Commons ChamberThere is an awful lot coming alongside the IRP, which is just one part of our rail infrastructure. The rail network enhancements pipeline has tens of billions of pounds, and there are also programmes such as the Beeching reversals—I have been to my hon. Friend’s patch in the past to talk about some of those reversals. There are many other opportunities for Members on both sides of the House to look to improve their rail services. The Government are building new lines and just yesterday, as I mentioned earlier, I opened one that had stopped running in the 1970s.
I was personally invested in HS2 as a member of the hybrid Bill Committee for the section from London to Birmingham. I sat on that Committee for 15 months, so I have some understanding of what is happening. Only nine months, one week and one day ago, the Prime Minister answered my question:
“I can certainly confirm that we are going to develop the eastern leg as well as the whole of the HS2.”—[Official Report, 10 February 2021; Vol. 689, c. 324.]
To people in the north of England who live well north of Leeds, this now looks as though HS2 was affordable for the south but it was not affordable for the north. If we are going to put this right, we need to get local schemes such as the Leamside line, the Bensham curve and the new Gateshead station put into the programme, so that people can see some real benefit. It is not just about getting to Leeds, to York, to London; it is about getting from Newcastle to Carlisle, and from Newcastle to Sunderland, to Hartlepool, to Middlesbrough, and those lines take an age. So, Secretary of State, let us make sure that what the Prime Minister said to me nine months ago is not just more empty rhetoric from the bank of broken promises.
The hon. Gentleman makes a good point about new lines. The Ashington to Newcastle line, which is likely to be the second or third Beeching reversal, will do exactly what he has asked for: it will bring services from Ashington, through Blyth, to Newcastle. These are brand new lines. This integrated rail plan is not the whole picture; it is the part of the picture that was to do with NPR and midlands rail. I know that he dismisses it, but a 21-minute improvement on journeys from Newcastle to London because of this plan will be appreciated by his constituents—I cannot think why it would not be. It is exactly the sort of capacity improvement that we want to see. I remind him and the whole House: this is not the end state of our railway. It is just the next stage, which will immediately provide a 21-minute improvement for his constituents.

Friend was pleased by the £500 million a year—£2.5 billion in total, which is more than the £2 billion promised in our manifesto—to help fill potholes, and I look forward to working with her and other colleagues to ensure their potholes are filled as soon as possible.
At a recent meeting, London North Eastern Railway shared with me its ambition to introduce an extra train per hour between Newcastle and King’s Cross, but owing to a lack of capacity on the east coast main line, this can only be achieved by curtailing other providers’ services at York, meaning that fewer trains, if any, will run between Edinburgh, Tyneside, Tees Valley, south and west Yorkshire, Greater Manchester and Merseyside. How soon can we expect the levelling-up investment on the east coast main line north of York necessary to fulfil all these competing ambitions?

Friend the Member for Easington (Grahame Morris), I am a little surprised that the Secretary of State did not make a statement about taking back Northern rail into public ownership. It only affects in excess of 15 million people, so it cannot be that important and need a statement from the Secretary of State! The new publicly owned railway will have the same problems of poor infrastructure across the north. We need significant new investment—when will it come?
I was trying to get an agreement from those who manage the business on the Opposition Benches for me to make an oral statement during yesterday’s Opposition day debate. That is why there was no oral statement—I wanted to make one, but I did not get a response, and that is why I was unable to. Investment will now flow through from the decision made yesterday, and through the operator of last resort.

Commons ChamberI am grateful to my hon. Friend for describing me as part of the baby boomer generation. As I have described, this is not a multi-million pound exposure for the taxpayer. In actual fact, a number of things have to happen before the taxpayer experiences any loss—not least because the lenders are paying for the scheme, because the people building the homes are paying into a pot and, of course, because there is a deposit that has to be paid first. We are carrying out a wide range of modelling, which we will release shortly as part of the consultation for the scheme. I know that my hon. Friend will take a great deal of interest in those numbers.
The Minister may be aware that my borough of Gateshead already has significant unmet need, and we anticipate that something like 6,000 households will be forced to seek alternative accommodation when the housing benefit changes kick in. Will the Minister guarantee that to tackle this impending crisis, Gateshead will get more than the £68,000 new homes bonus that we got last year?
In many ways, it is entirely in the hands of the hon. Gentleman and his local authority. The more homes that are built, the more money that will flow. We have made the system disproportionately advantageous to local authorities with lower-than-average council tax banding, because we have used the national average, which favours authorities with below-average rates.
