The ratings she refers to reflect increased numbers of structural issues identified through our continued monitoring and surveying of the schools estate, and the age of that estate. We can and do improve the life expectancy of school buildings by careful maintenance and upgrades over time. That is why we have a 10-year rebuilding programme, allocate significant capital funding each year, and provide extensive guidance on effective estate management. Whenever the Department is made aware of a dangerous building, immediate action is taken.

Commons ChamberEvery step of the way we follow the science. We are focused on ensuring that we do everything we can to keep covid out of the classroom and minimise the risk of transmission. That is why schools are going to enormous lengths to increase hygiene levels and ensure that pupils wash their hands frequently throughout the day, and why there are bubbles so that pupils do not mix unnecessarily. There is increased ventilation. There are one-way systems, staggered lunch and break times, face masks in secondary schools, and we are testing all staff and secondary school pupils twice a week. As the Chief Medical Officer has said, the best place for pupils is in school, as that is best for their wellbeing and education.

Commons ChamberExams are the fairest form of assessment. Ofqual has confirmed changes to A-level assessment content, and we have announced today a short delay in the exam timetable to free up teaching time to ensure that exams remain a fair assessment for all.
Significant concessions were under- standably made for A-level graduates this year because of covid-19, but what plans are being developed to ensure that next year’s A-level students are not disadvantaged in terms of university places?

Commons ChamberThe hon. Gentleman raises an important point about disadvantaged children. Schools have been open to vulnerable children and the children of critical workers since schools closed, and we have encouraged more and more of those children to be in school where it is best for them. The scientific advice indicates that a phased return that limits the number of children in education settings and how much they mix with each other will help to reduce the risk of transmission. We are led by the science but our ambition is that all schools will return in September, but that will, of course, be subject to the science.

Commons ChamberOfficials have worked with their counterparts in the Ministry of Housing, Communities and Local Government on all aspects of planning policy for new schools and existing academies. New national policy and guidance sets out the positive approach that local planning authorities should take in the assessment and determination of planning applications for schools.
Since its launch in 2014, the Gatwick School has been very successful and is looking to expand its capacity, but it is coming into difficulties—there are suspected ideological differences—with Crawley Borough Council planners. What advice can my right hon. Friend give to the school so that it can overcome that obstacle?
I pay tribute to my hon. Friend’s commitment to the schools in his constituency and his support for the Gatwick School in particular. As he said, the Gatwick School opened in 2014 and is providing good school places in Crawley, with its EBacc entry level significantly above the national average, for example. Officials are engaged in the planning process to achieve permission from Crawley Borough Council, which will enable us to deliver the permanent school accommodation and facilities for pupils.

Commons ChamberAs I have said, we have written to local authorities to say that they should take the best interests of children into account when determining which year group summer-born children go into. It is important that children who start school immature or with other special educational needs get the support they need, and our schools are providing that support.
Broadfield House in my constituency was, sadly, the site of the first free school to be closed by the Department for Education, and the building has remained empty for far too long. Will my right hon. Friend assure me that the building will be brought back into educational or at least community use in the near future?
