As I said earlier, I absolutely recognise the sensitivity and the strength of feeling of people across the House, in some cases, and as the right hon. Gentleman outlines, in Northern Ireland. First of all, this is about ensuring that we follow through on the legal obligations that Parliament put on me. It is also only right that women and girls in Northern Ireland are able to make those individual, informed decisions, with the right medical support and advice provided locally, based on their own health and wider circumstances, in the way that women and girls living elsewhere in the United Kingdom can. I absolutely fervently hope that the Department of Health in Northern Ireland and the Minister for Health in Northern Ireland will take this forward and deal with it locally, so that Parliament does not need to take further action.

I thank the Secretary of State not only for taking this action but for using the power of the Dispatch Box to tell harrowing tales of what women and girls have had to suffer. I went to Northern Ireland some years back and heard those same tales, and I vowed that I would do what I could to bring about this change. Equally, I have respect for those across the divide who have a very different view. Does he agree that views are now irrelevant, and that what is relevant is the law? The law is clear and has been passed by Parliament—a view has been expressed by Parliament. If that were not the case, does he agree that another of those unfortunate victims in Northern Ireland would have to go through the court process and compel him to act?

My hon. Friend has been a powerful voice on this issue, along with other colleagues, over the last period. I know that a number of people appreciate the support he has given and everything he has done to make sure that women and girls in Northern Ireland get the right support and care. He is absolutely right: we really should not be in a position where people have to bring this matter to court individually in order to get the right healthcare. Parliament has put a legal obligation on us. There is now a legal requirement and a legal duty. I hope the Department of Health in Northern Ireland will take this forward itself, but we obviously have a legal and moral obligation in this House to follow through on the legal obligations that were put in place in 2019.

Last year, I visited the Zaatari refugee camp on the Syrian border in Jordan. It was clear from conversations with parents that although they did not want to risk their children’s lives across the sea, they would if there were no jobs or education for them. Does the Minister agree that thanks to the UK Government’s 0.7% aid contribution, we are able to keep people well and safe in their own region rather than risking squalor in the European camps?

My hon. Friend’s excellent point highlights why it is so important for us to continue to do that work in the region. We should be proud of the time, effort and money being spent out there and of the work of the charities as well as the Government in making sure that we do everything we can to help people in the region and deal with the challenges at source. In that way, we can prevent people not only from taking the chance to come to places that are not appropriate for them but from making that treacherous journey and giving profit to human traffickers in the first place.

I thank the hon. Lady for trying to tempt me into pre-judging what other EU member states may decide to agree to as part of the negotiations. We will be negotiating and I can guarantee that we will continue to put the security and protection of the people of this country absolutely first and foremost.

The hon. Lady raises a point that is an aspect of our annual funding formula. This year’s decision will take place after the autumn statement and the House will vote on it in February. We have also delivered our manifesto pledge by announcing that we will review the police funding formula. I have written to, and am engaging with, all chief constables and, indeed, police and crime commissioners across the country.

T5. Police officers across this nation put their bodies on the line when protecting us. Some 23,000 officers were assaulted last year and sentences do not appear to be acting as a deterrent. Can Ministers assure me that they are liaising with other Departments to challenge sentencing guidelines and to vest in the Attorney General the power to challenge unduly lenient sentences?

My hon. Friend makes a very important point, about which both the Home Secretary and I feel very strongly. We had an Adjournment debate about the issue the week before last. It is important that people acknowledge that police officers should be respected. They police by consent, which is unique to our country; we should be proud of that. My hon. Friend is right that sentencing should reflect the crime. I am in discussions with colleagues in other Departments, including on whether we prosecute for a criminal offence or under police Acts. There are some issues that we need to look at, but it is right that police officers should feel that they are respected and safe in their job.

I thank the hon. Gentleman for giving his support to Ebbsfleet; it is a shame that nothing happened there in a decade and more of Labour rule. I am proud that this Government, and this Chancellor, have put the money into Ebbsfleet, and into the infrastructure there, to enable those homes to be built.

I support my district councils in their desire to deliver thousands of new homes. Would the Minister be willing to support ideas in planning that could up-front infrastructure delivery, such as requiring developers to pay community infrastructure levy moneys from the point at which planning permission is granted?

I am always willing to look at new ideas, and I would be happy to meet my hon. Friend to look at that one. The one challenge for the community infrastructure levy is that the local authorities should pool it so that they can use it within their authority areas. His proposal might not lend itself to that in the way that a section 106 arrangement would, but we are committed to reviewing the levy and I look forward to liaising with him and to hearing his views.
