Commons ChamberI am grateful to my hon. Friend for raising an issue that has been of consistent importance to me since my appointment to this office. I am glad to note that there has been a rise of 44% in the number of prosecutions for disability hate crime generally in the last year. When it comes to learning disabilities and autism, I am a strong supporter of local advocacy groups, which will often be the first port of call when a complaint is made by people with an impairment. The evidence shows that where the police work with these groups, more people with a learning difficulty will come forward, and I want to see this good practice spread much further.
But given that on the ground in north Wales the number of prosecutions generally is falling, how can we ensure that public perceptions are reflected in prosecuting policy so that more individuals who commit crime get taken to court and dealt with by magistrates, who tell me that their courts are empty?
I am following the position very carefully in all parts of England and Wales. The hon. Gentleman is right that there are some areas, such as his, where there has not been the rise in prosecutions that we have seen in others. We have to further encourage consistency. The training that has been rolled out in recent months to all the CPS areas needs to bed in. With that approach, I think we will see a rise across the board not just in the prosecution of these offences, but in the confidence of victims to come forward.

Commons ChamberI have particularly asked that we have a full look at how we ensure that in all Government contracts, at all levels, late payment is not a problem and that sub-contractors, in particular, do not breach our very clear rules about late payment and the terms and conditions that it is only right and fair to have in all contracts, particularly Government ones. It is not enough to say it; they should be doing it as well.
8. If he will make an assessment of the potential effect of the UK leaving the EU on exports from its (a) aerospace and (b) automotive sectors.
It is absolutely the case that our country will be stronger, safer and better off remaining in the European Union. United Kingdom automotive industry exports to the EU were worth £15 billion in 2014, while aerospace exports to the EU amounted to £5.8 billion. Our membership allows us to continue to attract international investment to the United Kingdom, as well as to work with all the countries in the EU through the various agreements that we have with other countries throughout the world.
Toyota UK and Airbus UK are two anchor companies heading huge supply chains in north-east Wales that employ tens of thousands of people. Does the Minister agree that it would be absolute madness to throw those anchors away by risking leaving the European Union, and placing jobs in Wales and the rest of the UK at risk?
It is a pleasure to agree with the hon. Gentleman, who might now become my hon. Friend on this matter. We are undoubtedly, as I have said, better remaining a member of the European Union, not just for the sake of the larger companies but because, as he rightly identifies, the effects extend all the way through the supply chains, which often encompass the smaller companies. I encourage him to urge the leader of the Labour party to make sure that it puts its full weight behind the “stronger in” campaign. He would be better off doing that than engaging with CND rallies.

That this House calls upon the Government to abandon its policy on replacing maintenance grants with loans for lower income students.
The Government’s proposal to scrap maintenance grant support for disadvantaged students and replace it with a loan system is not an isolated proposal. It is part of a pattern that can be seen in other areas of government. It mirrors, for example, changes that were debated eight days ago, which removed NHS bursaries for nurses and other staff, and it has been foreshadowed by changes that the Government have made in support and protection for further education over the past three or four years. The truth of the matter is that the Government have ducked and dived to avoid further debate on their direction of travel on the grants issue, and on freezing the payment threshold for five years, which is not specifically part of the regulations although it is referred to in the assessment that comes with them. That is also likely to hit disadvantaged students.
We have called this debate today to hold the Government to account over this major issue. They have refused to bring these changes to the Floor of the House themselves, and preferred instead to sneak them through in delegated legislation, which can be debated and voted on by only a handful of MPs.
Does my hon. Friend agree that it is particularly shameful that this proposal did not appear in the Conservative party manifesto? It is being sneaked into the House of Commons and without the knowledge of the people of this country.
My hon. Friend makes a striking point. That is only one of a series of delinquencies that I want to move on to.
The Conservatives have shied away from the light of debate, challenge and scrutiny on this issue, preferring instead to use a legislative sleight of hand to ensure that the sweeping changes were made in Committee in the hope that no one would notice. All the way through this process, they have been defensive. They have been less than candid and they have systematically resisted the path of openness. There was little detail to be had when the Chancellor first mooted this change in the summer, and not much more in the autumn statement. It was only when the National Union of Students raised the alarm about the impact of the process and threatened a judicial review over the lack of consultation and the failure to publish the interim equality assessment—which the Government have still not done—that a separate equality impact assessment was slipped out.
My hon. Friend the Member for Wallasey (Ms Eagle), the shadow Secretary of State of State for Business, Innovation and Skills, wrote to the Business Secretary explaining our concerns and asking for a full debate on this matter. This was reflected in early-day motion 829, which attracted a number of cross-party signatures. However, the Business Secretary’s reply largely ignored the issues. The issue of failing to bring the matter to the Floor of the Commons was raised by the shadow Leader of the House in December, and at that time the Leader of the House intimated that there should be a debate on the Floor of the House, but no such debate has taken place. A question from my hon. Friend the Member for Sheffield Central (Paul Blomfield) was ducked by the Prime Minister last Wednesday. Colleagues raised the issue again in last week’s business questions, and I put a series of detailed questions to the Minister in the Delegated Legislation Committee. I and the other members of the Committee would like to see the responses to those questions in due course.
It is perhaps no surprise that The Independent led today on the way in which this Government have been using statutory instruments systematically to force through profound and controversial changes to the law without proper debate and scrutiny. Nor is it surprising that my hon. Friend the Member for Wallasey told the newspaper:
“This is arbitrary rule that massively decreases the power of the Commons to effectively scrutinise the Government.”
The equality impact assessment was slipped out with a relative lack of ceremony at the end of November. As I said last week, this is the document that almost dare not speak its name, not least because the detailed evidence of the negative impact was tucked away in its central pages, to which I will refer later, and was rather belied by the bland conclusions appended to the front of the document. What is driving these panic measures from the Government—the £1.5 billion raid on grants and the threshold fees—is their belated recognition that the whole set of financial assumptions about repayment that underpinned their trebling of fees in 2012 is producing a black hole for them and for future taxpayers.

Commons ChamberYes. I see regular dialogue with the sector councils, such as the Aerospace Growth Partnership, as a vital part of our industrial approach. It is important that the UK continues to become more productive and more competitive, and that has been central to the work of the Aerospace Growth Partnership. I will be meeting many of that industry’s representatives on 3 December in Filton.
Further to that question, will the Secretary of State confirm today that the UK Government will continue to fund the Aerospace Growth Partnership through their £1 billion contribution over seven years from 2013 and that he is not considering in any way diluting the funding available for the Aerospace Growth Partnership, particularly by converting it into loans?
The Government are absolutely committed to having a strong aerospace sector, and that strength is represented in our commitment to the Aerospace Technology Institute, which is what I believe the hon. Gentleman was referring to.

Commons ChamberThe hon. Gentleman will know that the universal credit plans are essential to make sure that work pays, and I would have thought he would support that. On the issues that it might raise for small businesses and the self-employed, it is important that we look at the net burden of regulation on businesses and keep reducing it.
3. If he will implement an active and interventionist industrial strategy to assist economic growth in the UK.
The biggest challenge facing the economy is improving productivity, and that challenge varies by sector. Dialogue with business, including through the sector councils, as part of our industrial approach, is key to addressing this issue.
As a member of the last Labour Government, I am very proud that the Labour party, in government, established the Automotive Council, which has provided the framework for the most successful decade in UK car production for a very long time. Will the Secretary of State confirm that he will not, on the altar of ideology, endanger that success?
I look forward to working with the Automotive Council. In fact, I have already had a meeting with it and I told it something the hon. Gentleman would agree with, which is that the automotive industry is one of the brightest stars in the constellation of British business.

Commons Chamber9. If he will make an assessment of the effectiveness of mobile phone coverage in Wrexham.
As you know, Mr Speaker, improving mobile coverage is a priority for the Government. Thanks to the Secretary of State’s negotiations with the mobile operators, we have reached a legally binding agreement with them. Under that agreement, not spots in the hon. Gentleman’s constituency will fall from 5.4% to just 1.3%.
Mobile coverage in Wrexham is not super. After five years of this Government, businesses and individuals in Wrexham town centre complain constantly about this issue. I am surprised that the Secretary of State did not reply on this, because he heard about it in Wrexham recently. Why have this Government failed?
It is certainly true that the Secretary of State met the brilliant local campaigner in Wrexham, Andrew Atkinson, and had long discussions with him about improving mobile coverage. If the hon. Gentleman wants to support Mr Atkinson’s campaign to improve mobile coverage, he is welcome to do so.
T1. If he will make a statement on his departmental responsibilities.
In the past month, British talent has enjoyed incredible success at the Grammys, the Baftas, the Brits and the Oscars. That is just another demonstration of the way in which this country’s creative industries lead the world. I am sure that the House will join me in congratulating all our award-winning actors, film makers and musicians, no matter what school they went to.
I warmly welcome the report, which I shall study very closely. It is an important contribution to the future of the BBC, and all its suggestions, including the one the hon. Gentleman mentions, will be taken account of when the charter review process starts.

Commons ChamberThe Secretary of State made very clear his views in an article in The Times on Saturday. I commend that article, and his very clear commitment to free speech and freedom of expression, to hon. Members. The security of the media and all citizens is a vital issue, one that the Prime Minister and the Home Secretary take extremely seriously. As Ministers in the Department for Culture, Media and Sport, we will play our part in working with them to ensure the appropriate levels of security for anyone who champions freedom of expression.
5. What assessment he has made of the potential benefits of the introduction of a local television service in north-east Wales.
Local TV will increase the range and availability of local news, information and other local programming. Ofcom awarded the local TV licence for Mold, which covers parts of north-east Wales, in January 2014. The successful bidder for the licence, Bay TV, has two years from the licence award to begin broadcasting.
The licence granted does not cover Wrexham, which is the largest town in north-east Wales. MPs from all parties in north Wales support the extension of the current licence to cover the largest population centre, which all parties believe would be in the best interest of improving the very limited broadcasting that exists in north Wales—we have no BBC local radio, for example. Will the Minister please meet north Wales MPs in order to take this forward?
I know that the hon. Gentleman and, indeed, other MPs met Ofcom at the end of last year. There are some technical difficulties involved in broadcasting to Wrexham. Unfortunately, because of those technical difficulties to do with spectrum, local TV cannot broadcast in all areas. I know that Ofcom will write to the hon. Gentleman. I would, of course, be delighted to have a meeting with him and any other interested MPs to discuss the issue further.

Public benefit tests are a matter for the Charity Commission. Schools in the independent sector make a significant contribution to the UK economy estimated at £9.5 billion per annum. Many have partnerships with state schools to share resources and teachers, drawing on the strengths of each member school to improve outcomes for all children across the partnership. One example is the Wimbledon schools partnership between King’s College school and over 20 state schools. Independent schools also act as academy sponsors, and 11 have been approved to do so.

Commons ChamberI share the shadow Minister’s bafflement about that, and I am delighted that we have a strong group of Conservative colleagues who, having heard the reality of the situation from their local branch of the Campaign for Real Ale, their local pubco publicans and their local Federation of Small Businesses branches, are fully supportive.
Does the hon. Gentleman agree that it is quite extraordinary that there seems to be such a strong voice for preventing new market entrants from moving into the brewing industry? Those are important small businesses that want to make progress. The message I hear from microbreweries is that they are prevented by this archaic and extraordinary system that we have endured for far too long.
The hon. Gentleman is absolutely right. I repeat that if we believe in competition, an open market and entrepreneurship, we cannot defend the closed shop of the leased pub sector, which is dominated by these large companies.
The hon. Gentleman has read up on this subject. I refer him to the Office of Fair Trading report of 2009 and its recent interventions in this debate—it has said this has had no impact on consumer costs and the price the consumer is paying for a pint. In fact it could be argued that, because of the big distribution models, beer is actually cheaper. The statistics show that beer across the country is cheaper in a tied house than in a free house. I hope I have answered the hon. Gentleman’s concern.
I support big and small businesses. The hon. Gentleman should note that the Society of Independent Brewers, which represents the smallest breweries across the country, is opposed to the scrapping of the measure—
The hon. Gentleman shakes his head, but it is true. The hon. Member for Leeds North West tries to undermine decisions made by any organisation that disagrees with him, but the Society of Independent Brewers is clear that this provision would disadvantage the country’s smallest brewers, and I will tell hon. Members why. The society believes that guest pumps would be taken over by lagers from foreign-owned breweries, which would come in and offer massive discounts, so that rather than having micro-brewers selling beer in our pubs, we would have foreign brewers selling lager.
Of course; this is a market and there is always going to be an inequality of bargaining power. If I am buying 10,000 items, I will have greater bargaining power than if I am buying only one. The question that we have to ask ourselves is whether the publican, the tenant, is being treated fairly.

Commons ChamberThe hon. Lady forgot to mention that we currently have the lowest ever level of NEETs, thanks to this Government’s long-term economic plan. As I said in response to the hon. Member for Islwyn (Chris Evans), many education providers already have excellent links with employers, as the CBI says, and what they want to see is organisations such as the National Careers Service, Jobcentre Plus, local enterprise partnerships and education business partnerships offering support to schools. That is how we will get our young people into work.
9. What assessment she has made of the effect on admission numbers for sixth-form colleges of funding changes since 2010.
In case it was not clear the first time, let me explain that despite a fall in the population of 16 to 19-year-olds, sixth-form colleges have been allocated 2% more places in 2014-15 than in 2010-11.
My question is different from the one that the Minister answered earlier, so it would be helpful if he addressed himself to it specifically. The Sixth Form Colleges Association tells us that £100 million has been taken out of sixth-form colleges since 2010, and we have also heard about the disparity they face in connection with VAT. Why are this Government treating sixth-form colleges so badly?
I do not want to be pernickety, but the hon. Gentleman’s question reads as follows:
“What assessment she has made of the effect on admissions numbers for sixth-form colleges of funding changes”.
The answer is that the funding changes have produced an increase in admission numbers to sixth-form colleges.
