Commons ChamberThere are strong links between the UK and civil society in Lesotho. Our support for civil society includes the volunteering for development programme, through which we are working in Lesotho to support young people’s rights, and access to sexual and reproductive health services.
First, may I thank the Minister for the recent meeting we had on the subject of Lesotho and thank the Government for restoring the high commissioner in Lesotho? Will she work with the high commissioner to build links with civil society in Lesotho, because of the difficulties that exist in terms of the Lesotho Government and corruption? Massive links between Wales and Lesotho have been built up over many years, and we want to help the good people of Lesotho to improve their lives and not be impeded by payments to Ministers in Lesotho, which are causing massive problems.
Let me put on record our appreciation of the strong links that exist not only, as the hon. Gentleman says, between Wales and Lesotho, but between Wrexham and Lesotho, and of his commitment to them. He is right to welcome the fact that our new high commissioner, Anne Macro, whom I know he has had the opportunity to meet, has now presented her credentials to the Lesotho Government. This will provide an opportunity for those strengthened links with not only the Government but civil society in Lesotho.

Commons ChamberLesotho continues to experience political fragility and democratic and development challenges. Together with the Southern African Development Community, we are working to support the implementation of governance reforms.
Prime Minister Tom Thabane and Minister John Maseribane both admitted to Channel 4 News that they had received payments into their personal bank accounts from Mr Arron Banks. Will the Minister meet me to discuss governance in Lesotho, its current position in the Commonwealth and the advice that she is giving to British companies operating in Lesotho about the Bribery Act 2010?
I welcome the hon. Gentleman’s question, and the strong links that exist between people in Wales and people in Lesotho. Of course, I am always delighted to meet the hon. Gentleman. Regarding the allegations made on Channel 4, we urge anyone with evidence to give it to the appropriate authorities.

Commons ChamberI welcome the interest of the former Chair of the Science and Technology Committee in this important work and commend the Committee to hear from the team involved, because there are a range of different examples. Diseases know no boundaries, and the UK’s development of a test for TB is a good example.
Wales and Lesotho share the precious asset of water. Will the Minister support my initiative to bring together Welsh Water— the not-for-profit water company in Wales—and the Government of Lesotho to work on providing technological solutions to the problems that we share?
That is a wonderful example of the way in which Welsh Water and Lesotho water companies can work together to ensure that everyone has access to clean water.

Friend makes some wise points, but it is unlikely that an elected Member of the second Chamber would be able to get by with only one member of staff, which is an assumption made in the costings. There are a number of questions about that issue, and I think we would all want the cost to be at least lower than it is now.
Let me deal with the contentious areas, where there might be more disagreement across the Floor of the House. I am strongly in favour of the bishops continuing their constitutional role in the second Chamber. They play a valuable and important role, and reflect the fact that we have an official Church of England role in our constitution.
I have given way twice, so unfortunately I do not have time to do so again.
On the question of what voting system we use, I am aware that the coalition agreement said that we would use proportional representation and that it has some attractions. Some of the things we like about the second Chamber at the moment, such as the fact that some distinguished former Members of this House have been appointed to it, could be continued were we to carry on with that voting system. I would fight for Baroness Thatcher to be top of any list that the Conservative party would field, so from that point of view there are some merits in the PR system. However, it is clear that in many countries where PR has been used it is an extremely unsatisfactory system. Israel elects its “Commons” on the basis of PR, which often ends up giving the balance of power to undesirable elements. I would have a significant concern about that.
I think we all agree that Cross Benchers play an extremely important role, and if I were to move in any direction from what is proposed, it would be to give an increased weight to them. However, I now wish to discuss something that has not been mentioned—the geographical problems of what is being proposed—and relate it to my private Member’s Bill in the last Session on the West Lothian question. In its current form, the Bill would clearly exacerbate problems with the West Lothian question. We have yet to see the report from the West Lothian commission, but I anticipate it in this Session of Parliament. A further look at how the upper House worked would clearly need to be taken because of the West Lothian question, so I throw out a proposal to colleagues: rather than have the much larger geographical constituencies proposed in the Bill, let us do away with the geographical link altogether and have national proportional weighting in the allocations in the upper House. Such an approach would completely sever the geographical link, which I know a lot of colleagues have expressed concerns about, and would solve the West Lothian question.

Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

IFAs are regulated by the soon-to-be-abolished Financial Services Authority, the independent statutory regulator set up by the previous Government. Banking supervision is to return to the Bank of England, while many other regulatory functions will go to a new consumer protection body. Thus, this seems an opportune time for the House to debate some of the implications of those policies and some of the functions involved.
Fewer people are benefiting from defined-benefit pension schemes. More individuals are being asked to contact an IFA to obtain advice. Many will receive lump sums from an inheritance or perhaps a redundancy payout, and they will need professional advice to make the most of them. With auto-enrolment beginning in a few years’ time, people will also have to decide whether they need to opt out. Many younger people will leave university with student loans. Many older people will need to buy annuities or to make arrangements to pay for long-term care. All those transactions require some financial advice.
I previously worked as a solicitor and employed an independent financial adviser. Does the hon. Lady agree that it is better to receive advice from an independent financial adviser than a tied agent?
