social lives but to communities that come together in a shared love of sport.

Commons ChamberCharities and civil society are playing a pivotal role in the response to coronavirus, and in April the Government announced a package of support worth some £750 million to ensure the continuation of this vital work. That is in addition to the business support measures that are available to the sector, including paying no business rates for their shops this year and furloughing staff where possible. It is a comprehensive package that will prevent immediate unnecessary closures, keeping vital services open and providing a basis to continue their contribution to the national effort, and we will keep it closely under our eye.
My hon. Friend is right that now, more than ever, arts and culture are vital to our society as a whole, and these are immensely challenging times. The £160 million emergency funding package announced by Arts Council England is an important part of that, but we are working closely with the Arts Council to consider what additional support may be needed for the long-term recovery of the sector in the future.
I have been heartened by two particular charities in my constituency: Wakefield Hospice and Penny Appeal. Their work and that of many in the area forms the gold and silver threads that run through Wakefield’s rich tapestry. Both those charities, like many others, face significant funding deficits. Since they are prevented from fundraising through traditional measures at this time of national emergency, what steps are being taken to ensure that their work can continue?
There is significant support available for hospices in particular, with £200 million of the £750 million ring-fenced specifically for hospices, and I pay tribute to the work that they have done. Local charities can access the £200 million coronavirus community support fund. Crucially, as we go forward, reopening the broader economy and allowing charity shops, for example, to reopen from 15 June with social distancing measures in place will allow fundraising to start to get back to normal, so that the vital work that hospices and other charities do can get back to normal.
