Perhaps the hon. Gentleman would like to inform the hon. Member for Totnes (Anthony Mangnall) that the Canada trade deal took seven years and that the much-heralded trade deal with the United States is still awaiting further progress.

The hon. Gentleman has communicated that most deftly. The House can see why there was such a rush because we were done a very valuable service the other week by the right hon. Member for Camborne and Redruth (George Eustice), who blew the gaff comprehensively when he revealed that at some point in early summer 2021 the then Trade Secretary took a decision to set an arbitrary target to conclude the trade deal by the G7. I am sure the hon. Member for Totnes (Anthony Mangnall) can see straightaway the problems in trying to conclude any trade deal on such an arbitrary timeline and that the outcomes from doing so would be suboptimal even if it were not for the revelation that was about to follow.

Our farmers and producers aim for the highest targets, and they have delivered. My farmers in my Strangford constituency, and my fishermen in Portavogie in my constituency and in Ardglass and Kilkeel in South Down, and across Northern Ireland, are dedicated to traceability and are passionate about quality. That needs to be encouraged, and I think the Minister wants to encourage it. I look forward to his winding-up speech and, even at this stage, I ask for reassurance that the fears of my farming community in Strangford, and of farming communities across Northern Ireland, will not become a reality. The farmers back home want to know they are part of what the UK Government are pushing.

It is a pleasure to follow the hon. Member for Strangford (Jim Shannon) for once. It is a unique experience.

New clause 15, standing in my name and in the names of my hon. Friend the Member for Ceredigion (Ben Lake) and my right hon. Friend the Member for Dwyfor Meirionnydd (Liz Saville Roberts), would require an assessment of the impact of the procurement chapters on different sectors of the Welsh economy. It is worth noting that the Senedd’s Economy, Trade, and Rural Affairs Committee has called for future trade deals to include impact assessments for the sectors and sub-sectors in Wales, which is important.

The assessments published so far for both the Australia and New Zealand free trade agreements are light on Welsh-specific detail, particularly regarding the potential sub-sectoral and regional impacts within Wales. Understanding the full impact of FTAs on the Welsh economy is necessary to assess what support businesses and organisations will need from the Welsh and UK Governments to prepare for implementation. The better the economic information available to Westminster and Senedd Ministers, the more effectively this can be done. As has been said, farming is not a five-minute occupation; it takes 10, 15 and 20 years.

I urge the UK Government to commit to publishing cumulative assessments, updated every time a new FTA is signed, showing the impact of post-Brexit trade policy on Wales’s economy and on the UK economy. That is particularly important for our agriculture and semi-processed food sectors. As a result of the agreement with Australia, the agriculture and semi-processed food sectors across the UK are expected to see a reduction in gross value added of £94 million and £225 million, respectively. The New Zealand agreement is expected to lead to a reduction of £48 million and £97 million, respectively.

Welsh farming unions have warned that both FTAs have set a damaging precedent for unfettered access to agricultural produce. We need to understand how individual procurement agreements and individual FTAs impact different sectors, and how those sectors are affected in the long term by post-Brexit trade policy. Many in those industries believe that Ministers were dashing heedlessly for glossy headlines and failing to fight for the interests of the Welsh and the UK economies, as we have heard. Rather than plugging the Brexit-sized hole in trade, these tiny trade deals will be a body blow to Welsh agriculture and food production. In general, they are not of great interest across the UK, but they are of huge interest to Welsh agriculture and food reproduction.

Today’s debate narrowly relates to the procurement chapters of both FTAs. It looks like the control that we supposedly took back from the EU goes no further than the Minister. Had Parliament and the devolved legislatures been able to properly scrutinise these deals, the former Environment Minister, the right hon. Member for Camborne and Redruth (George Eustice), might not have been on his feet just a month ago criticising the Australia FTA for giving away too much for too little in return. Plaid MPs have met both the Australian and New Zealand ambassadors. Without divulging anything improperly, I would say that both were very pleased with the deal that they secured, and more than a little surprised by the UK’s generosity.

The right hon. Member for Warley (John Spellar), who is not in his place and is very much in favour of Brexit, talked about the value of free trade. He would profit, as would many people, from reading the proceedings of the Exiting the European Union Committee, on which I served for a while. We had before us Mr Pascal Lamy, who was twice Trade Commissioner for the EU, and also head of the World Trade Organisation. He said that all trade, in theory, is free, and that tariff and non-tariff barriers are there partly as bargaining chips. If we abandon those bargaining chips, as appears to have happened to a great extent in these two FTAs, we have nothing to offer in return. What do we get? Happy ambassadors from countries that have profited enormously and our own sectors, such as agriculture and food production, dismayed because so little has been secured.

We believe that MPs and the devolved Administrations should have full votes on the objectives of each future trade deal, and access to negotiating texts for that very reason—to ensure that the people of Wales, Scotland and parts of England and Northern Ireland are getting a good deal. Giving the Welsh Government a say is vital if we want trade deals that enhance rather than undermine our local economies. For example, had the Welsh Government been able to amend the FTAs, we would have likely seen a push for geographical indications in the UK-New Zealand FTA. That would have proved extremely valuable for Welsh lamb and Welsh beef, as I am sure the trade body Hybu Cig Cymru would confirm.

I add my support to new clause 6 tabled by the hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry). NFU Cymru has argued forcefully that the use of geographical indicators would have allowed Wales to differentiate our products in the world market, thus accessing a premium and increased profitability. I add our support to amendments 3 to 5, tabled by the Scottish National party. Both the Welsh and Scottish Governments have expressed their grave concerns about the use of concurrent powers in this legislation.

On Second Reading, the former Secretary of State for International Trade, the right hon. Member for Berwick-upon-Tweed (Anne-Marie Trevelyan) told this House that discussions were taking place with the Welsh Government on their request for the Bill to be amended to include concurrent-plus powers. Therefore, I would appreciate it if the Minister updated the House on what progress has been made in those discussions with the Welsh Government.

May I say what a pleasure it is to speak on behalf of the Government today as we scrutinise this landmark piece of legislation? I thank colleagues for their contributions to the debates on this Bill, including the general debate, where many of the points raised today were also covered and responses were given by my hon. Friends on the Government Benches. I will try not to repeat that debate now.

The Government are of the view that the amendments tabled are ultimately unnecessary, and I hope that I will be able to persuade right hon. and hon. Members to withdraw them. The new clauses that deal with issues on impact assessment are unnecessary, as the Government have already committed to undertake assessments of impact of these deals at regular intervals.

First, the Government have committed to publishing a monitoring report every two years and a compressive evaluation report for each of the agreements within five years of their entry into force. Those evaluation reports will aim to show how, why and for whom the agreements and their implementation have delivered, addressing many of the points raised by hon. Members in the debate.

We will be happy to discuss with many stakeholders the precise nature, content and scope of those reviews, and we will do that in due course.

This Bill is based on procurement, but while procurement is the only area that requires primary legislation for implementation, it should not be the only area that is subject to review. Therefore, publishing and considering impact assessments that only cover procurement implementation would not be an effective use of parliamentary time, nor would it give parliamentarians a full picture of the economic impact of the agreements. On multiple levels, the proposed amendments relating to impact assessments would not be fit for purpose.

Regarding the negotiation of the procurement chapters, both chapters build on the baseline in the World Trade Organisation’s agreement on Government procurement, or GPA, setting new international precedents, notably on data transparency and facilitating SME involvement in procurement. While all negotiations are different, my Department is committed to learning from each negotiation and applying those lessons directly to its work. I am confident that that approach towards negotiating procurement chapters allows for high-quality chapters that work well for British business and consumers.

As mentioned by several hon. Members today, the Bill Committee heard evidence from Professor Sanchez-Graells. We respectfully disagree with the professor’s reading that the chapters do not align with the GPA or that suppliers will not have access to legal remedies against contracting authorities and so cause confusion for and disadvantage British businesses. We do not believe that is the case. My predecessor, my hon. Friend the Member for Rochford and Southend East (Sir James Duddridge), wrote in detail to the Committee on that and I have nothing more to add.

The Government are resolute in our determination to protect the NHS, recognising that it is an institution that is very important to the UK and its citizens. That is reflected in the specific protections negotiated in respect of the NHS in the agreements: health services are expressly excluded from coverage under the procurement chapters and both agreements specifically refer to the NHS and the general exclusions that apply to it.

On small businesses, the procurement chapters in both agreements include articles on facilitating the participation of SMEs in procurement. We will have people on the ground in the UK, Australia and New Zealand to help to fully exploit the opportunities, and I can assure the hon. Member for Strangford (Jim Shannon) that we will be providing that support across the UK. The Government have an active agenda of facilitating SME participation and continue to advance that agenda across the free trade agreement programme. We have consulted with businesses throughout the negotiations, including with small and medium-sized enterprises, and will continue to do so throughout the implementation.

On protecting farmers—again, a hot topic in previous debates—in both the Australia and New Zealand FTAs, the UK secured a range of measures to safeguard our farmers, including tariff rate quotas for a number of sensitive agricultural products and product-specific safeguards for beef and, for Australia, sheepmeat, alongside a general bilateral safeguard mechanism providing a temporary safety net for all products. Equally, this Government are committed to ensuring that UK farmers have the tools they need to secure the export benefits of these trade deals.

Additionally, it is unlikely that products from Australia or New Zealand will flood the UK market. In 2021, more than 80% of Australian beef exports and nearly 70% of Australian sheepmeat exports went to markets in Asia and the Pacific. New Zealand already has a significant volume of tariff-free access into the UK for sheepmeat but used only a third of that quota in 2021, meaning that New Zealand could already export more sheepmeat to us tariff-free, but chooses not to.

All negotiations involve give and take. The hon. Gentleman will also acknowledge, I am sure, that we are also seeking market access right across the globe for farmers and our fantastic food and beverages—for example, by opening up the market in the US for sheepmeat for the first time in 20 years. At the same time, we are seeking opportunities right around the world. Of course, as several hon. Members have mentioned, we are proud of our high animal welfare and food safety standards, which is why we are ensuring that this deal does not compromise on them and that no new permissions for imports such as hormone-treated beef were granted.

On the Government’s engagement with the devolved Administrations, right hon. and hon. Members will be aware that the Minister for Trade Policy, my right hon. Friend the Member for Chelsea and Fulham (Greg Hands), chairs the inter-ministerial group for trade, previously known as the ministerial forum for trade. That forum provides an opportunity for discussion on all matters of trade policy, including the implementation of UK free trade agreements. The forum is not the only opportunity for ministerial discussions; there are frequent bilateral meetings between Ministers. Indeed, later this week, my right hon. Friend is set to meet the Scottish Minister for Business, Trade and Enterprise, to whom I spoke last Tuesday. I also spoke to the Welsh Minister for the Economy on 1 December on a similar basis. In addition to ministerial engagement, discussions with devolved Administrations at official levels have totalled hundreds of hours across the Australia and New Zealand FTAs, including frequent updates by chief negotiators and detailed discussions to draft text.

It may be helpful to also remind the House that on Second Reading, the previous Secretary of State for International Trade, my right hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan), who is sitting near me now, committed at the Dispatch Box never to use the power in clause 1 without consulting the devolved Administrations first. That is a sincere commitment, and one that we will honour.

Is not the Minister confirming that taking back control extends to Ministers and officials in the devolved Governments but not to the elected representatives?

I am afraid that the hon. Member is misrepresenting the situation. In terms of concurrent powers, this is an established part of our devolution settlement. We are not, in these proposals, proposing anything unusual.

The breadth of our trade agreements means some policy issues will be within the competence of the devolved Administrations. The Government have always recognised that modern trade deals cover an increasingly broad array of policy matters. To enable more technical discussions, of course, we share draft treaty text with devolved Administrations for comment. That facilitates more detailed and comprehensive discussions between Department for International Trade officials and officials in devolved Administrations. There have already been discussions with the Scottish Government on the drafting of secondary legislation. In respect of the amendments, I understand that the Scottish Government wish to make the necessary statutory instrument to amend Scottish procurement regulations.

On new clause 12 and its consequential amendments, the super-affirmative procedure is used for statutory instruments when an exceptionally high degree of scrutiny is thought appropriate. An example would be remedial orders, which the Government can use to amend Acts of Parliament should the courts find them in breach of the European convention on human rights. It is therefore wholly disproportionate to use that process to approve a minor technical change needed to implement procurement commitments in the Australia and New Zealand deals. The potential unnecessary use of the affirmative or super-affirmative procedure could lead to delays in those agreements entering into force.

The Government are working to enter the agreements into force to ensure that UK businesses and consumers can benefit from the significant economic advantages as soon as possible. That is, of course, also the desire of the Labour Governments in Australia and New Zealand.

I hope that I have reassured hon. Members and that they will not push their amendments.

I absolutely agree. That is why language is so important—that is going to be the theme of my speech. The tight wording of the ban is very important. Conversion practices is a much better description than conversion therapies. I only used conversion therapy for today’s debate because it is the go-to term.

Does the hon. Gentleman agree with me that part of the concern about a ban—wrongly, I think—is that it would catch people who are engaged in legitimate therapy aimed at relieving emotional and psychological distress?

That concern has been brought forward, but as I hope to say later, there is a way that we can alleviate those concerns and still pass an inclusive ban.

I thank the survivors who came forward to share their stories. It is true that conversion practices are happening in the UK right now. It is not something that happened decades ago but has now stopped; those kind of practices still happen in the UK today. Nor is it only happening here; the threat or action of sending people overseas to undergo such practices is still happening.

At last the Government have proposed, and will bring forward, a conversion therapy Bill. I welcome that—it is progress. After all, I tabled a private Member’s Bill to ban conversion therapy in the last Parliament. However, the detail of the Government’s proposal is more than disappointing. The ban will protect people from therapies aimed at changing their sexual orientation, but therapies aimed at changing people’s gender identity will not be banned. If the Government recognise the harm that these cruel and medieval practices cause one group of people, why do they exclude the group that is the most harmed?

Trans people are twice as likely as the rest of the LGBT+ community to be subjected to conversion practices. A recent survey found that gender conversion practices, far from working, create lifelong, deeply traumatic consequences for survivors. Nearly half of respondents said that every aspect of their life, from their mental health to peer and family relationships, had considerably worsened. We all know that, all too often, the catastrophic mental ill health that is suffered leads to loss of life.

Gender conversion therapy is purposefully harmful and repressive. It targets already vulnerable people, and does so overwhelmingly at a very young age. Three quarters of those who have undergone conversion therapy were under the age of 24. Some began as early as the age of 12. These so-called therapies or practices include verbal abuse, isolation, physical abuse and, perhaps most disturbingly, “corrective” rape. For the exclusion of any doubt, we are not talking about professional medical treatment and therapy.

Does the hon. Lady agree with me that therapeutic and counselling interventions in these situations have to be non-directive, and that that per se excludes anything that has a predetermined purpose, as we are discussing?

In this case, Wales is actually “Wales and England”, but many of us would welcome the opportunity for Wales to legislate on this matter. That might be a point that the Minister will respond to when he gets up.

I am sure that the Minister is taking note and has heard the voices in Wales, as I have, who are talking about this.

The reason that this matters is that leaving trans people out of a ban on conversion therapy waters down the impact of the ban for everyone else. It allows conversion therapy to come in by the back door—or the trap door, as the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard) said—and, of course, many trans people are LGB. It just makes everyone’s identities that little bit less secure, and everyone loses as a result. Fundamentally, there is nothing wrong with being trans; that is what this all must come back to. Nobody needs to be cured, or converted away from being themselves; legislation here must reflect that fact.

I make no apology for having criticised the UK Government for U-turning repeatedly on this issue, but there is an opportunity for them to U-turn again and do the correct thing—I would certainly welcome that—to ensure that this is an all-encompassing ban on conversion therapy. I know that the hon. Member for Finchley and Golders Green (Mike Freer) is a very thoughtful Minister on this matter. The only question I have for him is: what steps is he taking and what conversations is he having with his colleagues to ensure that this ban is a ban for all?

I would say two things in response to that. First, much of the friction that the hon. and learned Lady is talking about is coming from the EU’s requirements on us. In voting for Brexit, it was not our intention, or the nation’s motivation, to erect trade barriers. The problem was that the price of frictionless trade was too high. That is why the UK has left the EU. What we want to do is remove barriers; we want as frictionless trade as possible. I hope that she will help us make the case to the EU to do that.

We have the Export Support Service which the Under-Secretary of State for International Trade, my hon. Friend the Member for Finchley and Golders Green (Mike Freer) has spoken about, and also the Trader Support Service, which is focused absolutely on these issues. There is also financial support to enable businesses to export or to get their sectors better prepared for some of the challenges that they are facing. Our door—I speak for all Ministers—is always open to the hon. and learned Lady if she wants to raise individual cases. We stand behind our producers, our manufacturers and our exporters, and we will do everything we can to ensure that they are maximising the opportunities available to them.

We support our farmers and food producers through all stages of their export journey to Europe and across the world. That includes support to exhibit at global food and drink trade events such as Sial in Paris and through the UK trade show programme. We also provide support through our network of agriculture, food and drink trade advisers based across Europe and we are working with the National Farmers Union and the Agriculture and Horticulture Development Board to establish a mentoring programme for agricultural exporters.

The British Veterinary Association reports that over the past two years the number of EU vets registering for work in the UK has fallen by two thirds, while demand for food-related export certificates has increased 12-fold, by 1,255%. Wales was denied a seat at the trade negotiations, of course, and now Welsh farmers face increased competition from New Zealand and Australia. Is the hon. Gentleman really satisfied that his Government here in London are supporting Welsh food exports?

My hon. Friend is absolutely right on the CPTPP. He is also right to focus on consumers, who are a vital part of our trade agenda. Under the CPTPP, 95% of tariffs between members will be removed. We already do £110 billion-worth of trade with the CPTPP. It has very liberal rules of origin, gold-standard data and digital rules, a small and medium-sized enterprise chapter, and very favourable conditions for business visas as well. It will be a great agreement for the UK, and a key stepping stone to get there is this free trade agreement with our great friends in Australia.

In an answer to me last Wednesday, the Prime Minister lectured Welsh farmers that they should be selling their beef and lamb to China and the United States. He seemed unaware of one minor detail: that we do not have a trade deal with either country. When will Welsh families be able to sell their lamb and beef to China and the United States, and what should Welsh farming families do in the meantime as the Government trash their income with this bad Australia deal?

Again, we have done extensive outreach in Wales in recent times. I have met twice with both NFU Cymru and the Farmers’ Union of Wales. I also met with the Welsh Minister Vaughan Gething just yesterday. There are already British exports of beef and lamb to China, and of beef to the United States. I mentioned the first consignment of beef arriving last year. Getting our lamb into the United States is one of the key priorities of our trade agenda moving forward, but the China example shows that we do not always have to have a free trade agreement to be able to open doors for our high-quality agricultural produce. We have opened doors for British beef into Japan and British pork into Taiwan in recent years as well.

Global Britain reimagines the past, ignores the present and, in its naivety, diminishes the future. It is a product of the exceptionalism that diminished the UK’s relationship with the EU. Global Britain captures the arrogance of the Westminster Government towards the non-England UK.

The Foreign Secretary said that global Britain will be

“the best possible allies, partners and friends with our European neighbours”.

Those neighbours are bound together by a European vision of peace, protected by political, economic and social interaction. This was rejected by this Government. Delusion and nostalgia trump political reality, trump global interdependence and even trump geography itself. The delusion is obvious to all, save for the deluded. My party advocates a policy for Wales of proximity to Europe. We recognise our shared values, our diversity, our political and economic interests and the sheer fact of geography that draws us to our mainland.

The Foreign Secretary said the UK will be an

“energetic champion of free and open trade”—[Official Report, 3 February 2020; Vol. 671, c. 26.]

having just struck the first trade deal ever that put up barriers to trade. Most distasteful is the claim that the UK will be a “stronger force for good”—this coming from a Government who have cut international aid, have supplied arms to autocrats and have lavished praise on demagogues like Donald Trump, and that is going well, is it not?

This year, the Republic of Ireland has again taken its seat on the United Nations Security Council. This achievement for a small nation is an emphatic rebuttal of the Unionist contention that nations like Wales and Scotland are too small and too poor to be independent and successful. These past four years of failure have proved that one London-shaped national interest does not serve our four unique and diverging sets of interests. We have our own international priorities. For now, we must have equal powers to approve future trade deals. That is imperative.

Global Britain’s withdrawal from Erasmus is a disgrace: curtailing the life opportunities of our best, and with no reciprocal arrangements for students from our neighbours. But not to worry, we will have, I am sure, a “world-beating” alternative, no doubt destined to join all the other world-beating triumphs of this Government. Finally, there is the Government’s stupidest self-damaging spasm: the little England denial of visas for performers, rejecting a reasonable and mutually beneficial EU offer of 90-day visas both ways.

Wales can achieve great things as an independent sovereign nation, free to make a positive and honest contribution to address the global challenges of our times. Global Britain comes nowhere near that aspiration.

My hon. Friend is absolutely right, and farming in Wales is so important that we have put its representatives on the Trade and Agriculture Commission not once, but twice; both NFU Cymru and the Farmers’ Union of Wales are on it. We have excellent interactions and hear their feedback at the Trade and Agriculture Commission, and we look forward to that continuing when it is put on a statutory footing.

Wales has an exporting economy, with exports which in 2019 were worth £338 million with Turkey and £234 million with Canada. What assurance of stability can the Minister give Welsh exporters to these countries that they can continue their businesses next year?

I thank the hon. Gentleman for that question, and he is right to highlight the importance of Welsh exports. They are very important to us at the UK Department for International Trade, and we are working very hard to get continuity of our trading arrangements with Canada—the CETA.

We have, of course, looked at the assessment of the previous incidents, and I have already described how those incidents must be assessed as having taken place, even if this is still questionable or in any way disputed, as part of that process. We are confident that we now have the right system in place to make sure that there is not a clear risk that the export of arms and military equipment to Saudi Arabia might be used in the commission of a serious violation of international humanitarian law.

UK taxpayers provide humanitarian aid to Yemen. Now, we are to supply even more arms to the Saudis. What does that say about competition between UK trade policy and UK aid policy?

The Department for International Trade, the Department for International Development and the Foreign and Commonwealth Office work very closely together, and I do not think it says anything but that we are involved in different activities but with the same objective of making sure that UK interests abroad are looked after; that we propagate a strong regime on international human rights protections; that we foster trade, including with countries such as Saudi Arabia, in the region; and that we make sure that we do so with the national interest at the forefront.

My hon. Friend is a huge champion for his farmers. What we have seen in British agriculture is increasing success in exports. We are now a net exporter of dairy products for the first time in recent years. We are getting increasingly large exports of all kinds of meat products, dairy products, and finished food and drink products. He can be assured that when we are negotiating the specific market access schedules in CPTPP, we will always be looking out for British farmers, making sure that they are getting the benefit of the deal.

Nearly half of the UK’s carbon footprint probably comes from our trade overseas to satisfy UK demand. What impact assessment has the Secretary of State made of the environmental costs of expanding UK trade into the Pacific region?

We are very committed as a country to our zero carbon target by 2050, and we are working hard on the new COP—conference of the parties—summit to make sure that we achieve that. In all the trade negotiations we are conducting, we want to have strong environmental protections protecting our environmental legislation in the UK but also reduced tariffs on low and zero carbon goods.

I am grateful to my right hon. Friend the Member for Dumfriesshire, Clydesdale and Tweeddale (David Mundell), who sets an example—not least to the party over there, the SNP—in championing the interests of Scottish workers and Scottish business, regardless of politics. [Laughter.] The hon. and learned Member for Edinburgh South West (Joanna Cherry) laughs, but all too often she sits there and says—as she did just now, chuntering from a sedentary position—“We don’t want it”: she does not want more resource from the UK Government to support Scottish business. If ever we had an example of how the separatist SNP put that single agenda ahead of the interests of the Scottish people, that was it. Thank the Lord that we have Members like my right hon. Friend to stand up for us.

T8.   Is the Secretary of State confident that the Government stance in the EU trade negotiations meets the needs of successful horticultural businesses such as Seiont Nurseries in my constituency, whose time-sensitive exports just will not thrive with delays at the ports, regulatory divergence and punitive tariffs?

We are leaving the EU so that we can make our own regulatory decisions, including about how we manage our agriculture and horticulture. Of course we want to get the best possible free trade deal with the EU, but that does not mean continuously harmonising with its regulations.

We are still seeking to come to terms and get a deal by 31 October. That is the Government’s ambition and, as the hon. Lady will know, I am more alive than most to the situation in Northern Ireland. The situation there is unique and complex, and I hope that our European friends would demonstrate some of the spirit of compromise that has been demonstrated in various parts of the House, including by Opposition Back Benchers, in helping us to get to that deal and to avoid the difficulties that she so rightly identifies.

Welsh farmers are still unclear as to how the Government intend to sustain Welsh farming, particularly the production of beef and lamb. Is it by long-term tariffs, is it by market-distorting subsidy, or is it by paying farmers to produce nothing at all?

First, we still want a deal, and therefore we hope this does not come into play. I was in Vietnam only two days ago to push Welsh lamb to the Government there as we look to a deal, and that is just one of many places where we are looking for new export opportunities by removing barriers and doing free trade agreements. The Government are looking closely at how we would respond to protect such producer interests in the event of a no-deal situation, and I believe nothing is ruled out.
