Question to the Department for Environment, Food and Rural Affairs:

To ask the Secretary of State for Environment, Food and Rural Affairs, what recent discussions he has had with the Minister for the Environment in the Welsh Government on his departmental priorities.

Answered by Daniel Zeichner - Minister of State (Department for Environment, Food and Rural Affairs)

The Secretary of State had a call with Huw Irranca-Davies MS, Cabinet Secretary for Climate Change and Rural Affairs on his second full day (9 July) where they committed to constructive partnership working, and identified early shared priorities to collaborate on to protect our natural resources and grow the economy, including initiatives to build a circular economy and measures to improve the water quality in our shared rivers.

<p>I&nbsp;would just say that the relations at ministerial level are good at the moment, because we are having those discussions, as you would expect, for the inter-ministerial framework that is set up. I attend the one on EU relations, for example. Huw Irranca-Davies would attend the ones in relation to agriculture and so forth. So, those relationships are good.</p>
<p>At the moment, as Emily set out, though, there is a lack of information in relation to what the terms of reference might look like, so we're having those discussions to try and shape things from our perspective, but perhaps Emily can reflect on the work at official level, because I do understand that that is very good.</p>

<p>Well, we had quite in-depth discussions with the UK Government in respect of this, the final transitional year of the shared prosperity fund, and we were of the view—and I think it was shared by local authorities—that, actually, it's best for the UK Government to use its powers to deliver the scheme in this final year, recognising those strong arguments made by colleagues in local government about the need for certainty and continuity as the programme, in this iteration, winds down. I also, though, recognise the importance of having certainty over what comes next, so post 2026. So, we are working at the moment to develop our longer term approach based on work that was undertaken by Huw Irranca-Davies when he was leading a group that looked at the future of regional funding in Wales, but then also considering the work that we commissioned from the Organisation for Economic Co-operation and Development, which, again, has been very helpful in this space. But at every step, we want to be involving all relevant partners—local government particularly, but also, of course, academia, the third sector and others—who have a really strong and legitimate interest in what comes after 2026. It is the intention to move on at pace now with that work to try and provide as much certainty as possible as early as possible, bearing in mind, of course, that we're often talking about people's jobs in this space, and we're always really mindful of that.</p>

3. Statement by the Cabinet Secretary for Housing and Local Government: Warm Homes

<p>Diolch, Luke. Thank you for the engagement that we've had over this as well. I've had discussions with Huw Irranca-Davies as well on similar lines. First of all, I'd like to put on record again that I understand how hard it has been for people in Caerau, and the distress that that has caused. As you know, we have awarded grant funding for that scheme, but you're absolutely right—it's really important that people have that trust. I take that very seriously, and I know you do too, Luke.</p>
<p>I will first of all highlight a couple of updates around Caerau. I had a meeting just before Christmas with Bridgend County Borough Council for an update. I'd also asked officials to follow up as well, and they're going to have an update from Bridgend County Borough Council about the properties in mid February, so I'd be happy to keep you and others up to date with that. There is a residents meeting scheduled on Wednesday 22 January, which you might know, and I'm looking forward to an update following that residents meeting. I think that's partly how we can build that trust within that group of people, which we have talked about and which is so important. So far, eight homes have been completed, 47 homes have had the external wall insulation removed, and 19 are currently having EWI removed through January. Retrofit designers and contractors are currently quality checking the properties. Designs are being completed and works to reinstall the insulation and rendering will take place over the next few weeks as well.</p>
<p>It is absolutely important that we learn lessons from those schemes. We've implemented several measures to provide greater assurance and protection to householders under our new Warm Homes Nest programme. That includes ensuring governance through financial monitoring, project boards and compliance meetings, introducing key performance indicators for complaints received, reducing potential conflicts of interest by letting separate contracts for our advice and referral provider and our delivery provider. They're just a few examples, but I can assure you that I take this very seriously, as you do, and, obviously, the residents as well. It's important we build that trust back up.</p>

2. Scrutiny of the Welsh Government Draft Budget 2025-26 - Deputy First Minister and Cabinet Secretary for Climate Change and Rural Affairs

<p>We'll move on, therefore, to the next item on today's agenda, because, as we remember, on 10 December last year, the Welsh Government laid its draft budget for 2025-26, and this morning we are having an opportunity to scrutinise and to hear evidence from two Cabinet Secretaries related to the budget as it pertains to their&nbsp;portfolios. The first to join us this morning is the Deputy First Minister and Cabinet Secretary for Climate Change and Rural Affairs, Huw Irranca Davies. A very welcome to you this morning, Cabinet Secretary. Joining him are Claire Bennett, who&nbsp;is the director of climate change and environmental sustainability with the Welsh Government, and Jamie Powell, deputy director of finance at the Welsh Government. A warm welcome to the three of you.</p>
<p>We'll go straight to questions. We have a whole host of questions that we would like to cover in the next hour and a half. We'll do our best to cover them all. I'll start, perhaps, just taking a step back, because your paper—and thank you for the paper—states clearly that tackling the climate emergency is a priority across the Government, and across the Cabinet, not just from the perspective of your portfolio. Can you talk a little bit about how you've worked across Government to ensure that this is prioritised and reflected in every role and portfolio?</p>

2. Stage 1 scrutiny of the Disused Mine and Quarry Tips (Wales) Bill - Evidence session with the Deputy First Minister and Cabinet Secretary for Climate Change and Rural Affairs

<p>We'll move on, therefore, to the main item in our meeting this morning, which is—I've just lost where I was. We're starting on the Stage 1 scrutiny work on the Disused Mine and Quarry Tips (Wales) Bill, which was introduced to the Senedd by the Deputy First Minister and Cabinet Secretary for Climate Change and Rural Affairs earlier this week. And to steer our scrutiny, we've also called for written evidence, so if anyone is listening to this meeting, then there is an opportunity for you to contribute to that call for evidence, and the details are available on the Senedd website for you to see how that's done. The deadline for this is 17 January.</p>
<p>The scrutiny work will of course continue during the spring term, when we'll be holding a series of evidence sessions with different stakeholders. But as I said, to start the process this week, we welcome Huw Irranca-Davies, the Deputy First Minister and&nbsp;Cabinet Secretary for Climate Change and Rural Affairs. And joining him is Chris Jones, who is the deputy director for mining legacy and reservoir safety in the Welsh Government, and also Madeline Rees, who is a lawyer with the Welsh Government. Can I welcome all three of you?</p>
<p>I'll start, if I may, and perhaps ask a challenging question, perhaps, but it's quite valid, I'd say: what is the purpose of the Bill, and why do we need it? Because local authorities already have powers, don't they, under Part 2 of the&nbsp;Mines And Quarries (Tips) Act 1969, to take action to ensure the safety of disused tips, and, of course, the Government, along with local authorities, has already done work on categorising tips. So, why do we need this legislation?</p>
