I congratulate the right hon. Gentleman on his move to the Department for Transport. Does he believe that his rail journey improved or got worse between 1997 and 2012?

I shall come on to some of the things we are going to do to improve the railway line that I use, which were announced before I became Secretary of State. I am very pleased about them, one of which is electrification. The last Government had a particularly poor record on that. There was a change in the franchise owners during the period of the last Government and certain changes were made to the service on that line.

Soaring demand meant that our ageing rail network was struggling to cope. There are now many more people travelling on the railways than at any time since 1929, but on a much smaller system. What does that mean? It means more overcrowding, more standing on trains, and rail consumers demanding a better service. We had to find a way to invest in the railway to support the economic recovery and to deliver the quality of service that passengers have the right to expect. That was the reality we faced, and we are meeting it head on by investing in the biggest rail modernisation programme since the Victorian era, while at the same time reforming the railways and reducing costs.

I thank the hon. Gentleman for his intervention. It is always important to speak up for pensioners, especially those related to us. I am sure that people outside this place will take note of his comments.

As I was saying, I come from a long line of railway people. I mention that not to emphasise a lack of imagination in the McGovern family but to say that in this debate, I will be demanding in speaking for the future of rail in Merseyside. However, I do so in the knowledge of how difficult questions of investment can be.

For reasons that I will suggest shortly, public transport should be central to the current national debate about the economic future of our country. This afternoon’s debate focuses on Merseyside and the surrounding areas of north Wales, Cheshire and Lancashire, but my point—that infrastructure planning is at the heart of economic development and poverty alleviation—could be made about many places in our country.

This year, the Secretary of State for Transport will set out the Government’s investment priorities for our rail network for the five-year period from 2014 to 2019. It is a significant opportunity. It will set the agenda for investment and begin thousands of conversations about how we can speed up, increase capacity and provide access to markets for our many citizens who are looking for a job or need access to parts of our economy.

I am pleased to be here as the MP for Wrexham and to support my hon. Friend in her debate. Many big businesses such as Jaguar Land Rover, General Motors in Ellesmere Port and Airbus provide jobs not just across Merseyside but in north Wales. It is important to enable access to those jobs for people who do not have private transport. We need a good public transport network in the region.

I thank my hon. Friend for his intervention. He and I have tried to work closely together on these issues, for the reasons that he mentions. People do not respect administrative boundaries when it comes to getting a job. We must ensure that people in residential areas, a lot of whom need work, have access to big businesses such as the ones that he mentioned. I hope that I can suggest exactly how we might do so.

The right hon. Lady is talking about hard-working families, so can she explain why her Government chose to give tax cuts to millionaires rather than put money in the pockets of hard-working families so that they could stimulate the economy?

One transport project secured funding from both the Department and the regional growth fund—the low emission transport and sustainable manufacturing north-east bid from Gateshead college, which was successful in round 2 of the regional growth fund. The project was awarded £6.3 million as part of a £45.6 million package that includes £3 million from the Government’s “Plugged-in Places” programme. Both funding streams support the development of high-quality transport technology for low-emission vehicles.

The Labour Welsh Government are funding the building of a relief road to Wrexham industrial estate to facilitate growth and to help create jobs. Unfortunately, the Government on the Cheshire side of the border are blocking good access. The project, which is extremely important, could help to facilitate growth, should the Government believe in that. Can the regional growth fund help?

The regional growth fund has been very well received and is producing jobs in areas of high unemployment and from where the public sector is withdrawing to some extent. The fund is important and it has been successful. My Department is investing heavily in infrastructure, but I will look into the specific matter to which the hon. Gentleman refers. The Under-Secretary of State for Transport, my hon. Friend the Member for Hemel Hempstead (Mike Penning), will reply to the hon. Gentleman.
