Commons ChamberMy hon. Friend is right that good service access is essential for airports. He is right to point out that the Secretary of State said on Tuesday that we regard Birmingham and Manchester not as regional airports but as important national airports in their own right. I am happy to look at the Whitacre link proposals. I encourage my hon. Friend to continue to discuss the development of the business case with the local enterprise partnership and Centro, so that it can be brought forward.
Will the Secretary of State meet me to discuss the Wrexham-Liverpool line, where capacity constraints are inhibiting further development of one of the strongest industrial areas in the UK?

Commons ChamberMy hon. Friend will remember that I met him and a delegation from the island earlier in the year. I promised then to meet Wightlink, and have done so. There are more than 200 sailings to and from the island each day, so there is no apparent market failure. I hear my hon. Friend’s plea to put public service obligations in place and we will continue to keep them under review, but at the moment there is no case to do so.

Commons ChamberThe Government commissioned Lord Brown to advise on the future of franchising. As my right hon. Friend the Secretary of State said earlier, his report has now been published, and the Government are looking at it. I understand that proposals have indeed been drawn up, and the Government will happily consider those proposals. I suggest that my hon. Friend should try to meet my right hon. Friend the Minister of State at the eastern rail summit, which will be held in the spring.
Do not the failures of the east coast and, now, the west coast franchise demonstrate that the policy of reusing a bad system is a bad one? Will the Minister please consider alternative models such as the mutualisation adopted by Welsh Water, which has led to increased private investment, efficient services, and reasonable charges for customers?
