In 2019, I think we all took for granted the ability to run election campaigns that could properly engage with the electorate. Campaigning for this year’s elections on 6 May will look very different, but now more than ever, there is a need to engage with our constituents. Does my right hon. Friend agree that it is vital that all those who stand for elections should be able to convey their messages to voters, and will he please elaborate on how he believes campaigning should go ahead in a covid-secure way?

My hon. Friend is absolutely right: democracy should not be cancelled because of covid-19. The polls that are scheduled for May will go ahead, and it is important that he and others communicate with his constituents. Of course, social media provides one means of doing so. At the moment, door-to-door campaigning and leafleting are not allowed because of covid restrictions, but we will be reviewing how we can make sure that he and others can keep faith with the constituents who elected him so memorably just over a year ago.

I pay tribute to Captain Sir Tom Moore.

Our armed forces are, without doubt, one of this country’s foremost and most prestigious institutions. They are held in the highest regard throughout the world as a benchmark of military excellence to which other nations aspire. We should never forget the men and women of the armed forces who serve and have served us so well, wherever that is, at home or abroad. Yet again, during the coronavirus outbreak, our armed forces showed that they were able to offer support and professionalism in times of national need.

We owe so much to our armed forces. Their bravery, discipline and professionalism, and unflinching and steadfast loyalty to duty, are all too often tested in the most challenging and varied environments and circumstances. It is critical to ensure that our veterans’ healthcare needs are met, so I am delighted that the number of GP practices accredited as veteran friendly has recently more than tripled to over 800. I am also aware that the MOD has recently launched HeadFIT, an important tool to support mental health fitness among the armed forces and to promote the good management of mental health. Speaking about mental health is important, but making sure that support is there for those who need it is critical.

Ensuring that our armed forces personnel, veterans and their families are not disadvantaged by their service when accessing key public services is the very least we can do. That is why I welcome the fact that the Bill embeds the armed forces covenant into law. That was a 2019 manifesto commitment that I was delighted to make to my constituents. It introduces a legal duty for the relevant UK public bodies to ensure that our UK armed forces community is fairly treated. From housing to healthcare and from childcare to education and training, our armed forces families face unique challenges, and we must rise up to support them in the way that they support our nation. The Bill is a big step on the way to ensuring that the debt we owe our armed forces is honoured, and I am delighted to support it today.

Blyth Valley has recently faced tighter restrictions as an immediate response to a rise in local cases. I know that these measures are necessary in controlling this deadly virus, but they have a real impact on families, businesses and local communities. I welcome the decision yesterday by my right hon. Friend the Health Secretary to lift the ban on informal childcare; I know that that move will be a relief to many of my constituents. May I ask my right hon. Friend the Prime Minister to continue to do all he can to support families through this tough time?

The paper has been shared with the Welsh Government and with other Labour colleagues as well. One of the things that frustrated our capacity to have discussions on this area was the withdrawal of the Scottish Government from some of those discussions. However, I have had fruitful discussions and will continue to have fruitful discussions, including later today with representatives of the Welsh Government. I am sure that the hon. Lady would recognise that Newport’s position on the border of England and Wales gives it, in many respects, the best of both worlds, and ensuring that her constituents continue to have unfettered access to the rest of the UK market must surely be in their interests and in hers.

Blyth Valley has been largely left alone by boundary changes for 40 years, but such changes can cause anxiety and concerns within local communities. Communities are bound by a well-established sense of local identity. Does my right hon. Friend recognise that maintaining community identity is an important part of the boundary review? Will he confirm that he will do his utmost to ensure that all boundary changes are carried out in a way that is both transparent and sympathetic to the local community?

Absolutely. Northumberland is a fantastic county. To my mind, the communities of Blyth and Cramlington are particularly important because the solidarity they have shown over generations is wholly admirable. Anyone who follows football cannot help but be inspired by the giant-killing achievements of Blyth Spartans. The fact that Blyth Valley has an articulate local boy here in the House of Commons as a Conservative MP is a reminder of what a fantastic part of the world it is. We must do everything possible to ensure that the community spirit, which my hon. Friend embodies, is celebrated and protected in future.

I ought to wish you happy birthday as well, Mr Speaker. That was rather remiss of me.

The hon. Lady makes a very important point. Civil society is an important policy and delivery partner for DFID and I absolutely recognise the work it does. Our continued partnership will be critical in ensuring that UK aid reaches those most in need as a result of covid-19. There are a number of funding schemes and programmes that DFID has recently announced and allocated, including a new £30 million UK Aid Direct funding round that is open specifically for small and medium-sized charities based both in the UK and internationally to support the global response to covid-19.

I want to put on the record that black lives matter. We must listen to those communities that face discrimination, and solve the unconscious biases that still create injustice and lost potential. My Department will redouble its efforts to drive out discrimination and support the poorest countries to achieve genuine mutual prosperity free of prejudice. That struggle for equality is exactly why it was so important last week that the UK brought together, via video link, the London 2020 global vaccine summit as part of a 60-country effort. A historic $8.8 billion was raised to vaccinate the world’s poorest people. Gavi will immunise 300 million more children as a result.

Friend agree that in order to tackle this virus so that we can all be safe from future waves of infection the international community must work together, co-ordinating and increasing support for vulnerable countries, and delivering the appropriate international financial and health system assistance?

Strong, resilient health systems are vital to national and global health security, and to helping to protect the world from infectious diseases, including covid. The UK has so far pledged £764 million of UK aid to help end the covid-19 pandemic, in support of the co-ordinated international response through the international financing institutions, multilaterals and global health initiatives, alongside DFID programmes. Through our multilateral partnerships and our regional and national programmes, we support developing countries to make their domestic healthcare systems stronger and more resilient and to better prepare for, prevent, detect and respond to health crises, including covid.

I can indeed. That is why we are supporting the Ashington to Blyth to Tyne rail line—the start of our £500 million investment in connecting towns whose stations were closed during the Beeching cuts. That is among many other benefits that we will bring to the people of Blyth. I thank my hon. Friend for his support. We are going to repay the trust and confidence of those people by investing in their communities.

Q12. Blyth has the potential to become one of the most strategically important ports in the UK for the export of renewable technology as well as wind turbines. Would my right hon. Friend consider visiting Blyth, where I am sure he would get a warm Northern welcome— rose —and see for himself the strength of Blyth to become a freeport?
